As a result, it is sometimes difficult to determine what present/past performance is relevant to this acquisition. To facilitate this relevancy determination, include in the Past Performance Part III proposal, information describing all such changes in the organization of your company (if applicable). As part of this explanation, show how these changes impact the relevance of any efforts you identify for past performance evaluation/ performance confidence assessment.

The key personnel list shall list the employees’ names, function they support, and whether they are supporting O&M or work orders, and what percentage of each.

The Contractor shall comply with the following work order requirements. Examples of work orders include, but are not limited to, equipment purchases, installations, removals, or relocations. Additionally, work orders may include installation or removal of cables/transmission media, as required for new requirements, and follow-on O&M of these equipment items/media. The QAP will be notified of any installation found to be incomplete or not installed according to industry standards. The Contractor shall maintain the installed infrastructure and will not be held responsible for completing third party installations or bringing third party installations up to industry standard unless directed by issuance of a work order or contract modification. The EIPS provides detailed descriptions of the material and labor effort (e.g., material, labor, and incidentals for installation, removal, and/or relocation) required by the Purchase, Installation, Relocation, Removal and Manpower (PIRRM) pricing schedule (Attachment 2 to the solicitation) and identified by PIDs. When an item is required to complete a work order which is not prepriced within the PIRRM Schedule, the Government shall require at least two (2), preferably (3) three, quotes of the non-prepriced items for review. The Government may negotiate the addition of these items, negotiate a special project (para 1.5), or opt to use another vehicle to accomplish the task. NOTE: Only the CO can negotiate pricing.

SUMMARY OF CHANGES

SECTION A - SOLICITATION/CONTRACT FORM

The required response date/time has changed from 03-Jun-2011 11:00 AM to 13-Jun-2011 10:00 AM.

SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS

INSTRUCTIONS TO OFFERORS

L-01. PROPOSAL PREPARATION INSTRUCTIONS

A. To assure timely and equitable evaluation of proposals, Offerors must follow the instructions contained herein. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or subfactors. Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The response may consist of three (3) separate parts: Part I – Technical Proposal, Part II – Solicitation/Price Proposal, and Part III – Past Performance Information.

B. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer may review this determination and if, in the contracting officer’s opinion, adequate price competition exists no additional cost information may be requested and certification under FAR 15.406-2 may not be required. However, if at any time during this competition, the contracting officer determines that adequate price competition no longer exists; Offerors may be required to submit information to the extent necessary for the contracting officer to determine the reasonableness and affordability of the price.

C. Documents submitted in response to this solicitation (request for proposal or RFP) must be fully responsive to and consistent with the following:

1. Requirements of the RFP (Schedule B Contract Line Item Numbers (CLIN)s, Pricing Tables (Attachment 4-1 and 4-2) and Attachment 1, Performance Work Statement (PWS), Attachment 5.8, Equipment and Installation Performance Specifications (EIPS) and government standards and regulations pertaining to the PWS.

2. Evaluation Factors for Award in Section M of the RFP.

3. Any limitation on the number of proposal pages. Pages exceeding the page limitations set forth in this Section L may not be read or evaluated and may be removed from the proposal.

4. Reproduction of the entire RFP is unnecessary and undesired. Include only applicable parts of the RFP. Exclude Parts C-F, G (except if remit address is applicable), I (only applicable parts Offeror must fill in), J, L and M of the solicitation.

D. The Contracting Officer (CO) and/or Contract Specialist (CS)/Contract Administrator (CA) are the only points of contact for this acquisition. Address any questions or concerns, in writing, you may have to the CS/CA specified in Block 10 of the SF 33 and the CO, Ms Sally Roberts, at sally.roberts@holloman.af.mil.

E. The CO may control exchanges of source selection information between Government and Offerors. The Government may use email to transmit such information to Offerors only if the email can be sent and received encrypted and includes “Source Selection Information – See FAR 2.101 & FAR 3.104” in the subject line. Otherwise, the Government may transmit source selection information via fax or other carrier.

