Average task order value:

Fort Riley, KS - ~$214K

McConnell AFB, KS - ~$270K

Combined - ~$217K

The below table provides the historical quantities of task orders broken down by quarter for both locations in order to provide the contractor a representation of the distribution of workload throughout the year. The below information is historical data only and does not necessarily represent future volume under this contract. This information is accurate as of 5 September

2019.

B.2.0. In order to be considered for award, each offeror must submit coefficients (multipliers) for each SLIN in accordance with Attachment 1, Price Schedule. The Government uses these multipliers to determine the price of work for each task on individual task orders. The prices established in the eGordian database for the appropriate location (Fort Riley, KS or

McConnell AFB, KS) will be multiplied by the coefficient to arrive at the actual price for a unit of work. The coefficients shall be represented as "net" (e.g., 1.0), a "decrease from" (e.g., 0.95), or an "increase to" (e.g., 1.05) the prices listed in the Unit

Price Books (UPBs). Non-prepriced Items (NPIs) shall be at cost and will be multiplied times the coefficient to allow for all

General & Administrative (G&A) expenses and Profit. The total direct unit cost established in the UPB database is multiplied by the coefficients to arrive at the actual price for a unit of work. The sum of all line item bare costs from the UPB multiplied by the applicable coefficient (SLINS AA, AB, AC, or AD) shall be the total price for a task order.

B.3.0. Working Hours: If the Government directs a work schedule during non-standard hours, then the coefficients entered

Page | 5 for SLINs AB and AD, as appropriate, shall be applied against those items of work, which will be performed during the non-standard hours. The price for the remaining items of work is calculated using the coefficients entered for SLINs AA and AC, as appropriate. See B.3.1 and B.3.2 for definitions of standard and non-standard working hours.

B.3.1. Standard Working Hours (also referred to as Normal Duty Hours): The Contractor shall normally perform tasks during the standard working period of 7:30 a.m. to 4:30 p.m., Monday through Friday, excluding federal holidays and Family Days.

The Contractor may elect, at his option and at no additional cost to the Government, to work hours other than standard working hours provided that (a) the request is submitted in writing at least three (3) full work days in advance of the desired date, and (b) the Contracting Officer approves the request. Non-standard hours worked at the convenience of the Contractor and with the approval of the Contracting Officer will be at a standard hours coefficient.

B.3.2. Non-Standard Working Hours: Non-standard working hours are defined as the period from 4:30 p.m. to 7:30 a.m., Monday through Friday, as well as weekends and federal holidays. Items of work to be accomplished during non-standard hours shall be clearly identified in contractor technical/cost proposals, including justification for the request. Non-standard hours, worked without the express approval of the Contracting Officer, will be at the coefficient for standard hours. Non-

Standard work hours requested by the Government will be stated on the Request for Proposal. Task Orders subject to an accelerated construction schedule may also have the non-standard working hours coefficient applied to the Task Order (TO) items.

B.4.0. All components of price shall be included in the offeror's coefficient, and shall be fully supported as no allowance for omitted cost will be made later. The offeror's coefficients shall be all inclusive to include, but not be limited to, the following costs:

- Home office overhead

- Office space

- Office equipment

- Office and management personnel

- Office supplies

- Employee transportation

- Daily clean-up

- Final professional project clean-up

B.6.0. The contractor, at no cost to the Government, shall update the eGordian database yearly for both locations as soon as the annual update becomes available but no later than 25 May of the given year. The new pricing will go into effect at the beginning of the exercised option period incorporated into the contract by the modification exercising the Government's right to purchase additional contract periods under the contract. This update shall provide the only economic price adjustment under the contract.

B.7.0. Minimal Design: The government will require a conventional design developed up to 35% stage for renovation and repair projects (project dependent). If the design requires the services of a registered architect or engineer and if the

SOW does not specifically require design services, it is outside the parameters of minimum design. The contractor is then responsible for submitting documentation that substantiates the proposed approach. Design documentation shall include (at the CO's discretion) shop drawings and sufficient calculations to support the adequacy of equipment/materials proposed for the project such as design calculations to substantiate proposed layout and sizing of utilities and structural elements (i.e. HVAC loads, lighting, platform supports, etc.). The drawings must have sufficient detail to enable both the

Page | 6

Contractor and the Government to accomplish independent estimates. For the purpose of this requirement, the term drawings includes actual shop drawings, diagrams, layouts, schematics, descriptive literature, illustrations, schedules, performance and test data, and similar materials furnished by the Contractor to explain in detail specific portions of the work required by the contract.

B.8.0. SEED PROJECT (ATTACHMENTS 4, 5, AND 6).

The use of eGordian is required for preparing and submitting the seed project and specifically, the project cost estimate.

See Section L, Para 2.2.2. of this solicitation for further instructions.

