About this file
This document is a Solicitation Amendment for a 100% HUBZone set-aside contract for an AGE Parking Pad project at Dyess Air Force Base, Texas. The project involves designing and constructing a new portland cement concrete (PCC) parking area with associated storm water drainage systems, with an estimated value between $1,000,000 and $5,000,000. The solicitation amendment modifies previous requirements by removing language about site visit invalidation, clarifying that all proposals will be considered valid regardless of site attendance, and attaching a new contractor questions document.
Key response details include an optional site visit on 30 July 2025 at 9:00 AM CST, with proposal submissions due by 18 August 2025 at 2:30 PM. Offerors must submit two volumes: a technical volume with a draft progress schedule, completed RFP, and proof of bonding capability; and a pricing breakdown volume. The government will evaluate proposals based on technical acceptability and lowest price, with technical evaluation focusing on identifying major milestones and corrective actions to meet solicitation requirements. Funds are not currently available, and the government reserves the right to cancel the solicitation.

Section L - Instructions, Conditions, & Notices to Offerors or Quoters
Header Miscellaneous Text (Modified):
Proposal Preparation Instruction:
The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal should not simply rephrase or restate the Government's requirements but, rather, shall provide convincing rationale to address how the Offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of their facilities or experience and will base its evaluation on the information presented in the Offeror's proposal. To assure timely and equitable evaluation of proposals, offerors must follow the instructions contained herein.
Proposals must be complete, self-sufficient, and respond directly to the requirement of this solicitation.
Proposals shall be sent to SrA John Craig(john.craig.16@us.af.mil), and to SSgt Marshal Khinno (marshal.khinno@us.af.mil).
1. Complete blocks 14 through 20C of the RFP Section A, SF1442. In doing so, the Offeror accedes to the contract terms and conditions as written in RFP Sections A through K. Signature by the Offeror constitutes an offer, which the Government may accept. The "original" copy should be clearly marked under a separate cover. Completed pricing information in Section B of the solicitation should be documented in Attachment 7, 8, and 9: Pricing Schedule.
2. Complete the Pricing Schedule ( ) utilizing the individual Statement of Work(s) and Drawings for each facility. The total price Attachment 7, 8, and 9 proposed on the Pricing Schedule is the price that shall be honored by the Offeror who is awarded the resultant contract.
3. Complete the necessary fill-ins and certifications in Sections I through K. Section K shall be returned in its entirety. For Sections F through I, the Offeror shall submit only those pages that require a fill-in.
4. Other than Certified Cost or Pricing Data may be requested by the Government, if necessary.
5. No price information should be included in the technical proposal.
The response shall consist of the following via electronic mail:
Cover page on company letterhead (1 Page) Volume I - Technical, to include: Draft Progress Schedule based on a 15 September work start date, completed RFP, proof of capability to obtain bonds.
Volume II - Pricing Breakdown. Pricing Breakdown must be filled out on the attached Pricing Schedule document. In order to be determined Technically acceptable, the Vendor must clearly identify major milestones for the requirement. Restating or copying the statement of work will not meet this objective.
Additionally, the vendor must meet all requirements outlined in the Statement of Work. Failure to meet any of the requirements outlined will result in a determination of technical unacceptability.
Site Visit:
A optional site visit will take place 30 July 2025 at 9:00 AM (CST). Offerors will meet at the 7th Contracting Squadron, 381 3rd St. Bldg 7238, Dyess AFB, Texas. If you need access to the base, please let SSgt Marshal Khinno and SrA Sydney Fontenot know, marshal.khinno@us.af.mil and sydney.fontenot@us.af.mil, and they will meet you at the Dyess AFB visitor's center at 8:30 AM on 30 July 2025. Submission and receipt of questions are due by 12:00 PM (CST), 01 August 2025.
Dyess AFB is not an open base and attendees must have a valid ID or contractor pass to access the base. Prime contractors who do not have the necessary identification to enter the base must arrange with the contracting office to be sponsored on the base. Send requests for base access via email to SSgt Marshal Khinno and SrA Sydney Fontenot at marshal.khinno@us.af.mil and sydney.fontenot@us.af.mil at least three (3) business days before requested access. It is your responsibility to confirm that someone will be available to vouch you onto the base. Subcontractors must request access through their prime contractor POC.
Section M - Evaluation Factors for Award
Header Miscellaneous Text (Modified):
How offers will be evaluated: The Government shall review all of below factors of the Contractor's proposal to determine what offer represents the best value to the Government. If the offer with the lowest price is deemed technically acceptable and the price is complete and reasonable, this Contractor's proposal represents the best value to the Government and award will be made to that Contractor.
FA466125R00090001
Evaluation Factors:
Responses to this solicitation will be evaluated against the following factors and subfactors:
Factor 1: Technical
Factor 2: Price
Factor 1: Technical
Technical proposals will be assessed in accordance with Table 1 below. The evaluation team shall review the Work Performance Plan and Schedule and determine acceptable or unacceptable ratings and description outlined in Table 1.
Rating Description
Accept able
Proposal is deemed acceptable when the contractor adequately identifies major milestones, corrective actions to meet the requirements of the solicitation and all requirements laid out in Section L. of the solicitation
Unacc eptabl e
Offers are deemed unacceptable when they are deficient in description and/or do not adequately identify major milestones or corrective actions to meet the requirements of the solicitation, and Section L. of the solicitation was not followed.
Factor 2: Price
a. Price proposals should support the proposed technical approach and will be evaluated for (1) completeness, (2) reasonableness and (3) unbalanced pricing. The Government also reserves the right to evaluate price proposals for cost realism. The pricing proposal shall follow the divisions of the price breakdown provided.
Offerors are expected to comply with divisions indicated in the pricing breakdown. The question-and-answer period shall be used to discuss any variations in divisions of the pricing breakdown. Offerors whose price is determined to be incomplete or unreasonable will not be considered for award. Offerors who do not follow the divisions of the price breakdown may render their proposal unacceptable. The Government reserves the right to hold interchanges if, during the evaluation, it is determined to be in the best interest of the Government.
b. The price will be calculated as the sum of the contractor's proposed prices for each CLIN. Evaluation of options or optional CLINs shall not obligate the Government to exercise such options or optional CLINs.
c. Completeness. The proposal will be reviewed to determine the extent to which all the price elements have been addressed. The contractor's proposed price and other information will be evaluated to ensure continuity and traceability of prices to the technical volume and between the initial proposal and any revisions there to.
The review will determine the adequacy of the contractor's proposal in addressing and fulfilling the requirement.
d. Reasonableness. For a price to be reasonable, it must represent a price to the Government that a prudent person would pay in the conduct of competitive business. The Government will determine prices fair and reasonable through the use of one or more of the price analysis techniques at FAR 15.404-1(b)(2).
e. Unbalanced pricing. Offerors are cautioned against submitting an offer that contains unbalanced pricing. Unbalanced pricing may increase performance risk and could result in payment of unreasonably high prices. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one (1) or more contract line items is significantly over or understated. The Government shall analyze offers to determine whether they are unbalanced with respect to separately priced line items or sub-line items. An offer that is determined to be unbalanced may be rejected if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the Government.