L-03. SPECIFIC INSTRUCTIONS – PART I – TECHNICAL PROPOSAL – Not to Exceed 50 pages. Submit information based on the requirements identified in the Performance Work Statement (PWS) and instructions of the factors and subfactors identified in Section M, Basis of Award, of this solicitation. Identify submitted material by corresponding factor, subfactor, and paragraph herein. If an element requested has been covered previously, so state and reference the previous factor. Provide sufficient discussion/explanation of how the requirements can be satisfied. Restating verbatim from the requirements identified in the PWS may render your technical proposal unacceptable. If an Offeror is subcontracting/teaming with another vendor who may perform more than ten percent of the work, or if other than the prime contractor may be performing switch maintenance, technical and past performance information may be submitted for each vendor in the Past Performance section (Part III). The technical proposals may provide a clear distinction of functions to be performed by the prime and subcontractor to include: the nature of work, criticality of the work, and the percentage of overall effort performed by each subcontractor in each area of service provided. Failure to provide technical and past performance information (Parts I and III) on each vendor in a subcontracting/teaming arrangement may render your proposal nonresponsive and unacceptable.

Factor 1 – Technical. The Offeror shall address its proposed approach to meeting or exceeding minimum performance requirements of each technical proposal subfactor . Each subfactor’s response should not simply restate what is in the PWS.

Subfactor 1 – Maintenance and Workload Practices. The Offeror shall provide their approach to meeting the Government’s requirements to operate and maintain the equipment and systems as specified in each paragraph of PWS section 1.3. and Appendix 5.2. The Offeror shall provide a draft maintenance support plan which shall contain the minimum requirements listed in PWS paragraph 1.3.14.1.

Subfactor 2 – Work Orders. The Offeror shall provide their process to ensure all outages and trouble calls identified in paragraph 1.3.4 and work orders identified in paragraph 1.4 are accomplished as specified (Emergency, Priority & Routine response/completion timelines) in each paragraph section.

Subfactor 3 – Company Resources. The Offeror shall provide a description of the Offeror’s company resources (personnel and equipment) and augmentation procedures that will support this contract (see PWS paragraph 1.2.7).

Subfactor 4 – Quality Control. The Offeror shall provide an overview of the Offeror’s proposed quality control plan and program (see PWS paragraph 1.3.14.18 and 4.1).

L-04. SPECIFIC INSTRUCTIONS FOR PART II – SOLICITATION/PRICE PROPOSAL: Not to Exceed 26 pages, excluding Attachments 4-1 and 4-2.

A. Section A, Standard Form (SF) 33 Cover Page. Complete blocks 13, 14, 15A, 15B, 15C, 16, 17 and 18 of the SF 33. An official authorized to contractually bind the Offeror must sign Block 17. In doing so the Offeror accedes to the contract terms and conditions as written in the solicitation;

Insert proposed prices, unit prices, and extended amounts in SF 33, Section B – Supplies or Services and Prices for each Contract Line Item (CLIN), including all option periods using the solicitation and attached pricing schedules (Attachments 4-1, Vendor Bid Schedule Summary and 4-2, Purchase, Installation, Relocation, Removal and Miscellaneous (PIRRM)) for your proposal. The following information on Attachments 4-1 and 4-2 is provided:

1. Vendor Bid Schedule Summary (Attachment 4-1). This one page document is provided for ease of the Government in evaluation pricing for each of the Offerors. The Vendor Bid Schedule Summary contains monthly (fixed price) operations and maintenance CLINs (must pay) and estimated pricing for work orders (this pricing amount is the estimated maximum amount for the CLINs after considering the must pay portion of the contract). This document should mirror the pricing in Section B. CLINs X003-X007 are prefilled by the Government and contain the estimated pricing for the base year and each option year the Government anticipates for prepriced and nonprepriced work orders and GPS/CVC data collection services. All Offerors may have the same pricing amount attached to those CLINs.

2. PIRRM Pricing Table (Attachment 4-2 to the solicitation). The PIRRM pricing table is a prepriced table for purchase, installation, relocation, removal and miscellaneous unit pricing for Product Identifications (PIDs) the Offeror may use on the contract to accomplish work required in the solicitation/contract. The PIRRM is used for the life of the contract and is critical to the evaluation as it affects future work orders. The PIRRM pricing is applied to each technical solution/work order request provided by the Offeror and subsequent work/order task order issued based on actual PIDs/quantities required for each individual work order/task order. The NMGRT is not included in the PIRRM pricing when submitting the Offeror’s pricing proposal in response to the solicitation. The Offeror may add New Mexico Gross Receipts Tax (NMGRT) as a separate item when submitting the technical solution (pricing) for a work order/task order if awarded the contract. The pricing summary contains estimated quantities to allow the Offeror to provide unit pricing for each PID. Due to the unknown factor in the work order area, all conceivable PIDs are included, however, there is no guarantee how many PIDs may be used on the contract. The Government may evaluate the PIRRM Pricing in the evaluation of the proposal, as this pricing is the determinant that drives the number of priced/nonpriced work orders the Government can issue on the estimated CLINS X003-X007.

