AIR COMBAT COMMAND ACQUISITION MANAGEMENT AND INTEGRATION CENTER (ACC AMIC)

SOLICITATION NO. FA4890-09-R-0019

PMEL PRE-PROPOSAL CONFERENCE

QUESTIONS & ANSWERS

Question No. 1 Please provide the following information associated with the PMEL operations in the United Kingdom:

Number of vehicles required to support CBC operations and on-site/TFCU operations

Number of trips per year, locations supported and annual mileage associated with TFCU operations

Govt Response: Number of vehicles required is really up to the offeror and their approach. Currently two TFCU trips per year are accomplished to RAF Flyingdales (900 miles annually) and TCS Oak Hanger (600 miles annually). Additional on-sites are performed at other locations and all of this support is appropriately identified within the workload data provided for RAF Feltwell.

Question No. 2 In order to comply with the provision of the TUPE please provide the total compensation package currently provided to all contract employees currently working on the contract in the United Kingdom. This request should be viewed no different than including the CBA as part of the solicitation.

Govt Response: Specific information is not the Government’s to provide. However, the Government’s total Fixed Price expenditure from 1 Mar 08 through 1 Dec 09 has been £4,442,411 and $611,724, also Fixed Price.

Question No. 3 Considering the contract employees working in the United Kingdom are not covered by a SCA area wage determination or a collective bargaining agreement, will the Government entertain one of the following options:

Insert a common wage escalation (specified percentage) for all bidders to use for this location.

Entertain negotiation of reasonable annual wage increases for employees at this location.

Require bidders to include any wage escalation as part of their proposal and include this as part of the risk evaluation associated with the proposal.

Govt Response: Bidders should include wage escalation as part of their proposal

Question No. 4 Would you please clarify what “test data” mentioned in paragraph 12.1 of the Final PWS is expected to be maintained and archived, and for how long?

Govt Response: Any test data concerning the Government facilities, i.e., ground checks, geodetic surveys, baseline environmental health surveys, etc., if accomplished, are required to be maintained for the life of the contract.

Question No. 5 The draft RFP included the maximum Award Fee dollars for both CONUS and OCONUS yet the final RFP provides no dollar amount. Please provide the maximum Award Fee dollars so the contractor can ascertain the fee/profit potential and determine if that is adequate for the degree of risk associated with this FFP contract.

Govt Response: The award fee dollars are as indicated within the draft RFP. $300K annually for CONUS and $200K annually for OCONUS. An amendment to the RFP will be issued to include these dollars.

Question No. 6 Please provide the number of dependants currently OCONUS with the current workforce.

Govt Response: The Government does not have this information to provide.

Question No. 7 Paragraph L-8.1.1.1. Factor 1: Mission Capability (page 100). The statement “Offerors shall also identify any price risks associated with their proposal, along with the suggested approach for resolving or avoiding the identified risk.” This statement in Section L conflicts with the directive that the mission capability section shall not contain any pricing data. Please clarify this inconsistency.

Govt Response: In this area, the Government is requesting that the offeror identify risk that affects price, not provide the actual pricing data. Pricing data is provided within Volume III of the proposal.

Question No. 8

In the Draft Section B, August 7, 2009, six work-load bands were identified to be priced in the proposal. The Final Section B, Nov. 16, does not indicate that pricing of work-load bands is a requirement. Is it the Government’s intent not to have work-loads categorized according to the work-load bands as per the Draft Section B?

Govt Response: As explained during the Pre-Proposal Conference at Whiteman AFB, the Government does not intend to have work-load bands for this solicitation. A single CONUS-support and OCONUS-support price is requested.

Question No. 9

Concerning the Base Support Clause for Lakenheath, Base Postal Office privileges for the contractor employees including APO box is not listed. Do we have to price this in and if so, what is the cost per person or can you please add this privilege?

Govt Response: Postal support was included within the RFP posted 1 Dec 09.

Question No. 10

In Section B of the ACC PMEL solicitation, FA4890-09-R-0019, dated Dec 1, CLINs 0108, 0208, 0308, 0408 and

0508 are the OPTIONAL PMEL BASES for up to 7 CONUS locations. Please clarify how these CLINs are to be priced in the proposal since neither the total scope of effort or the locations are provided.

Govt Response: Section M, paragraph M-6.1, clearly states that price evaluations are “excluding optional CLINs that are not priced at this time.” Therefore, these CLINs are not to be priced in the proposal nor will they be evaluated.
