A. Seventy-five percent of outside plant is in conduit. The footage is unknown.
2. Q: Do manholes currently have locking lids installed?
A. Keys will be available for manholes that are locked. This is a security issue and should not be given out to the public.
3. Q: During exercises will contractor be required to wear MOPP gear and if so, will Government provide training and equipment?
A. No, contractor will not be required to wear MOPP gear during exercises.

Additional Questions for FA4801-11-R-0001 Holloman AFB BTS O&M
1. Q. Reference the PWS and associated Appendices and regarding the equipment maintained by the Contractor, does the contractor have responsibility for the maintenance and repair of any Air Conditioning equipment in telecommunication rooms or switch rooms?
A. No, the contractor is not responsible for maintenance and repair of air conditioning equipment in the telecommunications rooms or switch rooms.
2. Q. Regarding PWS Section 1.3.3.3, based on the contract requirements, is it fair to say that ALL manholes have undergone a PMI during the course of the current contract?
A. No, not all the manholes, hand holes or pullboxes have had PMIs during the course of the current contract.
3. Q. If so, would it be possible to review the maintenance records to assess scheduling priorities for continued PMI? – A. No, not at this time, upon award the contractor will have access to 4 years of data on PMIs. PMIs are based on paragraph of 1.3.3 of the PWS and the contractor can base his PMI schedule on that information.
4. Are there any BRAC Considerations, either losses or gains, projected for Holloman AFB?
A. There are no future plans for Base Realignment and Closure (BRAC) scheduled for Holloman AFB or any other base at this time. The last BRAC was in 2005. Losses and gains are impacted by the missions at Holloman AFB and this is always changing due to AF needs. With our vast airspace, no future closure is anticipated. There is a projected bed down of a new mission for F-16s at Holloman AFB in 2012 but the number of personnel affecting the base is unknown.
5. Q. In light of the recent and current flooding and other natural disasters, are there any unique requirements for continuity of operations? Is there a current disaster plan in place, and if so, would it be possible to review same? – A. Every base has some sort of disaster plan. Holloman AFB, has a local plan – HAFB 10-2, Comprehensive Emergency Management Plan which gives base response information on major accidents including aircraft accidents, environmental spills, fires and other natural disasters. This information is For Official Use Only and not readily available to the public. If the awardee has a “need to know”, the firm may possibly have access to this information.
6. Q. Is Dial-In Capability, in compliance with AFI 33-111 Section G, allowed for the DCO Switch or Remotes at Holloman AFB?
A. Yes, dial-in capability is allowed.
7. A. Regarding PWS Section 5.2.2, are there any spares available, that can be used by the contractor, for the CFE listed in 5.2.2?
A. Yes, however, the Government has limited spares
8. Q. Regarding PWS Section 5.2.2, are any of the 5.2.2 items under warranty or a maintenance agreement from another source?
A. Equipment in 5.2.2 are under warranty using the Voice Switching System (VSS) sustainment plan
9. Q. Regarding PWS Section 5.2.2, are any of the items listed in 5.2.2 out-of-production? – A. Some Key Systems, are in the process of being replaced.
10. Q. Regarding PWS Section 5.2.2, if a System or Component listed in 5.2.2 is no longer in production, and repair/replacement parts are no longer available, what is the Contractor's responsibility? – A. Contractor will identify the equipment and the Government will budget to get equipment replaced
11. Q. Regarding PWS Section 5.2.3, does the Base have a full set of Technical Manuals for the Avaya Equipment?
A. No, the Government does not maintain a full set of technical manuals. Technical manuals are on-line. It is suggested, contractor find all applicable documentation online.
12. Q. PWS Section 5.2.5.2 indicates that there are approximately 375 manholes, what is the quantity of hand holes?
A. There are approximately 128 hand holes.
13. Q. Regarding PWS Section 5.2.3, does the Government provide any test equipment or Cable Testers?
A. No, the Government does not provide equipment. It is the responsibility of the Contractor.
14. Q. Regarding PWS Section 5.2.3, does the Government provide a cable locator?
A. No, the Government does not provide equipment. It is the responsibility of the Contractor.
15. Q. Regarding PWS Section 5.2.3, does the Government provide Backhoes/Trenchers for OSP excavation?
A. No, the Government does not provide equipment. It is the responsibility of the Contractor.
16. Q. Regarding PWS Section 5.2.3, does the Government provide a Manhole Retrieval System?
A. No, the Government does not provide equipment. It is the responsibility of the Contractor.
17. Q. Regarding PWS Section 5.2.3, does the Government provide any computers/work stations? – A. Yes, as stated at the site visit, the Government provides a plotter and four computers for the Contractor’s Government furnished onsite location (Bldg 221). One computer is strictly for the required on-line training.
18. Q. Regarding PWS Section 5.2.3, does the Government provide a Splicing Trailer for cable splices and repairs?
A. No, the Government does not provide equipment. It is the responsibility of the Contractor.
19. Q. In light of questions yet to be answered, would the Government consider granting a two week extension of the Proposal Due Date?
A. Yes, the Government will extend the proposal receipt due date to 13 Jun 11.
20. Q. There will surely be questions that arise from the Site Visit on May 20th, would the Government consider extending the deadline for submitting questions until after the Pre-Proposal Conference? Yes, the Government has extended the receipt of proposal due date to 13 Jun 11.
21. Q. If we include a Compliance Traceability Matrix with our Proposal, will it be counted towards the total page count?
A. Yes, any information submitted by the Contractor including the matrix is included in the total page count.
