The following have been added by full text:
AMENDMENT 1
The purpose of this amendment is to answer questions from the 13 April 2012 site visit; revise Section L, pages 59-61; revise Section M, page 64; and revise the Statement of Work (SOW).
1. Answers to questions stemming from the 13 April 2012 site visit are provided as follows:
A. QUESTION: Para. 2.2.2 Past Performance Information Sheets (page 60 of 65): The contractor may submit up to 5 Information Sheets on “active or completed contracts”. Does a IDIQ type “contract” qualify for submission, or must the information sheets pertain to an individual project? Does the cost range limitation indicated in para. 2.2.3 ($1m-5m) apply to “contracts” submitted in the Past Performance Information Sheets? It does not appear so. Please confirm our interpretation.
ANSWER: Refer to Section L, Para 2.2.2 in the solicitation stating, “Submit information on contracts you consider most relevant in demonstrating your ability to perform the proposed effort.”See revised Section L, Paragraph 2.2.3, page 61 of 65.
B. QUESTION: Para. 2.2.2 Past Performance Information Sheets (page 60 of 65): May Past Performance
Information Sheets for individual construction projects performed under an overall multiple award construction contract be submitted for consideration under this paragraph?
ANSWER: Refer to Section L, Para 2.2.2 in the solicitation stating, “Submit information on contracts you consider most relevant in demonstrating your ability to perform the proposed effort.”
C. QUESTION: Para. 2.2.3 Relevant Contracts (page 61 of 65): It is not uncommon for individual projects performed as part of an overall IDIQ contract to fall outside the range specified, yet still demonstrate relevance. We request project size slightly below or projects above the range specified be eligible for consideration, especially if they were awarded as part of a multiple award construction contract program.
ANSWER: See revised Section L, Paragraph 2.2.3, page 61 of 65. Replace page 61 with revised Page 61 attached.
D. QUESTION: Para. 2.2.3 Relevant Contracts (page 61 of 65): May projects completed more than three years ago under a current ongoing IDIQ contract be presented to demonstrate “relevant past performance”?
The solicitation language appears to apply to the “contract” only, not individual efforts. For example, several projects we have performed under the current MACC contract at Fairchild demonstrate relevant past performance, but were performed more than three years ago. The contract, however, is still open, and complies with the “no more than three years ago” requirement. We request these particular individual efforts should be allowed for consideration.
ANSWER: Refer to Section L, Para 2.2.2 in the solicitation stating, “Each relevant contract shall have been performed during the past three years from the date of issuance of this solicitation.”
E. QUESTION: Refer to page 60 of 65 of the RFP. Paragraph 1.14 directs the reader to “Attachment 2” for
“tasking associated with the Orientation Seminar”. Attachment 2 is the SOW for the seed project. Should this not be changed to “Attachment 6”? Please confirm this statement is to be provided in Volume 2/contract forms/section 4.
ANSWER: See revised Section L, Paragraph 1.14. Replace page 60 with revised Page 60 attached.
F. QUESTION: Request the government provide original electronic file copy of Attachment 4 (Past
Performance Information) to enable offerors to comply with the CD ROM formatting specified in para.
1.13, General Proposal Preparation Instruction (p. 60 of 65).
ANSWER: See revised Section L, Paragraph 1.11 and Paragraph 1.13. Electronic copies are no longer required. Replace page 61 with revised Page 61 attached.
G. QUESTION: Instructions for Volume 2 preparation are unclear. Para. 2.3.4 provides a format broken down in Sections 1-4. Please advise as to the following: Section 2 requests a “complete copy of the RFP)…… “less attachments”), but also calls for “Part 1, Section B” Seed Project Price Schedule which is an attachment. Where shall the price schedule be inserted in Volume 2?
ANSWER: Refer to Section L, Para 2.3.4, Section 2, Part I, Section B.
H. QUESTION: Instructions for Volume 2 preparation are unclear. Para. 2.3.4 provides a format broken down in Sections 1-4. Please advise as to the following: Paragraph 2.3.3 requests a fiscal plan and financial capability letter from the offeror’s financial institution. This requirement is not listed in the formatting paragraph 2.3.4. Where would the government like this plan and letter inserted in Volume 2?
ANSWER: Refer to Section L, Para 2.3.4 Section 4.
I. QUESTION: Instructions for Volume 2 preparation are unclear. Para. 2.3.4 provides a format broken down in Sections 1-4. Please advise as to the following: Alternatively, if the format for Volume 2 is to follow the paragraph numbering (2.3.1, 2.3.2, etc.) then para. 2.3.4 is duplicative in several respects, asking for information that has already been provided.
