ADDITIONAL QUESTIONS FA4801-11-R-0001
1. Reference: RFP Section L.02, Paragraph A.2, Page 63. Question: May we use Arial 8 pt font for tables and graphics?
Answer: The graphic illustrations may be Arial 8 pt font and Times New Roman 8 pt font for graphic illustrations only. Tables must be Times New Roman pt font size 11. This question was answered in the Handout given out at the 20 May 11 Site Visit and in the Block 14 Continuation on Amendment 0002.
2. Reference: RFP Section L.05, Paragraph D, Page 68. Question: The requirement for subcontractors references L.05.B—Past Performance Questionnaire. Should the reference be L.05.A? This paragraph was changed in the Block 14 Continuation on Amendment 0002. The new paragraph reads, “Subcontractors: provide the information listed in L-05.A. and L-05.B. for any proposed subcontractors who may perform ten percent or more of the proposed requirement or who may perform aspects of the requirement considered to be critical.”
3. Reference RFP Section 5352.215-9001, Paragraph D, Page 70, this section states: “a record of the conference shall be made and furnished to all prospective bidders/offerors.” Question: Will the government make the Site Visit attendee list available as part of the record of the conference?
Answer: Yes. The Site Visit Minutes were posted with Amendment 0002.
4. Reference: PWS Section 5.2.2/5.2.4, Page(s) 28 & 42, 5.2.2 states “Contractor is responsible for providing all labor, tools, materials and incidentals necessary for operating, maintaining and providing technical support” and 5.2.4 states “Equipment or items listed below will have AF-provided logistics support (see Appendix 5.4) and will not require Contractor to provide replacement parts or to repair the defective items.”
Question: Because the sub sections of 5.2.2 include all the key systems, phones, ring generators, and some terminal blocks is the government implying the contractor will be financially responsible for replacement parts for the hardware listed in 5.2.2? Is 5.2.2 stating that when the contractor provides new hardware, via a work order, its maintenance will be covered under O&M?
Answer #1: Key systems and Gateways are in the process of being removed via a work order and until they are all removed will be covered by O&M. The phones will be replaced via work order or spares will be used. The ring generator is part of the switch and is covered by O&M. The terminal blocks will be replaced via work order or by using spares.
Answer #2: Once a new part or equipment is installed all maintenance will be covered by O&M or by the Voice Switch Sustainment contract.
5. May we receive Schedule B in a file format that allows us to directly put net amounts in the Schedule instead of scanning in the file and writing in the amounts?
Answer: Yes, Amendment 0004 will incorporate a file where you can input the net amounts.
