Mulberry Island Sub-Division

1. Operations, General

The Fort Eustis Military Railway is operated as an intra-plant switching facility which complies with Federal Codes found in 49 CFR Parts 200-299.

All DOD railroad personnel must be familiar with and comply with Air Brake and Train Handling Rules, GCOR, Fort Eustis Standard Operating Procedures, and Special Instructions listed in this timetable. General rules regulating the movement of trains are contained in the General Code of Operating Rules (GCOR) Seventh Edition published April 1, 2015. Train movements are prescribed by GCOR Rule 6.13 (Yard limits) and GCOR Rule 14.0 Track Warrant Control (TWC).

The Industrial Subdivision or “Garrison Track” is the interchange track extending eastward from the Wye through the center of Washington Boulevard to connect with CSX Transportation at Lee Hall junction.

The Port Branch extends from the Industrial Subdivision at Grove Junction westward to the Port. This branch line terminates at the 3rd Port facilities consisting of two concrete loading ramps and a single stub-ended siding.

The James River Branch extends westward from the Wye to Wagner Yard and consists of the Engineer’s Coal Yard (Harrison Causeway Yard) and Hanks Yard. Hanks Yard is the main marshalling yard for Fort Eustis, with seven tracks and four end-loading ramps. The yard has a capacity of over 200 railcars.

The Mulberry Island Subdivision, also known as “The Loop,” is an 8-mile main line loop track that connects to the Hanks Yard Limits at both ends and intersects the Industrial Subdivision at the Wye. This East - West route has named Control Points, two passing sidings and a wye track.

Safety is the most important element in the performance of duties. In case of doubt or uncertainty, always take the safe course of action.

2. Standard Clock

A. A twenty-four (24) hour clock system is in use on the Fort Eustis Military Railway.

B. Eastern Standard Time will be used, except during Eastern Daylight Time.

C. A Standard Clock is located in building 2750, in the Utility Rail office.

4. Special Instructions

A. Equipment Restrictions:

1. Railcars in excess of 60 feet in length must not be placed directly against the ramp on Team Track 29 without the use of a buffer car. Apply GCOR Rule 7.12.

2. Any equipment in excess of 80-tons may not operate west of Matthew-Jones

House on the James River Branch without obtaining permission from the 733RD Civil Engineering Division.

B. Engine House Territory:

1. The Engine House Territory extends from the Gray Rail Shop westward toward sign adjacent to Team Track 29, speed limit is 5 MPH.

2. Noise restriction in place; do not blow horn except in an emergency.

C. Industrial Subdivision (Interchange) Track:

1. All foreign trains or light engines operating on the Fort Eustis Military Railway must be furnished with a pilot crew at Lee Hall. Trains must not enter the installation without prior coordination with the Utility Rail Branch 757-878-5962.

2. Prior to departing the installation, the Utility Rail crew must contact CSX HG Dispatcher to request permission to enter the Third Rail at Lee Hall. If cars to be picked up from CSX are spotted within sight of Reservoir Road, communication with the dispatcher is not necessary.

3. Crews must approach the curve leading to the Third Rail at restricted speed, expecting track to be occupied by CSX equipment.

4. All movements through the grade crossing at Route 105, Washington Blvd., must be protected by a Military Police escort or flagged by train crew until leading end of movement has occupied crossing.

5. The grade crossing at US Route 60 is protected by active warning devices and is activated by an island circuit extending 75 feet from the highway, marked with circuit clearance sign. Crews must approach this crossing prepared to stop and must not foul the crossing until the warning devices are functioning.

6. When operating over the two exempt grade crossings on the James Industrial Track, do not foul crossing until it is properly flagged. Apply GCOR Rule 6.32.1.

7. Normal position for TMP Switch at apex of wye is for westward movement toward Hanks Yard. The target will display red when lined normal.

D. Mulberry Island Subdivision (Loop) Track:

1. Normal switch position for the wye turnout at CP Floyd is set for the diverging route from Sealock to King Jct. The target will display red when lined normal.

2. Normal switch position for sidings at Kenny and O’Brien are set for the mainline.

3. Kramer (Golf Course) is equipped with two lighted grade crossings, no gates.

4. Patton siding is out of service.

E. Port Branch:

1. Contact Harbor Master prior to entering 3RD Port for gate access, 757-878-4688.

2. The Derail will only be placed in the derailing position when rail loading and tie-down crews are occupying ramp track.

F. James River Branch:

1. When entering the Engineer’s Coal Yard, crews will use caution and observe movement over the spring frog. Close Clearances may exist within the yard.

2. When spotting rolling stock at Wagner Yard, mainline must be left open and will be used solely as a runaround track. Cars may be spotted between West End Wagner and End of Track, allowing room for light engine to clear yard switch.

