3 PRELIMINARY OPERATIONS:

3.1 Review and become familiar with entire procedure before beginning calibration process.

WARNING

Unless otherwise designated, and prior to beginning the Calibration Process, ensure that all test equipment voltage and/or current outputs are set to zero (0) or turned off, where applicable. Ensure that all equipment switches are set to the proper position before making connections or applying power.

3.2 Ensure all test equipment is connected to appropriate Power and warmed-up.

3.3 UNPACKING INFORMATION AND PRECAUTIONS:

3.3.1 If the AFPSL Transfer Standard is a 9152 ( ), it is supplied with external batteries during transport. Remove the standard from the shipping container and connect its line cord to a 117 VAC receptacle. Disconnect the battery leads from the front panel terminals. Connect a fully charged battery pack for standby power. Recharge the used battery pack immediately using the battery charger packed inside the shipping container. Observe proper polarity when connecting the charger output cables to the battery pack. Charge in the "Fast" position for approximately 24 hours after which the charger must be switched to the "Float" position.

NOTE

The Standard Cell Enclosure 9152 ( ) are shipped under two conditions: 1) "HOT" under battery power to minimize the cells stabilization period and 2) "COLD" without battery power. An enclosure shipped "COLD" will require a minimum of 15 days for warm-up and stabilization. For expediency, most enclosures are shipped "HOT" when transportation methods permit. This T.O. should be followed closely since extreme care is necessary to accomplish a "HOT" shipment.

Change 1 1-3

3.3.2 If the AFPSL Transfer Standard is a 9152 ( ), replace its operating lamps. These lamps were removed prior to shipment to conserve batteries. The lamps are polarized of offset prongs. Use caution when installing.

3.3.3 If the AFPSL Transfer Standard is 9154 ( ), it has an internal battery pack and an internal charger. Remove the standard from the shipping container and connect its line cord to a 117 VAC receptacle. If the AFPSL Transfer Standard is a 9154D, it has an internal battery pack and an external ON-OFF for the battery circuit. Remove the standard from the shipping container, turn the rear panel battery switch to the ON position and connect its line cord to a 117 VAC receptacle. If the battery switch is ON, then this is a "HOT" shipping condition. Check the container for any special instructions that may be sent with the unit. If there are special instructions, please leave them attached to the standard for shipment to next consignee. Check battery condition by depressing "BATT TEST" switch momentarily. For a fully charged battery, the meter will indicate in the green band. Otherwise, the battery should be charged by placing the "BATT CHARGE" switch in the HIGH position for no more than 24 hours. The switch should then be set to LO or trickle charge position.

CAUTION

Batteries should never be left on HIGH or FAST charge for more than 24 hours.

3.3.4 The meter on the front panel of a 9154 ( ) enclosure has two functions in addition to the battery-check function. The meter indicates a Heater On/Off condition by cycling from zero to approximately three quarter scale.

It also indicates an Over Temperature condition by holding a mixed deflection at approximately half scale.

3.3.5 Minimize thermal EMFs by not touching the metal parts of the terminals.

3.3.6 Prevent electro-chemical EMFs by cleaning contacts before start of test. Do not touch bare contacts with hands. Scrape all copper wire before use.

3.3.7 When making cell comparisons, the Null Detector must be used in the battery mode. Disconnect the power cable from the Null Detector to eliminate the possibility of connecting the Null Detector to the power line.

3.3.8 Notify AFPSL whenever in doubt or if delays occur as a result of equipment failure or other unforeseen situations. Complete address and telephone extensions for AFPSL are listed in step 4.3.5.

3.4 PERIODIC COMPARISON OF STANDARD CELLS:

3.4.1 Cells shall be intercompared according to T.O. 33K8-3-1, Chapter 11 at least once every 30 days.

3.4.2 The results of the intercomparisons shall be annotated on a continuous graph (Figure 1 of T.O. 33K8-3-1, Chapter 11) and this graph shall be attached to the Electrical Standards console for review. This graph shall be maintained from the previous Standard Cell enclosure certification to issuance of a new certification.

