About this file

This document is a contractor questions and answers (Q&A) document for a Department of the Air Force project at Dyess Air Force Base, Texas, dated 6 August 2025, concerning an Add/Alter AGE Parking Pad project (FNWZ 25-0106). The project involves constructing a new parking pad for ground equipment, with specific requirements including non-aircraft rated pavement, 8-inch minimum concrete thickness, and design for a specific ground equipment list. Key technical details include: contractors can dual/triple role management positions, must use 650 PSI flexural strength concrete, obtain an Airfield Construction Waiver, have airfield driver's licenses, and design the pavement for a 25-year lifespan. The government will relocate existing materials, provide CAD drawings upon award, and requires compliance with various specifications for concrete construction, seeding, and utility surveys.

The Q&A document comprehensively addresses 36 contractor questions covering project specifics such as soil conditions, utility maps, design submissions, equipment ratings, working hours, and site access. Notable requirements include low-profile barricades, continuous debris cleanup, compliance with storm water regulations, and no on-base lodging available. The project will be completed in two phases (design and construction), with construction activities beginning only after design approval. Contractors must be prepared for specific airfield operational constraints, including yielding to aircraft traffic and obtaining necessary licenses and waivers.

1. For the purpose of fair bidding, can The government provide a typical section for concrete pavement based on Dyess AFB standards for inside airfield areas and past projects solutions?

- Typical pavement section not available. Pavement section should be designed for ground equipment list provided and soil boring provided.

2. It is the intent of the government to use the proposed parking pad only for the mentioned ground equipment, or will also be designed and built to carry heavy bombers and other aircraft at any given moment in the future?

- The proposed AGE parking pad will not carry any aircraft. The pavement should be designed for the ground equipment provided.

3. The statement of work, page 3, paragraph 3.5.3 reads: The concrete shall have a minimum thickness of 8 inches. From past projects experience in Dyess AFB, for the last 20 years the construction of aprons and taxiways have included a 19” Concrete Slab panel on top of 6” RDM gravel layer and 6” mud slab. Please clarify if these standards also apply to the current project.

- The pavement section is not rated for aircraft traffic so past standards do not apply.

4. In reviewing the statement of work and specifications provided it is not specifically mandated the use of 650flex concrete for construction of concrete panels. From past projects experience in Dyess AFB, for the last 20 years the construction of aprons and taxiways has specified the use of 650flex concrete for all areas inside the airfield. Please clarify if this standard also applies to the current project.

- Yes. Specification Section 32 13 13.03 PCC Construction for Street Pavements Para. 2.2.1.1 Flexural Strength requires a minimum of 650 PSI flexural

5. In reviewing the statement of work and specifications provided it is not specifically mandated the use of #5 rebar @ 6” OCEW for the construction of all concrete panels. From past projects experience in Dyess AFB, for the last 20 years the construction of aprons and taxiways has specified the use #5 rebar @ 6” OCEW for all areas inside the airfield. Please clarify if this standard also applies to the current project.

- Reinforcement should be designed for the ground equipment list/pavement section.

6. Due to the new AI facility that is being built in Abilene, and the huge amount of resources that it demands, rentals and hotels are close to impossible to reach. Can the government provide assistance with any kind of lodging inside the base for this project?

- No known lodging available on base.

7. Due to the expansion and general growth of all City of Abilene there are big constraints for the dumping of construction spoils. Can the government allocate an area to permanently stockpile all construction spoils from this project?

- Permanent stockpiles are not permitted on Dyess AFB. All spoils must be removed in accordance to specifications and city, state, and federal regulations.

8. Does the government contemplate the construction of APU slabs for B1 bombers inside proposed concrete panels for future use?

9. Does the government contemplate the installation of moorings in proposed concrete panels for future use?