G. Hanks Yard:

1. West end Track 7 and Track 6 have tail tracks leading to loading ramp. Normal switch position is set for the crossover.

2. West end Track 4 and Track 2 have single slip switches to access ramp tracks;

normal switch position is set for the ladder track.

3. Track 5 is designated as a temporary bad order placement track.

4. When spotting cars to the ramp, crews must take precaution to prevent damage to brake rigging by checking for clearance prior to bunching the slack. Apply GCOR Rule 7.12

5. Operating Rules (General Code of Operating Rules – GCOR)

Rule 1.33 – Railcars equipped with tie down chains or cables must not be moved from loading ramps until all chains and cables are properly secured and load is centered.

Rule 1.40 – The engineer will report any locomotive defect on DD Form 862 and promptly notify the mechanical forces. The locomotive should not be operated without a current FORM FRA F6180-49A “Blue Card.”

Rule 5.8- In addition to rules outlined in GCOR 5.8.1, the locomotive bell will be used for warning over all pedestrian crossings.

Rule 5.13 - Blue flag rules are in effect at Fort Eustis. Rail loading and tie-down crews will place blue flag protection at railhead prior to fouling equipment. Any personnel not qualified on GCOR must have cursory training to learn about blue flag rules.

Rule 6.13- All movements within Yard Limits must be made at restricted speed.

Rule 6.28- Except when moving on main track, trains or engines must move at a speed that allows them to stop within half the range of vision, short of obstruction fouling the track.

Rule 6.32.1- When cars are shoved over road crossings at grade, an employee must be on the ground at the crossing to provide flag protection until the crossing is occupied. Flagging is not required when it is clearly seen that no traffic is approaching or stopped at the crossing. Movements of either direction through exempt crossings must be flagged at all times.

Rule 7.6 - Railcars positioned at interchange will have sufficient handbrakes set to prevent undesired movement in accordance with TC 55-88-1 Chapter 3.

Rule 7.12- When shoving cars into a spur track, control movement to prevent damage to equipment by stopping 150 feet from end of track, have movement proceed by direction of a crewmember positioned safely on the ground.

Rule 14.0 – Rules applicable within Track Warrant Control apply when operating multiple trains on the Mulberry Island Subdivision between C.P. Russ and C.P.

Bruce.

6. Trackside Warning Devices (TWD) – None

7. FRA Excepted Track – None

8. Special Conditions

A. When an engine is cut off from cars, the conductor will ensure that the cars are placed that an engine coupling to either side of cars will not block a grade crossing.

B. When a train will block any crossing for more than 10 minutes, the train will be cut and the crossing cleared.

1. There is 360 feet of track between Matthew-Jones service road and Hanks Yard access road crossing. Westward trains may foul one but not both crossings for more than 10 minutes.

2. Westward trains on the Industrial Subdivision, which will hold at the TMP Switch for more than 5 minutes, must stop short of 508TH Motor Pool access road.

Trains longer than 700 feet will block Marshall Street.

C. Close clearances exist on the James Industrial Track alongside platforms in Building

324, not room enough to clear man riding on side of car. Apply GCOR Rule 7.12.

9. Interchange Procedures

A. Prior to interchange, the Utility Rail crew must contact CSX HG Dispatcher in Huntington to request permission to enter the Third Rail Siding at Lee Hall. Contact HG at 1-800-854-5696 or AAR Channel 14 Tone 1.

B. When operating on the Third Rail Siding at Lee Hall, all crews will comply with CSX safety rules and the most recent copy of CSX Huntington Division East Timetable.

C. When operating eastbound off the installation, crews must be aware of a change in timetable direction when entering the Third Rail Siding at Lee Hall.

D. When operating the lever type switch on the Third Rail Siding at Lee Hall, crews must take precaution to prevent injury and ensure proper track alignment.

E. Neither light engine nor cars handled by Fort Eustis Military Railway personnel will operate over or beyond the Yorktown Road Crossing at Lee Hall without coordination from the CSX HG Dispatcher.

F. No rolling stock will be spotted or left on passing track, Track #493. This will be used solely as a runaround track. Cars will be left on interchange track clear of adjacent tracks with air brakes and hand brakes applied.

10. Hazmat Placement

A. General Requirement

A train is one or more engines coupled, with or without railcars, displaying a marker, requiring an appropriate air test, and authorized to operate on main track.

Train crews are required to carry the latest copy of the Emergency Response Guidebook (ERG) when handling hazardous cargos. Crews will also document the placement in train of Hazardous cars. Buffer cars must be used when necessary.

B. When to use the Position-in-Train Chart

Crews must be familiar with the Position in Train Chart and comply with all instructions.

