ATTACHMENT 15
GENERAL PROVISIONS FOR
MULTIPLE AWARD CONSTRUCTION CONTRACT (MACC)
| 1. | DESCRIPTION OF WORK |
| 1.1 | The MACC is for a broad range of maintenance, repair and minor construction work as well as design build, on real property at Langley AFB, VA (LAFB) to include Bethel Manor Housing Area and all other LAFB sites. In addition, Seymour Johnson AFB, NC, Shaw AFB, SC, the Virginia Air National Guard in Richmond, VA, and potentially other Federal installations / properties in the Hampton Roads area will be allowed to utilize MACC on an as needed basis. During the contract period, the Government will identify construction tasks required to complete each specific job. The Contracting Officer (CO)* will issue individual Delivery Orders to the contractor to complete those jobs. The jobs will include tasks in a variety of trades such as carpentry, road repair, roofing, excavation, interior (to include remodeling and interior modifications), electrical work, steam fittings, plumbing, sheet metal, painting, demolition, concrete masonry, welding, mechanical, and other general construction work. |

| 2. | PROGRAM MANAGEMENT: Contractor shall provide qualified key personnel to manage and execute Delivery Orders awarded under this contract. The program management staff shall have project design, quality control, construction and financial management capability. Note: Appropriate contractor personnel should have the knowledge and capability to utilize project management software. |
| 2.1 | COMMENCEMENT, PROSECUTION AND COMPLETION OF WORK: Contractor shall be required to commence work by an agreed upon date specified in the Notice to Proceed (NTP) letter. The contractor shall complete the entire work no later than the negotiated performance schedule specified in the Delivery Order. |
2.2 SUBCONTRACTORS: Within seven days after the award of any subcontract at any tier, the contractor shall deliver to the CO a completed SF 1413 (Statement of Prime Contractor). (IAW FAR 52-222-11). The prime contractor must have the ability to manage and control multiple subcontractors at multiple job locations. Also, the prime contractor must ensure subcontractors are competent and capable of handling all assigned tasks.
| 2.3 | QUALITY CONTROL PLAN: Contractors receiving MACC awards are required to submit a Quality Control Plan for review and acceptance by the CO. The Plan should demonstrate methods for surveillance of work, (including subcontractors), and in-house contractor quality control inspectors. The Plan is required within ten days following the issuance of the Notice to Proceed. The Quality Control Plan will become a compliance document. |
| 3. | RESPONSE REQUIREMENT |
| 3.1 | The primary goal of MACC is speedy acquisition of Civil Engineering requirements, contractor responsiveness is paramount. Once the Contracting Officer notifies the contractor of an existing requirement, the contractor is expected to expeditiously prepare the proposal. |
| 3.2 | Upon notification of a routine requirement, the contractor shall respond to the needs of the Government as following within three working days (1) Visiting the proposed work site accompanied by the Contracting Officer or (2) Establishing verbal contact with the Contracting Officer to further define the scope of the requirement. |
| 3.3 | In the event of an emergency requirement, the contractor’s response time will be as soon as directed by the Contracting Officer. The contractor or his/her designated representative who is able to make decisions and obligate the company must be readily available to communicate with Contracting Officer. |
| 4. | DESIGN DOCUMENTS, GENERAL: The design documents developed shall comply with the following requirements: |
| 4.1 | DRAWINGS: For all submittals, provide all drawings in separate files for each drawing sheet in AutoCAD (.Dwg) format developed using AutoCAD 2005 or more recent version. Use standard text font “ROMANS” and provide drawing x-references and plot configuration files. Should different plot configuration files be necessary for consultants, drawings shall be organized into separate sub-folders and accompanied by appropriate x-references and plot configuration files. For example, a sub-folder named “Electrical” may include all electrical drawings, x-reference files and appropriate plot configuration file for that particular consultant. Plot configuration files shall be named for the A-E firm preparing the drawings. All drawing sheets shall also be submitted in Adobe Acrobat Reader (.pdf) format. All abbreviations and drawing symbols used throughout the drawings shall be listed on drawings and defined per each discipline. Drawings shall be furnished on 24” x 36” (Arch D Size) sheets using standard Langley title block with drafting on the front of sheets. Use the Langley standard cover sheet, which will be provided upon request. Modify the cover sheet to indicate access route, job location, job title, index to drawings, etc. The drawing number will also be provided upon request. The drawing number shall be printed on every drawing sheet. All drawing sheets shall include CAD file names and plotting requirement information (e.g., plot scale is 1 = 1; 1” = 50’ or ⅛” = 1’). Where areas of work are not clearly dimensioned, an approximate quantity shall be listed on the drawings identifying the work effort to enable the Contractors to fairly bid the project. All drawing files, unless otherwise specified, will use units of English System. The Contractor shall use the A-E/C CADD Standards version 4.0 (or latest version) when creating or revising any CADD data deliverables. These standards can be found or reviewed at https://cadbim.usace.army.mil/CAD. |
