SPECIFICATIONS
MAINTAIN BASE PAVEMENTS

Section 101 General Requirements
101.1 Scope
Provide all labor, materials including taxes, equipment, plant, means and operations necessary to maintain pavements at F.E. Warren AFB as specified in the statement of work, in strict compliance with these Specifications, applicable drawings, other attachments and the Terms and Conditions of the Contract. The Contractor is responsible for supplying and installing a turn-key fully functional, tested, and operational product meeting the performance requirements outlined by these Specifications and Drawings. Provide any special permits and licenses that may be required.
101.2 Description of Work
The work includes but is not necessarily limited to the following principal features:
1. Maintenance of all types of pavements at F.E. Warren AFB. The work may include but is not limited to: full pavement removal, milling, removal of curb and gutter, excavation and backfill, placing base course, placing new pavement, placing new curb and gutter, placing sidewalk, chip seals, striping, and re-vegetation.
2. Other related or incidental work as required to finish the project and provide a complete and operational project. All minor items of work that are manifestly necessary or customary shall be performed as if fully set forth and described on the Drawings and in the Specifications. This would include utility replacements under or within work area of the pavement repairs such as water systems, sanitary sewer and conduits for other utilities.
The Government shall undertake no work under this contract.
101.3 Government Furnished Property
All materials and equipment shall be furnished by the Contractor.
101.4 Operation of Project
The Contractor shall always maintain safe access and egress for occupants and users of buildings. Do not obstruct or close streets without authorization. When work is to be performed, maintain safe conditions for the adjacent buildings.
During the construction phase, the Contractor assumes responsibility for maintenance and operation of the project area until returned to control of the Government.
101.4.1 Bona fide Need
Projects are awarded when funding becomes available. As such, the weather may not be ideal for to start construction. If this occurs, bona fide need may be established. It will be determined based on scope and parameters of the project. The Contracting Officer will have final decision on needs to be met prior to any authorized work suspensions.
101.5 Existing Conditions
Field verify all existing conditions, existing construction, existing utility locations, dimensions, quantities and other pertinent requirements prior to starting work activities. Immediately notify Contracting Officer in writing, of any discrepancies.
Do not obstruct or close roadways, sidewalks or exit ways without authorization.
101.6 Historic Artifacts
If historic or prehistoric deposits are encountered, stop work at that particular location and notify the Government immediately. Permission to resume work will be issued only after the find has been evaluated by a qualified archaeologist in accordance with Federal Law. No historic or prehistoric items shall be removed until the evaluation is complete. Items remain the property of the U.S. Government. Historic or prehistoric deposits include all items made or modified by man such as bottles, bricks, foundations, metal items, arrowheads, stone tools, etc. Individual items encountered during construction will not require a work stoppage but must be reported to the Government immediately.
101.7 Working Hours
Normal working hours for the Contractor will be 0730 to 1630 excluding Saturdays, Sundays, and Federal holidays. Notify the Government, in writing, three working days in advance if work is desired during other time periods. If Inspectors will be available, a modified work period may be authorized. If Inspectors are required to work other than their normal duty/days solely for the benefit of the Contractor, the actual cost of inspections at overtime rates will be charged to the Contractor and an adjustment made to the contract price.
101.8 Discrepancies on Drawings
The Drawings are based on record drawings, surveys, on-site observations and field measurements made by the Government and others.
Check and compare all drawings immediately upon their receipt and notify the Government in writing of any discrepancies. Verify all dimensions and quantities shown and adequacy of available spaces prior to construction or ordering materials. Follow dimensions marked on drawings in lieu of scaled measurements.
101.9 Definitions
Use of certain phrases or words on the Drawings or Specifications has the following definitions:
1. The term “replace” means remove and dispose of existing material or item and furnish and install a similar new material or item that matches both the original material and remaining adjacent materials or items.
2. The term “reinstall” means remove existing material or item and reinstall same material or item properly aligned, plumb and secure to match existing adjacent materials or items.
3. The terms “provide” or “furnish” mean furnish and install unless otherwise indicated.
4. The term “Government” means the Contracting Officer.
5. The term “substantially complete” shall be defined by and is the sole determination of the
Contracting Officer.
