SECTION I
INTRODUCTION
1-1 PURPOSE.
1-2 This Technical Order (TO) prescribes policies, operational details and procedures for Logistic Support of Test Measure-ment Diagnostic Equipment (TMDE) listed on the front page and managed by the San Antonio Air Logistics Center (SA- ALC) as directed by the Air Force Material Command (AFMC).
1-3 SCOPE.
1-4 This technical order is applicable to all Test Measurement Diagnostic Equipment, all activities that possess TMDE, all activities that use, repair, overhaul, calibrate, certify and maintain TMDE. Any special adapter, interface cables/extender cards identified to a designated Unit Under Test (UUT) will be the responsibility of the UUT system manager.
1-5 DEFINITIONS.
1-6 For the purpose of this technical order, the following definitions apply:
a. Logistics (AFMC). The science of planning and carrying out the movement and maintenance of Forces; those aspects which deal with design, development, acquisition, storage, movement, distribution, maintenance and disposition of material.
b. Maintenance. Actions required to retain material in a serviceable condition or to restore it to serviceability. Includes inspection, testing, servicing, repair, overhaul and classification as to serviceability.
c. Levels of Maintenance:
(1) Organizational Maintenance:
(a) Organizational Maintenance for TMDE designated in TO 33K-1-100 as, NCR/USER, NCR/PMEL, or ICO will consist of preventive maintenance operations as defined in the applicable operation/maintenance technical order.
Organizational Maintenance support will also include paragraph 1-6c(1) (b) when organizational preventive maintenance would not compromise the integrity of calibration/certified TMDE.
(b) Organizational maintenance for TMDE designated in TO 33K-1-100 as PMEL/USER, OO-ALC, WR-ALC, SA- ALC, SM-ALC, OC-ALC, AFMETCAL Detachment 1 or AFPSL, CONTRACT, USER/CONTRACT, AND COM DATA includes cleaning, replacing, or repairing those parts that do not affect calibration/certification of the equipment. No maintenance should be attempted that would require internal adjustment or that might affect calibration/certification of the equipment. This maintenance performed on a prior to use basis supplements the periodic inspection, calibration, or maintenance instructions and intervals specified in the applicable operations/ maintenance technical order. Prior to use inspection requirements are to be performed on TMDE upon receipt from Supply/PMEL, extended storage, or at the discretion of the owning workcenter, it includes, but is not limited to:
(1) Replacing of defective knobs of controls.
(2) Cleaning air filters.
(3) Cleaning, painting, and Maintaining test equipment and their associated shipping cases.
(4) Replacing hasps, latches, and handles.
(5) Replacing unsafe power cords.
(6) Replacing defective detachable leads.
(7) Maintaining connecting cables and accessories not requiring calibration.
(8) Insuring proper fuse protection and replacing missing fuse caps.
(9) Replacing pilot lights and lenses.
Change 1 1-1
(10) Replace batteries and energy cells.
(11) Charging and/or replacing man-soldered batteries.
(12) Insure proper wiring of input power on NSN 6625 - equipment only as outlined in TO 33-1-32.
The owning workcenter supervisor has responsibility for organizational maintenance on test measurement diagnostic equip-ment. Items of TMDE that are sent to the PMEL and are in need of organizational maintenance will be called to the attention of the workcenter supervisor and returned if the situation warrants. No maintenance should be attempted that would require internal adjustment or that might affect calibration/certification of the equipment.
(c) Organizational maintenance of TMDE designated in TO 33K-1-100 which contain batteries will include a periodic check for corrosion from battery leakage. Inspection interval to be established at the local level. If the act of inspection, at this interval, requires the breaking of the calibration/certification seal, then this inspection will be accomplished during the normal/scheduled calibration/certification interval.
(2) Intermediate maintenance includes maintenance beyond the responsibility of the organizational maintenance activi-ties. This includes repairs requiring fixed laboratory and ground mobile equipment: replacement of major unit assemblies; components, trouble-shooting of the entire device to detect and correct malfunctions where it can be accomplished by adjustment; parts replacement that affect calibration and realignment of the device; obtaining from other base shops the manufacture, fabrication, or repair of structural members, frames, shafts, and similar items, replacing parts and assemblies that affect calibration. This level repair is accomplished by the Base Precision Measurement Equipment Laboratory (PMEL) or items designated PMEL support in accordance with TO 33K-1-100 and/or by direction of the Inventory Management Specialist.