Use the chart to make sure placement position is correct:

a. Before a train departs the initial terminal.

b. Before a train departs an intermediate station where pickups and setouts ere made en route.

c. When delivering cars to interchange tracks that are owned by and/or operated by another railroad.

C. How to use the Position-in-Train Chart

a. Select the applicable column in chart, identify placard applied to car, determine whether the car is loaded or residue/empty and identify car type.

b. Find the applicable section on the chart, based on the placard or markings applied, and car type.

c. Follow the instructions associated with the placard as the “X”s in the columns indicate.

D. Emergency Response

a. When an emergency occurs SAFETY IS OF FIRST IMPORTANCE.

b. Warn and keep everyone at a safe distance, avoid fire and vapor clouds.

c. Contact the appropriate emergency services starting with 911.

12. Appendix

A. The Fort Eustis Military Railway is operated by two departments;

o The US Air Force operates the Utility Rail Branch, providing logistical support for the installation of Joint-Base Langley Eustis. Duty hours are subject to change and closed on federal holidays.

o The US Army’s MITD is responsible for training and licensing for all DOD railroads. The Designated Supervisor of Locomotive Engineers (DSLE) is head of the division. Duty Hours M-F 0900-1700.

Subject: Timetable No. 2 in Effect

The Fort Eustis Military Railway Timetable No. 2 will go into effect at 0001 Hours on 07 Dec 2014 and will supersede the Fort Eustis Military Railway Timetable No. 1 effective 7 Dec 2013. All previous copies of Timetable No. 1 must be destroyed.

Timetable No. 2 contains current System Special Instructions for the Industrial Subdivision and Mulberry Island Subdivision. Any changes or corrections will be made by the Railway Operations Manager by issue of consecutively numbered General Orders.

In addition to having Timetable No. 2, all railway personnel must be familiar with and comply with Air Brake and Train Handling Rules, GCOR, Fort Eustis Standard Operating Procedures. General rules regulating the movement of trains are contained in the General Code of Operating Rules (GCOR). Train movements are prescribed by GCOR Rule 6.13 (Yard limits) and GCOR Rule 14.0 Track Warrant Control

(TWC).

General Order No. 202

Subject: GCOR Seventh Edition

The General Code of Operating Rules, Seventh Edition, goes into effect at 0001 Hours on 01 April 2015 and will supersede the General Code of Operating Rules, Sixth Edition.

The General Code of Operating Rules (GCOR) Seventh Edition herein governs the operations of the Fort Eustis Military Railway and must be complied with by all employees regardless of gender, whose duties are in any way affected thereby. They supersede all previous rules and instructions inconsistent therewith.

Reference GCOR page i-5, the Seventh Edition has been adopted by the United States Army Military Railroad System.

In addition to having the current GCOR, all railway personnel must be familiar with and comply with the Fort Eustis Military Railway Timetable No. 2, and the TC 55-88-1 “Air Brake and Train Handling Rules.”

General Rules regulating the movement of trains are contained in the General Code of Operating Rules (GCOR) Seventh Edition published April 1, 2015. Train movements are prescribed by GCOR Rule 6.13 (Yard limits) and GCOR Rule 14.0 Track Warrant Control (TWC).

All rules outlined in the Fort Eustis Military Railway Timetable No. 2, Section 5 Operating Rules, have no change, these rules published in the previous GCOR are existing in the effective GCOR.

Obedience to the rules is essential to safety!

General Order No. 203

Subject: USAF 733D Logistics Readiness Squadron

Effective immediately; the 733D Logistics Readiness Division, Mission Support Group, is now the 733D Logistics Readiness Squadron, Mission Support Group, Joint Base Langley Eustis. All previous references to the 733D Division or “LRD” should become Squadron or the abbreviation LRS.

It is important to note that in the Fort Eustis Military Railway Timetable No. 2 on Page 16, Section A, Paragraph II, the reference to the USAF operations of Utility Rail is by command of the 733D LRS.

Although the former LRD command is not referenced in the timetable it should be known by all personnel working within an office environment or all employees in a craft involving written documentation to be provided to the USAF that all forms requiring a command identifier must be addressed to LRS beginning on 2 Dec 15.

The 733D Mission Support Group provides the key services necessary to run Joint Base Langley-Eustis efficiently for the protection of our country. The 733 MSG includes a security squadron, civil engineer division, logistics readiness squadron, and mission services division.

The Transportation Branch plans, coordinates, and manages programs and functions vital to successful transportation operations in support of Fort Eustis and the surrounding community. Programs and functions include Transportation Motor Pool, Unit Movements, Utility Rail Operations, Commercial Travel Office, Passenger Travel and Port Call, Freight Office, and Personal Property. The Installation Transportation Officer is located in building 705 Suite 123 and can be reached by telephone at 878-5586.
