Use/relationship: The management plan describes the contractor’s organization, assignment of functions, duties, and responsibilities, management procedures and policies, and reporting requirements for the conduct of contractually-imposed tasks, projects, or programs. In addition, the management plan describes the technical approach or methods the contractor will employ to accomplish contractual tasks, projects, and programs, including, as applicable, installation, logistics support, and maintenance documentation.
This Data Item Description (DID) contains format and content preparation instructions for the data product generated by the specific and discrete task requirement as delineated in the contract.
This DID may be applied in any contract or program phase where the contract management is under the direction and control of the contractor.
Requirements:
1. Reference documents. None.
2. Format. The plan shall be in a format that the contractor devises and conforms to the following:
a. Identification. The plan shall be identified with the preparing office or contractors’ title, the identifying numbers or designation of the Contract/Procurement Request, the identification and/or nomenclature of the system/component/program/project, the security classification and the Government activity issuing the controlling contract.
b. Descriptive material. As may be needed to clarify or explain matters in the text, the plan may include descriptive material, sketches, drawings, photographs, tables, forms, graphs, worksheets, charts, etc.
c. Page / Font size. Print shall be no smaller than a font size of 12. Paper size shall be 8
1/2” X 11,” excluding any charts, diagrams, and/or supporting illustrations, spreadsheets, etc. Charts, graphs, drawings, diagrams, supporting illustrations, or spreadsheets shall not be greater than 11” x 17.” All attachments shall be identified and referenced in the text.
Each section and paragraph shall be numbered.
d. Table of contents. The Management Plan shall contain a table of contents.
e. Legibility. The document shall be legible and reproducible.
3. Program Management. The Program Management Approach shall consist of the organizational structure, the assignment of functions, duties, and responsibilities, the procedures and policies and the reporting requirements that are established for the initiation, monitoring, control, completion, and reporting of contractual tasks, projects, and programs.
3.1 Methodology.
a. The plan shall include a narrative description of the management approach or methods the contractor will employ to accomplish contractual tasks, projects, training and programs.
3.2 Specific contents. The Program Management Approach shall cover the organizational structure, program management methodology, staffing plan, security, transition plan, and Mission-Essential Contractor Services plan. Other subjects to be included are as follows:
a. corporate involvement (reach back support)
b. timeliness
c. teaming structure
d. quality assurance
e. professional certifications
f. control of Government property
g. responsiveness
3.3 Organizational structure. The plan shall present an organizational chart and supporting narrative portraying the contractor’s business (corporate) structure. It shall describe the functional relationships and responsibilities among the organizational elements that will participate in the accomplishment of the contractual commitments.
3.4 Management Structure. The plan shall present an organizational chart and supporting narrative describing the management office the contractor establishes to manage the contractual commitments. The plan shall define the direct lines of control, responsibilities, functional relationships, and authority between the onsite management office and the contractor’s other organizational elements. The plan shall also describe all interfaces between the contractor and the Government and between the contractor and other contractors which are necessary and pertinent to the accomplishment of contractual tasks, projects and programs.
3.5 Staffing Plan
a. The plan shall list the personnel staffing of the contractor’s management office that directs the contractual tasks, projects, and programs and assist in completing the contract. The listing shall include the education, training, skills, experience, and security clearance that personnel require to fill each such position and shall state the identity, background, and work experience of the personnel assigned to fill these positions.
b. The plan shall describe the staffing required for proper accomplishment of each contractual task by skill type, skill level, number of personnel, and security clearance.
c. The plan shall include a detailed position description for each position, to include, job title, job duties, required skill levels, abilities, professional certifications / licenses, required minimum years of experience, degrees and other qualifications necessary to accomplish services of the PWS.
d. The staffing plan shall be submitted as part of the proposal and shall state how many such personnel are currently available and how many new hires are required to staff fully to accomplish all tasks of the PWS in its entirety as scheduled. If the contractor intends to cross utilize personnel, the plan shall identify the positions to be cross utilized and the tasks for which they will be used. IAW PWS 1.6, wildland fire and paramedic personnel shall not be cross utilized.
e. The plan shall include a proposed retainage plan for key personnel listed in PWS paragraph 2.2.4.2
3.6 Security.
a. Provide a Standard Practice Procedure (SPP) which fully describes the security program, safeguards emergency procedures to be established to the protection of Government-furnished and contractor-developed classified materials prepared In conjunction with the project. The SPP shall be prepared in accordance with guidelines contained in the Industrial Security Manual, Purchase
Description, and such additional requirements as may be stipulated by the cognizant security compliance organization. The SPP shall require approval by the Government.

