Final Question and Answers FA4621-12-R-0001 Sunflower SABER 27 February 2020
1. Q: How do we update the coefficient in the eGordian system to our proposed coefficient?
A: Provide Mr. Neil Tuck at n.tuck@gordian.com with your proposed coefficient information for use in the seed project proposal no later than Thursday, 6 March 2020 at 5:00 p.m. EST. This will be a one-time opportunity to apply your proposed coefficient to the seed project line items. Please ensure you provide Mr. Tuck with your correct and final coefficient as this information will not be updated/revised.
2. Q: How long of a duration will the ASUS work take?
A: ASUS work will take 120 days as indicated in the proposal letter and scope letter.
3. Q: Will there be any permitting costs for the ASUS work?
A: The costs for permitting for the ASUS work will be covered by ASUS, the Fort Riley Utility Service provider.
4. Q: I didn’t see any taps/stub outs for Lot A&B for future connection. Is this something I will be charged if I mobilize?
A: This question is not material to the seed project. For informational and planning purposes, however, if taps/stub outs are required for future connection, the service connections will be provided for a fee based on the number, size, location, etc.
5. Q: In Addendum 2 (in the answer to question 4), the government has directed contractors to utilize their proposed coefficient and the appropriate SLIN in the seed project proposal. We have confirmed with the Gordian representative, Neil Tuck, that contractors do not have the capability to toggle the coefficient or SLIN and that our only option in the software is the pre-programmed coefficient of ‘1.0’. Gordian has informed this contractor that coefficients will not be available in eGordian until after contract award. Contractors are unable to apply the coefficient to each line item in eGordian per paragraph L2.2.2. Question: Should the contractor utilize the pre-programmed coefficient of 1.0? If not, please advise as to how the government would prefer to see the coefficient applied to the seed project proposal.
A: Mr. Neil Tuck will update the coefficient to your proper coefficient once you have provided him the information. Provide Mr. Tuck at n.tuck@gordian.com with your proposed coefficient information for use in the seed project proposal no later than Thursday, 6 March 2020 at 5:00 p.m. EST. This will be a one-time opportunity to apply your proposed coefficient to the seed project line items. Please ensure you provide Mr. Tuck with your correct and final coefficient as this information will not be updated/revised.
6. Q: The table provided under Section L.1.2.1 of the RFP shows Subfactor 1) Management Approach is limited to 35 pages; however, Subfactor 2) Seed Project has no page limit. Therefore, the page limitation should not include the Front Matter (Table of Contents, Title Page, etc.) that is part of Volume I, and pertains to both Subfactor 1 and 2. Please confirm that the 35-page limit is applicable only to the narrative provided in response to Subfactor 1 as indicated in the table.
A: Per L.1.2.1, each page shall be counted, except pages titled as “Left Intentionally Blank” or cover sheets. The inclusion of information for the seed project in the table of contents, title page, etc. is not of a significant size to impact the page count for the volume. The 35-page limit is applicable for any and all pages that pertain to information related to Subfactor 1 (table of contents, title page, etc.) whether or not it contains information related to the seed project.
7. Q: Regarding Annual representations and certifications, do we submit clause 52.204-8, annual reps and certs (pg.52-62) OR, alternate A (pg. 63-64); Please confirm only one needs to be submitted with the proposal and not both.
A: Only Alternate A, Annual Representation and Certifications, DFARS Provision 252.204-7007, needs to be submitted with the proposal.