B.9.0. DAIKIN (MCQUAY) HVAC CHILLER REPLACEMENT STANDARDIZATION

The standardization of HVAC Chillers at the installation level is expected to greatly reduce Air Force training costs for maintenance personnel. As such, a Class J&A for procurement of name brand HVAC Chillers was approved in Aug 2019 by the Assistant Secretary of the Air Force (Acquisition, Technology & Logistics). All acquisitions of new HVAC Chiller systems purchased through maintenance, repair, and construction projects at McConnell AFB through 30 September 2024 shall be Daikin (Mcquay) name brand procurements.

B.10.0. NON APPROPRIATED FUNDS (NAF) GENERAL PROVISIONS (ATTACHMENT 7)

When using nonappropriated funds (NAF), RFPs and task orders will incorporate NAF General Provisions located in Section

J, Attachment 7.

B.11.0 NOTICE TO PROCEED

The Notice to Proceed for each task order shall be the date of the order as indicated in Block 3 of the DD 1155, Order for

Supplies or Services. The Contractor shall begin performance within 10 calendar days of the task order date or the number of calendar days specified on each task order, whichever is longer. The completion date or performance period shall be as indicated on each task order.

B.12.0 CONTRACTOR REGISTRATION IN THE SYSTEM FOR AWARD MANAGEMENT (SAM) DATABASE

Contractors must be registered in the System for Award Management (SAM) database, entering all mandatory information as prescribed in FAR Clause 52.204-7 - System for Award Management. Award cannot be made to a contractor not registered in SAM.

B.13.0 INCLUSION OF VOLUME I IN THE FINAL CONTRACT

52.216-19 Order Limitations (Oct 1995)

(a) Minimum order. When the Government requires supplies or services covered by this contract in an amount of less than

$2,000.00, the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract.

(b) Maximum order. The Contractor is not obligated to honor --

(1) Any order for a single item in excess of $2,000,000.00;

(2) Any order for a combination of items in excess of $2,000,000.00; or

(3) A series of orders from the same ordering office within seven (7) days that together call for quantities exceeding the limitation in subparagraph (b)(1) or (2) of this section.

(c) If this is a requirements contract (i.e., includes the Requirements clause at subsection 52.216-21 of the Federal Acquisition

Regulation (FAR)), the Government is not required to order a part of any one requirement from the Contractor if that requirement exceeds the maximum-order limitations in paragraph (b) of this section.

(d) Notwithstanding paragraphs (b) and (c) of this section, the Contractor shall honor any order exceeding the maximum order limitations in paragraph (b), unless that order (or orders) is returned to the ordering office within five (5) days after issuance, with written notice stating the Contractor's intent not to ship the item (or items) called for and the reasons. Upon receiving this notice, the Government may acquire the supplies or services from another source.

(End of Clause)

52.216-22 Indefinite Quantity (Oct 1995)

(a) This is an indefinite-quantity contract for the supplies or services specified, and effective for the period stated, in the

Schedule. The quantities of supplies and services specified in the Schedule are estimates only and are not purchased by this contract.

(b) Delivery or performance shall be made only as authorized by orders issued in accordance with the Ordering clause. The

Contractor shall furnish to the Government, when and if ordered, the supplies or services specified in the Schedule up to and including the quantity designated in the Schedule as the "maximum." The Government shall order at least the quantity of supplies or services designated in the Schedule as the "minimum."

(c) Except for any limitations on quantities in the Order Limitations clause or in the Schedule, there is no limit on the number of orders that may be issued. The Government may issue orders requiring delivery to multiple destinations or performance at multiple locations.

(d) Any order issued during the effective period of this contract and not completed within that period shall be completed by the Contractor within the time specified in the order. The contract shall govern the Contractor's and Government's rights and obligations with respect to that order to the same extent as if the order were completed during the contract's effective period;

provided, that the Contractor shall not be required to make any deliveries under this contract after the completion date of the last task order.

52.217-9 Option to Extend the Term of the Contract (Mar 2000)

(a) The Government may extend the term of this contract by written notice to the Contractor within 15 days before contract expiration; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years.

52.219-18 Alt I Notification of Competition Limited to Eligible 8(a) Participants (Alternate I) (Jan 2017)

(a) Offers are solicited only from small business concerns expressly certified by the Small Business Administration (SBA) for participation in the SBA's 8(a) Program and which meet the following criteria at the time of submission of offer --

(3) The offeror's approved business plan is on the file and serviced by Region VI or VII.

(b) By submission of its offer, the Offeror represents that it meets all of the criteria set forth in paragraph (a) of this clause.

(c) Any award resulting from this solicitation will be made to the Small Business Administration, which will subcontract performance to the successful 8(a) offeror selected through the evaluation criteria set forth in this solicitation.

(d)

(1) Agreement. A small business concern submitting an offer in its own name shall furnish, in performing the contract, only end items manufactured or produced by small business concerns in the United States or its outlying areas. If this procurement is processed under simplified acquisition procedures and the total amount of this contract does not exceed $25,000, a small business concern may furnish the product of any domestic firm. This paragraph does not apply in connection with construction or service contracts.

(2) The SBA's Contractor will notify the 22d Contracting Squadron Contracting Officer in writing immediately upon entering an agreement (either oral or written) to transfer all or part of its stock or other ownership interest to any other party.