(3) Depot Maintenance is all necessary operations to restore reparable TMDE to original design performance parame-ters and specifications as prescribed in applicable technical orders and other directives. In general and for most equipment, intermediate and depot level maintenance are the same except depot maintenance accomplishes work beyond organizational and intermediate maintenance due to lack of facilities, skills or special equipment. Depot maintenance is performed by ALC shops or by contract repair initiated by the TMDE IM (reference TO 00-25- 115).
d. Repair. All maintenance actions necessary to return a reparable item to a serviceable condition status.
e. Calibration. The act of comparing known references to output references of item undergoing repair. It is used to detect, correlate, adjust and translate variations in the parameter outputs and test points of the equipment being repaired or tested.
f. Certification. The act of designating that reference standards and TMDE/AGE have been calibrated and meet estab-lished requirements (reference TO 00-20-14).
g. Maintenance Plan. The Technical Services segment of the TMDE IM develops answers to the following questions in the form of a plan for each recoverable end item of equipment entering the AF inventory:
1. Who will perform Maintenance (levels)?
2. Where will maintenance be performed? (User or PMEL, what facilities will be used)?
3. What tools and equipment will be authorized to perform the maintenance? (Table of Allowance test equipment lists).
4. When and how often is maintenance required? (overhaul cycle/maintenance TO - certification cycle TO 33K-1-
100).
5. What skills are required? (training).
h. Aerospace Ground Equipment (AGE) and Test Measurement Diagnostic Equipment (TMDE). All equipment required on the ground to make a weapon system, ground communication system, support system, sub-system or end item of equipment operational in its intended environment. This includes all equipment required to install, launch, arrest, guide, control, direct, inspect, test, service, repair, overhaul, calibrate, certify, maintain or operate the system, sub-system, end item or equipment. Peculiar AGE is 1-2 Change 1 system maintenance equipment whereas TMDE is more common in its application and is used as AGE or in support of AGE to verify system, sub-system, end-item or component accuracy.
i. Precision Measurement Equipment Laboratory (PMEL). An environmentally controlled facility operated by a Major Air Command, contractor or designated Air Force agency authorized to maintain measurement reference standards.
The PMEL at base level is responsible for intermediate maintenance, calibration and certification of TMDE on-base and off-base in a designated geographic area and within their maintenance capability.
j. Air Logistics Center (ALC) and Theatre Command Laboratories provide support to SRAs and assist their geographic area base-PMELS in accomplishing workloads (TO 00-25-107). At ALC level the PMEL is primarily a calibration/ certification agency.
1-7 GENERAL.
1-8 AFMC designates two centralized managers for complete logistic management of TMDE. Aerospace Equipment Man-agement Directorate (LD) at SA ALC is established in a manner to provide the TMDE IM with total lateral support excluding Metrology Service. Metrology is the science of measurement and is designated by AFI 21-113 as the responsibility of the AFMETCAL Detachment 1 directorate of Metrology (ML). The AF Metrology Program was established to insure that TMDE used in support of the AF system/ sub-systems and equipment is accurate and capable of transferring that accuracy to those operational systems. This service is provided directly to the IM elements and/or users. This program control assures optimum reliability and accuracy, traceable to the National Institute of Standards and Technology (NIST). Technical Order (TO) 00-20-14 describes the criteria for establishing and operating Precision Measurement Equipment Laboratories (PMELS). PMELs are established on a world-wide basis to support all Air Force Command Missions. The AFLC Air Logistics Centers (ALCs) are responsible for full logistic support of all systems and equipment employed by Air Force. The Aerospace Equipment Management Directorate (LD) TMDE IM at SA ALC provides logistic support for TMDE used in the PMEL network to support AF missions world-wide.
1-9 LOGISTIC SUPPORT TRAIL.
1-10 Figure 1-1 graphically displays Item Management elements and their relationship to system support. The Automatic Test Equipment (LDA) and Life Support Management (LDI) Division elements support the program manager or the opera-tional systems (USERS) directly for most categories of logistics. Maintenance support discussed in Section III is primarily sought by the user through the PMEL system. The equipment requirements for shop and PMEL are supported directly by the
IM.
