About this file

This is a Questions and Answers document for solicitation FA4626-26-R-0016, "Maintain Exterior Finishes," a five-year Requirements-type contract with a $4.5 million maximum value for exterior maintenance and repair work at Malmstrom Air Force Base, Montana.

The initial task order encompasses work on Buildings 400 and 1448, including: installation of 76 missing window panes and 6 complete window frames with panes in Building 400 (priced as lump sum under CLIN 0001AC); overhead door replacement in Building 1448; and an asbestos and lead-based paint survey (CLIN 0001AG). Window specifications require traditional oil-based glazing putty with panes installed to match existing adjacent panes; Building 400 is not a historic structure. Key requirements include a Quality Control Manager dedicating at least two hours daily to QC duties (who may be dual-hatted with other roles) and performance within 75 calendar days during normal operating hours (0730–1600). Liquidated damages are set at $405.96 per day. The Government will provide storage at Building 1448's wash bay (unsecured after door removal) and designated outdoor storage at Building 400; 110V power and water from a hydrant north of Building 470 are available at no cost, with contractors bearing costs for temporary connections or additional power. Contractors must field verify all window pane dimensions. Future task orders beyond the initial seed project will be negotiated individually and subject to fair and reasonable determination by the Contracting Officer. The seed project award depends on Government funding availability.

Questions and Answers
Question #QuestionAnswer
1What are the windows made of-what type of glass are you looking for? Please see "Exterior Improvements IDIQ - SOW Amendment 1" for clearification on the windows.
2We need information on the windows at Bldg. 400. What are the windows
made of, what type of glass are you looking for? Please see "Exterior Improvements IDIQ - SOW Amendment 1" for clearification on the windows.
3Can we get some pictures of the windows up close? Such as frame type,
window stops, is the glass insulated, how thick is the glass etc. Please see Combined Pictures
4Per the statement of work, we are to include the cost for an asbestos and lead based
paint survey. Which CLIN item should this cost be included in?Please see Amendment 1 Bid Schedule; CLIN 0001AG Asbestos and Lead Based Paint Investigation has been added
5The Bldg 400 scope states to install 76 missing window panes and 6 window frames with panes. CLIN 0001AC “Repair Window Panes Bldg 400” has a quantity of 76 each, which is the quantity of panes, but where should the cost for the 6 window frames and panes go?Please see "Exterior Improvements IDIQ - SOW Amendment 1" for clearification on the windows. Cost for the full windows and frames are to be included in CLIN 0001AC. CLIN 0001AC has been changed to Lump Sum Price.
6The solicitation requires the contractor to procure a State-credentialed asbestos and lead-based paint inspector to survey materials prior to construction. If hazardous materials are identified during this survey, will the subsequent abatement and remediation work be negotiated as a bilateral contract modification, or should offerors include a contingency cost for abatement in their initial task order proposals? If hazardous materials are indentifed during the asbestos and lead-based paint survey, the subsequent abatement and remediation work may be negotiated as a contract modification.
7The key requirements specify a full-time Quality Control Manager dedicating at least 2 hours per day to QC duties. Can this QC Manager be 'dual-hatted' and also perform other on-site roles (such as Project Superintendent or Site Safety and Health Officer), or does the Government require a dedicated, single-role individual? The QC manager can be 'duel-hatted'.
8Could the Government confirm if Davis-Bacon Act (DBA) Wage Determinations apply to this requirements contract and the initial task order, and if so, provide the applicable Wage Determination decision number? Please see solicitation.
9Regarding the replacement of 72 window panes and 6 window frames on Building 400, are there specific material, thermal, or blast-resistance (UFC 4-010-01) specifications we must adhere to?
Additionally, is Building 400 designated as a historic structure requiring State Historic Preservation Office (SHPO) compliant materials? Please see Exterior Improvements IDIQ - SOW Amendment 1 on window properties. Building 400 is NOT a historical building.
10Will the Government provide a secure laydown and storage area on Malmstrom AFB for construction materials and equipment (such as scaffolding, doors, and lifts) for the duration of the initial task order? Additionally, will the contractor have access to Government-furnished water and electricity at the job sites at no cost?BLDG 1448: All materials and equipment can be stored inside of the wash bay. Once doors are removed the wash bay will not be secure, however, and contractor will need to account for this period of time. BLDG 400: No indoor storage is authorized in this building and outdoor storage will be the responsibility of the contractor. 110V power is available at no cost to the contractor. Any temporary connection or lines that may be required will be installed, maintained, and removed by the Contractor at his/her own expense and in such a manner satisfactory to the Contracting Officer. Any additional power required must be supplied by the contractor. Water is available via a water hydrant on the north side of bldg 470 at no cost to the contractor.
11While the initial task order scope is defined for Buildings 400 and 1448, the contract is structured as a 5-year Requirements contract with a $4.5M maximum value. Could the Government clarify how pricing should be structured for future, yet-to-be-defined task orders over the 5-year ordering period (e.g., via a coefficient applied to a unit price book like RSMeans, or through pre-established CLIN unit rates)?