101.10 Submittals
101.10.1 Required Submittals
Contractor must submit any submittals required for each project, at a minimum, 21 calendar days prior to the intended start date of the project. Please note, projects that require entry authorization letters (EAL), will require more time for routing/approval. Refer to AF Form 66 for list of submittal requirements and project specific documents. Failure to provide and gain approval for project specific submittals prior to the intended start date of a project, will result in a delay in the start of the project at the contractor’s expense. All submittals need to be attached to an AF Form 3000.
101.10.2 Progress Schedule
Submit a progress schedule on AF Form 3064 (for payment) provided by the Government within 10 calendar days after notice to proceed.
101.10.3 Critical Path Schedule
The Schedule shall identify natural progression of the project elements through completion of project and shall be an industry standard bar graph format.
101.10.4 Product Submittals
Provide submittals in accordance with Section 106, referenced sections, and the AF Form 66 a digital version shall be supplied.
101.11 Materials
All materials to be installed including those concealed or covered shall be new (or recycled) unless otherwise indicated and of the most suitable and highest grade and type for the intended use unless otherwise indicated. They shall be produced by a manufacturer regularly engaged in manufacturing or fabricating similar products with a history of successful production acceptable to the Government.
The Contractor is encouraged to utilize other recycled products. Furthermore, the Contractor is also encouraged to recycle scrap materials generated during the project.
Verify that each specified finish material will be available for at least two years and that it is not scheduled to be nor is it already out of production. Otherwise notify the Government.
If any proposed usage or installation method does not comply with the recommendations or specifications of the manufacturer, notify the Government.
Protect materials during delivery, storage, handling, and installation per manufacturer’s printed instructions. Place on blocking and cover when necessary to protect from water, dust, direct exposure to sunlight and other elements. Deliver in original containers or packaging with labels intact. Storage locations shall not interfere with work of other trades. Maintain temperature and humidity conditions in accordance with manufacturer’s recommendations.
101.12 Industry Standards
General Applicability of Standards: Applicable standards of the construction industry have the same force and effect (and are made a part of the contract documents when referenced) as if copied directly into contract documents, or as if published copies were bound herewith.
Standards apply only to the technical aspects of manufacturer, design, and construction. No provision of any referenced standard, manual, or code shall change or increase the duties and responsibilities of the Government or the Contractor.
Reference standards (referenced directly in contract documents or by governing regulations) have precedence over non-referenced standards which are recognized industry for applicability to work.
Work under this project unless otherwise specified in this contract document or the issued delivery orders shall be in compliance with the Wyoming Department of Transportation (WYDOT) Standard Specifications for Road and Bridge Construction, with all published Standard Special Provisions, which are hereby incorporated by reference, in addition to the terms and conditions listed herein, including the attachments. For this project, the 2021 (or latest version) WYDOT Standard Specifications shall apply. The Standard Specifications and Standard Special Provisions may be found at:

Also included in the above link are the Pavement Marking Manual, Signing Manual, and the Traffic Control for Roadway Work Operations which are incorporated for compliance to this project. Engineering Details under this project unless otherwise specified in this contract document or the issued delivery orders shall be in compliance with the Wyoming Department of Transportation (WYDOT) Standard Plans which are hereby incorporated by reference, in addition to the terms and conditions listed herein, including the attachments. The Standard Plans may be found at the above link.
Publication Dates: Comply with standard in effect as of date of contract documents.
Copies of Standards: Provide where needed for proper performance of the work; obtain directly from publication sources.
101.13 Codes, Laws, and Regulations
Comply with the latest editions of the LIFE SAFETY CODE, INTERNATIONAL BUILDING CODE, UNIFORM MECHANICAL CODE, UNIFORM PLUMBING CODE and the NATIONAL ELECTRICAL CODE. Comply with the UNIFORM FEDERAL ACCESSIBILITY STANDARDS (UFAS). Comply with the AMERICANS WITH DISABILITIES ACT OF 1990 (ADA). Comply with the latest adopted FEDERAL, STATE, AND LOCAL LAWS and REGULATIONS that apply to this project.
