About this file
This document is a comprehensive Questions and Answers (Q&A) file for a federal contract opportunity to repair Well 3 and Well 5 with SCADA automation at Shaw Air Force Base. The 94-page document contains detailed responses to 105 technical and procedural questions from potential contractors, covering aspects such as electrical systems, network configurations, software licensing, installation requirements, equipment specifications, and project constraints.
Key technical details include requirements for Allen Bradley PLC upgrades, fiber network connections, transformer specifications, software versions (Studio 5000 version 33 or higher), and compliance with NIST 800-53 and 800-82 for Industrial Control Systems. The project is a design-build contract with phased implementation, requiring contractor-furnished equipment and software. Notable requirements include developing SCADA system screens, configuring network switches, installing monitors, and ensuring system compatibility. The government will provide a PC and static IP addresses, while the contractor is responsible for most technical implementation, with government oversight and witness during final commissioning.
