Q&A AMENDMENT 01
The purpose of this amendment is to:
• Answer questions arising from the site visit/preproposal conference held on 7 May 2014
• Incorporate a revised Seed Project Statement of Work, dated 13 May 2014
• Incorporate SOW Attachment D - B326 As-built Drawings
• Incorporate SOW Attachment E – B326 Mechanical
1. The SOW Attachment A calls for installation of a new irrigation controller with a new smart controller to connect and program as required to control the East area. Additionally, power and control lines come from Bldg 326. Can you provide information as to the existing electrical system in the mechanical room in Bldg 326? Specifically, do you want the controller on a separate circuit? Is there space in an existing electrical panel to accommodate any new breakers?
RESPONSE: A photo of the existing electrical panel inside the mechanical room is provided for reference. (See SOW attachment E) Yes, per the photo of the panel, the existing electrical panel can accommodate new breakers.
Follow guidance provided in the SOW and the Base Design Standards for design and placement criteria.
2. Please confirm that this project is to construct the irrigation system only and the New RV Pedestal and Sch-40 PVC notes on Attachment C are not part of the seed project but are for reference only.
RESPONSE: SOW Attachments B (Site Utilities) and C (Existing As-Built Drawings) are specifically for reference on existing conditions and do not call out any new work to be accomplished.
3. Similarly, please confirm that sewer and water line tie-ins on Attachment C are not part of the seed project but are for reference only.
RESPONSE: See response to question # 2 above.
4. During the pre-proposal conference, offerors were not able to access the electrical room where we are to install the new controllers for the sprinkler system and connect power. Can you please provide photographs and drawings of this room?
RESPONSE: Reference revised SOW dated 13 May 2014 and SOW attachments D and E of this amendment.
5. Attachment 5 mentions that past performance questionnaires are due no later than 7 calendar days after receipt of the letter, date 4/24/14. Please confirm that this is not correct, and that all proposal items are due on 5/27/14.
RESPONSE: The Past Performance Questionnaires and Cover Letter (Attachment 5) are part of the Past Performance Evaluation Process (Section M) but are not included as part of the contents of the Past Performance Volume 1 ( Section L, 2.1) prepared by the contractor. The seven (7) day requirement is to ensure that the preparer of the questionnaire returned the questionnaire to this office prior to the proposal due date/time.
6. Page 58 of 64, 2.2.3 “Provide data for up to five relevant contracts held within the last three years for each entity…” Please confirm that we can submit 5 projects for the prime 8(a) contractor AND 5 projects for our teaming partner.
RESPONSE: Reference Solicitation Section L, 1.4, 1.5 and 1.6 for information on teaming arrangements while also keeping in mind the Volume requirements found in Section L, 1.11 and 1.13.
7. Is it required that the Past Performance Evaluation Questionnaire be sent to the same Primary Points of Contact for the Section L Past Performance Information? Or may they be sent to different contacts?
RESPONSE: Solicitation does not dictate who the respondent of the questionnaire should be.
8. RFP Page 55 of 64, Paragraph 1.5 states “offeror shall provide all required solicitation information for all parties, including a copy of the team/partnership agreement.” Please define what “all required solicitation information” means. Are we required to provide reps and certs, fiscal plan, financial capability letter, and other Volume 2 info for team subcontractors as well as the prime?
RESPONSE: Subcontractors are not included within the teaming arrangements identified in Section L, 1.4, 1.5 and
1.6. Reference Solicitation Section L, for information on teaming arrangements and the contents of Volume I, Past Performance and Volume II Price and Contract Forms.
9. RFP Page 57 of 64, Paragraph 1.14 states “See RFP Attachment 6. Submission of the statement indicated in the Statement of Work for Task Order 0001, Orientation Seminar, shall be separate from, but submitted with, the basic contract proposal and shall be clearly marked with offeror identification.” What “statement” is being referred to here? There is not a clear statement asked for in RFP Attachment 6. Please clarify which proposal volume is considered “the basic contract proposal,” (i.e., Volume 1 or Volume 2).
RESPONSE: The sentence “Submission of the statement indicated in the Statement of Work for Task Order 0001, Orientation Seminar, shall be separate from, but submitted with, the basic contract proposal and shall be clearly marked with offeror identification.” found within Section L, 1.14, is not required and is hereby deleted as part of this amendment.
10. RFP Page 58 of 64, Paragraph 2.2.4 states “Offerors may include a discussion of efforts accomplished by the offeror to resolve problems encountered on prior contracts as well as past efforts to identify and manage program risk.” Is this discussion to be provided only for the projects for which Past Performance Information Sheets were provided, or is this a more general discussion that should include contracts not featured in the Past Performance Information Sheets?
RESPONSE: Statement does not dictate that this discussion relate to any specific item/project.
11. RFP Page 58 of 64, Paragraph 2.2.4 states “For example, submittal of quality performance indicators or other management indicators that clearly support that an offeror has overcome past problems is required.”
a. Is this information required to be submitted as part of the Past Performance Information Sheets or in addition to the sheets?
RESPONSE: First sentence within Section L, 2.2.4 states “Offerors “may” include a discussion of efforts….” This information is not required. However, if you wish to address items identified within this paragraph, you must provide information that “clearly support that an offeror has overcome past problems” as stated in the last sentence. If included, you must still be compliant with the contents of Volume I, Past Performance and Volume II Price and Contract Forms found within Section L.
b. Is this information required for each project for which Past Performance Information Sheets were provided?
RESPONSE: First sentence within Section L, 2.2.4 states “Offerors “may” include a discussion of efforts….” This information is not required. However, if you wish to address items identified within this paragraph, you must provide information that “clearly support that an offeror has overcome past problems” as stated in the last sentence. If included, you must still be compliant with the contents of Volume I, Past Performance and Volume II Price and Contract Forms found within Section L.