The Contracting Officer is the only Government representative authorized to make alterations to this contract. Contractor assumes all liability and costs associated with construction changes that are not approved by the Contracting Officer in writing.
101.14 Safety Standards
Comply with requirements of the BASE SAFETY OFFICER for the protection of Air Force Personnel or Property.
MILITARY MUNITIONS: IN THE EVENT THE CONTRACTOR DISCOVERS OR UNCOVERS
MILITARY MUNITIONS AS DEFINED IN 40 CFR 260, THE CONTRACTOR SHALL
IMMEDIATELY STOP WORK IN THAT AREA AND IMMEDIATELY INFORM THE
CONTRACTING OFFICER.
Comply with the rules, regulations, standards and requirements of the DEPT. OF DEFENSE, WYOMING DEPT. OF ENVIRONMENTAL QUALITY (DEQ), Environmental Protection Agency (EPA) AND Occupational Safety and Health Administration (OSHA) regarding disturbing or removing HAZARDOUS MATERIALS.
Comply with CORPS OF ENGINEERS SAFETY & HEALTH REQUIREMENTS MANUAL EM 385-1-1 (Nov 2014), OSHA STANDARDS, and DEPT. OF DEFENSE rules, regulations, standards and requirements regarding WORKING SAFETY.
Comply with WYOMING OCCUPATIONAL HEALTH and safety rules and regulations for construction.
Comply with OSHA Confined Space Entry requirements (Standards – 29 DFR), Part Number 1910, Subpart J General Environmental Controls, Standard 1910.146 App E regarding Sewer System Entry.
101.15 Work Site Access
The Contractor shall coordinate access to the Base for personnel with the Government Pass and ID application process and instruction will be provided by the Contracting Officer at the pre-construction briefing.
Contractor Base access for materials and equipment shall be through Gate 5. Materials and equipment deliveries are subject to inspection by Base Security Forces prior to entry. Time Critical and/or Hot loads will be expedited through the inspection process, to the extent possible.
101.16 Storage, Staging, and Parking
The long-term contractor storage and staging area request shall be submitted to the Contracting Officer. No sodded or landscaped areas or exit ways shall be used for storage, staging, or parking.
The Contract limit lines shall be the limits of Construction indicated on the Drawings or as approved by the Government.
101.17 Temporary Fueling Facility
A mobile fuel service shall be used for fueling vehicles and equipment. Temporary fueling facilities will not be used for this project.
101.18 Temporary Utilities
The Government will furnish temporary utilities (water, gas, electricity) to the Contractor at no cost from existing points of connections. All costs of making connections and extensions shall be paid by the Contractor. All temporary utilities shall be disconnected and removed at the end of the project.
101.19 Temporary Power and Lighting
The Contractor shall provide temporary power and lighting if required by the Contractor’s operation.
101.20 Temporary Sanitary Facilities
Provide and maintain temporary self-contained sanitary toilets at a location determined by the Government.
101.21 Temporary Fire Protection
Provide and maintain temporary fire extinguisher as determined adequate by the Base Fire Department.
101.22 Project Coordination, Supervision, and Construction Methods
The Contractor shall furnish one (1) project manager with at least three (3) year experience in paving operations for the overall management of the contract. The Contractor shall furnish one
(1) onsite competent superintendent with at least three (3) year experience in paving operations for the contract to manage all work. Each Subcontractor shall maintain a competent foreman or representative on the job when work is in progress. Together they shall cooperate and be responsible for the proper and timely layout, coordination, construction and completion of the work. The project manager and superintendent may not be the same individual.
The Contractor must provide names, in writing, to the Contracting Officer; of personnel with the authority to act on their behalf and delineating the extent of their authority The individual(s) must be available at all times. Anytime anyone is on the job site working, prime or subcontractor personnel, the superintendent/foreman must be present. The superintendent/foreman must be capable of speaking ENGLISH. Workers must confine themselves to the work area. Work to be done at night or on weekends must be coordinated through the Inspector and Contracting Officer.
Each trade shall lie out and install its work at such time and manner to avoid delay or interference with other work. Anticipate and resolve conflicts before work begins. Submit questions to the Government or his/her authorized representative for resolution before proceeding with the work in question.
