Industry Questions 3 Feb 15
1. Reference: L-11.1.1 and Attachments 5 and 7.
Question: Para L-11.1.1 Referenced the Schedule B information should be entered into RFP Attachment
5. Attachment 5 is Section L. It appears the reference should be to Attachment 7, issued with the Amendment.
A) Correct. The reference should be to “Attachment 7”
2. There appears to be several inconsistencies with Attachment 7. The narrative states the base year is for 9 months, however on the Tab labeled T-38 Base Year Detail, CLINs 0001-0007 show 8 months. CLINs 0015 and 0016 show 12 months on the detail tab, as well as on the T-38 Base Year tab and the Summary tab.
A) Discrepancy will be updated with Amendment 3
3. Both Schedule B and Schedule F of the RFP define the Base Period as the 9 months from 1-JAN-2017 to 30-SEP-2017. Shouldn’t the quantities on the T38 Base Year-Detail and T38 Base Year worksheets of Attachment 5 – Schedule T38 CLIN Spreadsheet for all FFP CLINs be 9?
4. On the T-38 Summary worksheet of Attachment 5 – Schedule T38 CLIN Spreadsheet, the 6-Month Extension Unit Price for CLIN X003 (cell AO12) is divided by 6 instead of 2 as are the amounts for the other cost reimbursable CLINs. Was this intentional?
5. There are inconsistencies on the pricing of CLINs X015 and X016 throughout the Attachment 5 – Schedule T38 CLIN Spreadsheet. In some cases the total price:
a. multiplies the quantity by the unit price
b. adds the quantity by the unit price
c. equals the unit price
Can we assume that the total price should correctly multiply the quantity by the unit price throughout the spreadsheet?
6. In reference to Appendix O and PWS 4.3.2, will the Transient Alert personnel at Holloman require security clearances?
7. In reference to Section L, L-7.5.5 Copies and Page Limit, Past Performance still requires hard copies (Original +3). Please advise if hard copies are needed or electronic only.
A) Refer to paragraph L-10.1 for contents of Past Performance Volume II requirements.
Response to Industry Questions dated 27 Jan 16, question #5 was answered incorrectly.
Please follow PPI instructions for printing PPI sheets. Hard copies are required.
Paragraph L-10.1.2 Past Performance Information (PPI) Reference Sheets has been corrected.
