The Government is requesting industry to provide information (letters, metrics, customer surveys, etc.). Given the page limitations, will the Government accept excerpts from information that demonstrates customer satisfaction?

If not, will the Government consider the inclusion of an Appendix excluded from the page limitation to house the information?

A: The letters, metrics, etc are examples of what the offeror may provide. The offeror should provide whatever they think demonstrates customer satisfaction.

Please clarify whether the Government wants industry to provide a plan to support 252.237-7024 Notice of Continuation of Essential Contractor Services (Oct. 2010) as part of the Technical (Part I) or Past Performance (Part III) response.

If a plan is required, please provide the instructions to incorporate the plan within the technical or past performance volume.

A: Contractor's plan to support 252.237-7024 is not requested/required in the proposal submission; the plan is required IAW the solicitation and will need to be submitted 30 days after award.

In L-03, Factor 1, Subfactor 2 Work Orders, the Government reference PWS 1.4. However, PWS 1.4 is not included as part of evaluation in M-03 C.2.2 Subfactor 2 Work Orders. Please clarify.

A: Section L-03, Factor 1, Subfactor 2 (pg 65) will be updated to include reference to PWS 1.3.4.

Section M-03, Subfactor 2 (73) will be updated to include reference to PWS 1.4.2.1., 1.4.2.2. and 1.4.2.3.

Subject: Attachment 1 - PWS

1. Reference: PWS Section 1.3, Pages 2-3.

“O&M actions include all actions taken by the Contractor to operate and maintain equipment and systems in a serviceable condition or to restore it to a serviceable condition to include purchasing of commercially available parts, inspection, periodic testing, adjustment, and repair. The effort may include the replacement of defective circuit packs and Customer Premise Equipment (CPE),”

Question: Will purchasing of parts under O&M functions be covered by a work order (Form 1367) if cause is other than BTS contractor (such as failure under normal operation, damage by another contractor or act of nature)?

Answer: No, the contractor will be responsible for replacement parts for all O&M. However, a WOMS ticket (Work Order Management Systems) will be submitted if the work is not within the scope of Monthly Maintenance.

2. Reference: PWS Section 1.3.1, Page 3.

Question: How many VoIP phones are currently deployed and in use today? What model are they?

Answer: Currently 100 Avaya, 9640 are in use.

3. Reference: PWS Section 1.3.4.3, Page 4.

Question: In the event of an outage, due to reasons other than BTS, where materials are needed to restore or repair the outage will a Form 1367 be issued for those materials?

Answer: WOMS ticket will be submitted if materials are not covered by Monthly Maintenance.

4. Reference: PWS Section 1.3.4.3.4 Page 5.

“The Contractor shall determine if a recorded problem or system failure is attributable to the BTS or other causes.”

Question: If determined to be “other causes” what is the Standard Operating Procedure for making the repair?

Answer: WOMS ticket will be submitted.

5. Reference: PWS Section 1.3.6 Page 6.

Question: What are the normal working hours and days for the Civil Engineering crew responsible for locating underground utilities, other than communications?

Answer: The duty day for Holloman AFB is 0730 to 1630 hours (7:30 am to 4:30 pm).

6. Reference: PWS Section 1.3.10 Page 7.

“The Contractor shall respond to any requests for local maintenance as directed by the QAP. Base personnel and Contractor may also login to the VPS after completing the VPS 5.0 computer based training and sending the certificate to 83 NOS/SCOI (I-NOS East).”

Question: Is VPS training required to perform local maintenance or do qualified base personnel exist if login is required?

Answer: Training is preferred but not required. Maintenance actions are performed under the guidance of the 83 Network Operation Security Center (NOSC/SCOI (I-NOS East)

7. Reference: PWS Section 1.3.14.3 Page 8.

Question: Is the Government requiring an independent tracking tool to log and backup the records kept by Remedy?

Answer: Remedy is not used, the contractor should used WOMS and Telecommunications Managements System (TMS) as a tracking tool.

8. Reference: PWS Section 1.3.14.6.1 Page 9.

Question: Is Holloman AFB currently making CVC updates? Is Holloman AFB currently maintaining Inside Plant drawings in hand drawn or CAD format?

Answer: Cyberspace Infrastructure Planning System (CIPS) Visualization Component (CVC) is used to update Outside Plant (OSP) data, CVC does not have a tool for Inside (ISP) data.

9. Reference: PWS Section 1.3.14.6.2 Page 9.

“Contractor shall transfer to the CVC database all pertinent OSP CFD information from administrative and maintenance CSIR, Legacy CSIRs, work orders, inspection records, as-built and as-installed marked-up drawings, and GPS services produced as a result of the Contractor’s operations.”

Question: Are there any Legacy CSIRs that still require entry into the CVC database? If so, how many and is this considered part of O&M operations

Answer: Legacy CSIRs are available for historical data, but should be updated into CVC if required.

10. Reference: PWS Section 1.3.14.6.3 Page 10.

“Contractor shall transfer all pertinent ISP information from administrative and maintenance CSIR, Legacy CSIRs, work orders, inspection records, as-built and as-installed marked-up drawings or other information produced as a result of the Contractor’s operations to ISP drawing records.”

Question: Are there any ISP Legacy CSIRs that still require entry into CAD format? If so, how many and is this considered part of O&M operations?

Answer: No ISP available

11. Reference: PWS Section 1.3.14.7 Page 11.

Question: Is Holloman AFB currently collecting GPS data for communication infrastructure?

Answer: GPS data is being collected for OSP infrastructure.

12. Reference: PWS Section 1.4.2 Page 14.

Question: Can emergency materials be stored on base, and if so, where? Can “contractor owned” emergency materials be stored on base?

