About this file

This document is a set of contractor questions and answers for the FNWZ 25-0106 Add/Alter AGE Parking Pad project at Dyess Air Force Base, Texas. The project involves designing and constructing a new portland cement concrete (PCC) parking area and associated storm water drainage systems, with an estimated value between $1,000,000 and $5,000,000. It is a 100% HUBZone set-aside procurement due on 18 August 2025 at 2:30 PM.

The document provides detailed responses to 36 contractor questions covering various aspects of the project, including site access, design requirements, utility surveys, geotechnical conditions, equipment specifications, and administrative details. Key points include: the government will relocate existing materials, contractors can dual-role management positions, an 8-inch minimum pavement thickness is required, an Airfield Construction Waiver is necessary, all drivers must have an airfield driver's license, and a 25-year design lifespan is preferred. The project will be completed in two phases: design and construction, with construction activities beginning only after design approval.

SUBJECT: Contractor Questions

1. Will the government relocate the existing material/ equipment?

- Yes. The Government will relocate the existing material/equipment prior to construction. The contractor will not be responsible for removing any existing material/equipment.

2. Can the contractor dual role or triple hat the Superintendent//QC/SSHO roles?

- Yes.

3. Is there an existing Geotechnical report available for this area or an area near this location?

- Please see Attachment A

4. Are there as builts, or utility maps available that may clarify the elevation of the existing waterlines?

- Please see Attachment B

5. Is there a requirement that will make this paving be classified as airfield paving?

- Pavement will be non-aircraft rated pavement but should be design for Pad Vehicle List provided in the SoW under Attachment E

6. Should the contractor anticipate any environmental remediation needed for the soils in this area?

- No known soil conditions would require remediation.

7. Is the contractor/subcontractor required to staff personnel with ACI certifications? If so, which certifications?

- Please see Specification Section 32 13 13.03 PCC Construction for Street Pavements Para.

1.4.2.2 Field Technicians

8. Is a vacuum truck required for the access to this area of the parking mat?

- The contractor shall provide continuous cleanup of debris from construction activities on haul route and construction site. This can be done using a vacuum sweeper.

9. Are low profile barriers required for this area or are standard barricades acceptable?

- Low profile barricades are required and must follow UFC 3-260-04

10. Can environmental provide a list of acceptable grasses for use near the flightline?

- Please refer to Specification 32 92 19 Seeding, Para. 2.1.3 Seed Purity

11. Will the contractor be working under the bases's storm water permit, or will we be required to carry this in addition to the bases permit?

- The contractor shall comply will all City, State, and Federal regulations regarding storm water. See Specification Section 00 01 04 Environmental Para. Part 2

12. Are there any phasing requirements?

- The design must be approved prior to construction. Project will be in two phases. Design and

Construction.

13. Will CAD files be provided to assist with expediting the design?

- Yes. CAD Drawings will be provided upon award.

14. With the quick timeline for the initial design submission, would it be considered that the design duration is extended? Would it be an option to starting demo prior to the design being completed be acceptable?

- Construction activities can begin once there is an approved design.

15. Per UFC 3-250-01, Is there a minimum required pavement section required by the base, or should this be up to the designer?

- SoW requires a minimum thickness of 8 inches.

16. Are there any requirements for materials to be jet fuel or liquid oxygen resistant?

- Jet fuel or liquid oxygen resistant is not a requirement.

17. Can the government clarify how the contractor will be able to access the site, is there a specific haul route that we will be required to use that could impact hauling or delivery times?

- See Attachment C

18. Would an airfield waiver be required for pumping operations if the pump height doesn't exceed the height of the building and will not be left up over night?

- An Airfield Construction Waiver is required for this project. The waiver will be requested by the Government at contract award. The waiver will include a list of contractor equipment to be used.

19. Is airfield drivers training required for this location?

- Yes. Any individual driving must have an airfield driver’s license.

20. Is there an option to skip straight to 95% then 100% and IFC's?

- 35% design is the minimum required for NTP+30 days per SoW. The contractor can submit

95% instead if they choose.

21. Should this be designed for 20 year lifespan, or 30 year?

- 25 year is preferred.

22. Is a jobsite trailer required for this project?

- SoW or Specifications do not require a job trailer.

23. Is the contractor required to perform any utility surveys?

- Refer to Specification Section 00 01 03 Utilities. The contractor is solely responsible for locating and marking the exact location of all existing utilities. The Government does NOT know the exact location of the utilities in the work area.

24. In order to provide an accurate price without accounting for substantial contingencies, can contractor assume in pricing that any additional undercutting of soils due to unsuitable soils found as a result of geotechnical borings or soft areas during proof rolling that would required further undercutting of soils outside of stripping topsoil or removing existing paving would be treated as additional cost? The contractor does know subgrade conditions without further investigation and would create a lot of risk to pricing in the event bad soils were found after stripping paving/topsoil?

- Nearby soil boring reports are provided in Attachment A

25. Is a geotechnical report available to be shared from a nearby building to aid the contractor in understanding soil conditions? We need to know the PVR of soils to understand if undercutting of soils will be required and the thickness of base required under concrete paving? The paving build up is a direct result of soil conditions...

- See Attachment A

26. Will contractor be provided a staging area for equipment and supplies?

- Yes. See Attachment B

27. Can a spec be provided on the preferred trench drain? No spec provided.

- No specifications available. Trench drain shall be rated for traffic and traffic list provided in

SoW Attachment E

28. Is there a location that contractor will be able to stockpile spoils for haul off?

- No.

29. Is there any test requirements to verify existing soil being hauled off are not contaminated?

- No testing required.

30. Or there any special requirements on temporary fencing to protect debris from getting on the flight line?

- Temporary fencing is not required. The contractor shall ensure that all equipment/material is enclosed and/or tied down. The contractor shall keep the site free of any type of blowing debris.

31. Can working hours be extended on days the contractor is pouring concrete?

- Work outside of normal hours will need to be requested and approved by the Contracting

Officer.

32. Can photos be provided of the work area by contracting for coordination?

- See Attachment D

- Contractor shall include anything needed to portray understanding of the SoW.

34. Are contractors responsible for relocating the miscellaneous materials and containers on the pre-existing pad?

- Please refer to response to question #1.

35. Do we need a bid bond? Or just a letter from our bonding company showing our bonding capacity?

- A letter from the bonding company providing bonding information is needed.
