However, note that per the Performance Work Statement (PWS) some facilities will require coordination with CES to allow certain members access around times of active work. |
| 10 | General Inquiry | Please confirm there are no historical artifacts or ecological subsurface requirements associated with the demolition work. | All sites under this requirement were reviewed by SHPO for historical and cultural sensitivity, however due to the still uncertain nature, requirements for archaelogical monitoring are incorporated into the Performance Work Statement (PWS). Contractor's will follow all guidelines for monitoring as outlined in the PWS. |

| 21 | General Inquiry | Section 2.2 states that “Facilities will be prioritized and scheduled based on dates provided by the Government, which are based on occupancy of facilities, equipment remaining in buildings, and future construction timelines.” For bidding purposes, how many mobilizations should contractors include in their pricing? | Contractors will mobilize one time on-site, it is the Government's intent that facilities will be made available so re-mobilization will not be necessary. |
| 22 | General Inquiry | Section 2.2 and 2.2.2 state that “It is a contractor responsibility to verify accuracy of all maps and drawings;” and that “The Contractor shall be solely responsible for verification and validation of existing conditions.” Since there is no site walk scheduled, how are contractors to verify accuracy? | Contractors should base bids off of attachments, after award but before work starts it is the contractor's responsibility to then verify and validate existing conditions. |
| 23 | General Inquiry | Section 2.2 – Third effort: How deep should contractors expect utility lines to be? | Utility lines are not expected to be deeper than 3-4 ft |
| 24 | General Inquiry | • The PWS (page 2 of 16) states that pavement demolition and abandoned utility lines will be paid at a unit rate (LF and SF respectively). The bid items for CLIN 28 and 29 are per job with a quantity of 1 in lieu of unit price based. Can these items be changed to the unit price basis as stated in the PWS with a budgetary quantity? There is not enough detailed information in the documents for the contractors to bid these 2 items as lump sum. | Yes, these items will be bid as SF for pavement, LF for utilities. See adjusted bid sheet, please list price for the requested SF/LF amount in lines 0029 and 0030, then list price per SF/LF in 0029a and 0030a. |
| 25 | General Inquiry | There are 2 pages with sewer markups. Page 3 (Surveyors page) shows fewer lines to be removed than the page from the Air Force. Page 3 also shows lines and manholes to be either replaced or rehabilitated. Which plan do we use to estimate the demo and remove work and do we need to bid the rehab/replace work? | The two maps provided are intended to show the lines to the best of the Government's knowledge at this time. No rehab/replace work will be included under this requirement. |
| 26 | General Inquiry | The amendment added work on Bldg 422. Will there be a revised Bid Schedule to include that building? | See revised schedule |
| 27 | General Inquiry | We have made efforts to contact the utility owners, but have so far had no luck in receiving a response. Can an allowance be provided for the utility owner’s portion, or can contacts be provided for each utility? | The below POC's were given by the utility owners for the purposes of this requirement. |
Colby Wiggings - cwiggins@gcec.com - (850) 265-3631 ext. 3017 C. Peyton Gleaton Jr. - pgleaton@gcec.com - (850) 913-3734

| 29 | General Inquiry | Is a bid bond not required on this Combined Synopsis/Solicitation? | No, a bid bond is not required |
| 30 | General Inquiry | We have gone through and done demolition and have quantities based on our interpretation of demolition "purple lines" |
Please confirm all purple lines will be removed by demolition contractor.
Are the area designated as "replace lines" - "pink areas" also part of the work? Please confirm that remove and replacement of "pink lines" is not part of the scope of work. Is there a list of the lines to be demolished as the colors are not clear in case of laterals and manholes. Please confirm all laterals coming off of purple lines are also purple.
| Specific colors in the drawings are not relevant, these were the drawings provided that best showed the infastructure to the best of CES knowledge. We have adjusted the bid schedule to provide for a maximum SF/LF to be demo'd, as well as asking for a unit price for both items. Based on timeframes to demo/construct around these areas, contractors will be instructed which lines to demo as the project progresses. If timeframes do not allow for the demolition of the total maximum square footages given in the line items, the Government shall base the amount to be removed from the contract based on the unit price given. The SF given for pavement removal will most likely still include the blue hatch shown in Appendix A Map, however more concrete information will be provided upon award for both the exact areas of pavement and utilities to be remove, and changes made accordingly. | ||
| 31 | General Inquiry | Are the sewer line re-habilitation areas also a part of scope? |
Please confirm the green lines and rehabilitation work are not part of scope. If they are part of scope please provide rehab specification.
| No rehab/replacement work is required under this project. This is just a markup of abandoned infrastructure. | ||

