SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

The purpose of this Amendment is to make the following change(s):

1. Change the set-aside to 8a firms, Nationwide in accordance with the Small Business Administration direction; as a result change Block 10 of the SF 1442 subparagraph C to read as follows:

C. This acquisition is set aside for 8a firms, nationwide.

2. Change the Statement of Work (Contract Document #3) on page 4 of 35, Section 5.1.1 to read the following:

5.1.1.

Pre-Negotiated Line Items: Included in this SOW is a list of commonly used NPP line items which shall be added to the CPG at the start of the contract (Attachment A – Pre-Negotiated Line Items and Attachments B, C, D & E - Base Finishes). The contractor shall provide catalog cut sheets and 3 written quotations to support the price proposal for NPP work, unless the material quote is from U.S. General Services Administration (GSA) or is only provided by one supplier in which case the contractor will be allowed to provide only one quote. The Government and the contractor will mutually agree on the actual material/equipment prices and labor hours assigned to these items. NOTE: These prices shall not be adjusted annually. The contractor shall include in each year’s contract coefficient any anticipated material or GSA cost increases. The labor rate used to determine installation costs shall be the rates listed at the end of the RS Means Cost Data book (Column A from the back of the book – Hourly rate plus fringes). The total labor amount on each NPP submittal shall be negotiable by the Government. "NOTE: There will be no prime contractor, sub-contractor, vendor, or other supplier’s overhead and profit added onto any Pre-Negotiated line item other than the contractor's contractual overhead and profit percentages found in the bid schedule. All overhead & profit is already built into the contract through the contractor's coefficient and his contractual NPP overhead & profit percentages.". In order to keep material costs as low as possible, the contractor will be given purchase approval with the GSA for all material on NPP line item submittals and whenever possible, the contractor shall give the government GSA material quotes. Shortly after the start of the contract and upon receipt of the contractor’s submittal sheets, the government and contractor shall sit down and negotiate the prices of these items. NOTE: Pre-Negotiated Line Item prices will not be used to evaluate the initial proposal for award and shall not be submitted with the contractor’s solicitation bid. Any delivery order awarded prior to final approval of these items will be fixed to reflect the negotiated rate with any credit or cost to the Government highlighted. Any line item overcharge will be credited by the contractor back to the Government.

3. Change the Statement of Work (Contract Document #3) on pages 18-19 of 35, Section 11.10 to read the following:

11.10. Standing-Seam Metal (SSM) Roofing: All SSM roofs shall follow the Davis-Monthan design guide as far construction requirements, color, and application. The contractor shall use R.S. Means Facilities book line item 07-41-13.20-0925 for all SSM roofs. This line item shall be considered all-inclusive for the roof to include all material, equipment, and labor to purchase, fabricate, and install a SSM roof per base standards and specifications. The contractor shall use the actual square footage of the roof area, eaves, gables, and any other areas covered by the SSM in the line item quantity in order to properly capture the actual roof area. Plywood and/or metal decking, felt paper, trusses, insulation, and other non-SSM portions of the roof are not considered to be a part of this line item and should be included separately in the contractor’s proposal using other line items found in the R.S. Means Facilities book. Obviously, the remainder of a pre-manufactured building is also not considered to be part of the above line item and should be included separately as well. See the Davis-Monthan Design Guide for additional SSM roof design, fabrication, and installation criteria. The Government understands that this line item does not completely reflect the wide variety of roof types and loading requirements that are seen in the various construction applications on Base. Therefore, any cost difference the contractor believes he will encounter between the above SSM roof line item and the actual cost to the contractor shall be built into his coefficient.

4. The required response date/time has changed from 2-May-2008 11:00 AM to 5-May-2008 11:00 AM.
