319TH CONTRACTING FLIGHT (AMC)
GRAND FORKS AIR FORCE BASE NORTH DAKOTA
MEMORANDUM FOR PROSPECTIVE OFFERORS
FROM: 319th Contracting Flight 575 Tuskegee Airmen Blvd, Bldg 418 Grand Forks AFB ND 58205-6436
SUBJECT: Solicitation No. FA4659-17-R-0001, GRAND FORKS AIR FORCE BASE
MULTIPLE AWARD TASK ORDER CONTRACT (MATOC), JFSD 201520
1. The following guidance is provided to your company in an effort to clarify the award process utilizing trade off practices. This acquisition is issued as a 100% small business set-aside. Our expectation is that each contractor performs a detailed analysis of the solicitation and addresses any issues and concerns regarding the solicitation to the Contracting Officer prior to proposal submission in accordance with Section L, Proposal Preparation Instructions, in the solicitation.
2. This acquisition is a Multiple Award Task Order Contract (MATOC) for Construction at Grand Forks Air Force Base and Cavalier AFS. The Government anticipates awarding contracts to up to five offerors, in accordance with the solicitation.
3. Awards shall be made by Best Value Evaluation factors—information is in Section M of the Request for Proposals (RFP). Past Performance will be evaluated on a basis significantly more important than price. An assessment shall be conducted on past performance based on the offeror’s recent and relevant performance; hence, an award may be made to other than the lowest evaluated price based on the performance risk assigned. The solicitation is a Request for Proposal, a process by which the Government may or may not conduct negotiations or discussions. No formal bid opening will be held.
4. In addition to implementing the Best Value process, environmental compliance has been an ongoing consideration. Below guidance has been established outlining the standards that must be complied with:
Offerors are reminded of the environmental requirements contained in the solicitation to comply with all applicable federal, state, and local environmental statutes and regulations. In addition to the scrutiny of the civil environmental regulatory and enforcement agencies, environmental compliance incidental to Air Force activities or on Air Force property is subject to Air Force scrutiny. The Air Force routinely investigates environmental violations and cooperates fully with civil authorities to secure remedies and discourage future violations. Failure to comply with environmental statutes and regulations can subject the contractor to
17 November 2016 criminal and civil penalties and/or contractual sanctions including, but not limited to, termination, suspension, and debarment, and adverse past performance assessment.
5. In accordance with FAR 52.204-7(b), a prospective awardee shall be registered in System for Award Management (SAM) database prior to award. Registration may be accomplished at the web site: www.SAM.gov.
6. Electronic and faxed proposals and/or amendments in response to this solicitation will not be accepted. The proposal may be mailed to:

Hand carried proposals must be delivered to a representative of the 319th Contracting Flight, at:

The sealed envelope or package used to submit the proposal must show on the outside the time and date specified for receipt, the solicitation number, and the name and address of the offeror.
This will make administrative personnel aware that they are in receipt of a proposal.
7. The referenced solicitation can be found at the FedBizOpps Website (https://www.fbo.gov/). It is the Contractor’s responsibility to check the FedBizOpps Website regularly for any amendments and/or changes to solicitation.
8. A site visit for this acquisition has been scheduled for 29 November 2016. See FAR 52.236-27 Site Visit (Construction) in Section L of this solicitation for more information.
