Preproposal Site Visit Minutes Base Telecommunications Systems (BTS) Services Solicitation Number FA4801-11-R-0001

2. The site visit began with all attendees entering the bus transport where roll call was taken. (Attachment 1) The bus entered the base proper, with the first stop being the Education Center, Bldg 224, room 208, for the formal portion of the site visit. A slide show presentation (Attachment 2) was given by Ms Barnes, Contract Administrator. The Contracting Officer, Ms Roberts and the Quality Assurance Personnel, Mr Juarez and Mr Rectenbaugh also answered questions and contributed to the slide presentation. Following the slide presentation, a question and answer handout (Attachment 3) was provided to all attendees based on questions received from interested firms prior to the site visit. The Government allowed time for all attendees to read the questions and answers. This spawned several additional verbal questions which will be provided on Federal Business Opportunities (FedBizOpps). After leaving room 208, all attendees entered a room across the hall where the Education Center switch was located.

3. One set of answers to questions submitted by a firm were not provided at the time of the site visit and another firm mentioned they had submitted questions. The response to these firms was all answers to these questions will be posted to FedBizOpps. Three firms provided handwritten questions during the site visit for the Government to answer. These will also be posted to FedBizOpps. All present were requested to submit any additional questions by noon on 23 May 11. All questions submitted to 49 CONS will be posted to FedBizOpps to level the “playing field” for all offerors.

4. Following the formal presentation in Bldg 224, all attendees loaded the bus transport and participated in a driving tour of locations on the base indicated on the itinerary (Attachment 4). The purpose of the site visit was to show the expanse of Holloman AFB and the areas of responsibility on the base. The attendees stopped at four locations: Bldg 1081 (remote switch), Bldg 878 (west side remote switch), Bldg 121 (49 CS Bldg (49 CS work order approval personnel) and contractor lay down area) and Bldg 221 (Telephone Operations Center – onsite contractor and QAP location). These buildings are the major buildings the incumbent contractor will work in/from and house the switches on the BTS contract. All other buildings were viewed while on the bus with a commentary provided by Mr Juarez. Verbal questions were asked by the participants during the driving tour. These questions will be included in the question and answers provided by the Government and posted to FedBizOpps. All present were requested to submit all questions in writing to 49 CONS, Ms Ann Barnes or Ms Sally Roberts so that written responses could be posted to FedBizOpps.

5. The final stop on the bus tour was Bldg 221, Telephone Operations Center. The building is configured like a duplex with the Government QAPs on one side of the building and the BTS contractor on the other side of the building. The contractor side of the building has some government furnished material for the contractor housing in the rooms. The government-furnished material is identified in the PWS and in the questions and answers provided on FedBizOpps. Bldg 221 was the conclusion of the site visit; all attendees were then transported back to the Visitor’s Center.

6. Some of the general questions asked during the site visit were questions concerning the names of the surrounding mountains, base population and acres of land on Holloman AFB. The Government stated this would be researched and provided with the questions and answers (Attachment 5).

7. This site visit adjourned at approximately 11:15 am. The foregoing is a brief summary of the site visit held for the subject solicitation.