The Contractor is solely responsible for construction means, methods, techniques, sequences, procedures, fabrication processes, safety precautions, safety programs and other necessary precautions during construction. The Government will NOT assume responsibility for any of these.
101.23 Field Engineering
Provide services of a WYOMING LICENSED SURVEYOR to do construction staking and establish horizontal and vertical control elevations when necessary. Survey control is provided on the Site Layout Plans.
A copy of the surveyor’s license is a required submittal.
101.24 Materials Quality Control
The General Contractor shall provide the services of a testing laboratory (approved by the Government) to perform all field sampling, quality control testing and to submit written test reports to the Contracting Officer for each test defined by the Technical Specifications during construction (for earthwork, surfacing, paving, and concrete and utility work). Testing shall be coordinated with and accomplished in the presence of the Contracting Officer or his/her authorized representative. The testing laboratory and their methods outlining the Quality Control of materials of the contract will be a required submittal.
101.25 Barricades, Fencing, Warning Signs and Related Devices
Erect barricades, safety barriers, barrels, fencing, signs, warning lights, flag persons and devices as appropriate to control traffic and to warn and protect the workmen, users, occupants and the public. Comply with latest edition of U. S. Department of Transportation, Federal Highway Administration, and MANUAL ON UNIFORM TRAFFIC CONTROL DEVICES (MUTCD). Coordinate barricades, warning signs and related devices with Government.
Submit traffic and pedestrian access control plan to Government for approval prior to construction. Plan shall address all phases of construction. This plan is a required submittal.
This submittal will include a computer-generated drawing of the construction area and show the location of all traffic control devices. Construction traffic control must conform to the specifications in the most recent version of the MUTCD.
Coordinate with Fire Department (90 CES/CEF-307-773-2931) to assure that adequate egress is maintained.
101.26 Protection of Property
Protect the existing site, all materials and equipment to be incorporated therein, completed work, site improvements, trees, landscaping, utilities, public ways and other facilities. Promptly remedy all damage or loss thereto resulting from demolition or construction activities or operations under this contract. Restore equivalent to original conditions.
Contractor shall coordinate with government construction inspector and Base Grounds contractor to review and inspect existing landscape conditions prior to project start. Items to inspect should include but not limited to current working condition of irrigation system in area, relative live condition of landscape including sod, grass, shrubs, bushes, trees, etc. Photos of existing conditions are advised to be taken and retained by the contractor.
101.27 Shoring and Bracing
Install temporary shoring, bracing, and structural supports at existing and new structures and improvements as necessary to resist all loads including wind, snow, rain and temporary construction loads. This section is subject to submittal requirements.
101.28 Welding, Cutting, and Brazing Permits
A permit is required for any welding, torch cutting, sweating, brazing or similar operation using an open flame. Make application of AF Form 592 through the Base Fire Department (90CES/CEF), Bldg. 332. Permits must be renewed each month. Fire extinguisher must be on hand during these operations and when a “Fire Watch” is posted.
101.29 Digging Permits and Excavation
A “Digging Permit” is required for all types of excavation, digging, and borings regardless of depth.
Contractor shall make application on “Base Civil Engineering Work Clearance Request,” AF Form
103. Requests are submitted by the contractor to 90 CES Customer Service in Bldg. 318. Permit requests should be submitted 30 calendar days prior to the planned excavation date. Permits must be renewed every 14 calendar days.
The Contractor is responsible for providing the following to the 90 CES Customer Service when planning an excavation:
1. A drawing of the area of digging.
2. State the purpose of the digging.
3. Provide name, phone number, and organization of the Contractor point of contact.
4. Physically mark the actual digging site with white paint or flags. For trench excavation paint or flags at intervals necessary to clearly identify the trench lines is required. For large areas such as parking lots the perimeter of the area to be excavated should be clearly defined with white paint or flags.
Areas, which are clear of utilities, will simply be annotated “Clear” and signed by the locator.
