However, due to TCTOs, Time Change Items, or after-phase maintenance requirements, this is not always possible. An

Individual QVI of Inspection Areas 1, 2, 3 is authorized, provided all work cards in the specific area are completed and a

RED DASH entry in the AFTO Form 781A for the specific work area is signed off by the Phase Team Member who completed the area. Any deviation to this inspection policy must be approved, on a case-by-case basis, by the Quality

Manager. In the event the Quality Manager cannot be reached, approval authority is the DOM. When deviation is requested, it is recommended that an explanation and justification for requests be provided.

Manpower Standard

AEROSPACE GROUND EQUIPMENT (AGE)

This Air Force Manpower Standard (AFMS) quantifies the manpower required to accomplish the tasks described in the process oriented description for varying levels of workload. AGE is responsible to the Maintenance Squadron Commander for providing Powered and Non-Powered AGE support to the aircraft/munitions maintenance activity.

This AFMS provides the manpower needed to support an Objective Wing's AGE flight in AMC, ACC, USAFE, PACAF, AETC (Flying Training Bases), AFSPC and AFMC during peacetime and wartime. It does not apply to satellite operations, the Air National Guard, Air Force Reserve, contracted locations, or Air Force Special Operations Command. This AFMS does not apply to flights that have been cost compared (OMB Circular A-76).

Howard, Whiteman, and Lajes are straightlined due to their current/programmed mission. Bases should develop negative variances to account for processes not performed or performed by contract and positive variances for processes performed but not included in the AFMS. This AFMS is developed for Objective Wing AGE functions in accordance with policy and guidance from the Air Staff, and AFI 21-101, Maintenance Management of Aircraft. It is developed in accordance with policies and procedures contained in AFMAN 38-208, Air Force Management Engineering Program (MEP). Send comments and suggested improvements on AF Form 847, Recommendation for Change of Publication, through channels, to AFCQMI/MQAB, 550 E Street East, Randolph AFB, Texas 78150-4451.

HSUMMARY OF CHANGES

This AFMS supersedes AFMS 23F1, 15 April 1996. This revision changes the application instructions to reflect the man-hour availability factor change in paragraph 3.3; corrects the application instructions for AFSPC in paragraph 4;

corrects T.O. reference in Attachment 3, paragraph A3.7.1; and adds an approved positive mission variance to Attachment 4, paragraph A4.11. Changes are identified with a star (H).

1. Core Composition. This AFMS was developed for AGE to support Objective Wings with a core requirement to support one or more of the following aircraft:

1.1. Core Flight Manpower Required. Major weapon systems only, (Includes only inspection/repair and servicing/pick up/delivery).

2.4. Workload Factor:

2.4.1. Title. Primary Aircraft Inventory (PAI).

2.4.2. Definition. The number of aircraft, by command and type, authorized at the location.

2.4.3. Source. Any document stating PAI by base that both MAJCOM AGE and manpower managers agree best represent the command’s PAI posture. Consolidate other command's PAI when host/tenant support agreements clearly indicate the host command provides AGE support to the tenant command. Example: AMC KC-135s authorized on an ACC base.

3.1. Step 1. Determine PAI, by type, supported by the location. Multiply the number of aircraft by the applicable Work Unit Time (WUT), (identified in man-hours). NOTE: The aircraft WUT includes man-hours to support only the servicing/pick up/delivery and inspection/repair of AGE.

3.2. Step 2. Add 675.12 man-hours for back shop support (where applicable) to the man-hours derived from Step 1.

NOTE: The support man-hours are allocated per location and not on the basis of number or type of aircraft authorized. The back shops included are: Corrosion Control, Hydraulics, Environmental, Aero Repair, Aircraft Battle Damage Repair, Metals Technology, Test Cell, Fabrication, Fuel Cell, and AGE.

H3.3. Step 3. For each Combat Air Force (CAF) type flying squadron, add 163.17 man-hours for Dedicated Driver support to the man-hours derived from Step 2. NOTE: Squadrons with less than 10 PAI do not earn any man-hours.

For locations having more than one squadron with less than 10 PAI, add the squadrons (having less than 10 PAI) together. If the total is still less than 10 PAI, no man-hours are credited.

3.4. Step 4. Add variance man-hours applicable to your location to the man-hours computed in Step 3 above.

3.5. Step 5. Multiply the sub-total from Step 4 above by 1.18 to account for indirect workload.

3.6. Step 6. Divide the man-hours derived from Step 5 above by the appropriate Man-hour Availability Factor (MAF) and round the resulting fractional manpower using current rounding rules. NOTE: AMC locations with integrated reserve (associate) units must ensure reservist man-hours are factored into this computation.

3.7. Step 7. Add the overhead requirement below to the manpower derived in Step 6 above.

H4. Application Instructions for AFMC and AFSPC:

NOTE: AFMC and AFSPC do not have standard PAI. Instead, AFMC and AFSPC rely on Table of Allowances (TA) affecting an entire unit. For example, Edwards AFB has TAs affecting the 6510 Test Wing and 6516 Logistics Test Squadron. Application is as follows:

4.1. Step 1. Match the organization's authorized equipment against the equivalent values found at Attachment 5 to determine inspection and repair man-hours.

4.2. Step 2. Multiply the total equipment pieces by 5.29 to determine servicing, pick up, and delivery man-hours.

4.3. Step 3. Add and/or subtract variances.

4.4. Step 4. Add the results of Steps 1 and 2 above and multiply by 1.18 to credit indirect workload.

4.5. Step 5. Divide the sum by the applicable MAF and round using current rounding rules.

4.6. Step 6. Add overhead as defined in paragraph 3.7 above.

5. Statement of Conditions. The AGE activity’s normal hours of operations are 8 hours a day, 5 days a week, with the exception of the Servicing, Pick Up & Delivery Section, which operates 24 hours a day, 7 days a week at some locations. All fighter work unit time(s) are based on ACC Tables of Allowances (TA), which include two-way deployment options. In wartime, this function will have an increase in workload. However, while some processes increase, others (scheduled periodic inspections) will decrease. Any surge of workload is expected to be offset by using the appropriate wartime MAF.

