MEMORANDUM FOR RECORD

FROM : 22 CONS/PKB

SUBJECT: Meeting Minutes for the Fort Riley/McConnell AFB Sunflower SABER – 2020 Solicitation Pre-Proposal Conference

1. A Pre-Proposal Conference was conducted for the Fort Riley/McConnell AFB Sunflower SABER – 2020 Solicitation on 12 February 2020 at 1:00 PM. A list of attendees is attached as Attachment 1 – Conf Attendees.

2. The meeting started with a reminder to all that the discussions are non-binding as only the CO can enter into obligations on behalf of the Government. There were no questions regarding this reminder.

3. The key government personnel were introduced and their responsibilities were discussed.

The current requirements of the SABER contract were reviewed, highlighting that the contract ceiling is $75M, with a period of performance of 1 June 2020 to 31 May 2021 with four option years through 31 May 2025. The Current SABER contract performance up to 5 Sep 2019 was higlighted.

4. The Construction Wage requirements statute was discussed. It was noted that workers must be paid not less than weekly the full amount of wage and fringe as called out in the wage determination for their classification. Workers can have multiple classifications dependent upon the work performed. Deductions to wages are only allowed via the regulations issued by DOL. It was also noted that the Wage Determination and Davis Bacon Act Poster must be posted on site where it can be seen by workers. If there is a need for additional classifications that are not addressed in the wage determination, a new rate can be added with the approval of DOL.

Finally, it was indicated that the fringe benefits may be paid to the employee, third party, or a bona fide benefit plan or program.

5. The Davis Bacon Act requires a wage determination for projects. Attachment 6 contains the multiple wage determinations that will be utilized for the SABER projects. Wage determinations for Task Orders will be selected based on the project, and will be pulled from one of these wage determinations listed. These wage determinations will be updated annually at the award of the option year. Additionally, it was noted that Labor interviews will be conducted monthly at a minimum, while work is in progress and the worker selected is required to comply with the labor interview.

6. The Schedule of Materials Submittals Form, AF Form 66, was highlighted as a requirement to be utilized to detail the submittals that will be submitted for the project. It was noted that the Schedule of Materials Submittals is utilized to track submittals in order to ensure all the necessary approvals are received.

7. The technical specifications and Construction Task Catalog were highlighted as important documents. The technical specifications contain not only the detailed specifications, but also the General specifications for McConnell and Fort Riley. The Construction Task Catalog serves as the unit price book for the project. The Construction Task Catalog is updated annually to ensure CTC values represent current rates for option year awards.

8. Ordering will be completed through a Task Order Proposal Request for each Task Order.

Once the proposal provided is negotiated and accepted by the government, a SF 1155 will be issued for each Task order award.

9. Typically government property is not provided unless it is called out in the SOW for the Task Order. It should be noted, though, that facilities on base will be provided for the contractor’s office space. This consists of an office location and laydown yard at McConnell AFB, and a site at Fort Riley for a trailer and laydown yard.

10. CPARS assessments will be performed on an annual basis for the entire contract effort.

CPARS will not be performed at the Task Order level.

11. There are multiple security requirements as called out by FAR/AFFARS clauses in the solicitation. It should be noted that the contractor that receives the award will receive a McConnell AFB Security Handbook at the Pre-Construction meeting. The badging process utilizing CVARS was also highlighted at this point.

12. The documents associated with the solicitation were highlighted. Attachment 1, the price schedule is required to be submitted with the proposal, and indicates by SLIN what the Coefficient being proposed is. The technical specifications and the Fort Riley Construction Task Catalog which will be used for the proposal are Attachments 2 and 3. Attachments 4 and 5 are the Seed project Statement of Work and Drawings and are to be utilized to develop proposals for the seed project. Attachment 6 is the listing of incorporated Wage Determinations as mentioned earlier. The NAF General Provisions are included for the possibility that a NAF project might be included. The NAF General Provisions will only apply to NAF specific projects which are rare for the SABER program. Attachment 8 is the Past and Present Performance Questionnaire (PPPQ) which is to be completed and submitted by Project Owners. PPPQs will not be accepted from the offeror. The Invoice, Receipt, Acceptance, and Property Transfer (iRAPT) Worksheet is included to provide the codes that will be required to route documents through iRAPT. It does not have to be filled in or submitted with the proposal. The final attachment is the McConnell AFB Construction Task Catalog, which is to be utilized to develop proposals for McConnell projects. This will not be utilized for the seed project as the seed project is located at Fort Riley.

14. Per DFARS 232-7002, the use of electronic payment requests is mandatory. Wide Area

Workflow (WAWF/iRAPT) will be utilized for invoicing. Attachment 9 provides the codes that will be required to route documents through iRAPT.

15. Badges are required for base access. A base access request must be provided at least five duty days in advance, and be submitted on the latest Contractor/Vendor Access Request/Authorization (CVAR v5/21 Nov 2019). Requests submitted with less than five duty days to process may not be approved on time due to processing constraints. Badges must be returned to the government upon project completion.

16. The evaluation of the proposals as indicated in sections L&M will be a best value tradeoff utilizing technical, Past Performance and Cost Price factors. The technical factor consists of two sub factors, management approach and Seed project proposal subfactors.

It was indicated at this time that the Site Visit would occur the following day at Fort Riley, and all visitors would be escorted from the Henry gate in a bus to the site location.

21. It was reiterated that proposals are due no later than 2 PM CST on 2 March 2020.

Any final questions that arise must be submitted to the Contracting Office no later than 5 PM CST on 20 February 2020. Only those questions submitted in writing will be answered. The Q&A sheet is the official response to the questions, and may differ from the answers provided verbally during the pre-proposal conference/site visit. It is crucial that all questions asked are submitted in writing.

22. The presentation was concluded with opening the floor for questions. When no more questions or comments were fielded by any person present, the meeting ended and the contractors were released to tour McConnell Air Force base on their own and/or start their trip to Ft Riley.
