SECTION M - EVALUATION FACTORS FOR AWARD

The following have been modified:

SECTION M - EVALUATION FACTORS

M-1 BASIS FOR CONTRACT AWARD

M-1.1 This competitive best value source selection will be conducted using the Lowest Price Technically

Acceptable (LPTA) source selection process in accordance with (IAW) Federal Acquisition Regulation (FAR) Part

15, Contracting by Negotiation, Department of Defense (DOD) Source Selection Procedures effective 1 July 2011 and Air Force Federal Acquisition Regulation (AFFARS) Mandatory Procedures (MP) 5315.3 for Source Selection as revised 27 March 2013. Award will be made to the offeror(s) who is deemed responsible in accordance with

Federal Acquisition Regulation (FAR) Part 9, whose proposal conforms to the solicitation requirements, is the lowest evaluated price with an “Acceptable” rating in all technical subfactors and past performance. If an offeror fails to meet all solicitation requirements, the Government may not make an award to that offeror.

M-1.2 The Government intends to award a target of six (6) awards of the ID/IQ contract resulting from this solicitation. This is a total small business set-aside, and two contracts will be set aside for award to a certified 8(a) small business under NAICS code 811219, Calibration and Certification Testing to allow for competitive 8(a) set-asides at the task order level, as appropriate. However, the government reserves the right to evaluate and/or award more or fewer contracts if the Source Selection Authority (SSA) determines it is the Government’s best interest.

M-1.3 Award of Task Order Requirements. Upon award, the Government intends to issue a task order for the

Management Information Data System (MIDS) to each of the awardees to satisfy the minimum guarantee outlined in clause 52.216-9, Order Limitations. The Government reserves the right to issue a Task Order for the services outlines in paragraph M-3.2.3, subject to the availability of funds, within 60 days of award of the ID/IQ contract(s).

M-1.4 The Government reserves the right to award without discussions, but may conduct discussions if the

Government determines it is necessary. If the Government elects to open discussions, the competitive range may include proposals rated as “Unacceptable” at the sole discretion of the Government (i.e., minor corrections to technical subfactor aspect(s)). If required, the competitive range may be further reduced for purposes of efficiency pursuant to FAR 15.306(c)(2). Therefore, offerors are advised to submit proposals that are fully and clearly acceptable without additional information.

M-1.5 In order to be eligible for award, offerors are required to meet all solicitation requirements, such as terms and conditions; representations and certifications; evaluation factor requirements; and be deemed responsible in accordance with FAR Part 9.

M-1.6 The Government may incorporate into this contract, by reference or full text, portions of the successful offeror’s proposal submitted in response to this solicitation as revised and supplemented through the final proposal revision.

M-2 FINAL PROPOSAL REVISION

M-2.1 The Government reserves the right to award without discussions and make an award based on acceptable proposals; however, discussions or negotiations may be held and result in a requirement for a Final Proposal

Revision (FPR). Formal responses to discussion items and final proposal revisions will be considered in making the award decision. Offerors should be aware that a complete understanding as to price, technical, past performance, and all terms and conditions of the proposed contract must exist between the offeror and the Government at the conclusion of discussions, if held. All Offeror and team member/subcontractor information must be incorporated into one coherent proposal to be considered complete.

M-2.2 Any revision or non-concurrence to contract terms and conditions submitted in the FPR may not be subject to further discussion or negotiation, and may render the offer unacceptable to the Government. This provision is not intended to restrict the offeror’s opportunity to revise figures (e.g., prices, discounts, percentages, rates, etc.); rather, it is intended to preclude any misunderstandings by the Government, which could result if new or revised terms and conditions are submitted in the FPR that have not been fully disclosed, discussed and understood during discussions or negotiations. Hence, such new or revised terms and conditions are not solicited and, if submitted in the FPR, may render the offer unacceptable to the Government.

M-3 EVALUATION FACTORS AND METHODOLOGY

M-3.1 Proposals will be evaluated using three evaluation factors: (1) Technical, (2) Past Performance, and (3)

Price. There are two parts under the Technical factor, each with two subfactors as follows: Part A – ID/IQ subfactors; Program Management and Quality Management and Part B – Task Order subfactors; PMEL Manning and Transition.

