FA4626-19-R-A015: Replace UST Spill Buckets
Questions and Answers:
Q24: Please confirm there is no requirement for a Bid Guarantee/ Bid Bond.
A24: Confirmed.
Q25: Please confirm the average depth of the USTs.
A25: 4 feet
Q26: Attachment 8 is required for Past Performance Evaluations. Many of our past projects are with the USAF or USACE. These projects completed CPARS evaluations. Can we submit those CPARS evaluations? Or will attachment 8 be required for all projects we want to submit for Past Performance criteria?
A26: The Government will review CPARS evaluations for each offeror as part of the Past Performance evaluation process described in Attachment 10, Factor 3. Please submit Attachment 8.
Q27: Attachment 8 is required for Past Performance Evaluations. Many of our past projects have been evaluated by project owners/clients. Can we submit completed evaluations from other government bids?
A27: You can ask Government clients to submit Attachment 8 for those projects.
Q28: Detail 1, sheet 3 shows the containment pipe around the spill bucket:
a. What are the brackets made of? Stainless steel?
b. What type of fastener shall be used? Stainless steel?
c. What are the brackets used for?
d. How are the brackets to integrate with the spill bucket? See attached brochure and installation instructions from the manufacturer.
e. Are we to provide Poly lid to fasten to the brackets?
A28: a. Provide industry standard corrosion resistant fitting / bracket materials and size accordingly.
b. Provide industry standard corrosion resistant fastener materials and size accordingly.
c. The brackets are intended to hold the spill bucket in place.
d. See Detail 1 of the Sheet 3 drawing.
e. No need to provide the Poly lid.
Q29: Due to the lack of clarity for what is required for the past performance Volume, and the significant lead time required for the past performance questionnaires filled out and returned by the clients, will the Government consider extending the proposal due date to allow more time for the clients to respond to the past performance questionnaires once we receive clarification from the Government on past performance requirements?
A29: No. The Government will NOT extend the solicitation close date/time.
Q30: Attachment 10, para 4.3 directs us to submit no more than five recent/relevant contracts, and also to include ten recent contracts performed by each of our significant subcontractors and/or teaming partners. Section M, Factor 3 (Past Performance) instructions direct us to provide a list of three of the most relevant contracts performed. Will key subcontractor experience satisfy this requirement if the Offeror does not have the required recent/relevant experience?
A30: Offerors may provide key personnel from proposed subcontractor(s). A lack of performance record will be assessed as “Neutral” per Attachment 10.
Q31: Attachment 10, para 4.3 (Section L) directs us to submit no more than five recent/relevant contracts, and also to include ten recent contracts performed by each of our significant subcontractors and/or teaming partners. However, in Section M, Factor 3 (Past Performance) instructions direct us to provide a list of three of the most relevant contracts performed, and to also provide contracts valued over $300,000 which include evidence of coordinating, planning, and executing construction requirements at 3 or more geographically separated worksites.
a. Are the three projects required in Section M in addition to the projects required in Section L? Please provide a clear outline for the number of projects required for the Past Performance Volume.
b. Are the projects showing ability to work in three separate geographic locations part of the three most relevant contracts mentioned in Section M, or are they in addition to?
c. For the projects performed at 3 or more geographically separated worksites, are these required to meet the same recency and relevancy requirements?
A31: Section L contains the instructions to submit for Section M. Submit no more than five recent/relevant per Attachment 10, Section L, Paragraph 4.3. Of those five citations, at least 3 should show the ability to work in separate geographic locations.
Q32: Volume II – Past Performance: May we submit completed CCASS/CPARS in lieu of the Past Performance Questionnaire?
A32: See Q/A #26 above.
Q33: Attachment 10, paragraph 5.3 requires that we submit a signed copy of the “Model Contract”, and Sections A through K.
a. We are unable to locate a Model Contract, please provide or advise.
b. Not all of the Sections A through K in the solicitation appear to be proposal submittal items. Please confirm that only the SF 1442 and sections B and K are to be included in this Volume, and that Sections C, D, E, F, G, H, and I are not required.