3.4.3 Other T.O. requiring cell intercomparisons according to (Figure 11-1 of T.O. 33K8-3-1) will meet the requirements of para 3.4 if performed within 30 days of previous intercomparison.

3.5 INSULATION MEASUREMENT:

3.5.1 Connect equipment as shown in Figure 1.

3.5.2 Ground cases of both the AFPSL Transfer Standard and the 9152/9154 to an earth ground.

3.5.3 Set Null Detector to the 1 MILLIVOLT range.

3.5.4 Connect lead X to each of the 6/8 terminals on the 9152/9154 and each of the terminals on the AFPSL Transfer Standard, in turn. This means connect X to each (+) terminal and each (-) terminal on both enclosures.

3.5.5 The Null Detector must not indicate more than ±1 mV for any of the connections.

NOTE

One mV is equivalent to an insulation resistance of 1010 Ω.

3.5.6 If the Null Detector indicates more than ±1 mV for any of the connections, notify AFPSL.

4 CALIBRATION PROCESS:

NOTE

Unless otherwise specified, verify the results of each test and take corrective action whenever the test requirement is not met, before proceeding.

NOTE

Allow AFPSL Transfer Standard to stabilize for 24 hours before proceeding.

4.1 TEMPERATURE MEASUREMENT:

4.1.1 Connect Null Detector INPUT terminals to AFPSL Transfer Standard GALV terminals.

4.1.2 With AFPSL Transfer Standard BRIDGE switch in the OFF position, zero Null Detector on the 3 MICROVOLTS range with the OPR-ZERO switch in the OPR position.

4.1.3 Set BRIDGE switch to ON position and adjust TEMP DEVIATION dial for null on Null Detector. This null should be achieved to within + or - 1 μV. Return BRIDGE switch to OFF.

4.1.4 Record TEMP DEVIATION dial indication to the nearest 0.001°. If the TEMP DEVIATION dial cannot be nulled in step 4.1.3, notify AFPSL.

4.1.5 Connect Null Detector INPUT terminals to 9152/9154 GA terminals.

4.1.6 Apply 1.5 VDC source to 9152 battery 1.5 V terminals. Adjust 9152 TEMPERATURE dial for null indication on Null Detector. Remove 1.5 V source. For the 9154, repeat steps 4.1.1 through 4.1.4 and skip step 4.1.7.

Change 4 1-5

4.1.7 Record 9152R TEMPERATURE dial indication to the nearest 0.001°. If the TEMPERATURE dial cannot be nulled in step 4.1.6, notify AFPSL.

4.2 CELL COMPARISON:

4.2.1 Connect equipment as shown in Figure 2. Label leads VD and ND. VD for Voltage Divider and ND for Null Detector.

4.2.2 Plug PS-1 power source into INPUT terminals of DC Voltage Divider, with the polarity switch in the + position.

Use shielded cables with a solid copper center conductor such as RG-58/U.

Connect the center conductors of these cables directly to the binding posts. Do not use banana plugs or lugs as they will create thermal EMFs.

4.2.3 Set DC Voltage Divider dials to .999999X.

Do not use 720A DC Voltage Divider above .999999X with the 1.0 INPUT terminals.

4.2.4 Connect Digital Voltmeter to DC Voltage Divider OUTPUT terminals and adjust PS-1 power control for

1.0000 V indication.

1-6

4.2.5 Set PS-1 polarity switch to - polarity. Digital Voltmeter reading should be between 0.9995 and 1.0005.

4.2.6 Remove Digital Voltmeter from circuit.

4.2.7 Set DC Voltage Divider dials to 0.0000000.

4.2.8 Connect ND and VD leads to any pair of minus terminals on either cell enclosure and electrically zero the Null Detector on the 3 μV range with the OPR-ZERO switch in the OPR position. It is preferable to operate the Null Detector in the Battery Operate Mode. This calibration should not require use of the Null Detector below the 3 μV range at any time.