M-3.2 FACTOR 1: Technical

M-3.2.1 Offerors’ proposals shall demonstrate a comprehensive understanding of the nature and scope of work required. The focus of the Technical Rating is on the offeror’s ability to meet the minimum requirements of the

PWS. The Government will not search for data to cure problems or address inconsistencies in an offeror’s proposal.

Technical proposals will be assessed a rating of "Acceptable" or "Unacceptable" at the subfactor level IAW Table

A-1 of the DOD Source Selection Procedures effective 1 July 2011, as shown below; an overall factor-level rating will not be assigned.

Table A-1: Technical Acceptable/Unacceptable Ratings

Rating Description

Acceptable Proposal clearly meets the minimum requirements of the solicitation.

Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.

To be eligible for award, an offeror must receive an “Acceptable” rating for all technical subfactors. In assessing the acceptability of each subfactor, any weaknesses or deficiencies will be noted in accordance with the definitions located in paragraph 3.4.3 and Chapter 5 of the DoD Source Selection Procedures. Proposals that receive deficiencies in a subfactor will receive an “Unacceptable” rating. Proposals that receive weaknesses may receive an

“Unacceptable” rating. Proposals that exceed the evaluation criteria will not receive higher ratings.

M-3.2.2 Part A – ID/IQ Subfactors

M-3.2.2.1 Subfactor A: Program Management

M-3.2.2.1.1 Aspect I: Management and Integration. The offeror’s proposed approach shall provide an effective organizational structure to successfully accomplish program requirements. This aspect is met when the offeror’s proposal thoroughly substantiates all of the following:

Effective organizational structure detailing lines of authority with appropriate responsibilities and qualifications by position for program management, quality management and site-level management and any additional positions which displays an effective approach to meet PWS Section D, paragraphs 2.1-2.3

Cohesive functional relationships with roles detailed that will ensure effective execution of PWS requirements

M-3.2.2.1.2 Aspect II: Human Resources. The offeror’s proposed approach provides for personnel that are qualified, trained and certified to successfully accomplish program requirements. This aspect is met when the offeror’s proposal demonstrates clear processes for the following:

Effective procedures to attract, train, and retain qualified management and technical personnel which includes specific details for difficult to staff locations to meet PWS requirements

Comprehensive plan for creating and maintaining a work environment that creates incentive for employee performance

M-3.2.2.2 Subfactor B: Quality Management

M-3.2.2.2.1 Aspect I: Quality Management System (QMS). The offeror’s proposed approach describes the QMS controls, and oversight of those controls to ensure a calibration and maintenance program that meets requirements stated in the PWS, to ensure timely and responsive support of maintenance requirements. This aspect is met when the offeror’s proposal demonstrates the following:

Effective integration of quality control processes across all levels of the program and identification of the quality resources to be applied to assuring effectiveness of those processes required to meet PWS Section

A, paragraph 2.4 and all sub-paragraphs

Effective Quality Control processes identified across all aspects of operation for enforcing compliance with

TO 00-20-14, the PWS, and the QMS along with the requisite Quality Assurance processes in place to ensure controls are effective

Detailed process for identifying and resolving contract non-conformances such that corrective actions prevent recurrence

Effective process for continual process improvement including preventive-based monitoring and a measurement analysis program which uses quantifiable metrics focused on conformance to the PWS with emphasis on customer satisfaction

M-3.2.2.2.2 Aspect II: Management Information Data Storage system (MIDS). The offeror’s proposed approach provides MIDS solution to successfully accomplish program requirements. This aspect is met when the offeror’s proposal demonstrates the following IAW PWS Section A, paragraph 2.1.2.1 – 2.1.2.1.3:

Sufficient information proposed on what information will be available, hosting solution is viable and effective access/visibility controls proposed

Effective approach in developing/using metrics to track performance trends for key processes and outcomes

M-3.2.3 Part B – Task Order Subfactors

M-3.2.3.1 Subfactor A: PMEL Manning (applies to Technical Task Order A – Wright Patterson AFB Type IIC

PMEL and Technical Task Order B – Peterson and Malmstrom AFB Type IIB PMELs). The offeror’s proposed approach provides manning for each location contained in each task order that is sufficient to successfully accomplish program requirements. This subfactor is met when the offeror’s proposal demonstrates:

Sufficient manning, labor categories and skill level required to support task order requirements

Sufficient justification provided for any deviations/additions to the technical solutions provided for both

Program Management and Quality Management subfactors in Part A

M-3.2.3.2 Subfactor B: Transition (applies to Technical Task Order A – Wright Patterson AFB Type IIC PMEL and

Technical Task Order B – Peterson and Malmstrom AFB Type IIB PMELs). The offeror’s proposed approach provides an executable transition plan for all task order locations to successfully accomplish program requirements.