| 4.1.1 | Approved 100% Computer-Aided Design (CAD) drawings shall be submitted on 24” x 36” Mylar (minimum 4 mil thick) sheets, as well as Compact Discs (CDs). The plot area of each sheet shall be 22” x 34”. Drawings shall be developed using AutoCAD 2005 or more recent version. All drawings shall be saved in an AutoCAD drawing (.DWG) file format. With the 100% drawing submittals, include a final narrative which describes layering, line type, color schemes, et cetera that were used for each file or plan sheet. The A-E shall use, as a standard, the file and sheet naming conventions, details, layers, colors, and line thickness, et cetera, that are defined in The Architectural, Engineering and Construction (A/E/C) CADD Standards as incorporated in the National CADD Standards Initiative. |
| 4.1.2 | The Government will indicate which drawings are necessary for each individual project. It is not necessary for each drawing to be on an individual sheet, more than one can be on an individual sheet. The CO shall require certification / P.E. signature on some or all designs. The title block shall contain project information including but not limited to project #, delivery order #, project name and date. The contractor shall prepare the following drawings, based on the SOW, for Government approval prior to the start of construction: |
a Cover sheet with Title and Approval block b Existing Site Plan c Final Site Plan d Grading Plan e Underground Utility Plan and Profiles f Floor Plans g Elevation h Finish Schedule i Wall and Roof Sections j Window and Door Schedules k Ceiling Plan l Mechanical Plan m Plumbing and HVAC Riser Diagrams n Electrical Site Plan o Power Plan and Panel Schedule p Electrical Plan and Lighting Plan with Schedule q Fire Protection Plan r Telephone Plan
| 4.1.3 | All abbreviations and drawing symbols used throughout the drawings shall be listed on drawings and defined per each discipline. |
| 4.2 | RENDERED PERSPECTIVE (when required): |
| 4.2.1 | When a rendered (color) perspective is required, the perspective shall clearly reflect the A-E’s intent to make the new building compatible to existing buildings in the vicinity of the site. The perspective shall be approximately 14” x 28” is size and shall be mounted on a standard Langley AFB presentation board, complete with a small site plan and supporting data (i.e. size, cost of landscaping, site work, building, etc.) affixed to the presentation board. The presentation board will be provided upon request. The corners of all boards shall be trimmed to a round curve. |
| 4.2.2 | A black-line concept perspective shall be provided with the 35% submittal. The rendered perspective shall be delivered with the 90% submittal. |
| 4.3 | SPECIFICATIONS: For all submittals, provide all specification sections in separate files in the current release of Microsoft Word (.doc) format. The Cover Sheet and Table of Contents shall also be provided as separate (.doc) files. Specifications for this submittal shall be based on the Unified Facilities Guide Specifications found at http://www.wbdg.org/. The WordSpec version of the specifications shall also contain all of the required specification sections. The SPECSINTACT version of the specifications and the WordSpec version (including the “.PDF” version) shall be submitted on a Compact Disc as three separate set of files and documents. Each version of the specifications (SPECSINTACT, WordSpec, “.PDF”) shall be listed on the CD submittals under its own clearly identified subdirectory. In addition, all WordSpec and “.PDF” sections shall be submitted as a single document. All approved 100% specifications (“.SEC”, “.PDF” and “.DOC”) shall be submitted on compact disks (CDs) that are compatible with Microsoft Windows XP. |
| 4.3.1 | Develop the following Langley Air Force Base (LAFB), JBLE specifications sections as typical parts of the contract documents: |

The Government will provide to the A-E an electronic copy of each of the Langley AFB, JBLE Special Conditions sections upon request. Modify the Special Conditions to meet each project scope. The use or specification of materials not made in the United States is prohibited. Only American made products shall be used in this project.