Instructions for Variance Development (Not applicable to AFMC)

A3.1. Objectives of Variance(s). Variance(s) provide credit for work (either negative or positive credit) required to maintain mission-essential AGE in excess of primary weapon system and back shop allowance standard.

Variances also provide manpower credit for processes performed, but not identified in the process oriented description (POD). Negative variances are applied to account for work not performed, but identified in the POD.

There are two types of variances applicable to the AGE work center: Mission and Environmental. Additionally, there are two computing methods available to determine variance man-hours: AGE specific and Non-AGE specific.

A3.2 Mission Variance. Use mission variance to justify man-hours expended performing work on AGE in excess of primary weapon system allowance. Examples of positive mission variances include: Powered munition trailer maintenance, AGE maintenance supporting Transit Alert and/or Enroute Support, AGE maintenance supporting aircraft external pod shop, etc. Generally, mission variances are justified using AGE-specific criteria. Mission variances using Non-AGE-specific criteria are process oriented, such as recurring alert duty.

A3.3. Environmental Variance. Use environmental variance to justify manpower credit needed to operate under extraordinary conditions. Examples of environmental variances include, but are not limited to, extreme cold, corrosive, and geographical separation operating conditions. Generally, environmental variances are justified using Non-AGE-specific criteria.

A3.4. AGE Specific. Prior to initiation mission variance justification, ensure the equipment identified has not been accounted for within the primary weapon system allowance standard or credited in back shop allowance standard. If it’s determined credit has not been received, proceed with variance justification.

A3.4.1. Step 1. Determine monthly man-hours by multiplying each specific piece of Powered/Non-Powered AGE by its respective man-hour value listed in Table 1. For equipment not identified, use the miscellaneous man-hour value (5.29) or actual man-hour value. Additions to Table 1 are validated by the MAJCOM AGE Functional Manager and the Aircraft Ground Support Equipment Working Group (AGSEWG) and approved by the HQ USAF Functional Manager.

Note: War readiness equipment receives a percentage credit of man-hour value. For war readiness equipment stored at home station, use 30 percent of man-hour value. For off-station war readiness equipment, use 40 percent of man-hour value. War readiness equipment is equipment which is principally stored and is utilized at deployed location or is utilized to support execution of an operational plan. Examples of war readiness equipment are AGE associated with supporting deployable avionics maintenance string or stored prepositioned equipment dedicated to an operational plan.

A3.4.2. Step 2. Sum the man-hours for Powered AGE identified in Step 1 above.

A3.4.3. Step 3. This step is applicable to powered AGE requiring pick up, delivery, and servicing. Compute pick up, delivery, and servicing credit by multiplying total numbers of powered AGE by 5.29.

Note: No credit is allowed for service, pick up, and delivery of non-powered and electric powered AGE. Servicing, pick up, and delivery credit was developed to account for time expended in transporting the unit back to point of need or subpool parking area.

A3.4.4. Step 4. Sum the man-hours in Step 2 and Step 3 above to determine subtotal for Powered AGE.

A3.4.5. Step 5. Sum the man-hours for Non-Powered AGE from Step 1 above to determine subtotal for Non- Powered AGE.

A3.4.6. Step 6. Sum Step 4 and Step 5 above to determine Total Man-hours for the variance.

A3.5. Non-AGE Specific. Non-AGE-specific variance justification is a subjective evaluation of extraordinary processes imposed on the AGE flight because of environmental conditions or mission needs. Because it’s subjective, justification must be well documented, convey a compelling need, and not of a temporary nature. There are several reference tools available for use in developing Non-AGE-specific variances: AFMAN 38-208, Vol. 1, paragraph 12.3, for positive Variance Development, and Vol. 2, Chapter 7, Minimum Manpower, Standby Determination, and Man-hour Shift Profile Analysis. Particular interest should be focused on Minimum Manpower and Standby Determination. Use AF Form 1068, Work Center Analysis Record, as the foundation document for Non-AGE-specific justification.

A3.6. Extreme Cold Weather Variance. This variance recognizes cold weather imposes extraordinary processes and working conditions on people and equipment, which are not credited for in the basic standard; i.e., Two-person safety policy, chaining tow vehicle tires, preheating equipment, hangaring equipment, plowing subpools/servicing pumps, etc.

A3.6.1 Qualification. Location at or above 41 degrees N latitude and an annual mean snow fall greater than 20 inches (as listed in Air Weather Service climatic brief).

A3.6.2. Calculation. For each piece of mobile-engine-powered AGE assigned multiplied by man-hour 1.0.

A3.7. Severe Corrosion Variance. This variance recognizes severe corrosive conditions impose extraordinary expenditure of man-hours on preventive maintenance processes, which are not credited for in the basic standard; i.e., increase wash cycles, increase paint cycles.

HA3.7.1. Qualification. Location listed in T.O. 1-1-691, Appendix E, Table E-1 (Aircraft Wash Interval) under the SEVERE column.

A3.7.2. Calculation. Total # AGE assigned (Powered & Non-powered) multiplied by .75.

A3.8. Geographical Separation, Qualification. Flight/Branch geographically separated with two production Control/Supply functions. Variance narrative must include strong justification for the establishment of two Production Control/Supply functions.