This subfactor is met when the offeror’s proposal demonstrates:

Proposed milestones ensure transition/phase completed to support on time full contract performance to meet PWS Section D, paragraph 1.0-1.2.3 requirements

Proposed personnel identified with functional statement, staffing and timeline for each position

Effective procedures to hire, train and certify non-incumbent personnel in the event that hiring goals are not met to ensure uninterrupted service

M-3.3 FACTOR 2: PAST PERFORMANCE

M-3.3.1 The Government will evaluate each offeror's recent and relevant present and past performance to assess whether there is a reasonable expectation that an offeror will successfully perform AFEC PMEL services. For purposes of this evaluation, the “offeror” includes any joint ventures, subcontractors and/or teaming partners proposed as part of the Prime Contractor’s team under this effort. The Government will evaluate the offeror’s demonstrated record of contract compliance in supplying products and services that meet user’s needs, including quality, cost and schedule.

Past performance will be assessed a final rating of "Acceptable" or "Unacceptable" at the factor level IAW Table A-

2 of the DOD Source Selection Procedures effective 1 July 2011, as shown below.

Table A-2: Past Performance Evaluation Ratings

Rating Definition

Acceptable

Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.

Unacceptable

Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.

M-3.3.2 A recency determination will be made for each Past Performance Information (PPI) contract reference provided. Recency is defined as active contract (minimum of 6 months) performance during the three (3) years preceding the date of issuance of this solicitation. Contracts that were started prior to this time, but still in effect with active performance (minimum of 6 months) as of three (3) years from the date of this solicitation, will be considered recent. If a PPI contract reference is determined recent (had active performance (minimum of 6 months) in the three (3) years preceding the solicitation issuance date), and had active performance (minimum of 6 months) prior to the three (3) years preceding the date of issuance of this solicitation, the Government may evaluate the offerors’ performance record during the entire contract period.

M-3.3.3 A relevancy determination of the offeror’s present and past performance will be made. In determining relevant criteria for PPI contract references, consideration will be given to the effort, or portion of the effort, being proposed by the offeror, joint venture, teaming partner, or subcontractor whose contract is being reviewed and evaluated. The Government will validate the relevancy information contained in the contractor provided PPI contract reference. The Government is not bound by the offeror’s opinion of relevancy. Relevancy for this solicitation is defined as providing operations and/or maintenance services similar to the size, scope and complexity as a task order within the AFEC PMEL program.

M-3.3.3.1 In evaluating relevancy, the Government will assign a rating of Relevant or Not Relevant for each PPI contract reference. For those offeror’s without a proven record of past performance, the NOTE under Table A-2 of the DOD Source Selection Procedures effective 1 July 2011, will be followed which states: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered

“acceptable”.

M-3.3.4 The Government will assess performance contained in all recent and relevant performance records to ascertain if the offeror can successfully perform AFEC PMEL. Performance records will be obtained through one or more of the following: 1) the Past Performance Information Retrieval System (PPIRS); 2) similar systems of other

Government departments and agencies; 3) questionnaires as needed tailored to the circumstances of this acquisition;

4) DCMA channels; 5) interviews with program managers and COs; and, 6) other sources known to the

Government. The assessment will contribute to the overall evaluation of the Offerors’ performance record. The

Government is not bound by the offeror’s opinion of its performance.

M-3.3.5 Adverse past performance is defined as past performance information that supports a less than satisfactory rating on any evaluation aspect or any unfavorable comments received from sources without a formal rating system.

When a relevant performance record indicates performance problems, the Government will consider the number and severity of the problems and the appropriateness and effectiveness of any actual corrective actions taken (not just planned or promised). The Government may review more recent contracts or performance evaluations to ensure corrective actions have been implemented and to evaluate their effectiveness. In accordance with FAR 15.306(b), Communications must be held with any offeror who will be excluded from competition because of adverse past performance information, unless the offeror has previously had the opportunity to comment on such information.