| 4.4 | CONSTRUCTION COST ESTIMATE BREAKDOWN: Cost estimate shall be submitted using the AF Form 3052, or computer format similar to the AF Form 3052. Complete last page of cost estimate using appropriate percentages for Field Overhead, Profit, Home Office G & A and Bond. Repair and Minor Construction costs are to be submitted on separate AF Form 3052. The following describes the requirements for each of the three types of delivery orders that may be issued against this contract IAW Section H, paragraphs 3.3.1 through 3.3.3. | |
| 4.4.1 | Design and Build (100%): The cost estimates for this type of requirement will consist of a one page per discipline maximum-not to exceed seven pages, a cost summary and the last sheet where Field Overhead, Profit, Home Office G & A and Bond are inserted. | 4.5 | PREPARATION OF AF FORM 66, Schedule of Material Submittals: The Submittal Register (AF) Form 66 shall be provided as separate (.pdf) files. An electronic copy of an example AF 66 will be sent to the A-E upon request to the 633 CES PM. Required submittals shall be listed on the form in the format noted on the examples. Provide a separate line item number for each required submittal (e.g., samples, shop drawings, catalog data, or other descriptive elements would be line numbers 1, 2, 3 & 4, respectively). A rough draft of the AF Form 66 shall be submitted with the 90% submittal. Ensure all items requiring submittals are annotated on the AF Form 66. Normally, three copies of printed matter and one or two material item(s) are requested. At the top of Description column, type “SECT” (Section) and “PARA” (Paragraph) on the left and right sides, respectively. Enter Section and Paragraph numbers in each block. In specific terms, indicate the submittal desired just beneath this information in the same block (See example). Using “Other” in the blanks under “No. Of Copies Required” is permissible if this is done. Consecutively number each page of the submittal (e.g. “Page 1 of 1”). Use all line number rows on one page before starting another. Number submittals consecutively. | |
| 4.6 | BID SCHEDULE: A Bid Schedule for this project shall be furnished. An electronic copy of an example bid schedule will be sent to the A-E upon request. | |
| 4.7 | DESIGN ANALYSIS (as required): The A-E shall provide a Basis of Design as required by the individual delivery order statement of work. The design analysis (to include all engineering calculations, decisions and conclusions) shall include a narrative description discussing the following disciplines/topics for paragraphs 1.1. through 1.1.5. while incorporating all applicable design standards listed in paragraph 1.2.5. |
The use of recycled building materials is required for this project. The BOD shall address all products, which are incorporated in the project and that are fabricated of recycled materials. Executive Order 13423 mandates that the Federal Government use recycled-content products in the construction and/or renovation of facilities. It is the intent of Langley AFB, JBLE to comply with the Environmental Protection Agency (EPA) requirement 100% of the time and use as many of the applicable listed recycled-content products as feasible and economically practical. Such products shall also comply with the requirements of the EPA Recovered Materials Advisory Notice (RMAN). The Contractor shall consider this a standard requirement for all aspects of the project construction. When computer programs are used in the analysis of any engineering problem (i.e. civil, architectural, structural, mechanical, electrical, etc.), submit an electronic copy of the analysis and a hard copy of the analysis and data. The computerized data shall be provided with a directory listing or table of contents and a legend sheet, when applicable. The legend shall consist of all variables, abbreviations and symbols that appear on the computer printout as well as their respective meaning. The legend shall also contain a list of assumptions made during the design analysis and why these assumptions were made. The A-E shall submit design analysis for the following:
| 4.7.1 | COOLING AND HEATING LOAD ANALYSIS: Perform a complete HVAC analysis using AF Form 108 or a computer program. If a computer program is used submit documentation that explains the program print out. |
| 4.7.2 | HARD COPY: A hard copy of the following calculations shall be submitted, to include code references, as applicable for each discipline, to show compliance. |
| 4.7.2.1 | STRUCTURAL: All design calculations |
| 4.7.2.2 | MECHANICAL: |
a. Catalog cuts of selected equipment.
