Question Answer

Page 50, Technical Approach Narrative (Sub‐Factor 2), States the offer must provide a narrative that reflects an approach consistent with the Architectural Compatibility Guide (ACG). Our intent is to describe an approach consistent with the demonstration project specifications provided in the solicitation. If our current approach is correct, please confirm. If we should be using the ACG, is this guide titled the Grand Forks AFB “Whole Building Design Guide”? If so, can you please provide a copy or link to this guide, we can’t locate it via the internet or solicitation documents. Please clarify or elaborate on this requirement, so we can be sure to meet the “Technical Approach Narrative” requirements.

2 What is the required period of performance for the Demonstration Project? 150 Days

3 Is the offer guarantee (bid bond) required for the Demonstration project?

Yes. Offerors should submit the proposal for the demonstration project as though it will be awarded‐to include the bid bond/offer guarantee.

Page 62, M‐9.0 Bonding: Should the bonding capability letter inserted in Part 1, Price proposal? If so, is the $4,900,000 an aggregate amount requirement for the entire MATOC?

Yes, bonding should be included in Part I, price proposal and contract documents; In accordance with the solicitation, the offeror shall provide proof from the offeror's bonding company that their firm has, as a minimum, $4,900,000 in available bonding capability. This refers to single project capability.

5 Are we able to use projects that are in progress for any of the past performance requirements?

Offerors are allowed to use ongoing projects for past performance; however, offerors are cautioned that the percentage of completion will be taken into account when assessing the relevancy of any past performance, with those that represent projects the closest to completion representing a higher degree of accuracy of past performance, and therefore a higher degree of relevancy than those with lower percentages of completion.

6 Do we need to include dollars for asbestos and lead paint removal? Yes

7 What would be the notice to proceed date?

The notice to proceed date will be set per task order, after task order award. For the purpose of the demonstration project, assume an award date/notice to proceed date on 1 April 2017.

8 What is the substantial completion or contract duration? 150 Days (for the demonstration project)

Is a company allowed to have Kenneth Hahn Architects as a team member for this solicitation? We understand the demonstration project was designed in 2010 by Kenneth Hahn Architects and that they had no knowledge that this would be the demonstration project for the GFAFB MATOC proposal. Would this constitute a conflict of interest?

Yes, a company is allowed to have Kenneth Hahn Architects as a team member.

The fact that Kenneth Hahn Architects designed the demonstration project does not constitute a conflict of interest.

The “Financial_Institution_Reference_Sheet” document was included in the documents provided on FedBizOpps. In our review on section “L” of the solicitation, we are unable to determine in which part of the proposal this document is to be included. Part I‐Price Proposal/Contract Documents.

11 Ref. Demonstration project specifications, para 9.2: will the building be occupied during the project?

For the purposes of the demonstration project proposal, this building will be unoccupied during the period of performance.