A33: a. The Model Contract is the Standard Form 1442 plus Sections A through K.
b. Some of the sections are informational, but integral parts of the potential contract.
Attachment 10, Section L, paragraph 5.3.1, 5.3.2, 5.3.3, 5.3.4 and 5.3.5 describe what is required for each section.
Q34: Reference Attachment 10, Table 2.2: This table indicates the page limit for Volume III is 2 pages per “Citation”. Please define the term “Citation” as used in this reference. (Please Note that there are more than two pages in Section K; and more than two Amendment SF 30’s, which will result in more than two pages for each of these items).
A34: The term “Citation” is intended to be used in reference to a relevant contract in Attachment 10, Section L, paragraph 4.3. See Amendment 4 for clarification.
Q35: Attachment 10, para 5.5.2 directs us to provide our labor surplus area designation. It then goes on to say that this same information must be provided if the work for this contract will be performed at any other location(s). Our company has one corporate office that is not located in the area where this work will be performed. Please clarify what information is needed for the work performed under this contract.
A35: The Small Business Administration uses the LSA list for bid selections for small business awards in Historically Underutilized Business Zones (HUBZones). Please comply with Section K, clause 52.219-1.
Q36: Reference the requirement for licensing by the DEQ to install, repair and remove USTs in the State of Montana: Our Key Subcontractor who specializes in USTs says this is the first time they’ve heard of a state requiring their own certification for UST installers. They do not currently have one, but have inquired about getting one and say it will not be an issue. Their installers are currently ICC certified. Will it be acceptable to acquire this state certification after award?
A36: Per Subfactor 2, offeror must meet the requirements to be licensed by the Montana DEQ.
Proof must be presented to the Contracting Officer prior to award.
Q37: Can excavated soils removed during the execution of work be placed back into the excavated area provided it is suitable material for backfill and compaction?
A37: Yes, provided it meets Montana Underground Storage Tank regulations, permit conditions, manufacturer’s specifications per Underground Storage Tank Critical Installation Requirements for Licensed UST System Installers, Removers, and Inspectors, Second Edition State of Montana Department of Environmental Quality Underground Storage Tank Section, March 2018
Q38: Can any excavated soil/material not able to be reused as suitable backfill material be disposed of at the site location or will it have to be disposed of off-area?
A38: Yes, excavated soil/material can be reused as suitable backfill material if the material is not contaminated and remains in original condition. Excavated soil/material may be disposed at site location if it is not contaminated, uniformly displaced and does not interfere with drainage system and must not interfere with plant/vegetation conditions.
Q39: There is the possibility that some excavated soil removed during the execution of the work may be contaminated with fuel. Is it the Contractor’s responsibility to sample any removed soil for fuel contamination? In the event contaminated soil is encountered, is the Contractor to immediately stop work and notify the Government? Is any and all work associated with fuel contaminated soil considered to be reimbursable additional work?
A39: Yes, the contractor will need to sample. If contaminated soil is encountered, stop work and notify Malmstrom Environmental at 406-731-7099 or 406-731-7794. See Spec 01 36 00 13.0 DISCOVERY OF CONTAMINATED SOILS, MILITARY MUNITIONS AND HISTORIC ARCHAEOLOGICAL OR CULTURAL

Q40: Is pea gravel a suitable backfill material in lieu of the stated cushion material and engineered fill?
A40: Yes, provided it meets Montana Underground Storage Tank regulations, permit conditions, manufacturer’s specifications per Underground Storage Tank Critical Installation Requirements for Licensed UST System Installers, Removers, and Inspectors, Second Edition State of Montana Department of Environmental Quality Underground Storage Tank Section, March 2018
Q41: Are all of the existing components inside the current spill buckets to be removed and reinstalled or are all of the existing components inside existing spill buckets to be removed and replaced with new components? If they are to be removed and replaced, does the Government have a list of suggested new internal components, their models numbers and manufacturer as a part of the Government’s furnished design?
A41: All of the existing components inside the current spill buckets to be removed and reinstalled with new spill buckets and replace with new components.