1-11 ACCURACY TRAIL.
1-12 Figure 1-2 graphically displays elements supporting system accuracy. Equipment/system accuracy is maintained by direct transfer of Parameter accuracy from Air Force Base Reference Standard/at base level necessary to support the work-load in that area. The ALC PMELS and Air Force Primary Standards Laboratory supports the base PMEL accuracy through standards certified by the National Institute of Standards and Technology (NIST).

SECTION II
POLICY
2-1 GENERAL POLICY.
2-2 The basic policies, logistic objectives and features incorporated in this Technical Order are general in nature to extend coverage to two separate support organizations, the customer (users) and the logistic manager. The user has an immediate need when actively engaged in a mission which requires reliable weapon system operation. The user’s immediate need is passed to the logistic manager in the form of one or more of the elements below requiring action:
a. Required Operational Capability (ROC).
b. Definition (parameters to be measured).
c. Acquisition (procurement).
d. Delivery and storage (distribution).
e. Operation (mission).
f. Maintenance (repair).
g. Disposition (end of life cycle).
2-3 MISSION OF LOGISTIC MANAGER.
2-4 The Item Managers under the Aerospace Equipment Management Directorate (LD) at SA ALC are responsible for total logistic support of assigned commodities/material. Major functions of the division are:
a. Serve as the AFMC logistic support management focal point for assigned items.
b. Keep informed of both internal and external logistic support status and insure that required support is provided.
c. Be responsive to approved system target dates.
d. Supply assigned items of material to points of use.
e. Provide technical assistance/service on assigned items.
f. Perform depot level maintenance to those items deemed to be depot supportable.
2-5 CUSTOMER/USER SERVICE.
2-6 The Item Managers invite inquiries from users with support problems. Questions concerning equipment requirements and supply are referred to the individual IM for resolution. Depot maintenance either organic or contractual is supported through the production management personnel. Technical assistance/service is obtained from the equipment specialists.
Primary point of contact is the individual logistic specialists. Matters of policy, procedures, planning and overall general problems/information is best obtained from these contact points and your requests will be answered or channeled to the office of primary responsibility for action. In summary, the IM is to support you, the customer.
2-7 MAINTENANCE POLICY.
2-8 Commanders at each user activity are responsible for the maintenance of all Test Measurement Diagnostic Equipment to insure compliance with technical orders. Commanders at all echelons will insure that practices and procedures for care and handling of Test Measurement Diagnostic Equipment are such as to maintain optimum accuracy and utilization of equipment.
DCM Commanders may establish inspection intervals for test equipment under their control, i.e., elimination of those routine daily, weekly, and monthly cursory inspections limited to visual and/or physical condition of the equipment. The intent of this statement in no way alters scheduled calibration intervals or those inspections necessary to insure continued operating reliability of the equipment.
2-1
2-9 EQUIPMENT MANAGEMENT.
2-10 Types - There are two general kinds of TMDE/AGE managed by SA ALC.
a. Military Design. Equipment designed, developed and procured for a specific military mission. This equipment is referred to as MIL-SPEC and is not commercially available. Stringent provisioning control is necessary to assure technical data and replacement parts will be available to the user following acquisition. The equipment is normally bought for specific applications and represents large monetary investments.
b. Commercial Equipment. For economic reasons the Department of Defense recommends procuring commercially available electronic test equipment and TMDE. The important element when procuring commercial equipment for a military mission is the environment in which it will be used. Most commercial equipment cannot be used in a hostile environment. One important factor in favor of commercial equipment is the availability of commercial support such as operator manuals, repair manuals, related technical data, and spare parts. Most of these elements have very short lead times because they are more readily available to the industrial market. Many items of TMDE and commercial test equipment have full logistic support by the TMDE 1M. Some commercial items are not supported by the IM due to the following reasons:
(1) The initial quantity on procurement would be uneconomical to support. (small quantity).
(2) Equipment required to perform maintenance too costly. Item would be contract repaired either by user or IM.
(3) Too cumbersome to remove and return to the depot/SRA. Contractor would repair on site.