12. RFP Page 58 of 64, Paragraph 2.2.6 requires Past Performance Evaluation Questionnaires from “each of the Points of Contact (POCs) identified in the Past Performance Volume.” The Past Performance Information Sheets requires identification of three POCs: (1) Program Manager and/or Site Manager, (2) Contracting Officer, and (3), Administrative/Contracting Officer. We have the following questions regarding this requirement:
a. Obtaining Past Performance Questionnaires from multiple individuals for a project can be challenging. Are separate Past Performance Evaluation Questionnaires required from all three of these individuals?
RESPONSE: The Past Performance Questionnaire (Attachment 5) and the Past Performance Information sheet (Attachment 4) are two distinct forms. The information sheet is to be provided for each project identified within your Past Performance Volume (Vol I) and requests the Point of Contact information for the referenced roles (Program Manager and/or Site Manager, Contracting Officer, and Administrative/Contracting Officer). The questionnaire, Section 2, only asks for the respondent’s information. We do not require a questionnaire from each of the individuals found on the Past Performance Information sheet.
b. If we have Past Performance Evaluation Questionnaires that were recently completed for a project, can we submit them in lieu of obtaining new questionnaires from our POCs?
RESPONSE: The questionnaire should be specific to this solicitation.
c. If we have CPARS, ACASS, or CCASS ratings for a project, can we submit them in lieu of obtaining Past Performance Evaluation Questionnaires from our POCs?
RESPONSE: The performance information found in Section 3 of the questionnaire is different than the information provided in a CPARS assessment.
13. RFP Page 60 of 64 states “Provisions 52.204-8 & 252.247-7022 will need to be submitted.” Provision 252.247- 7022, Representation of Extent of Transportation by Sea, is not included in the RFP anywhere. Is this provision required as part of the contract?
RESPONSE: DFAR 252.247-7022 Representation of Extent of Transportation by Sea is included within your mandatory On-line Representations & Certifications found on the System for Award Management (SAM) at www.sam.gov.
14. Past Performance Information Sheet, Block D states “Please indicate whether it was development and/or production, or other acquisition phase and highlight portions considered most relevant to current acquisition.” The terms “development and/or production, or other acquisition phase” are unclear with regard to a description of project’s work scope. Please clarify what is required in Block D.
RESPONSE: Paragraph D refers to the description of the project (Effort) being evaluated. Generally, the descriptors we would expect to see would be design, design-build, construct only, etc. If another phase of the acquisition process is provided (i.e., development, production, maintenance) you should highlight aspects relevant to this solicitation.
15. Past Performance Information Sheet, Paragraph H requires “Specify, by name, any key individual(s) who participated in this program and are proposed to support the instant acquisition. Also, indicate their contractual roles for both acquisitions to include the design contractor’s contact information (address and phone number).” Does the phrase “both acquisitions” refer to the project represented in the Past Performance Information Sheet and the contract being acquired under this RFP? If not, please clarify the meaning of “both acquisitions.”
RESPONSE: ”Programs” can be divided into several different acquisition phases (i.e., programming, design, construction, maintenance) and may be distinct/different efforts. If applicable, please identify the information as such.
16. Can proposals be hand-delivered to avoid potential delays with couriers or other delivery services? If so, please provide instructions for hand-delivery of proposals.
RESPONSE: Yes. Reference Section L, 1.11
17. In reference to the number of Past Performance Information Sheets a joint venture offeror can submit, section
1.4 Joint Venture Offerors states, “If the offeror is a joint venture, the offeror shall provide all required solicitation information for all parties including a copy of the joint venture agreement with proposal.” Section 2.2.2 Past Performance Information Sheets states, “The offeror shall submit up to 5 Past Performance Information packages identifying active or completed contracts, either Government or commercial, for each prime, teaming partner, and/or joint venture partner (within the same division or cost center).” Section 2.2.3 Relevant Contracts states, “Provide data for up to five relevant contracts held within the last three years for each entity the offeror wants the Government to consider.” Please clarify: will a joint venture offeror comprised of two entities be evaluated higher if five projects are submitted to represent the collective experience of the joint venture entity or if 10 projects (5 projects/joint venture partner) are submitted to represent the experience of both entities to the joint venture?
RESPONSE: Reference solicitation Section M - Evaluation Factors for Award
18. Section 2.2.6 Past Performance Questionnaires requires offerors to send Past Performance Questionnaires (PPQs) to each of the Points of Contact (POCs) identified in the Past Performance Volume. However, in the Pre-
Proposal Conference, it was stated that the contracting staff will utilize PPIRS, CCASS and ACASS to evaluate past performance, so there is no need for offerors to submit actual PPQs. Please clarify the following:
a. Is the offeror required to send out PPQs to POCs for submission of PPQs directly to the Contracting Officer?
RESPONSE: Reference solicitation Section L - Instructions, Conditions and Notices to Bidders, 2.2.6
b. If PPQs are required, is it acceptable for offerors to use previously completed PPQs to ease the administrative burden on our clients?
RESPONSE: The questionnaire should be specific to this solicitation.
19. During the Pre-Proposal Conference it was stated that for evaluation purposes, projects valued between $50 and $500,000 will be considered comparable projects and larger projects will not be considered as significant. Please clarify: Will design-build projects valued from $50 to $500,000 be considered more relevant than larger design-build projects?
RESPONSE: Reference solicitation Section L - Instructions, Conditions and Notices to Bidders, 2.2.3 Relevant Contracts. Reference solicitation Section M - Evaluation Factors for Award, 1.3 Performance and table entitled
“RELEVANCY RATINGS”