C. The Offeror may comply with the following requirements and instructions:

1. Rounding. All dollar amounts (unit and extended prices and other price factors) provided may be rounded to the nearest penny (two decimal places only). This includes base period and out-year (option) prices. Failure to round unit prices to two (2) decimals may result in rejection of the proposal.

2. Price all CLINs/Subcontract Line item Numbers (SLINs)/Product Identifications (PIDs). Limit unit prices and rates to two decimal places. The abbreviations Not Separately Priced (NSP) and No Charge (N/C) are not acceptable entries. If the Offeror is provided a CLIN/SLIN to the Government at no addition charge, “$0.00” must be entered for that item.

3. Electronic Media Submission of Pricing Table. Submit an electronic copy using the exact file provided by the Government without changing the format of the files. Entry of PID/SLIN unit prices is required for the base period and all option years.

4. Operation and Maintenance (O&M) pricing. O&M pricing does not include work order services price allocations and other than typical management functions (such as, but not limited to, oversight/program management and quality control staff and subcontractors performing work orders). Inclusion of such price allocations within the O&M price may result in the offer becoming unbalanced.

5. SCA/DBA Applicability. PWS Appendix 5.8, EIPS, provides detailed descriptions of the material and labor effort (those items that are prepriced for material and labor for purchase, installation, relocation, removal and miscellaneous) required by the Attachment 4-2, PIRRM. This solicitation/contract is principally for services for O&M and work order services under the Service Contract Act (SCA). However, Davis Bacon Act (DBA) is also required in this solicitation/contract and is a substantial and segregable amount of construction, alteration, renovation or repair work required for some work orders.

a. The DBA is applicable to work orders with an aggregate dollar value exceeding or expected to exceed $2,000.00 for construction, alteration and/or repair. Some of the PIDs on the PIRRM Pricing Schedule for installation could be both SCA and DBA applicable, depending on the individual work order requirements. By referencing the DBA general (wage) decision, inserting the appropriate DBA clauses in the solicitation and identifying the types of effort that may occur, Offerors are able to identify the appropriate SCA/DBA labor mix based upon their technical approach. The Davis Bacon Act (DBA) is applicable to work orders with an aggregate dollar value exceeding or expected to exceed $2,000 for construction, alteration, renovation or repair.

b. If awarded the contract, it is each Offeror’s responsibility to determine the work effort for each work order and propose the appropriate labor mix for the level of effort required to perform the work described in the PWS and associated appendices for CLINs X003-X007 based on price allocations agreed to in the PIDs in the PIRRM Pricing Schedule. When in doubt, an Offeror may assume that the higher prevailing wage between the SCA or DBA wage determinations may prevail on an individual work order when it is possible a PID could be used in both situations (SCA and/or DBA) and its price could represent either. The Government may not assume responsibility for any omission, but rather rely on the Offeror’s knowledge of the requirement and industry experiences to price each work order appropriately for the situation.

D. Section G – Contract Administrative Data. Offeror may provide a remit to address if different from the mailing address in Block 15A of the SF33. The remit to address may be included in Section G of any resultant contract at time of award. Do not include Section G if remit to address does not apply.

E. Section I – Contract Clauses. Submit pages for only the clauses that require fill-ins. Ensure they are from the solicitation itself, which includes the solicitation number and page number. Other pages in this section should not be included with the proposal submission.

F. Section K – Representations and Certifications. Complete all necessary fill-ins and certifications in Section K – Representations, Certifications and Other Statements of Offerors, including the provision addressed in FAR Clause 52.219-1, 52,219-22 (and Alt I) and DFARS 252.204-7007 Alt A and return in their entirety. Provide verification that Representations and Certifications documentation can be found online at https://orca.bpn.gov/. Online Representations and Certification Application (ORCA) is an e-Government initiative that was designed by the Integrated Acquisition Environment (IAE) to replace the paper based Representations and Certifications (Reps and Certs) process.