b. Reports. The plan shall describe the management methods the contractor will employ to ensure meeting all preparations, format, and submittal requirements established in the PWS for data to be delivered to the Government.

3.7 Transition Plan.
a. The Transition Plan must provide an explanation for start-up, mobilization, and transition, depicting the chronological sequence of events which will be accomplished starting at contract award in order to meet all requirements of the PWS.
b. The Transition Plan must also include information regarding organizing, training, coordinating, security clearances, and all actions necessary to begin performance at contract start.
3.8 Mission-Essential Contractor Services Plan.
a. Provide a Mission-Essential Contractor Services Plan IAW DFAR 252.237
7023 and 7024. The plan shall describe how the offeror will continue to perform the essential contractor services listed in section 4.33 of the PWS during periods of crisis. The plan shall include the following:
(1) Challenges associated with maintaining essential contractor services during an extended event, such as a pandemic that occurs in repeated waves.
(2) The time lapse associated with the initiation of the acquisition of essential personnel and resources and their actual availability on site.
(3) The components, processes, and requirements for the identification, training, and preparedness of personnel who are capable of relocating to alternate facilities or performing work from home.
(4) Any established alert and notification procedures for mobilizing identified “essential contractor service” personnel
(5) The approach for communicating expectations to contractor employees regarding their roles and responsibilities during a crisis.
4. Technical Approach.
4.1 Methodology. The approach shall include a narrative description of the technical approach or methods the contractor will employ to accomplish contractual tasks, projects, and programs, including, as applicable, installation, logistics support, and maintenance documentation.
4.2 Melrose Air Force Range (MAFR) Facility Maintenance Program. Provide a MAFR
Facility Maintenance Program approach that addresses grounds and facility management, inspection and maintenance, and general maintenance operations to meet the requirements as stated in the PWS section 3.2 and all cooresponding sub-sections.
4.3 Air and Ground Operations. Provide an Air and Ground Operations approach that addresses performing Range Control, O, M, & S in support of ground training, bombing and gunnery operations activities, range clearance, and maintenance of the
MAFR Complex IAW the PWS sections 2.11, 2.12, 2.13, 3.1, and 3.3 - 3.10 and all cooresponding sub-sections.
4.4 Wildland Fire Management. Provide a Wildland Fire Management approach that addresses wildland fire management operations to meet the requirements IAW the
PWS sections 3.7 and all cooresponding sub-sections, to include mobilization and dispatch, fire prevention and detection, annual fuels mitigation plan, fuels mitigation, training, and plan to maintain full capability with no degradation of service.
4.5 Electronic Warfare /Electronic Systems. Provide an Electronic Warfare / Electronic
Systems approach that addresses providing a simulated electronic threat environment including EWR and other electronic systems setup, operations, and maintenance IAW the PWS sections 3.1.3.1, 3.5, and 3.6 and all cooresponding sub-sections.
4.6 Paramedic Services. Provide a Paramedic Services approach that addresses paramedic services to meet the requirements in emergency medical response, patient treatment and stabilization IAW PWS section 3.9, to include all cooresponding sub-sections, and USAF directed protocols. The Paramedic Services approach shall also include plan to provide continuous certification and/or credentials of physicians and paramedics.
4.7 Range Scheduling. Provide a Range Scheduling approach that addresses range scheduling operations IAW the PWS section 3.8 and all cooresponding sub-sections, to include coordinating and scheduling between Melrose Air Force Range and
Cannon AFB. The approach shall also include how the offeror will execute the three phases of scheduling. The offeror shall address methods to ensure only trained and experienced personnel are employed to meet requirements.
4.8 Vehicle and Heavy/Agricultural Equipment Plan. Provide a Vehicle and Heavy/
Agricultural Equipment Plan that addresses providing vehicle and heavy agricultural equipment and maintenance to meet the requirements as stated in the PWS section 2.7 and all cooresponding sub-sections.
