FA462619RA015 - QUESTIONS/ANSWERS as of 19 SEPTEMBER 2019:

1. Government Furnished Drawings, Spill Buckets-Layout3 (3 of 4) and Spill Buckets-Layout4 (4 of 4), both graphically indicate an approximate depth of 3-4 feet from finish grad to top of tank.

These details and graphic information allows us to calculate and price the amount of concrete to cut, remove and replace and the amount of soil to remove and replace, as well as, the lengths of new drop tubes and SST riser pipes. Any tanks that are below the 4 foot depth would require considerably more concrete removal and replacement and soil excavation and replacement.

Should our pricing be determined assuming that all tanks will be approximately 3-4 feet below finish grade, and if any tank tops are deeper than 4 feet, will there be additional costs added to the contract? It has come to our attention that there may be tanks where the top of tank could be as deep as 8-12 feet from finish grade.

Only Hotel-01 has concrete to be removed and replaced. See MAF H-1 Installation details Drawing sheet 4 of 4. See Bid schedule Clin 2003. The top of the UST is approximately 4 feet deep below finish grade.

2. Government Furnished Drawing, Spill Buckets-Layout4 (4 of 4), shows two details (MAF H-1 Existing . . .) and (MAF H-1 New . . .). Both details have a red line indicating existing and new geotextile fabric. Is the new geotextile fabric to be installed only in the cone shaped excavation area limits, which would be approximately a 3-4 foot diameter area?

Yes after Demolition, new geotextile fabric shall be replaced in cone shape excavation area limits.

3. For pricing calculations, should we assume that all sites will be as shown in the Government Furnished Drawings and that any deviations from the depths, thicknesses, sizes and configurations would be subject to an increased cost revision?

Federal Acquisition Regulation clause 52.236-2—contained in the solicitation—provides the instructions for such occurrences. Offerors shall reference the instructions in this clause for any UNDISTURBED deviations discovered.

4. Will Site Management Personnel be provided Common Access Cards (CAC) to facilitate escorting field personnel to the various sites?

CACs will NOT be issued. The 341st Security Forces Group processes all individuals requesting access to the Malmstrom Air Force Base and its Missile Alert Facilities. Long term passes will be processed for those individuals identified by the offeror requiring access in the performance of this project.

5. Are there any special access or security requirements for the various sites depicted on Government Furnished Drawing, Spill Bucket_Layout1? If so, what are they? Is there any special training or other special requirements to access all sites other than a Malmstrom AFB base pass/badge? Will a CAC provide immediate access to all sites? Will Malmstrom AFB personnel (CO or other) sponsor Contractor site superintendent and management personnel for CACs?

Attachment 5 to the solicitation explains security requirements for Malmstrom AFB. No special training is required to access these sites. CACs will NOT be issued.

6. Is it the Government’s intent to have a single mobilization each year and execute the work on all

55 sites until the work is complete and then demobilize the project for the specific year? Are there any plans for multiple mobilizations and demobilizations during each year’s construction period?

CEM Response – Yes, see the following from Proposal Bid Schedule:

Clin 0003 Mobilization for Base Year (5 MAFs / 50 LFs – 490th MS) Clin 1003 Mobilization for Option Year 1 (5 MAFs / 50 LFs – 10th MS) Clin 2004 Mobilization for Option Year 2 (5 MAFs / 50 LFs – 12th MS)

Offerors should incorporate mobilization to each site with each site being 1 MAF with its associated LFs.

7. Is the “0004 Security Delays” Bid Line Item solely for any delays of field crews while executing work at any of the 165 locations? This cost can vary greatly depending on actual work site location and associated travel time to and from base operations.

It is the offerer’s responsibility to properly account for travel to and from the work sites. This line item covers any ABNORMAL delays that may occur such as, but not limited to: extended delays in any search station that last longer than 30 minutes; military exercises at respective work sites;

any event offerors are turned away at the site(s) based on force protection/real world condition(s) outside the fault of the offeror.

8. Does Line Item 005 in the Bid Schedule called “Security Bonds” represent the required 100% Payment and Performance bonds for the project?

Correct

9. The Bid Schedule indicates on Line Item 0003 that a total of 300 square feet of concrete is to be removed. Assuming that there are 55 sites (USTs) per contract year, that amount only allows for an average of approximately 5.5 SF of concrete to be removed and replaced per tank, or roughly a

2.4 foot square area. Is the 300 SF amount correct/sufficient for all 55 sites?

10. Does the Government have a schedule or a preference as to order or what sites are executed and during which year of the three years? In other words, have the sites been separated in geographic areas for each of the three years or is it up to the Contractor’s discretion and scheduling. Are the Government preferred segregated areas of work as described in PART 1 GENERAL (Sections 1.1.1, 1.1.2, 1.1.3) of the Technical Specifications? This will have considerable influence on the unit price pricing effort. We assume the 15 MAF sites will be executed during year three.

The sites have been separated into the following

Base Year 1 (Phase I 490th MS) 5 MAFs and 50 LFs. See drawing sheet 1 of 4. See Spec 01 00 00 1.1.1 NZAS 19-6009A. See Spec 01 00 00 3.6.1 Work Schedule.

Option Year 1 (Phase II 10th MS) 5 MAFs and 50 LFs. See drawing sheet 1 of 4. See Spec 01 00 00 1.1.2 NZAS 19-6009B. See Spec 01 00 00 3.6.1 Work Schedule.

Option Year 2 (Phase III 12thMS) 5 MAFs and 50 LFs. See drawing sheet 1 of 4. See Spec 01 00 00 1.1.3 NZAS 19-6009C. See Spec 01 00 00 3.6.1 Work Schedule.

11. What Contractor Design Drawings, Design Specifications or any other design deliverable is required for the execution of this work? Under Section 1.8 SUBMITTALS of the Technical Submittals document, Contractor Design Drawings are shown to be required. We assumed that the Government Furnished Drawings and Technical Specifications are the only design documents necessary to execute the work and that the Contractor will submit material submittals and shop drawings, as necessary. Also, what As-Built Redlines, Corrected Redlines or Final As-Built drawings are required?

Yes, the government provided drawings and technical specs are the design documents. Contractor shall provide shop drawings as necessary. Contractor is required to submit redlines and final as-builts. See Spec 01 00 00 1.8.1 Submittals.

12. Work Times are noted in Technical Specification’s Section 3.7.1 as 6:45am – 5:15pm Monday through Thursday. Does this mean that no work will be allowed regularly on Fridays and as needed on weekends? We have a limited window of work each year from mid-April to late October.

Yes, no work is allowed on Friday and weekends.

13. We have assumed that given the winter exclusion period from November through mid-April each year and a four day work week (per the Technical Specifications), executing 55 sites per year, each site would have to be complete in 2.1 working days. The 2.1 working days assumes no time between sites and no accounting for holidays. This assumes one crew, if two crews are working, the schedule is more manageable. The question is, if we have two crews, not working at the same site, will more than one Site Superintendent be required? Can one Site Superintendent oversee two crews working in the same general area?

1 Site Superintendent is required at each individual site at all times.

14. Please confirm that as-built documents are available for all of the 165 UST installations.

Yes, as-built drawings are available.

15. We respectfully request a one calendar week extension due to subcontractor pricing and schedule coordination efforts.

The Government will NOT extend the solicitation close date/time