G. Acknowledge all amendments if there are any.

L-05. SPECIFIC INSTRUCTIONS FOR PART III - PAST PERFORMANCE: Not to Exceed 30 pages, excluding past performance questionnaires/surveys.

A. Past Performance Submission by Offeror: Part II is limited to a maximum of 10 contracts, with an overall page limit of 30 pages for the entire number of contracts submitted. NOTE: The questionnaires (Attachment 5) are not counted in the 30 pages since these questionnaires may be sent back by the evaluator and the Offeror may not see these. Contractor's Past Performance may consist of the following two (2) items:

1. Pertinent Information: Provide any information currently available (letters, metrics, customer surveys, independent surveys, etc.) which demonstrates customer satisfaction with the Offeror’s overall job performance and quality of the Offeror’s completed contract services for the same or similar type contract, Telecommunication System Services, referenced in this solicitation. The Offeror may provide the amount of time the Offeror has been doing this type of work and a description of the work performed. In addition, explain corrective actions taken in the past, if any, for substandard performance and any current performance problems affecting performance (such as price overruns, extended performance periods, numerous incidences of reperformance of work, discrepancies, etc.).

2. Performance Data: The Offeror should select contracts from previous employers/customers which shows the quality and extent of the Offeror’s performance deemed relevant to the requirements of this solicitation. It is the Offeror’s responsibility to ensure all past performance data submitted is current and correct so that the Government can properly evaluate. Provide a list of no more than ten (10) of the most recent and relevant contracts performed for federal agencies and commercial customers. Recent is defined as within the last three (3) years. Relevant is defined as contract work in the area of Telecommunication System Services as identified in the scope of work of the Performance Work Statement (Attachment 1 to this solicitation), paragraph 1.0 and maintaining equipment listed in PWS, Appendix 5.2. The Offeror may provide the following information for each of their referenced contracts:

a. Acquisition/Service Title

b. Name Contracting Agency or Commercial Customer

c. Contract Number

d. Contract Dollar Value

e. Period of Performance (POP), original POP, revised POP, and reasons for revised POP

f. Verified, up-to date name, address, fax and telephone number of the contracting officer/project owner

g. Offerors' Involvement: Prime or Subcontractor

h. Type of Contract: Fixed Price, Cost, Time and Material, etc. and original contract value (cost/price), the current value (cost/price), and the reason for any differences

i. Brief description and location where the contract took place

j. Company/Division name

k. Brief description explaining aspects of contract related to the proposed requirement, BTS services

l. Two current points of contact for each contract, address, email address, facsimile and telephone number Also, include Contracting Officer/Project owner name and number if not one of points of contact

m. Comments regarding compliance with contract terms and conditions

n. Comments regarding any known performance deemed not acceptable to the customer or not in accordance with the contract terms and conditions. Provide a copy of any cure notices or show cause notices received on each contract listed and a description of any corrective action taken

o. Relevancy to the contractual requirements, operations and maintenance of equipment listed in PWS, Appendix 5.2

p. Include any information not previously covered, which may enhance the evaluators’ understanding of the Offeror or any subcontractor’s proposed qualifications

B. Past Performance Questionnaire: Attachment # 5 to this solicitation is a past performance questionnaire designed for the Offeror to reproduce and send to as many of his/her previous employers/customers as desired. The previous employers/customers should then fax the filled out questionnaires directly back to the Government contract administrator as per directions on the cover letter. It is the Offeror’s responsibility to follow up with evaluators to ensure submission of questionnaires to the Government.

C. If a teaming arrangement is contemplated, provide complete information as to the arrangement, including any relevant and recent past performance information on previous teaming arrangements with same partner. If this is a first time joint effort each party to the arrangement must provide a list of past and present relevant contracts.

D. Subcontractors: Provide the information listed in L-05. B. for any proposed subcontractors who may perform ten percent or more of the proposed requirement or who may perform aspects of the requirement considered to be critical.

E. Subcontractor/Other Consent: Past performance information pertaining to a subcontractor cannot be disclosed to the prime Offeror without the subcontractor’s consent. Submit a consent letter executed by the subcontractor, teaming partner, and/or joint venture partner, authorizing (consenting to) release of past performance information to the Offeror and the contracting office, so the Offeror can respond to this solicitation. Additionally, the Offeror must submit a letter authorizing release of their requested information to the Government for performance on each commercial customer contract/effort identified.