Areas, which do have utilities, will be annotated “Utilities in area - call ext. _ to coordinate an on-site locate with the requestor,” and will be highlighted in fluorescent yellow. The Contractor will coordinate on-site with each shop highlighted and get the locator’s signature. Once all required areas are signed, the Contractor will return the permit to Customer Service, Building 318, for approval signature. Once this is accomplished, the permit is valid and excavation may begin.
The Contractor will not begin excavation until an approved digging permit is received from the 90 CES Customer Service.
Notify the Contract Inspector prior to digging. If ground water or landfill debris is encountered, suspend digging and notify the Contract Inspector.
Exploratory digging by hand or vacuum is required within 5 feet to either side of marked underground utilities. Hand digging or vacuum excavation is required when crossing underground utilities. If digging is required parallel and within 5 feet of an existing utility, exploratory digging must be performed by hand or vacuum excavation until the location of the utility is physically confirmed. After the location is physically confirmed digging may be performed by machine.
Exploratory potholes in roadway areas shall be restored using flow able fill mixture. In other areas native backfill material shall be used. The surface condition shall be restored to the pre-existing state.
101.30 Permits for Site Work and Utilities
Comply with National Pollutant Discharge Elimination System (NPDES) Regulations. NPDES regulations regulate storm water run-off. The NPDES Permit shall be coordinated throughout 90 CES/CEIE, Bldg. 321, and (307) 773-4356. All costs associated with the NPDES Permit shall be at the Contractor’s expense. In the event that an actual permit is not required, erosion control measures are still to be utilized through Best Management Practices and shall be submitted as a Storm Water Pollution Prevention Plan (SWPPP).
101.31 Utility Service Interruptions and Road Closures
Notify the Government in writing at least fourteen (14) calendar days prior to the interruption of utility or communication services within the project area or to other base facilities. The Contractor will issue a verbal confirmation five (5) calendar days prior to the interruption and shall allow 72 hours for preparation and to notify end users of the outage/interruption. If the outage is anticipated to be longer than four (4) hours, it shall be coordinated with the inspector, user, and support facilities to ensure the outage has minimal impact. Rescheduling of outage/interruption may be required if Government is unable to support it at the requested time and/or for the requested duration.
Road closure shall be coordinated with the Government, in writing, at least 14 calendar days in advance of the desired closure date. Comply with required submittals outlined in Section 101.25.
The Contractor shall obtain written permission from the Government prior to any road closures.
101.32 Clean Up and Disposal
Remove all debris, waste and surplus materials from the immediate work areas each day and from the Base at suitable intervals determined by the contracting officer or his designated representative. Non-hazardous waste materials will not be stored on site or at the contractor staging area. Disposal shall be at an off-Base location at an established landfill or other site approved for the type of material being removed. There are no designated disposal areas on F.E. Warren AFB. Burning or burial at the project site are not acceptable disposal methods.
Hazardous wastes must be properly characterized, manifested, transported and disposed in accordance with all local, state and federal regulations. For hazardous waste the following manifesting procedures must be followed: Copies of any hazardous waste manifests must be routed through and signed by an authorized person in the Environmental Flight, 90 CES/CEIE 72-hour advance notice is required for these wastes, prior to shipment. Notify the Base Hazardous Waste Manager at Bldg. 321, 307-773-4356 prior to transporting. Completed waste manifests must be signed, returned and received by the Base Hazardous Waste Manager indicating receipt of the shipment at the disposal site within 35 calendar days of the shipment leaving the Base.
On completion of the project, leave the project including site and streets in a clean, sanitary, odor-free, acceptable condition, ready for occupancy. Hose down and broom all concrete slabs which are exposed. Use cleaning materials and procedures as recommended by the manufacturer of the surface being cleaned.
101.33 Record Drawings
Upon completion, submit to the Government a complete set of AutoCAD 2020 digital (as-built) drawings and PDF files. If the contractor has marked a set of the contract blueprints used in the field showing changes in installation or project conditions including those changes resulting from amendments and contract modification, they shall be submitted as well in there used condition.
Give particular attention to concealed elements that would be difficult to measure and record at a later date. Give dimensions to fixed points.