2-11 OPTIMUM RELIABILITY THRU EFFECTIVE MANAGEMENT. (ORTEM)
a. This is a SA ALC developed program which prescribes the methods, techniques and procedures for collecting, compiling, reviewing, and analyzing various types of available historical data relative to determining those items of TMDE in the system which have low reliability, high maintenance cost and other characteristics which would earmark them as candidates for improvement or replacement.
b. Equipment phase-out for technical reasons is dependent on advancements in the state-of-the-art, revised and expanded mission requirements, and evaluations of the cost effectiveness of maintaining existing inventories compared to replacement with new equipment. The average age of a large portion of the Air Force test equipment inventory, extends beyond 10 to 12 years. The “state-of-the-art” has, in many cases, been improved to the point that the overall mean time between failure plus total life expectancy makes replacement economical considering total maintenance costs.
c. ORTEM encompasses analysis techniques which include mathematical modeling, life cycle costing, and value engi-neering. Data used as a foundation for the decision to replace or not to replace includes failures reported through the AFM 66-1 system, Depot Management of Items subject to Repair (MISTR) reports. Deficiency Report (DR) PMEL Calibration Interval Data. Special Projects Reporting, etc. Other elements considered are equipment age, equipment reliability factor, maintenance man-hours required for calibration and maintenance, spare parts consumption, capability to meet current testing requirements, and other logistics inventory handling costs.
2-2
SECTION III
MAINTENANCE
3-1 REPAIR CAPABILITY.
3-2 There is no limitation to the extent of maintenance which may be accomplished at the intermediate level on TMDE, provided it can be accomplished utilizing available manpower, skills, authorized equipment and facilities except on equip-ment specifically designated for depot repair only. Economy, mission, and combat effectiveness demand that optimum maintenance be performed at the lowest practical maintenance level. Maximum emphasis must be placed at all levels for fast, high quality, base level repair and TO compliance.
3.3 ORGANIZATIONAL MAINTENANCE.
3-4 Organizational maintenance will be performed in accordance with paragraph 1-6c of this directive by the maintenance activity using or operating the equipment.
3-5 INTERMEDIATE MAINTENANCE.
3-6 Intermediate maintenance of TMDE will be performed by the AF activity determined appropriate by the IM in conjunc-tion with the using command and AGMC/ML when establishing the Maintenance plan. Normally the host command at an AF base operates the TMDE maintenance shop. The TMDE shop is the base Precision Measurement Equipment Laboratory.
Activities requiring clarification of intermediate maintenance responsibilities should submit their queries to the appropriate Inventory Management ALC as listed in TO 00-25-115.
3-7 ANCILLARY EQUIPMENT.
3-8 TMDE having ancillary equipment such as cables, probes, test leads, etc., will be delivered to the responsible base maintenance activity in a “complete package.” However, spare components (electronic tubes, diodes, transistors, bristol wrench, screwdrivers, etc.) stored in lids or carrying cases of TMDE need not be replaced if the spare components and/or hand tools were missing when received. This does not grant authority to remove the above referenced items.
3-9 BASE PMEL RESPONSIBILITY.
3-10 Base PMELs will be responsible for:
a. Operating and maintaining the highest echelon of calibration reference standards assigned to the base. (TO 00-20-14).

3-17 TECHNICAL DATA FOR COMMERCIAL TMDE.
3-18 Commercial electronic TMDE will be repaired and calibrated as prescribed in applicable technical orders and other directives. In general, maintenance responsibilities and procedures are the same for commercial test equipment as for military specification items. In adopting the policy to procure and utilize general commercial electronic test equipment/TMDE, it was directed that such equipment would be supported through use of commercial technical data overstamped with a TO number, in lieu of military specification technical orders and manuals. These commercial manuals are subject to the AFTO Form 22 TO deficiency reporting system. A commercial manual cannot be changed without permission of the manufacturer. They can be supplemented by the Air Force TMDE IM when necessary.
3-19 WARRANTY.
3-20 Commercial items are normally warranted by the manufacturer for a period of one year. AF personnel placing this equipment in service for the first time are urged to mail the “Warranty Postcard”; if required, in order that the guarantee be made effective. Warranted items that fail within the warranty period will be processed in accordance with procedures prescribed in AFM 67-1, Volume One, Part One, Chapter 4. The user should insure that warranty labels have been affixed in accordance with the provisions of AFM 67-1 and AFM 70-4. Subsequent to warranty periods, when items require repair beyond Air Force base capabilities contract maintenance will be used as directed by AFM 66-1 “Maintenance Management.”