M-3.3.6 Even though the assessment of past performance is separate and distinct from determination of responsibility required by FAR Part 9, past performance information evaluated may be used to support the determination of responsibility for the successful offeror.

M-3.4 FACTOR 3: PRICE

M-3.4.1 Price will be evaluated using techniques established in FAR 15.404-1 to ensure the Government receives a fair, reasonable and balanced price.

M-3.4.2 In addition to the price analysis as described in FAR 15.404-1(b), price proposals will be analyzed to identify any potential unbalanced pricing (See FAR 15.404-1(g)). If the Government sees a wide variation in proposed contract line item prices, the technical evaluation board will be informed as soon as possible during the initial evaluation of proposals so the appropriate personnel may seek clarity through offeror exchanges. Absent any issues related to the stated requirement, unbalanced pricing may pose an unacceptable risk to the Government and may be a reason to reject an offeror’s proposals.

M-3.4.3 There is a great expectation of competition for this requirement; thus offerors are cautioned to present their best price proposal up-front. The offeror’s price proposal shall represent the offeror’s best effort to respond to the solicitation. In instances where an offeror receives acceptable technical and past performance ratings, yet proposed prices that appear exceptionally low, offerors may be requested to address this disparity, providing evidence of their capability and/or experience providing similar service(s) at similar price(s). An exceptionally or unrealistically low offer may pose an unacceptable risk to the Government and may be a reason to reject an offeror’s proposal.

M-3.4.4 If the Government cannot determine the proposed pricing fair and reasonable, other than cost and pricing data will be obtained from the offerors. The Government will evaluate offers for award purposes by adding the total price for all CLINs IAW para M-3.4.6 including transition, basic period, option years and fifty percent (50%) of the last option period price to cover the option to extend services IAW clause 52.217-8.

NOTE: Evaluation of the option periods shall not obligate the Government to exercise such options.

M-3.4.5 Option to Extend Services. Both the solicitation and the resultant contract shall contain FAR Clause

52.217-8, entitled “Option to Extend Services.” This clause allows for up to an additional 6 month continued task order performance if required. Interested offerors shall not include pricing in their proposal for this clause, as fifty percent (50%) of each task order’s last option period shall be used for the pricing if clause 52.217-8 is required.

M-3.4.6 Price Evaluation. Price analysis will be conducted in accordance with FAR 15.404-1. Price reasonableness will be determined based on a comparison of each offeror’s total overall evaluated price. The

Government will evaluate offers for award by adding the CLINs for MIDS, Cost Reimbursables and each location’s

Bandwidth 2 SubCLINs for the basic period and all option years plus the Program Management and transition costs for Technical Task Order A (Wright-Patterson AFB) and Technical Task Order B (Peterson/Malmstrom AFB) and fifty percent (50%) of the last Bandwidth 2 option period price for Wright-Patterson, Peterson and Malmstrom AFBs to cover the option to extend services IAW FAR clause 52.217-8. The total price for each Cost Reimbursable CLIN will be determined by apply the offeror’s proposed handling fee to the NTE amount ($100,000.00) provided by the

Government in Attachment 5, Sample Pricing Matrix. The Incentive fee CLINs will be excluded from the overall evaluated price. Proposed pricing will serve as the ceiling rate for additional task orders throughout the life of this contract, with the exception of any wage determination or Collective Bargaining Agreement labor rate changes as required. As part of the post award Task Order strategy, placeholder Program Management Sub-CLINs will be incorporated into the ID/IQ in order to allow offerors to price Program Management support as location(s) become available for competition.

M-3.4.7 Supplemental Responsibility Determination - DoD Contract Security Classification Specification (DD

Form 254). DD Form 254 requirements will be assessed for contractor responsibility IAW FAR Part 9. The

Government will use the Industrial Security Facilities Database (ISFD) to verify offeror and subcontractor(s) clearance information. The Government is not obligated to hold discussions nor delay the decision brief awaiting an offeror or subcontractor to comply with DD Form 254 classification requirement(s). Contractor responsibility includes:

1. Offeror and subcontractor(s) having the highest classification specification required on the DD Form 254 attached to this solicitation; and

2. If applicable, the offeror submitting a request for authorization to subcontract COMSEC work for each subcontractor.

3. Resolution of all FOCI issues, if any (see Section L-9.3.1.5.2.2.).