b. Control valve sizing.
c. Cooling and Heating Load Analysis.
d. Duct size.
e. Fan sizing and fan curves.

g. Heating and cooling load calculation.
h. Pipe sizing.
i. Psychometric chart analysis.
j. Pump sizing and pump curves.
k. Static pressure loss.
l. Water demand and sewer flow.
4.7.2.3 ELECTRICAL:
a. All calculations.
b. Photometric data including foot-candle level.
| 4.8 | COMMUNICATION: When affected by work associated with removal and replacement of existing partitions, the design scope shall include analysis of the affected communications and repaired work in accordance with standards consistent with Langley Air Force Base, JBLE. |
| 4.9 | ENERGY MONITORING AND CONTROL SYSTEM (EMCS): Project drawings, specifications, cost estimate, and design submittals shall provide for maintaining the Energy Management and Control System to support the building in the renovated areas. The control system shall be compatible with and connected to the existing Langley AFB EMCS system located in Facility 328 (37 Sweeney Boulevard, LAFB). Transmission between the new building and the EMCS Control Room (Bldg. 328) will be by telephone lines supplied by the Government. Communications connectivity from the EMCS system to the telecommunications room shall be provided by the contractor via the Premise Wiring Distribution System. The existing EMCS system is Direct Digital Control (DDC) type and is compatible with Siemens Controls. |
| 4.10 | LOCKSETS: If locksets are installed because of this project, the Contractor will provide cylinders and cores for new locks. Cylinders and cores shall have seven-pin tumblers using the A2 system and WB keyway – except for dormitories, which use the A4 system and WC keyway. All cylinders will be from a single manufacturer. All cores will be stamped with a key control symbol in a concealed place on the core. (For information only – the Best Premium WB Keyway, 7-pin core is part number 1CP7WB2.) The cylinders will be fully compatible with products of the Best Lock Corporation, which have interchangeable cores that are removable by special control keys. |
The contractor will provide and submit a grand master keying system and a sub-master keying system for the building that is an extension of the existing Langley AFB, JBLE keying system. Best Lock Corporation can key cores and provide keys in accordance with the Langley AFB, JBLE grand master keying system; the base grand master keying system will not be made available to outside contractors. The contractor will be required to key the equipment spaces and mechanical rooms separately from the building systems. The contractor will be required to key them alike to the existing Langley AFB, JBLE systems for equipment and mechanical space doors. Prior to installing any lock cylinder or cores, the contractor shall coordinate with the Langley AFB, JBLE locksmith to ensure compliance with the grand master keying system and master keying sequence, and that the proposed lock hardware will meet requirements of this specification.
| 4.11 | GEODETIC CONTROL SURVEYS: The Contractor (A-E) shall provide horizontal and vertical control surveys for the precise location of primary survey points for planning, engineering, construction, real estate projects, GIS applications or facility management. |
| 4.11.1 | Deliverable Requirements: All locational base map (point, line and polygon feature(s)) data collected shall be delivered in ESRI ArcGIS 9.x digital format along with the original source files. The geospatial files shall have an external spatial reference (.prj) file attached specifying the parameters of the coordinate system used (as provided by the government). All topologically correct geospatial data shall overlay on the installations latest orthorectified imagery provided by the government, using the same coordinate and projection system of the imagery (WGS_1984_UTM_Zone_18N_Projection: Transverse_Mercator, Units: Meters). All accuracy errors shall be reported to the contract program manager. |
All Architectural/Engineering data (building components, plans, designs, etc.) shall be in a digital (electronic information) format AutoCAD 2005 or higher.