Answer: The contractor will have storage area within the allowed working space, a staging area will be available for outdoor storage. Contractor must have an MSDS book available for review for all stored materials.

Subject: Attachment 1 – PWS - Appendix 5.1

13. Reference PWS Appendix 5.1, Paragraph 5.1.2.1, Page A5.1-1.

Question: Does the Main Base include everything except the Hospital facility?

Answer: The main base includes the hospital and all missions within the base proper.

Subject: Attachment 1 - PWS - Appendix 5.2

14. Reference: PWS Section 5.2.4.2 (b) Page A5. 2-15.

Question: Are any of these existing underground copper cables lead sheath, air pressurized or paper wrap type? If so, which cables and or how many feet?

Answer: Yes, footage unknown.

15. Reference: PWS Section 5.2.4.2 (c) Page A5. 2-16 through A5. 2-19

Question: When locating and marking these existing underground fiber cables can we expect to find metallic trace wire and or metallic communication tape running with the cable?

Answer: No, not every fiber has tracking wire installed, but 90% does.

16. Reference: PWS Section 5.2.4.2 (c) Page A5. 8-34

Question: Are all types of trenching equipment accepted on Holloman AFB? For example, backhoe and rotating chain trencher (aka ditch witch).

Answer: Yes.

17. Reference: SF 33, block 9

Question: The form says “original and 6 copies” while Section L-02 B.1 says “one original and five (5) copies” can the Government please clarify how many copies are required for each volume.

Answer: SF33, block 9 should be “original and 5 copies”.

18. Reference: Section L.05.D, Page 68

Question: The instruction requests the subcontractor to provide information listed in L.05.B, which is the Past Performance Questionnaire. Should this reference actually be L.05.A?

Answer: It should be L.05.A and L.05.B

19. Reference: Section L-04 C.3 Page 66, Attachment 4.2 PIRRM

Question: There are no formulas in the file provided. Does the Government consider adding formulas to be changing the format of the file? Does the Government have specific formulas it requires, and if so, will it be issuing an amended spreadsheet?

Answer: Formulas will be added to the PIRRM and sent on an amendment to the solicitation.

20. Reference: Section M-03 D.3.b Page 74

This section says: “NOTE: The total price column for the line items on the PIRRM contains formulas and will automatically populate.”

Question: There is not currently a total price column on either PIRRM nor are there formulas. Could the Government please clarify?

Answer: The total price column will be added to the PIRRM and sent on an amendment to the solicitation.

Questions for Holloman AFB BTS FA4801-11-R-0001

1. Para.1.2.8 of PWS. What do you mean by percentage of each? What is the reason?

Answer: What is meant by percentage of each – It is the percentage of each support function the employee will perform. This will be added to paragraph 1.2.8. Each employee may support several functional tasks that varies day by day. The reason the Government wants to know the percentage of each is so the Government knows who is available for O&M, work order and other taskings.

2. Para.1.3.3.3 of PWS. What is the current condition of the Manholes, hand holes, or pull boxes? Have they been receiving PMs as per the requirement ?

Answer: 98% in good condition. Irrelevant, the Government will not answer questions about the current contract; this is a new contract and new requirement.

3. Para.1.3.14 of PWS. Are the BTS records kept current now?

Answer: Irrelevant, the Government will not answer questions about the current contract.

4. Para.1.3.14.2 of PWS. Are all the PMI records current? Maintenance/ Repair Logs current?

Answer: Irrelevant, the Government will not answer questions about the current contract.

5. Para.1.1.14.4,1.3.14.5 of PWS. Are all of these records current?

Answer: Irrelevant, the Government will not answer questions about the current contract

6. Para.1.3.14.6 of PWS. Are all of the drawings current? What level of recording is currently being done on CVC? Are the ISP drawings up to date?

Answer: Not all drawings are 100% current. All OSP CVC data recorded is 85% current. No, CVC does not have an ISP tool at this time.

7. Para.l.3.14.15, 1.3.14.16,1.3.14.17,1.3.14. Are all of the records required by these paragraphs being performed now and up to date?

Answer: Irrelevant, the Government will not answer questions about the current contract.

8. Is the contractor required to carry out Tier 2 and Tier 3 requirements that are being handled by the NETCENTS contract?

Answer: Voice Switching System (VSS) Sustainment is the tool for Tier 2 and 3. (See Appendix 5.4) NETCENTS is a separate contract which Air Combat Command may utilize for command-directed requirements or other program initiatives affecting the base. If these changes impact the terms and conditions of the BTS contract, the Government will modify the contract as a contract change.

9. Appendix 5.1. Restore outage estimates total 920, Work orders total 850, Prepriced Work Orders total 850 as stated in the appendix. Does this mean a grand total of 2620 total work orders?

Answer: No, 2620 is only an estimated number of work orders. This is an estimate of past history. The estimate in Appendix 5.1 is based on historical data. In reality, the number of work orders are determined by the funding and urgency.

10. Appendix 5.2. Para.5.2.2.Contractor furnished material. Does this mean that the Contractor has to stand the cost of cards going out on these systems? What about NETCENTS? What is the historical number of cards failing on all of the switches listed?

Answer: Yes & No. This depends, some are covered by monthly maintenance and are the contractor's responsibility; while others are covered by contacts listed in Appendix 5.4, the Voice Switching System (VSS) Sustainment. The VSS is the tool for any cards not covered by monthly maintenances.

11. Is there blown fiber on the Base now?

Answer: Yes

12. Are permits required to enter manholes?

Answer: Not at this time, but contractor should have a Confined Space Plan in accordance with local and OSHA standards.

13. Does the contractor furnish the GPS equipment?

Answer: Yes, if required. The Government will not provide GPS equipment.