F. Organizational Structure Change History. Many companies have acquired, been acquired by, or otherwise merged with other companies, and/or reorganized their divisions, business groups, subsidiary companies, etc. In many cases these changes have taken place during the time of performance of relevant past efforts or between conclusion of recent past efforts and this solicitation. As a result, it is sometimes difficult to determine what present/past performance is relevant to this acquisition. To facilitate this relevancy determination, include in the Past Performance Part III proposal, information describing all such changes in the organization of your company (if applicable). As part of this explanation, show how these changes impact the relevance of any efforts you identify for past performance evaluation/ performance confidence assessment.

EVALUATION FACTORS FOR AWARD

M-01. BASIS FOR CONTRACT AWARD.

A. This is a competitive best value source selection in which competing Offerors' past performance history will be evaluated on a basis significantly more important than price considerations. This source selection is conducted in accordance with the Federal Acquisition Regulation (FAR) 15.3, as supplemented by the Defense FAR Supplement (DFARS) 215.3, the Air Force FAR Supplement (AFFARS) 5315.3 and the Air Force Mandatory Procedure (MP) 5315.3. These regulations are available electronically at the Air Force (AF) FAR Site: http://farsite.hill.af.mil. The Government will select the offer representing the best value to the Government, based upon an assessment of the evaluation factors: Technical, Price and Present/Past Performance. Tradeoffs may be made between price and past performance evaluation to determine the successful Offeror.

B. To be eligible for award, the Offeror must be deemed responsible in accordance with FAR 9.104, as supplemented, and meet requirements of the solicitation. By submission of its offer, the Offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or subfactors. All technically acceptable offers shall be treated equally except for their prices and performance records. Failure to meet a requirement may result in an offer being determined technically unacceptable. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale.

C. The Government seeks to award to the Offeror who provides an acceptable technical proposal and has the best value combination of the other two factors in meeting the requirements. In making the award decision, the Source Selection Authority’s (SSA’s) objective will be to determine the specific combination of past performance and price most advantageous to the Government. Offerors are advised that under this evaluation method, the lowest priced proposal may not necessarily receive the award. Likewise, it may also be the case; the proposal receiving the highest past performance evaluation may not receive the award. This may result in an award to a lower-rated, lower-priced Offeror or a higher-rated, higher-priced Offeror, where the decision is consistent with the evaluation factors and the SSA reasonably determines either the lower or higher priced Offeror’s present/past performance outweighs the price difference.

D. The Government intends to award a contract without discussions with respective Offerors. The Government, however, reserves the right to conduct discussions if deemed in its best interest.

E. While the Government source selection evaluation team and the SSA will strive for maximum objectivity, this source selection process, by its nature, is subjective and, therefore, professional judgment is implicit through the entire process.

M-02. EVALUATION FACTORS AND SUBFACTORS:

In evaluating proposals, the SSA will select the proposal that is most advantageous to the Government. To arrive at a decision, the SSA will assess each offer in accordance with the following evaluation factors:

Factor 1: Technical

Factor 2: Price

Factor 3: Present/Past Performance

M-03. EVALUATION PROCESS

A. Relative Importance or Weighting of the Factors. The relative importance or weighting of each factor is as follows: Factor 3 (Present/Past Performance) is significantly more important to Factor 2 (Price). To be considered for award, the technical proposal must meet minimum standards on an acceptable/unacceptable basis.

B. The evaluation process (Approach #2 per Informational Guidance 5315.101-1) shall proceed as follows:

Step 1 – Evaluate all proposals for technical acceptability.

Step 2 – Evaluate price reasonableness of all technically “acceptable” proposals, then rank by total evaluated price.

Step 3 –Assess performance confidence for five (5) of the lowest priced, technically acceptable Offerors. If the Performance Confidence rating of Substantial Confidence is not found in any of the 5 lowest priced, technically acceptable Offerors, the next lowest offeror will be assessed until Substantial Confidence is reached or all Offerors are assessed. The Source Selection Authority shall then make an integrated assessment best value award decision.