· All graphic and non-graphic data will be collected in the format defined by the Spatial Data Standards Facilities, Infrastructure and Environmental (SDSFIE) release 2.60 (or the most current version available), except where modified by the Government. This standard can be found at https://www.sdsfie.org.
· The contractor shall provide a quality control (QC) report that must state whether all inconsistencies in the data generated were corrected, or it must detail the remaining errors by case. The contractor shall utilize a topology build and clean routine to assure that there are no overshoots or undershoots in the line work, slivers or dangles in polygons and that there is complete closure of polygons with a maximum fuzzy tolerance value of 10-9. The quality report must identify the software (name and version) and satisfy these conditions:
a. The edges of all digitized vector data or raster imagery must exactly match digitally with those of all adjacent maps.
b. The digital representation of the common boundaries for all graphic features must be the same, regardless of feature layer. Each feature within a layer must be represented by a single graphic element (e.g., polygon, line or line string).
c. Lines and line strings which represent the same graphic element must be continuous (i.e., not broken or segmented), unless that segmentation reflects a specific visual line type. Lines or line strings representing the same type of data must not cross except at intersections.
d. Polygons must be closed (i.e., the first x- and y-coordinates must exactly match the last x- and y-coordinates). Each polygon must have a single unique centroid to which attributes (i.e., an attribute table) can be attached. Polygons of the same coverage must not overlap and must cover the area of interest completely (i.e., have no gaps in coverage).
e. All graphic elements that connect must exactly connect digitally, without overlaps or gaps.
f. Straight lines must be represented by only the beginning and ending x- and y-coordinate points. Line strings must not cross back on themselves or be of zero length.
· Feature Attributes: The contractor shall identify the classification, type, size, location, ID number and any other necessary attributes (specified by the Government) for all surveyed, mapped, designed or proposed features.
· All symbol libraries, font libraries, text size, text format and text placement shall be prepared in accordance with and conform to the Spatial Data Standards (SDS).
· The contractor shall not develop new libraries without prior written approval from the Government.
· The contractor shall provide metadata files for all locational data produced under this contract. The metadata file shall conform to the Federal Geographic Data Committee’s “Content Standard for Digital Geospatial Metadata, Version 2.0” (or latest version) found at http://www.fgdc.gov/metadata/contstan.html. The output from the ESRI ArcCatalog metadata generator software (or compatible software) shall be the standard format for all metadata files created under this contract. In addition, the metadata data shall be provided in ASCII text format. The digital metadata files shall be provided to the Government along with each final product deliverable, unless otherwise approved in writing by the Government.
4.11.2 Survey Data:
· The contractor shall use conventional surveying and other methods, such as a total station or Global Positioning Systems (GPS) for field data collection at an accuracy level in accordance with “Geospatial Positioning Accuracy Standards, Part 3: National Standard for Spatial Data Accuracy,” published by the Federal Geographic Data Committee (FGDC), dated July 1998. This standards document can be found at http://www.fgdc.gov/standards/status/sub1_3.html.
· All Survey data collected shall be provided to the Government in a digital format with an attached Survey Report identifying survey method, equipment list, calibration documentation, survey layout, description of control points, control diagrams and field survey data.
· A Survey Control Database (consisting of a survey marker database and a survey traverse database) will be produced for all survey control points established under this contract and delivered in a .dbf or ASCII comma-delimited format.
· If GPS is used, the contractor shall use survey grade GPS, at an accuracy level of ± 2cm, when appropriate, to collect data to be overlaid onto the installation’s orthophotograph and/or base map.
4.11.3 Delivery Format
Note: No deviations from the Government's established standards will be permitted unless prior written approval of such deviation has been issued by the Government. All linkages of non-graphical data with graphic elements, relationships between data objects and attributes, and report formats shall be maintained.
