SOLICITATION NO. FA4890-09-R-0019
QUESTIONS & ANSWERS (12-21-09)
Question No. 1 Will the Government reimburse the contractor for rate increases in the United Kingdom’s National Insurance during the term of the contract?
Govt Response: If necessary, the contractor may submit a request for equitable adjustment to the Contracting Officer for consideration.
Question No. 2 On the SF 33 of the solicitation, no date or time is indicated in Block 9. Will this be corrected by an amendment?
Govt Response: Amendment 0001 has been issued with this correction.
Question No. 3 In Section B, the prices for OCONUS PMEL services are to be denominated in pounds sterling; however, to provide these services, the contractor may have to incur costs denominated in U.S. dollars. Will the Government, therefore, provide a separate CLIN for these costs to insulate them from the uncertain and variable exchange rates?
Govt Response: No
Question No. 4 M-4.5.1.2 Human Resources. Demonstrates sound procedures to attract, train, and retain qualified management and technical personnel. Demonstrates a comprehensive plan for creating and maintaining a work environment that creates incentive for employee performance. Provides thorough identification of proposed positions to include a summary of minimum qualifications, certifications, credentials, and compensation levels for the personnel to provide successful execution of program requirements throughout the life of the contract. The requirement to address compensation levels conflicts with the directive that the mission capability section shall not contain any pricing data. Please clarify.
Govt Response: Compensation levels does not necessarily equate to numeric pricing data. Compensation levels could reflect equivalency levels such as a Tech II could be paid at a GS-12 level or a Site Manager compensated at a Tech III equivalency. Other fringe benefits could be equiated to compensation levels such as three weeks paid vacation after 15 years of service. These are the types of non-numeric information that could be provided.
Question No. 5 Several questions were submitted by e-mail and were responded to via e-mail. Will the Government be providing an official response by issuing an amendment to the solicitation?
Govt Response: The Government will respond to all questions via FedBusOps, and when warranted, will issue an amendment for any changes necessary to the solicitation.
