T38 RFP Questions:
1. Reference L-10.1.2.1 PPI Tool. RFP reference states that “ppi_tool.accdb” is posted on FedBizOpps with the Solicitation. We have been unable to identify where this has been posted. Please clarify.
Answer: PPI I tool will be uploaded on 22 Jan 2016.
2. Reference L-5.1, Submission. The submission dates show Past Performance due at 4:30 EDT on 17 Feb 16 and the other volumes at 2:00 PM on the same day. Please confirm if there are different due dates/times for different volumes?
Answer: ALL Volumes are due at 4:30 PM EDT on 17 Feb 16. Will include correction in modification 2.
3. Reference Q&A of 30 December question 17, there is a reference to AFI 11-2T-AT-38, Vol 2. Please confirm the reference as applicable?
Answer: Yes, the reference is still applicable. There will also be several more flight related manuals and checklists provided either on FBO or the AF Publishing site.
4. PWS par. 3.2.10 states the contractor will provide an appropriate AGE tow vehicle at Langley and Tyndall AFBs. PWS Par. 4.5 states the Government is providing two vehicles on the contract, one Bobtail at Langley AFB and one MB-4 at Whiteman AFB. Is it the Government's intent to have the contractor provide an AGE towing vehicle at Langley, per PWS par. 3.2.10, when it would appear the Bobtail at Langley AFB would be adequate for AGE towing.
Answer: The Bobtail is a signed out from the 1 MXG. Offerors should plan to have this vehicle provided when preparing their proposals. If this situation should change post-award the government will address the issue through contract modification/negotiation
5. PWS Appendix G. Can the contractor use TBA to manage employee training records?
Answer: Yes the contractor can use TBA to manage employee training records.
6. Reference Imbedded File: Off Station Recovery – MRT Workload Data.PDF The workload data provided in the solicitation for MRTs appears to be the same exact data for FY12, FY13, and FY14.
Question: Will the Government please verify that the MRT Data for FY12, FY13, and FY14 are exactly the same.
Answer: The government reviewed the data and will provide a revised document on the next RFP amendment.
7. “Contractor shall supply scheduled and unscheduled maintenance for four 50 gallon LOX carts.” At the Langley site visit, the COR stated that LOX was no longer a requirement at Langley. Is it still a requirement?
Answer: Reference Pre-Proposal Conference Questions placed on FBO 14 Dec 15. During the referenced site visit, contractors were advised that any oral answers are unofficial. LOX cart maintenance is no longer contractor provided. The PWS was updated to reflect this change. All offerors are reminded to prepare proposals IAW the RFP, PWS, and Sections L & M requirements.
8. Will FAR clauses 52.246-24 (Limitation of Liability –High Value Items and 52.249-14 (Excusable Delays) be included in the contract? Requesting this FAR clause be removed to reduce liability for loss or damage to high value items.
Answer: The contracting officer shall include the clauses required by law or by regulation and any additional clauses expected to be included in any resulting contract. The FAR and agency FAR supplements prescribe the use of standard contract clauses to implement the statutes, regulations, and policies that apply to government contracts. Changes to the clauses will not be made.
9. RFP contains "red-flag" FAR clause 52.245-1 Government Property (June 2007) Alternative I for Government Furnished Property. PWS 4.4.2.2 Property Disposal Procedures. Implement property disposal procedures IAW FAR Part 52.245-1, with the exception to the Materiel Management System (MMS) managed items. Requesting this FAR clause be removed to reduce liability for loss or damage to GFP.