ANSWER: Section L, Para 2.3.1, 2.3.2, and 2.3.3 are informative paragraphs. Follow the format set forth in para 2.3.4.
J. QUESTION: Please explain if Section L, para. 2.2.3 merely clarifies further the requirements of “relevant contracts” submitted in response to preceding para. 2.2.2 or is requesting offerors to submit additional “contracts” for a total of up to 10 “contracts” to demonstrate relevant experience. For example, are the “contracts” described in 2.2.3 required to be the same as those for which Past Performance Information Sheets are provided in para. 2.2.2? Or can the offeror submit up to 5 “efforts” per para. 2.2.2 and, in addition, up to 5 other “efforts” per para. 2.2.3?
ANSWER: Refer to Section L, Paragraph 2.2.3, page 61 of 65 stating,“Provide data for up to five relevant contracts held within the last three years.”
K. QUESTION: Refer to Section L, proposal preparation: Are Volumes 1 and 2 to be submitted in separate binders/CD ROMs or may the Contractor’s Offer in response to the RFP be combined in one binder/CD?

L. QUESTION: Statement of Work (SOW) for MACC Seed Project (Attachment 2), Paragraph 2.3.2.1: The SOW indicates that the pre-cast concrete wall panels of enclosed firing point structure shall be opened to the maximum extent possible within current structural design requirements of the building. The SOW does not provide specific guidance regarding a minimum/maximum width or height of the opening and thus leaves the determination to the DOR. Is there a required width or height for the openings?
ANSWER: Refer to MACC Seed Project SOW, Paragraph 2.3.2.1 stating, “Open pre-cast concrete wall panels of enclosed firing point structure to maximum extent possible within current structural design requirements of the building.
M. QUESTION: SOW for MACC Seed Project (Attachment 2), Paragraph 2.3.2.1: Will it be acceptable for the maximum height of new opening in existing precast panels to occur at or immediately below existing metal panel soffit elevation?
ANSWER: See response to Question 1. Per the revised SOW paragraph 2.2.1, the maximum height shall be above that elevation. Also, restricting the opening height to that level based on something other than structural requirements is contrary to the SOW statement “to maximum extent possible within current structural design requirements”.
N. QUESTION: SOW for MACC Seed Project (Attachment 2), Paragraphs 2.3.1 / 2.3.2.1: Paragraph 2.3.1 indicates ETL 11-18 requires sidewalls removed and back wall to improve natural ventilation. Do we need to provide openings in the side walls or only in the back wall, as shown in the RFP exhibit provided?
ANSWER: Per Seed Project SOW paragraph 2.2.1 “The design goal is to provide the maximum open area on the back (interior) wall”. There is no requirement to provide openings in the side walls.
O. QUESTION: SOW for MACC Seed Project (Attachment 2), Paragraph 2.3.2.1 / Attachment A - As-Builts:
Are copies of pre-cast concrete wall panel shop drawings or wall panel “as-builts” available for the existing range shelter building?
ANSWER: Reference Seed Project SOW, Attachment A.
P. QUESTION: SOW for MACC Seed Project (Attachment 2),Paragraph 2.3.2.1 / Attachment A - As-Builts:
Are construction or As-Built drawings available showing the construction of the bullet containment structure available?
ANSWER: SOW Attachment C is the best available As-Built drawing we have showing the construction of the bullet containment structure.
Q. QUESTION: Is the solicitation asking for 3 to 5 past performance information sheets and questionnaires for each primary teaming member or for the entire team as a whole?
ANSWER: “If the offer is based on a teaming/partnering relationship, the offeror shall provide all required solicitation information for all parties including a copy of the teaming/partnership agreement,” as per Section L, Paragraph 1.5, page 58 of 65.
R. QUESTION: As all required forms are currently in PDF format and may require original signatures, do they still need to be submitted on the CD in Word or can we submit a scanned PDF?
ANSWER: See revised Section L, Paragraph 1.11, page 59 of 65. Replace page 59 with revised Page 59
S. QUESTION: Are there any requirements for LEED?
ANSWER: The Seed Project has no requirements for LEED.
T. QUESTION: Price evaluation (Section M, para. 1.2). Are the offerors constrained to bid the seed project per the preliminary documents provided? Since this is a design-build effort, other solutions to the facility problem as presented may be available at perhaps lower cost or shorter project duration that would redound to the advantage of the government. There is currently no means for an offeror to convey this information, and an “unrealistically low” offer may otherwise be eliminated as a result. Please address this.
ANSWER: Provide proposal as specified in the solicitation.
