FA4626-19-R-A015: Replace UST Spill Buckets
Questions and Answers:
Q6: Reference Attachment 10, pg. 10, Section M, Part 1, Subfactor 1: This paragraph states that the Site Superintendent must have 3 years experience “in each of the identified past performance sub-factors (1 and 2)”. We find no sub-factor 1 or 2 identified in Factor 3. Please clarify which are the (sub-factors 1 and 2) referenced in Factor 3 (Past Performance) that the Site Superintendent must demonstrate experience with.
A6: Attachment 10, pg. 10, Section M, Part 1, Subfactor 1 has been edited to read:
Subfactor 1: Site Superintendent Qualifications and Experience
Offeror must submit resume for site superintendent that shows a minimum of 3 years of experience installing, repairing and removing USTs.
ACCEPTABLE – Offeror has provided a full, structured and detailed resume for the project's site superintendent along with all corresponding qualifications and experience.
UNACCEPTABLE – Offeror has not provided a detailed resume for the project's site superintendent along with all required certifications and experience.

Q7: Reference Attachment 10, Pg. 10, Section M Subfactor 2: Clarify if the prime contractor is required to have the (UST) License if they will not install the spill buckets. Will it be acceptable for the installing subcontractor to have the UST License in lieu of the prime contractor?
A7: At least part of the offeror’s team (prime or sub) must be licensed by the Department of Environmental Quality (DEQ) to install, repair and remove USTs in the state of Montana.