C. Step 1 – Assess Technical:

Factor 1 – Technical. Initially, the government technical evaluation team shall evaluate the technical proposals on a pass/fail basis, assigning ratings of Acceptable or Unacceptable. The proposals shall be evaluated against the following subfactors:

1. Subfactor 1 – Maintenance and Workload Practices. This subfactor is met if the Offeror's detailed approach/plan to perform Operations and Maintenance (O&M) of the equipment includes all items as specified in the PWS Section 1.3 (inclusive) and, Appendix 5.2, Items to be Maintained by the Contractor, AND the Offeror's draft maintenance support plan contains the minimum requirements as listed in PWS 1.3.14.1.

2. Subfactor 2 – Work Orders. This subfactor, to ensure adequate and timely completion of various types of work orders, trouble tickets and system outages, is met if the Offeror's detailed plan describes, at a minimum the following:

a. how the Offeror will complete all outages and trouble calls (PWS 1.3.4) and work orders (1.4) within time limitations for Emergency, Priority & Routine listed in Attachment 1, PWS, para(s) 1.3.4.3.1, 1.3.4.3.2, 1.3.4.3.3, 1.4.2.1, 1.4.2.2. and 1.4.2.3.

b. how the Offeror will simultaneously perform the five major tasks and the estimated quantity of tasks listed in the PWS Appendix 5.1, paragraphs 5.1.2 (5.1.2.1, 5.1.2.2), 5.1.2.3, 5.1.2.4, 5.1.2.5 and 5.1.2.6

c. how the Offeror will maintain the perform thresholds listed in the PWS paragraph 2.0.

3. Subfactor 3 – Company Resources. This subfactor is met when the Offeror provides a detailed summary description of personnel and vehicles, tools, materials and equipment to meet the scope of work specified in PWS paragraph 1.1. The description shall include the following areas:

a. Personnel:

(1) which shows an adequate delineation of:

(a) labor code categories as specified in solicitation Attachments 2, 3.1 and 3.2 of the PWS),

(b) number of on-site personnel in each category and

(c) short occupational title(s) of personnel specified in solicitation Attachments 2, 3.1 and 3.2 of the PWS).

(2) which indicates a sufficient number of on-site personnel in each category required to meet all contractual requirements in PWS 1.2.7.1 and show adequate contractor availability as specified in the PWS paragraph 1.3.4.1

b. Vehicles, Tools, Materials and Equipment:

The description shall show the Offeror’s approach to providing the adequate contractor-supplied vehicles, tools, materials and equipment to maintain the primary crash and secondary crash systems, hospital and base key systems, etc. listed in PWS Appendix 5.2.

4. Subfactor 4 – Quality Control. This subfactor is met when the Offeror provides a draft quality control plan as stipulated in PWS paragraph 1.3.14.18 and which describes elements of their total quality control program (PWS paragraph 4.1). This plan shall address, as a minimum, how the Offeror will ensure the required performance objectives listed in the PWS paragraph 2.0 are to be met, reflects the required elements listed in PWS paragraph 1.3.14.18 and explains the Offeror’s customer feedback/corrective action program (PWS paragraph 4.1).

D. Step 2 – Assess Price:

Factor 2 – Price Evaluation. The Government shall rank all technically acceptable offers by price, including any option prices. The Offerors’ price proposals will be evaluated, using one or more of the price analysis techniques defined in FAR 15.404, in order to determine fair and reasonableness. The price evaluation will document reasonableness, completeness, balance and affordability of the proposed total evaluated price as follows:

1. The issuing of work orders against the contract make up the majority of the contract value which are composed of prepriced line items/product identification (PID) on the pricing schedule Attachment 4-2, Purchase, Installation, Relocation, Removal and Miscellaneous (PIRRM). The PIRRM has approximately 650 PID #s and the Government will evaluate a percentage of each year (base and options). The CLINs will be evaluated as described in Table 1 below for each year (base and options, as applicable) and combined together for an overall contract value.

2. CLINs X001–X002, Operations and Maintenance Service – each base period and all option periods will be added together for a total amount of these two CLINs; this amount (Subtotal # 1) is a portion of the overall contract total pricing to be evaluated.

3. CLINs X003–X007 are unknown work orders and the Offerors will not annotate pricing on the Schedule B of the SF33.

a. Estimated amounts for these CLINs is based on pricing on the PIRRM, Attachment 4-2, which plays a critical factor in the pricing evaluation.
