Request for Proposal (RFP) FA4890-13-R-0111
Questions & Answers
Q71. Our understanding of the MIDS CLIN is that it is priced by year but in one lot, is this correct.
A71. Yes, unit of issue is “Lot” for all MIDS CLINS per requirements of the RFP.
Q72. The Program Management CLIN appears to be priced with each set of task orders by month and may increase as a company is awarded new task orders if fortunate enough to be selected. In our case our entire corporate operation at this date is supporting current PMEL contracts and does not need to change until the next task order set. Is our understanding of how the PM CLIN is to be priced correct.
A72. Question not clear. How one chooses to price their PM CLIN is up to each respective offeror. PM CLIN is priced at the ID/IQ level.
Q73. Will the PMO cost be evaluated against the task orders and evaluated for award of task order A and B or any other task order?
A73. See answer to question 67 for clarification below:
CLIN 0001AA Transition (Wright-Patterson AFB)
Bandwidth 2 SubCLINs for the basic period and all option years plus fifty percent (50%) of the last
Bandwidth 2 option period price for Wright-Patterson
CLIN 0001AB Transition (Peterson & Malmstrom AFB)
Bandwidth 2 SubCLINs for the basic period and all option years plus fifty percent (50%) of the last
Bandwidth 2 option period price for Peterson & Malmstrom AFBs
The total evaluated price of future Task Orders will be provided to all respective offerors at time of RFP release encompassing those specific projected location(s).
Q74. Is the PMO CLIN evaluated as a stand alone CLIN with no effect on the site task orders?.
A74. No; please see M-3.4.6
Q75. If a bidder wants to price an office in Newport news should it be priced in the PMO CLIN or spread across the site task orders?
A75. How an offeror wants to price, or spread costs among their pricing is up to each offeror.
Q76. Is CLIN 0001AA to be price for the phase-in cost or does it include the extension at the end of the contract.
A76. CLIN description reads: “The contractor shall perform phase-in/transition at Wright-
Patterson AFB, OH IAW PWS.” If you are referring to the 6 month option to extend services, M-3.4.5 reads: “Interested offerors shall not include pricing in their proposal for this clause, as fifty percent (50%) of each task order’s last option period shall be used for the pricing if clause
52.217-8 is required.”
Q77. Will the incumbent be allowed to use Not Separately Priced (NSP)? How will that be evaluated?
A77. No, if you are referring to how an incumbents transition cost will be evaluated, details of specific price evaluations will be provided to all awardees for future task order competitions.

Questions & Answers
Q78. We have not been able to get the assessed value of the property at Vandenberg. Will the government please provide this information?
A78. The information requested is not available at this time – GFE listing is provided.
Q79. Reference below:
Q16. Will the contractor be doing pickup/delivery or does the customer deliver and pick up (ref:
PWS 5.7 Pickup and Delivery)? Which sites will be doing pick up and deliveries, if any? Will the Government furnish vehicles for this task? If contractor is to furnish vehicles at any site will the Government state the type and number of vehicles required since you have that data?
A16. At most locations, the customer delivers. Locations where PMEL will operate a pick-up and delivery function will be identified in location specific RFPs. In the first three locations, Wright Patterson is the only location that operates a pickup and delivery function. However, no vehicles will be provided by the government except in support of specific functions noted within the PWS, i.e. pulling test cell trailer, and travel into restricted access areas which is only at certain locations.
Q80. In response to question 16 the government indicates “none of the first three locations include a Pick-Up and delivery function”. Currently the PMEL at Wright Patterson performs pick-up and delivery. Is it the government’s intent to remove this service on the new contract? If no, will the government provide the vehicle required to support this activity?
A80. This answer was provided incorrectly and was updated as part of the response to question
40. The pickup and delivery function currently operated by Wright Patterson will continue. No vehicles will be provided by the government except in support of specific functions noted within the PWS, i.e. pulling test cell trailer on base, and travel into restricted access areas which is only at certain locations.
Q81. Currently the contractor provides the vehicles for towing the test cell trailer and transporting the TFCU equipment to the many off-base TFCU locations requiring these services.
Is the government going to provide vehicles to support these off-base functions? If no, will the government authorize the contractor to utilize a GSA vehicle lease to obtain these vehicles?
A81. No vehicles will be provided by the government except in support of specific functions noted within the PWS, i.e. pulling test cell trailer on base, and travel into restricted access areas which is only at certain locations. Our current position is GSA vehicle lease cannot be used by contractors in support of this contract.
Q82. Will the government provide a vehicle to support the extremely high volume of on-base on-site calibrations performed each year by the Wright-Patterson PMEL?
A82. No vehicles will be provided by the government except in support of specific functions noted within the PWS, i.e. pulling test cell trailer on base, and travel into restricted access areas which is only at certain locations.
Q83. Page 46 of the Arnold AFB CBA references “Aerospace Contractor’s Trust Summary
Plan”, and page 52 references “formal Retirement Plan document” could you provide copies of these documents?
A83. All information needed in regards to the Arnold AFB CBA will be uploaded to FBO as a stand-alone package (Ref: Additional Arnold CBA Documents).
