SECTION 1. SCOPE

1.1 Identification.

This Software User Manual applies to the Precision Measurement Equipment Laboratory (PMEL) Automated Management System (PAMS), System code Q011/CJ, version 6, 9 October 2003 and subsequent releases. This manual supersedes all previous versions or revisions of AFCSM 21-303 and

AFM 66-303.

1.2 System Overview.

PAMS is an Automated Information System (AIS) supporting the USAF PMEL community, and consists of computer programs providing management of USAF Test, Measurement and Diagnostic Equipment (TMDE) inventories in support of the Air Force Metrology and Calibration Program (AFMETCAL).

PAMS provides inventory, processing, calibration recall, Job Data Documentation (JDD), and Quality Program (QP) functionality throughout the AFMETCAL. PAMS version 6 is a Web-based/Graphical User Interface (GUI) platform on the Global Combat Support System Air Force (GCSS-AF).

PAMS was originally developed and fielded by Phillips Laboratory at Kirtland AFB, NM, under AGMC/ML Information Systems Requirement Documentation (ISRD) MAP-G86-705, 28 Jul 86, Amendment #2, 10 Aug 87, and HQ AFCC Information Systems Directive (ISD) MAP-G86-705, 11 Aug

87. These documents were generated and funded under Program Management Directive (PMD) L-Y 2035(1), 18 Dec 81. PAMS responsibility was transferred to Headquarters Standard Systems Group, Maxwell AFB - Gunter Annex, AL by Program Management Responsibility Transfer Plan (PMRTP) L-Y 2035(1), 31 Jan 91, effective 1 Jul 92.

PAMS is maintained by PMEL and programmer personnel assigned to Headquarters 754th Electronic Systems Group, Logistics Readiness Maintenance at 201 E. Moore Drive, MAFB-Gunter Annex, AL.

SECTION 3. SOFTWARE SUMMARY

3.1 Software Application.

PAMS provides the ability to document Maintenance Data Documentation (MDD) performed by active duty, Federal Service, and contractor metrologists upon Test, Measurement, and Diagnostic Equipment (TMDE) serviced in the local Precision Measurement Equipment Laboratory (PMEL). The information thus collected is used by AFMETCAL Detachment 1 to determine TMDE calibration intervals based on actions taken documented throughout the entire AFMETCAL program. The MDD data is used locally to provide management visibility of the status of the TMDE fleet. PAMS provides subordinate programs to implement functions required by T.O. 00-20-14 pertaining to the AFMETCAL Quality Program (QP), and integrates the QP seamlessly into program operations at all levels.

3.2 Software Inventory.

All application programs and data files used in PAMS are unclassified. No data with a classification other than unclassified is permitted on the PAMS database. Microsoft Internet Explorer 5.5 w/SP1 or higher and Adobe Acrobat Reader is required for proper operation. Other browsers will not work with PAMS. For reports saved in Rich Text Format (RTF) or eXtensible Markup Language (XML) format, standard desktop software that can read these formats are necessary, such as Microsoft Word and Excel. Oracle Discoverer Plus 9iAS Version 9.0.2.54.01or newer will be used to create local ad hoc queries as needed.

3.3 Software Environment.

PAMS is designed to run on a 486 at 66MHz system with 16MB RAM, 15” color monitor , that supports 1024X768 resolution and 256 colors, network card, modem, keyboard, mouse, printer, hand-held scanner, local area network (LAN). The recommended system is a Pentium III – 733 equivalent with 256MB RAM or better.

3.4 Software Organization and Overview of Operation.

PAMS is a common Web-based/Graphical User Interface (GUI) platform on the Global Combat Support System Air Force (GCSS-AF) It is a multiuser application with each module tailored to meet a specific process within the PMEL. User interface is accomplished through the Air Force Portal, which provides a simple select-and-click user interface to choose which application to load and execute. PAMS functionality falls along the same lines as the PMEL. All user input to PAMS is through either the keyboard or a barcode scanning device. Output from PAMS is via screen display, print, or disk file.

In all cases, PAMS response time should be less than 10 seconds to commit and complete a transaction. System response time is affected by the number of users actively online.

3.4.1 Scheduling Module.

The Scheduling module manages both the fielded and in-lab inventory, schedules TMDE in from and out to customers, maintains customer data, and maintains the local K100 database. Priorities and Onsites can also be pre-selected as QRs upon entry into the lab if configured as such in the Quality Settings. Recommended users include those individuals assigned as or who may perform duties as PMEL schedulers.

3.4.2 Time and Accounting Module.

The Time and Accounting (TAA) module documents MDD and parts used against TMDE, permits history and MDD corrections, and the ordering of parts. QRs are selected in this module upon completion of MDD. The TAA module documents MDD accomplished during quality inspections.

Recommended users include any individual authorized to document MDD time against TMDE for maintenance, quality inspections, or shipments.

3.4.3 Quality Program Module.

The Quality Program (QP) module schedules Standard Reviews (SRs), documents inspection nonconformity and root cause codes, and provides for user comments at all levels of involvement in the QP process. Recommended users include any individual assigned to perform Quality Reviews or supervisors who may have to clear a QR for mission priorities in the absence of Quality Process Evaluator (PQE) personnel.

3.4.4 Global Admin Module.

The Global Admin module allows the user to select a base, global setup data, and edit the K100 data.

Suggested users include AFMETCAL Evaluators and Data Managers, Contract Manager and Contract Quality Assurance Evaluator (only if need access to more than 1 base), and MAJCOM Functional Area Managers.

3.4.5 Local Administration Module.

The Local Administration module manages and maintains personnel, work centers, quality setup, local setup data, and role assignment. PMEL administrators may selectively grant access to other individuals on an as needed basis. Suggested users include managers, quality personnel, schedulers, and local administrators.

3.4.6 Supply Module.

The Supply module manages and documents any transactions involving parts invoked from the technician module. It permits queuing of AF Forms 2005 awaiting call-in to supply demand processing or entry into the Standard Base Supply System (SBSS). Suggested users include any individual processing parts into or out of the lab, anyone who contacts supply demand processing to requisition parts, and assigned supply personnel.

3.4.7 Shipping Module.

The Shipping module manages and documents shipments of TMDE to and from the PMEL. It tracks shipments by Transportation Control Number (TCN), generates data to import into a DD Form 1149, and generates disk files that can be uploaded to the TMO software Cargo Movement Operation System (CMOS). This eliminates the need for printed DD Forms 1149 at most bases. Suggested users include personnel assigned to scheduler or supply liaison duties.

3.4.8 Reports Module.

The Reports module includes reports designed to provide rudimentary retrievals of PAMS data for management use and analysis. Each PMEL has its own unique requirements for collating and displaying PAMS data; therefore, Oracle Discoverer Plus should be used as-required to obtain data not provided by the reports module. Users access depends upon roles assigned.

3.5 Contingencies and Alternate States and Modes of Operation.

PAMS is an internet based application, there are no contingencies.

3.6 Sensitivity.

3.6.1 PAMS System Administrator.

System Administrators will be responsible for assigning the PAMS-User roles within PD web portal manager, granting access to Discoverer Plus and Discoverer Viewer, and assigning the appropriate roles within the application; this includes assigning an alternate SA.