U. QUESTION: Are we right to assume that Volume 2 is to be turned in with Volume 1 on May 7, 2012?
ANSWER: Yes, see Section L, para 2.1, page 60 of 65.
V. QUESTION: Will these RFI's be answered individually to each requestor or via amendment to solicitation?
ANSWER: Questions are answered by amendment.
W. QUESTION: Do the Evaluation forms being sought from the owners representative need to be in possession of FAFB staff on or before May 7, 2012?
ANSWER: “Offerors are encouraged to provide the requested information to the Contracting Office. Past Performance Volume is due 7 May 2012.
X. QUESTION: Do we need to have a full A/E team submit for this proposal for this Seed Project stage?
ANSWER: Refer to Section L, Paragraph 1.5, page 58 of 65.
Y. QUESTION: Will separate proposals be needed for the additional Task Orders?
ANSWER: Refer to Section H, Paragraph 1.14, page 15 of 65.
Z. QUESTION: Other Task Orders may be Design-Build, correct?
ANSWER: Refer to Section H, Paragraph 1.14 (e), page 15 of 65.
AA. QUESTION: Are production or fabrication drawings of the precast wall panels available for distribution so bidders may assess the structural characteristics of the panels that may be modified under the work of this RFP?
ANSWER: No. We only have the as-built drawings provided with the SOW.
AB. QUESTION: Will there be power and water available for construction use at the project site?
ANSWER: Yes. See BDS, Section 011100, paragraphs 1.22 and 1.23. Use of available on-site power and water is allowed. A fire hydrant is located between the building and the parking area north of the building and may be requested for use as a water supply with proper backflow protection.
AC. QUESTION: Will there be a charge for such use if available?
ANSWER: No.
AD. QUESTION: Is there a base landfill available for construction debris?
ANSWER: No. Per the revised SOW paragraph 2.3.2.1, legally dispose of all debris off the base. See revised SOW dated 26 Apr 12.
AE. QUESTION: The specifications call for the fans to be removed and turned over to the base. Are the lights, PA system, and other wall mounted items to be handled the same way or are they to be relocated?
If relocated then the wall mounted lights will have to be replace with a different model. Can you provide a type of fixture you want should it be required?
ANSWER: Per the revised SOW paragraph 2.3.2.1, the electrical switches and outlets, PA system, fire alarm system, and fire extinguisher cabinets shall be removed and reinstalled as necessary for installation of the openings/roll-up doors. The wall-mounted shelves are to remain located below the area for the opening. There are no light fixtures mounted on this wall. Other items on the wall to be renovated shall be removed.
AF. QUESTION: Paragraph 2.3.4, Contract Forms: Section 1 states a proposal forwarding letter, if any.
Would you be willing to provide what it is or any expectation the government has regarding what it is?
Any help would be greatly appreciated.
ANSWER: A proposal forwarding letter is a letter to introduce the proposal and its inclusion is at the discretion of the offeror.
AG. QUESTION: Paragraph 2.3.3 Financial Resources states the offeror shall address a fiscal plan for covering phase-in, unexpected and/or emergency situations, etc. Our understanding is this is guidance from the government on how the offeror shall address financial costs associated with the specific items listed. Would you be willing to confirm that a fiscal plan is not required at the time of this proposal submittal and only a financial capability letter is required at this time? If a fiscal plan is required, can additional guidance be provided as to formatting and requirements?
ANSWER: The objective of this paragraph is to ensure the offeror can fiscally handle multiple task orders under the MACC contract and has planned in advance for this type of situation should it arise.
AH. QUESTION:: Regarding Attachment C which shows the +/- 18” plate extension that closes the gap in the bullet trap system; I do not see any document that provides me with the length of this gap that needs closed.
A plan view of the bullet trap structure would provide this information or you can simply give me a quantity. Example; bullet trap gap to be closed with +/-18” metal plate is XX feet wide. Your prompt response is appreciated. Thanks
ANSWER: The bullet trap is 114 feet wide. See revised SOW paragraph 2.3.2.2.
AI. QUESTION:: Do you want fascia & soffit removed in front of new openings?
ANSWER: Yes, as required per guidelines provided in the SOW. Per SOW paragraph 2.3.2.1, “Remove and repair metal fascia as needed to improve ventilation while providing aesthetic appearance and needed weather protection.” Per the revised SOW paragraph 2.2.1 “The opening shall extend above the soffit”.
AJ. QUESTION:: Will range be shut down for duration of the Phase 2 (60 days)?
ANSWER: Yes.
AK. QUESTION:: Will 4-10 hour working days be allowed for this project?
ANSWER: Refer to MACC Specifications, Section 01000, General Contract Requirements, Para 5.