NOTE

Do not readjust the zero control throughout the remainder of this procedure.

4.2.9 Connect ND lead to positive polarity terminal of AFPSL Transfer Standard Cell #1, designated S1.

Connect VD lead to positive polarity terminal of 9152/9154 Cell #1, designated R1.

NOTE

The voltage difference measured is that of the ND-connected cell value minus the VD-connected cell value. The setting of the PS-1 power source polarity switch determines the sign of the difference.

4.2.10 Adjust DC Voltage Divider dials and PS-1 polarity switch, if required, for null indication on the Null Detector. A suitable null should be obtainable down to the 3 μV range on the Null Detector. Best results will be obtained if a null between ±0.5 μV can be achieved.

NOTE

Do not allow DC Voltage Divider dials to exceed 0.000999X. If null cannot be obtained, examine the circuit for defects. If no defects are found, disconnect cells and notify AFPSL.

4.2.11 The DC Voltage Divider indication is directly in Volts. Convert to microvolts by placing a decimal point between the sixth and seventh dials and record the number thus obtained preceded by the sign of the PS-1 POLARITY switch setting. This number is the difference between the ND-connected cell and the VD-connected cell in microvolts.

4.2.12 Connect ND and VD leads to each pair of cells listed in Table 2 and repeat steps 4.2.10 and 4.2.11. The 12/16 differences must be taken in the order given in Table 2 without interruption. It may be helpful to remember that the ND lead extends from the Null Detector and the VD lead extends from the Voltage Divider.

NOTE

If the AFPSL Transfer Standard contains more than 3 cells, use only the first 3 unless otherwise directed by AFPSL.

4.2.13 After the data is taken each day take a preliminary look at what it will show. For instance, select D2 and D10 of the (4 cell) scheme in Table 2. These two deltas should be of the same magnitude and opposite polarity.

They should be at least within ±1 μV of the same magnitude. Also check D6 and D13 and others that show as opposites from Table 2. If these values do not match, it usually will indicate a problem with the measurement system and usually not be in the Test Item or one Transfer Standard. Most often this is caused by a faulty Null Detector, faulty connections, or by using wire other than bare solid copper. If this repeatability cannot be achieved, contact AFPSL.

Change 1 1-7

NOTE

At NO time should you discontinue taking data or sending it to AFPSL, unless directed to do so by AFPSL. Any delays in data being received will only delay the recertification process.

3.4 PRELIMINARY OPERATIONS:

3.4.1 This procedure will be used to compare two SC 1000 (1404A) Capacitors when they are to be exchanged.

3.4.1.1 The SC 1000 (1404A) that comes with the exchange package will be considered the NEW STANDARD and the SC 1000 (1404A) that is to be returned to AFPSL will be considered the OLD STANDARD. Obtain a copy of the Exchange Worksheet from Appendix A (this may also be obtainable from the AFMETCAL METWEB website).

Record the Serial Number and Certified Capacitance Value for each in the appropriate block(s) of the Exchange Worksheet.

3.4.1.2 Allow the Capacitors to stabilize at ambient temperature for at least 24 hours before measurements are taken.

3.5 If not already accomplished, perform steps 3.5.1 through 3.5.21 for the Capacitance Measurement System.

3.5.1 Using BNC patch cords, make the following rear panel connections on the Oscillator, Detector and Precision Capacitance Bridge to assemble the Capacitance Measurement System:

1) Oscillator QUADRATURE and IN-PHASE REFERENCE OUTPUTS to the Detector QUADRATURE and IN-PHASE REFERENCE INPUTS, respectively.

2) Oscillator POWER OUTPUT to the Precision Capacitance Bridge GENERATOR INPUT.

3) Precision Capacitance Bridge DETECTOR OUTPUT to the Detector INPUT SIGNAL.
