Melrose Air Force Range (MAFR) Operations, Maintenance and Support (OM&S)
FA485521R0002 - Site Visit Questions and Answers
5 February 2021
Question (Q) 1: Who maintains the ARFF and Firefighting equipment?
Answer (A) 1: LRS takes care of everything except the 5-ton utility truck; facility maintenance is not required for the firefighting storage building. The contractor maintains all of the Government
Furnished Equipment (GFE) Wildland Fire equipment and all PPE whether it is contractor or
Government provided.
Q2: Is Red Horse resurfaced with existing equipment?
A2: Currently, yes. If the contractor determines that the GFE is not sufficient to maintain any of the Landing Zones (LZs), it is their responsibility to provide it IAW PWS 2.7.2
Q3: Where is the TRTG located?
A3: Side of building 3161 (interconnect, part of GECCO)
Q4: What is the generator at GECCO used for?
A4: Backup power in the event standard power fails to operate telephone and radios
Q5: Is there consideration for getting a bigger/more powerful generator to replace the GENERAC?
A5: There has been talk about it for some time, but nothing has ever been approved. This is not a cause for concern for this project as they only relate to COMM and radios.
Q6: Is MAFR scheduled for new Joint Threat Emitters (JTEs)?
A6: No, they were scheduled to get them, but it isn’t going to happen as of date.
Q7: What are the TRTGs?
A7: The two Tactical Radar Threat Generators (TRTGs) are target tracker/Gun dish emulators that were seen on the walk up to GECCO on top of the mesa. They can be moved up to 75 miles away by towing vehicles that the contractor will provide.
Q8: Does the range have any Omega and Casbah targets?
A8: No.
Q9: Is Range 7 subject to the typical TC-25-8 US Army Training Circular?
A9: Yes; AR385-63 was also mentioned when the RMO answered this question
Q10: Is the large white radar dome a “77” and what does it house?
A10: No, and it is empty currently. It is the future home of the aviation radar that is maintained by a different contract. This MAFR re-acquisition will be for operations and maintenance only.
Q11: Since Range 7 is incomplete and will be the contractor’s responsibility to complete it, can more information be provided on exactly what this will entail? Can vendors get a more comprehensive breakdown of everything that will be required?
A11: The plans for Range 7 are included in the solicitation. Vendors are encouraged to thoroughly review the solicitation attachments to view the breakdown of Range 7 requirements.
