Questions and Answers FA480020R0007:
Reference: PWS 3.16.1, Contractor Liability for Personal Injury and/or Property Damage
1. Question: Normal general liability and worker’s compensation insurance policies specifically exclude rail operation for the insurance cover. Rail insurance is a very special insurance coverage and requires a substantial amount of information that bidder’s do not currently have access to and usually requires the underwriters to visit the operation to be able to receive a quote and extend coverage. During the last procurement cycle for this contract, the Government in Amendment 0001 of the solicitation included the following instructions regarding this insurance “Note- For solicitation FA4800-15-T-0011, the Contracting Officer has determined that rail operations insurance will not be required prior to contract award. Do not include the costs for this type of insurance in price quotes for this solicitation or enter into any commitment.”
We recommend that the Government takes a similar approach as it will be next to impossible for bidders to get accurate quotes by the due date of proposals and provides an unfair advantage to the incumbent contractor.
Solicitation will be amended to reflect rail insurance being removed from the initial solicitation. The same language will be used from the previous solicitation to reflect the removal. Rail operations insurance will not be required prior to contract award. Do not include the costs for this type of insurance in price quotes for this solicitation or enter into any commitment. Post award, the government requires the awarded vendor to obtain and provide proof of rail insurance within 60 days of the award date. A modification will be accomplished to add the rail insurance clin back to the contract.
2. Attachment 1, Final PWS, Para 4.0 Services Summary, and Page 16 of 30, there is Red Text stating “INSERT SERVICES SUMMARY TABLE” which is shown below but not title provided. Will this be updated to remove the RED words and provide the appropriate title? Table is provided below the statement. Please ignore the red text.

18. TE 3 Vehicle Listing:
1. U Drive It Vehicle List and the Supported Units and Tenants Assigned Vehicles List are identical. Is this correct? If not will this TE be updated with correct lists?
There are like vehicles based on the Management Codes and vehicle descriptions across the fleet, the license plate #'s differentiate specific vehicles to specific users.
19. TE 1 Annual Workload History and TE 3 Vehicle Listing:
1. TE 1 says there are 300 vehicles on hand; TE 3 has 235 U Drive, 235 Supported Units, 14 GOV. No matter how you look at it they are not same. Will the government update either TE1 or TE 3 so they match up? IF they are not supposed to match, why not?
Please follow TE-3 for the official Vehicle Listings quantities.
20. PWS TOC lists TE 7 as MAPS DFAC / CLASSES but TE 7 that is provided is only Maps. Will the Government provide the classes or update the PWS TOC?
TE-7 provides the appropriate information in relation to the maps needed for all locations.
21. PWS Page 7 of 30: Numbering jumps from 2.2.3.3 to 2.6.0. Where is 2.3, 2.4 and 2.5?

Reference: TE 1 Workload, 128th Aviation School Bus Schedule Question: Does the number of students number represent the total number of passengers for all dispatches for the specified shift (for example, 200 total passengers for the four dispatches for first shift would equate to an average of 50 students per dispatch) or is this the number of students for each dispatch (for example, 200 students would need to be transported at 0845 hours from Bldg. 2300 to 2418)?

Driven by military primarily. Short haul only (Fort Eustis)
30. Reference: TE1, Annual Workload History, C2, Bus What is the average number of miles per dispatch?
Dependent on route, assignment, and driver. Primarily for Fort Eustis.
31. Reference: TE1, Annual Workload History, C, Tractor Trailer and Bus Do any of the tractor-trailer or bus dispatches require overnight stays and do any last longer than eight hours? No
32. Reference: TE 3, Vehicle List This list does not contain any buses. Does the Government provide the buses and other vehicles to provide the transportation services required under this contract? If so, please provide a list of vehicles the contractor can use to include the passenger capacity of each vehicle.
Yes, the government will furnish the buses. Please reference the TE-3. Normal Bus would be 44 pax. Smaller bus would be 26 pax. Of the 342 vehicles the contractor is accountable for, there are approximately 75 vehicles assigned as part of the U-drive Fleet controlled by the contractor. Please see TE 3 Contractor Vehicle Inventory for additional information.
33. Reference: TE 8, Government-Furnished Property.
Question: Is there any equipment that is needed to perform this contract that is not provided by the Government?
No, the Government provides all applicable equipment listed in TE-8. Any additional equipment will be purchased at the contractor’s expense.
34. Reference: PWS Para. 2.3.2, Organizational/Preventive and Depot Maintenance Question: I the contractor required to provide parts and supplies to maintain the three locomotives to include oil and other lubricants?
No, the government will provide all materials to include oils and lubricants for rail operations.
35. Reference: PWS Para. 2.2.3, Vehicle Control Program Question: How many VCO accounts is the contractor required to administer?
Appx. 20 VCO Accounts.
36. Reference: PWS Para. 2.21.6, Vehicle Inspection/Cleaning Question: Is the user or the contractor responsible for the cleaning of U-Drive-It vehicles?
The U-Drive-It driver is required to clean the vehicle under contractor supervision.