AL. QUESTION: What are access limitations & work hour limitations?
ANSWER: Refer to MACC Specifications, Section 01000, General Contract Requirements.
AM. QUESTION: Based upon our initial review of the solicitation documents, the lateral stability of the building might be compromised if we provide eight roll-up door openings in the precast wall on the South Elevation. In order to ensure we have sufficient lateral stability, would the Government accept six door openings in lieu of the eight openings shown on Attachment B?
ANSWER: Follow SOW paragraph 2.2.1, “The design shall be based on the Government’s conceptual design” and “The design goal is to provide the maximum open area on the back (interior) wall of building 2076 to improve ventilation of the bullet firing area in Building 2076 while maintaining the structural integrity of the building.” The amount of wall to be removed is a design issue to be resolved in the design portion of the project.
AN. QUESTION: On Attachment 4, Past Performance Information, at block “D”, it states: (Please indicate whether it was development and/or production, or other acquisition phase and highlight portions considered most relevant to current acquisition). We are having a difficult time discerning what is required. We believe what is wanted is details on the cited project and how the cited project is relevant to the current solicitation. Can you confirm this?
ANSWER: Your interpretation is correct.
AO. QUESTION: Reference Attachment 4, Past Performance Information: In block C, Contract Specifics, there are two fields with the same name – Contract Type. Can you please clarify what is required?
ANSWER: It’s a typographical error. Please provide Contract Type on one of the lines.
AP. QUESTION: For the bullet trap structure, can the original installer of the structure be provided?
a. If not, would the existing drawings of the bullet trap structure be provided so that we could determine quantity of material that will be required?
ANSWER: No. That information is not available. See revised SOW paragraph 2.3.2.2 for details to determine quantity of material that will be required.
AQ. QUESTION: Are the as-built drawings of the un-tempered fan-forced air project available for Building
2076?
ANSWER: No.
AR. QUESTION: As-built drawings, provided as Attachment A, have the title of Range Shelters. Is Shelter A, of Attachment B, Building 2076?
ANSWER: Yes.
AS. QUESTION: Will an overhead sectional door be acceptable as the roll up door or is a coiling door desired?
ANSWER: Per SOW paragraph 2.3.2.1, a roll-up (coiling) door is required. An overhead sectional door will not physically work with the existing in-place ceiling fixtures.
AT. QUESTION: For removal of the sidewalls of Shelter A, will it be acceptable to leave the portion of wall that would be below the bottom of precast on the building or do we remove the wall down to the footing?
ANSWER: See SOW Attachment B for allowable wall areas that can be removed.
AU. QUESTION:: Can you supply the name of the manufacturer of the precast panels?
ANSWER: No. That information is not available.
AV. QUESTION: Attachment 4, Project Information Sheet: On B. Point of Contact, is that a point of contact at the Offeror’s business or at the agency providing the evaluation?
ANSWER: Attachment 4 is for the offeror’s past performance information.There is no “B. Point of Contact.”
AW. QUESTION: Attachment 4, Project Information Sheet: On H. Key Personnel and I. Work Performed/To
Be Performed, when it talks about “the instant acquisition,” for purposes of identifying individuals’ expected roles and our expected self-performance, does it mean the overall Fairchild AFB MACC or just the seed project?
ANSWER: This attachment is for the offeror’s past performance information.
AX. QUESTION: Attachment 4, Project Information Sheet: Where the form says “Limitations: 5 Contracts” at the top, it means 5 for the prime, another 5 for the A-E firm, and 5 for any key subcontractors, not 5 altogether, right? That’s how I read Section L, but I just want to confirm.
ANSWER: Refer to Section L, Para 2.2.2: “The offeror shall provide experience data for itself and for any proposed division, major subcontractor, consultant, or teaming contractor or partner or key personnel whose effort on this contract will significantly influence performance of the proposed construction and/or design-build effort. The offeror shall submit 3 to 5 Past Performance Information sheets identifying active or completed contracts, either Government or commercial, for each prime, teaming partner, and/or joint venture partner (within the same division or cost center).”
AY. QUESTION: RFP Section L: Paragraph 1.13 says the CD files should be formatted in Word and Excel, and the cost information should be in Excel. However, Attachment 3, the Seed Project Price Schedule, is in PDF form. Since most of volume 2 will be in PDF form anyway because it consists of contract forms and the electronic copy of the bid bond, is it acceptable to submit that entire volume in PDF form?
ANSWER: See revised Section L, Paragraph 1.11 and Paragraph 1.13. Electronic copies are no longer required. Replace page 59 with revised Page 59 attached.
