STATEMENT OF WORK

FOR

MATOC SEED PROJECT

CONSTRUCT IRRIGATION SYSTEM, FAMCAMP EAST SIDE

AT

FAIRCHILD AIR FORCE BASE, WASHINGTON

Project No.: GJKZ 10-0210

13 January 2014

1.0 PROPOSAL

This Task Order is directed by Work Element No. 1.1 (Design-Build) from the Government provided Concept Design (15%) as specified in the MATOC Specifications, General Contract Provisions, Section 01000. During the pre-proposal site visit, MATOC contractors shall visit the site and become familiar with the project requirements. Government furnished information/ materials are not guaranteed to represent actual conditions and shall therefore be field verified prior to incorporation into the design. Questions arising at the site visit shall be submitted to the Contracting Officer in writing.

2.0 HAZARDOUS MATERIAL

No hazardous material is anticipated to be encountered in this project. If suspected materials are encountered, the contractor shall stop work and notify the Contracting Officer. Any costs associated with testing or abatement of hazardous materials shall be treated as a differing site condition.

3.0 SCOPE

This Statement of Work (SOW) defines the scope for this task order to include design and construction actions at the FamCamp east area to install an automatic irrigation system. Work shall be in accordance with technical and regulatory requirements. The following is a brief summary of the project and is provided solely for the purpose of revealing the general nature of the work involved. The place of performance shall be at Fairchild Air Force Base.

A. Site Conditions and History: The east portion of the FAFB FamCamp was developed in 2003. (See Attachment C for details.) An irrigation system for it was later installed piecemeal, but had no layout documentation. The installed sprinklers were getting the RV’s wet leaving watermarks and its use had to be discontinued. The system was abandoned, its controls were either buried or destroyed by later adjacent development, and the grass was watered by hand after that. A new system that does not impact the RV use is required.

B. Project Management Plan: The Government will reference the basic MATOC contract proposals for information relating to quality control, teaming, personnel qualifications, etc.

C. Material gathering shall be accomplished after the submittals have been reviewed and approved by the Government Project Manager and the Contracting Officer. Material gathering shall be accomplished in both Phase I and Phase II of the project.

D. The performance period shall not exceed 180 calendar days. The performance periods shall be broken down into three phases. The contractor shall have up to 60 calendar days for completion of Phase I –Design and Material Submittals/Gathering; up to 60 calendar days for completion of Phase II - Physical Work; and up to 60 days for Phase III - Closeout. A Notice to Proceed (NTP) will be issued for each performance period. Material submittal process must be complete and submittals approved prior to issuance of NTP and start of Phase II.

E. Upon award of the task order and receipt of acceptable bonding, Notice to Proceed (NTP) for Phase I shall be issued. MATOC contractor shall submit work plans, material submittals, 35% Final Design drawings, etc. per MATOC Specifications Section 01000.7

F. NTP to Phase II (Physical Work phase) shall be issued upon Government acceptance of the work plan, 35% design drawings and material submittals.

1. Planned disruptions to water, electric or other utilities must be coordinated with the Construction Manager a minimum of 5 days in advance of work.

2. The Government will make a determination prior to the end of Phase II, after a joint contractor / Government inspection of the contractor’s punch list items, whether Phase II is Substantially Complete.

G. NTP for Phase III (Closeout Phase) shall be issued upon acceptance of Phase II. Per the contract specifications, the requirements for Closeout Procedures shall be managed by the contractor throughout the total contract performance period; however, the contractor shall be allowed an additional 60 calendar days from the date of NTP to Phase III to finalize all requirements, allow for government review, and receive Contracting Officer approval of the receivables. The NTP to Phase III shall identify the due date for completion of the Closeout requirements.

4.0 GENERAL WORK DESCRIPTION

This Statement of Work (SOW) defines the project as follows: the contractor shall perform all design and construction activities required to construct irrigation system at the FamCamp east side as detailed in this SOW and Attachments. Work includes associated landscaping restoration activities. Activities specific to this project shall include but are not limited to

A. Develop design from Government Concept Design (15%) to 35% Final Design. Refer to MATOC Specifications General Contract Provisions Section 01300, 35% Design for requirements as applicable to the scope of this task order. As-built drawings are required for project close-out. Schedule the design work with the following considerations:

1. Contractor shall furnish a 35% Design submittal for Government review. Allow 7 calendar days for Government review of the 35% Design submittal.

2. Contractor shall schedule a 35% Design review conference at Fairchild AFB after Government comments have been furnished to the contractor. Allow 10 calendar days to complete 35% design updates, resubmit and obtain Government approval.

3. The 35% Design shall be submitted and approved within the 60 calendar-day Phase I performance period.

4. Reference Base Design Standards Section 328400 for system standards and basic requirements.

B. Construct irrigation system for the FamCamp east side, including all components for a complete and functional installation.

1. A Concept Design of the approximate boundary is included as Attachment A.

2. All turf and landscape disturbed by this project shall be restored to existing conditions.

3. Water for the new irrigation system shall be directly obtained from the existing 6-inch water main located adjacent to the project area (see Attachment B). Follow AWWA standards for installation of a new tap and pipe system. Provide a water valve and water meter meeting the FAFB BDS (Sections 328400 and 331233.00 30, respectively). The water meter shall be able readable manually with pulse capability for future monitoring using the FAFB EMCS system (to be connected by others). The tap, valve and meter shall be surveyed and included in the project as-built drawings.

4. Design shall incorporate measures to prevent spray onto user vehicles.

5. System shall be capable of integrating with existing base-wide Smart Irrigation system (Rainbird ET). Controller shall have the ability to

a. Allow remote monitoring from the central location,

b. Manually shut off irrigation from the local or central location,

c. Automatically shut off irrigation in response to rain, high wind or other conditions,

d. Monitor total flow of irrigation system,

e. Automatically adjust irrigation in response to seasonal or evapotranspiration (ET) changes,

f. Modify controller settings in the field or at the central control location,

g. Generate standard reports and log of programming modifications,

h. Generate alerts when an error condition occurs,

i. Connect to central control by telephone or radio.

C. Within 20 days after substantial completion, the contractor shall submit an electronic (ACAD) map of the project site as part of the as-built drawings. The ACAD file shall include the date the map was “as-built”. All map data shall use a Coordinate System of WGS 1984 UTM Zone 11N, meters; all GPS coordinates shall be first order accuracy (1:25,000).

Any and all errors, changes, or modifications to existing site features shall be reflected on the map. Surveyed GPS coordinates (horizontal and vertical control) shall be provided for any new features under the task order. The information includes: pipe material, pipe diameter, pipe valves, meters, corners and connections, and sprinkler heads, and date of installation.

5.0 TECHNICAL REFERENCES

The documents listed in Section 01300 of the basic contract are incorporated here by reference.

Requirements for implementing the Fairchild AFB Green Procurement Plan and use of Recovered Materials are referenced in the BDS as "92 CES, Green Procurement Program Plan, 2006". The following products have been identified as EPA-designated items of Recovered Materials required for this project: No products have been identified. This list, however, may not be complete.

6.0 WORK SCHEDULE: Normal contract work hours pertain to this project: weekdays, 7:30 AM to 4:30 PM, excluding federal holidays.