SECTION IV
SUPPLY
4-1 EQUIPMENT ALLOWANCE AND AUTHORIZATION.
4-2 Equipment required to support a weapon system requires equipment to support itself which requires equipment etc. This is the logistic support/accuracy trial previously discussed and is presented below as four categories of equipment:
a. Category I is universally recognized as installed equipment in a weapon system, sub-system, or individual item designed to accomplish a mission in the operational environmental.
b. Category II is equipment required to insure the category I equipment is able to accomplish its mission. This equipment is normally peculiar to a weapon system or sub-system. Most of this equipment is MIL-Spec type.
c. Category III is common TMDE and electronic test equipment required to certify and service category I and II equipment.
d. Category IV, equipment in this category are considered standards. This equipment is normally used exclusively by the base PMEL.
Category II equipment and most category III equipment is allowed in TA734 as support equipment and in weapon system and maintenance shop TAs as support equipment. Category IV equipment is allowed in TA734 Part A, Section A, titled Air Force Base Reference Standards. Table of Allowance 734 establishes the allowances for ALC PMELs as well as base level PMELs.
All authorizations for nonexpendable equipment must be approved by the base and command equipment management office (BEMO/CEMO) as appropriate. Equipment in-use is subject to annual physical inventory for comparison with approved authorization as prescribed in AFM 67-1, Volume IV, Part I.
4-3 TECHNICAL ORDERS/MANUALS.
4-4 TO 00-5-1 and TO 00-5-2 describe the methods for obtaining and maintaining technical order/manuals.
4-5 MAINTENANCE SPARE PARTS.
4-6 Spare parts for military design electrical/electronic Test Measurement Diagnostic Equipment are procured, stored and issued through normal USAF requisitioning procedures, common spare parts for commercial TMDE are also available through the requisitioning process. Consult C-RL-1AF, 'USAF Master Cross Reference List' for federal stock numbers. Non-stock listed spare parts should be obtained through the procedures in accordance with AFM 67-1. Spare parts for items that are not available in the USAF inventory may be local purchased by base procurement at bases in CONUS.
4-7 INITIAL SPARES SUPPORT LISTS (ISSL).
4-8 An Initial Spares Support List (ISSL) is a list of spare parts, supplies, and components required for organizational and intermediate maintenance of a specific quantity of end articles. The items and quantities in an ISSL are based upon intermediate level maintenance replacement factors utilized to provision spare parts quantities established during source coding conferences. Quantities established for ISSLs will be equal to initial base stock-age objectives. ISSL XIII Index for Test Measurement Diagnostic Equipment in Federal Supply Classes 6625, 6630, 6635, 6640, 6645, 6650, 6655, 6670, 6675, 6680, 6685, and 6695 is maintained by and may be obtained from SA ALC. Requests for ISSLs for specific items in the above FSCs, should be submitted in accordance with instructions contained in AFM 67-1, Vol 1, Part 1, Chapter 12.
4-9 DISPOSITION OF UNSERVICEABLE TEST MEASUREMENT DIAGNOSTIC EQUIPMENT (TMDE).
4-10 Disposition of unserviceable items is determined by physical examination of the unit in conjunction with the Reparabil-ity Code indicated by the second character in the Expendability-Recoverability-Reparability-Cost Code (ERRC) in Stock Lists. As follows:
a. “B” identifies items which are not subject to repair.
b. “F” identifies those items subject to intermediate level repair but which do not qualify for automatic return 4-1 to an SRA when beyond field maintenance capability. See AFM 67-1, Vol 1, Part 1, Chapter 4, Section E for instructions.
c. “D” identifies items subject to repair by SRA facilities and automatic return thereto when beyond intermediate maintenance capabilities. Repair Code “D” does not preclude or limit intermediate maintenance. See paragraph 2-6 for disposition of items (Repair Code “D”). Ancillary equipment such as cables, probes, test leads will be packed with unserviceable equipment when forwarded to an SRA.