| 34 | General Inquiry | Section 2.2.1l: what are the sampling requirements (analyses) for disposal of soil - if excess must be removed from the site? | This is outlined in section 2.2.4 which explains the hazwaste determination, and 2.2.7 if an ERP site. |
| 35 | General Inquiry | Section 2.2.1m (first bullet): for bidding purposes, are there any groundwater monitoring wells that must be eliminated? | See Appendix I - Monitoring Wells |
| 36 | General Inquiry | Section 2.2.1m (fourth bullet): for bidding purposes, should contractors anticipate dewatering? If so how many buildings are expected to have this requirement? | The AF does not have an official map of the water table; contractor can use public and private maps and resources to determine. We request contractors bid as if no groundwater will be encountered. If it is, then we will adjust accordingly. |
| 37 | General Inquiry | Section 2.2.1m (fifth bullet): Please confirm that demolition equipment working in the contaminated areas identified in the PWS must be decontaminated before leaving each building site. Since water must be collected and characterized, this would require construction of a decon pad. | Yes, waste should be tested before leaving a site for proper disposal. Yes, equipment should be decontaminated prior to leaving the IRP site. |
| 38 | General Inquiry | Section 2.2.1n (last bullet): PWS states that a survey is required to ‘verify contracted grade has been reached’. Please confirm contracted grade. | 2.2.1n explains that sites should be restored according to UFGS, and bullets 4 and 5 talk about grading. When the site is finished, it should be graded such that it fits with the areas around it. |
| 39 | General Inquiry | Section 2.2.7(8): states that contaminated soils, if encountered, must be separated, stockpiled, and properly tested. For bidding purposes, how much soil is anticipated to be encountered? | An exact amount is unknown. As stated in section 2.2.7(8) of the PWS, Contractors must be made aware of the appropriate procedures if any contamination is encountered (i.e. suspicious odors, fuel smells, soil staining, odd soil colors, unfamiliar liquids, buried materials, etc.) at the site. If these conditions are encountered, AFCEC/CZOE and 325 CES/CEIEC must be contacted. If discovered, these soils shall be separated, stockpiled on, and covered with visqueen until properly tested/disposed. |
| 40 | General Inquiry | Section 3.3.4: please confirm that the government will provide an archaeologist. | Yes, for this phase the Government has an archaeologist that will need to be present for ground disturbing work. The contractor will coordinate with CES to ensure the archeologist is aware of when this work will occur. |
| 41 | General Inquiry | Section 3.5 states that the Tyndall Fire Dept will conduct training in the buildings between abated and demolished. For bidding purposes, how many buildings will this be conducted; and how many days will be required? | The Tyndall Fire Department intends to work around the schedule provided by the contractor, and if the schedule provided does not have sufficient time between abatement and demo for any facility, then we may request a change. We do not expect this for more than three facilities at maximum. |
| 42 | General Inquiry | Section 6: is the POP (270 days) in work days or calendar days? | The POP is in calendar days but the most stringent calendar requirements are shown in Appendix C Notes Per Bldg spreadsheet, dictated as described for pre demo efforts in PWS section 7.3 and need-to-clear-site by dates for new construction. Updated appendix will be provided upon award to ensure contractor has most up to date info. |
