STATEMENT OF WORK
FOR
MACC SEED PROJECT
REPAIR (R&M), VENTILATION AND CONTAINMENT,
SA RANGE, B2076
AT
FAIRCHILD AIR FORCE BASE, WASHINGTON
Project No.: GJKZ 12-0023
13 FEBRUARY 2012
REVISED 26 APRIL 2012
1. PRE-PROPOSAL REQUIREMENTS
During the pre-proposal site visit, contractors shall visit the site and become familiar with the project requirements. Plans are attached to show the location and general scope of work.
Government furnished information/materials are not guaranteed to represent actual conditions and shall therefore be field verified prior to incorporation into the design.
Questions arising at the site visit shall be submitted to the Contracting Officer in writing.
2. SCOPE
This Statement of Work (SOW) defines the scope for this task order to include proposal, design, and construction actions at the Small Arms Range at Building 2076 on Fairchild Air Force Base (FAFB), Washington (WA), in accordance with the MACC Specifications Section 01000, paragraph 1.2 Work Element No. 2 (Design Build Effort Required with Provided Partial Design) as well as technical and regulatory requirements. The intent of this project is to modify the existing Small Arms Range to improve ventilation of the building, enlarge a portion of the bullet trap, and making other modifications as needed. Following is a brief summary of the project and is provided solely for the purpose of revealing the general nature of the work involved. The place of performance shall be at Fairchild AFB, WA. The total performance period for this project is 180 calendar days. NOTE: The seed project task order NTP shall be issued after successful completion of the orientation seminar task order requirements.
2.1 Project Management Plan: The Government will reference the basic MACC Specifications, Base Design Standards (BDS), and Architectural Compatibility Plan (ACP) for information relating to quality control, teaming, personnel qualifications, etc…
26 Apr 12
2.2 Phase I, Design and Material Submittal, has a duration of 90 calendar days to prepare, submit and receive approval on all submittals other than those required for closeout.
Schedule the Phase I design work with the following considerations:
2.2.1 Contractor shall furnish a 35% Design submittal for Government review 60 calendar days after receipt of Notice to Proceed (NTP) for the design/material submittal phase. The design shall be based on the Government’s conceptual designs provided herein, to include attachments. Refer to MACC Specifications Section 01400, paragraph 13, Preliminary (35%) Design for requirements as applicable to the scope of this task order. The design is to provide the maximum open area on the back (interior) wall of building 2076 to improve ventilation of the bullet firing area in Building 2076 while maintaining the structural integrity of the building. The opening shall extend above the soffit and, as such, the design shall include all modifications to the soffit and fascia necessary to maximize potential air flow while providing an aesthetic appearance. As-built drawings of Building 2076 are provided in Attachment A and the proposed opening locations are shown in Attachment B. The design submittal shall include structural analysis of the proposed building modifications. Design shall also include modifications to the bullet trap as shown on Attachment C. The contractor shall comply with Fairchild Base Design Standards and all current and applicable codes. Allow 7 calendar days for Government review of the 35% Design submittal.
2.2.2 Contractor shall schedule a 35% Design review conference at Fairchild AFB after Government comments have been furnished to the contractor. Allow 10 calendar days to complete 35% design updates, resubmit and obtain Government approval.
2.2.3 The 35% Design, all material submittals, and approval of submittals, shall be accomplished during the Phase I performance period.
2.3 NTP for Phase II, Physical Work, will be issued after successful completion of Phase I. Phase II has a duration of 60 calendar days to occupy the work site and to physically accomplish the work. Material gathering shall be accomplished after the submittals have been reviewed and approved by the Government Project Manager (PM) and the Contracting Officer (CO). Material gathering may be accomplished in both Phase I and Phase II of the task order. A Winter Exclusion period does not apply to this project.
2.3.1 Site Conditions/Background: An attempt was made to improve the ventilation of the enclosed firing points on the partially contained firing range by adding un-tempered fan-forced air along the rear wall, directed on the firing points.
The unpredictable nature of the airflow on an open-front enclosure made this unsuccessful. Per ETL 11-18 Small Arms Range Design and Construction, Para 7.1.1.3.2: "Existing partially contained ranges that have an enclosed firing platform with sidewalls and back wall shall remove the sidewalls and back wall to improve natural ventilation." Opening these walls will provide the best ventilation possible within the limits of feasible structural modifications of the existing firing point enclosure. Also, the current arms range does not
26 Apr 12 adequately confine bullets due to a gap in the bullet trap that can allow bullets to be deflected outside of the range. This potentially unsafe condition should be alleviated with extension of the top plate of the bullet trap.
2.3.2 Physical work pertinent to the project Task Order shall include, but not be limited to, the following:
2.3.2.1 Open pre-cast concrete wall panels of enclosed firing point structure to maximum extent possible within current structural design requirements of the building. Provide headers, beams, and/or structural supports necessary to allow pre-cast panel cutting and removal. The wall opening will require removal of the existing fan system. The removed fans and fan motors shall be returned to the Government. Remove all unused electrical components to this system back to the electrical panel.
The electrical switches and outlets, PA system, fire alarm system, and fire extinguisher cabinets shall be removed and reinstalled as necessary for installation of the openings/roll-up doors. The wall-mounted shelves are to remain located below the area for the opening. There are no light fixtures mounted on this wall. Other items on the wall be renovated shall be removed. Legally dispose of all debris off the base.
Some of these new electrical components may be reused as applicable for the roll-up doors, if suitable. Remove and repair metal fascia as needed to improve ventilation while providing aesthetic appearance and needed weather protection. Provide an electrically operated roll-up door for each new wall opening to fully close the opening. Screen all new openings for safety purposes and prevention of wildlife (primarily birds, bats, and rodents) access. Screens shall be easily removable for maintenance purposes. Provide a separate door operating switch for each new roll-up door. Provide appropriate finishes to all newly exposed structures. Paint as necessary per Fairchild Base Design Standards.
2.3.2.2 Extend the 3/8-inch thick top plate, per Attachments C, of the 114-feet wide bullet trap by approximately 18 inches to close a gap in the system. Photographs of the existing top plate forward edge are provided in Attachment D. The extension shall match the existing in type, thickness and material.
2.3.2.3 A limited asbestos survey was conducted on the building. No asbestos was detected in the survey. See Attachment E for details. In the event that suspected asbestos containing materials are encountered during construction, the contractor shall immediately contact the Contracting Officer.
2.3.2.4 A limited lead-based paint survey was conducted on the building. The west interior/exterior yellow wall paint coating was found to contain lead. See Attachment F for details. Follow recommendations presented in the report and applicable state and Federal regulations for disposal of this paint.
26 Apr 12
2.3.2.5 Avoid disturbing the soils within the firing range. The gravel and dirt within the firing range has lead contamination. See Attachment G for details. In the event that soil excavation is required by the contractor as part of the construction process, any required hazmat surveys and/or remediation expenses shall be treated as a differing site condition and shall be approved by the Contracting Officer prior to accomplishing any/all work. No gravel or soil shall be removed from the site without proper waste characterization prior to removal. The contractor shall develop and submit appropriate site safety and disposal plans for dealing with the disturbed soils prior to commencement of work.
2.4 Phase III is identified as the Closeout Phase and has a duration of 30 calendar days for completion of all closeout requirements specified the FAFB Base Design Standards Division 1.