These deliverables include, but are not limited to:
· Site plans
· As-built drawings
· Engineering designs, plans or surveys
· Topographic surveys or studies
· Boundary or Cadastral surveys
· Master Plan drawings
· Utility (water, sewer, power, storm, etc.) designs, plans, surveys and studies
· Pavement, Grading, or Excavation plans
· Soil/Geology studies or surveys
· Environmental assessments, surveys, studies or plans
· Historical or Archaeological surveys, studies or plans All data deliverables shall be in a digital (electronic information) format and shall be delivered in a format that conforms to the Spatial Data Standards Facilities, Infrastructure and Environmental (SDSFIE) release 2.60 (or latest version available) at http://www.sdsfie.org and A/E/C CAD Standards version 3.0 (or latest version available) at https://cadbim.usace.army.mil/CAD.
The following procedures must be performed before a file is placed on the delivery media:
| 1. | Include all files, both graphic and non-graphic, required for the project. Make sure all files are in the same directory and that references to those files do not include device or directory specifications. |
| 2. | Ensure all reference (external reference) files are bound and attached and without device or directory specifications. |
| 3. | Remove all extraneous graphics/text outside the project border area, and set the active parameters to a standard setting (or the setting contained in the seed or prototype file). |
| 4. | Include any standards sheets (abbreviations, symbols libraries, font libraries, color tables, pen tables, plot configuration files, user command files, etc.) necessary for a complete project. |
| 5. | Compress and/or reduce all files using the appropriate utilities. A digital media copy of the decompression utility should be provided with the delivered data, if necessary. |
| 4.11.4 | Delivery Media: CD-ROM: Digital Media must have an external label listing format and version of the operating system on which the media was created (e.g. Windows NT 4.0), utility (command) used for writing the files to the media, a short description of contents, a sequence number if there are multiple volumes, and the date of CD creation. |
A transmittal sheet must accompany the media containing the information included on the external labels, total number of volumes being delivered and a list of file names and file descriptions on each volume. The transmittal sheet must also include instructions for reading, restoring, or transferring the files from the media, and certification that all delivery media is free of known computer viruses – including the name(s) of the virus scanning software and the date the virus scan was performed.
4.11.5 Government Furnished Materials: The Government will provide the contractor with data and information concerning all necessary and pertinent functions and principal features of the identified project. These items will include:
· The installation's latest georeferenced digital planimetric data and/or base map in ESRI Arc/Info 9.x format or best format available, with associated data files.
· The installation’s latest orthorectified imagery and specified geospatial parameters (coordinate system, datum, projection, distance units).
· Any pertinent and necessary prototype or seed files.
· Frequency settings for the Real-Time Kinematic (RTK) GPS Base Station and the preferred GPS receiver specifications.
· Any other data or schematics deemed necessary for project completion, pending approval from the Government.
4.11.6 Government Review: The Government shall review the submitted data and documentation upon completion of all stated work. Missing or incomplete items will be documented and forwarded to the Contractor for completion. Upon receipt of a complete submittal, the Government will conduct a quality review and notify the Contractor within fourteen days of acceptance (along with any stipulations this includes) or rejection of the deliverables described herein. Failure to adhere to any of the stated delivery specifications could result in rejection of deliverables and nonpayment. Contractors should, at a minimum, submit data and documentation samples at 25% and 75% project completion to avoid the rejection of final deliverables.

| 5 | CONTRACTOR OPERATIONS: |
| 5.1 | Work Hours: Normal duty hours for Langley AFB, JBLE are 0730 through 1630, Monday through Friday. Work on weekends, recognized Federal holidays, or other than normal duty hours must be coordinated with the Contracting Officer (CO) or his/her designated representative. |
| 5.1.1 | General Working Conditions |
a. Work shall be performed in such a manner as to cause minimum disruption to the users in the area.
b. The Contractor shall notify the Contracting Officer or his/her designated representative when he intends to work so Government inspection can be provided while work is in progress.
| 5.2 | ORDER OF WORK: The Contractor shall coordinate all work with the Contracting Officer, or his/her designated representative, and the Base Civil Engineer. Before starting work at the job site, provide five days notice to the Contracting Officer or his/her designated representative and the Chief of Contract Management at 764-3268. |