101.34 Hazardous Materials
Contractor shall submit a Safety Data Sheets (SDS) for each compound/chemical intended to be utilized on this project to the Base Bioenvironmental Flight (90 MDOS/SGOAB, 307-773- 3088) for review and approval prior to delivery and use on the base. A hazardous material is defined in Federal Standard FED/STD-313C (Tables I and II). The definition of materials presenting a health hazard or physical hazard is found in 29 CFR 1910.1200(c). The SDS shall be maintained on the job site and all workers shall familiarize themselves with their contents.
The Contractor shall be responsible for establishing a system which tracks the procurement, delivery to site, installation and disposal of all hazardous materials including proper disposal documents. The Contractor shall submit a report prior to the commencement of construction on each delivery order (if necessary) to the Base Hazardous Waste Manager at Bldg. 934, 307- 773-4441.
101.35 Use of Radioactive Materials
Prior to any radioactive materials being transported on Base, permission must be received from the Base Radiation Safety Officer (RSO) (90 MDOS/SGOAB, - 307-773-3088).
In order to receive the required approval, the following information is necessary:
1. A current copy of the applicable NRC agreement state license, Air Force Radioactive Materials Permit, if applicable, and the latest leak test (swipe sample) results.
2. A description of the proposed activities and applicable timelines. If a radioactive source is being used, provide the information on the Nuclear Regulatory Commission (NRC) Form
241. A complete description of the radiation source, e.g., activity level, power densities, power output, etc.
3. A copy of the section of the U.S. Air Force contract describing the work to be done, inclusive dates, and the specific secured, on-base, storage location where the radiation sources will be kept.
4. The organization’s health and safety procedures, names of responsible personnel authorized to operate equipment with copies of certified training certificates, and RSO phone numbers where they can be reached if questions arise.
5. An acknowledgement that the base RSO may make checks to ensure compliance with the organization’s radioactive material permit.
Once this information is received, the government will provide the requesting agency authorization for the outside organization to use the radiation sources on the installation or any sites associated with F. E. Warren AFB.
101.36 New Materials
All new materials used on this project shall be free of lead, PCB, Class I ODC and asbestos.
Where applicable, the Contractor shall comply with the requirements of FAR Part 25, Subpart
25.1 regarding the Buy American Act. This shall include the Defense Federal Acquisition Regulation Supplement Part 225, Subpart 225.1.
101.37 Project Safety
The Contractor is solely responsible for all safety on the project including, but not limited to, traffic control, trench, confined space entry, equipment and materials storage and compliance by all employees with Base Regulations. Particular care shall be exercised in connection with operation of vehicles and other equipment on the Base. Any damage to property or person as a result of the Contractor’s operations or personnel shall be remedied to the satisfaction of the Government. Project safety shall be coordinated with the Government prior to commencing construction. The Contractor shall designate a Safety Officer to the Government. The Safety Officer shall be knowledgeable with Federal, State, Local, and Base Safety Requirements with at least one year experience overseeing construction safety. The Safety Officer shall be on the project site any time the Contractor has personnel on Base. Contractor shall submit a Safety Plan prior to beginning work.
101.38 Recycled and Hazardous Material Use and Reporting
The Contractor must compile a report for each category of recycled materials purchased for the Resource Recovery and Recycling Manager upon completion of the delivery order. This itemized report must contain the following information: Total amount of material purchased, total amount purchased containing recycled materials, the written justifications, and the amount of construction waste recycled off base (i.e. removed concrete/asphalt, asphalt millings, etc.).
The report is to be issued as original, as well as 2 copies to the Contracting Officer.
To control Hazardous Materials used on F. E. Warren AFB, the Contractor will provide an SDS for each chemical and/or compound intended for this contract to the base Bioenvironmental office (90 MDOS/SGOAB, 307-773-3088) for their inspection and approval prior to delivery to the F. E. Warren AFB. All hazardous materials shall be purchased on an “as needed” basis.
The Contractor must compile a monthly issue report by the 5th day of the following month. The report must contain the following information: Nomenclature (description, brand name, part number, and SSL No.), unit of issue, quantity issued/used and person(s) issued to. The report is to be issued in an original and three (3) copies to the Contracting Officer each month.
Additionally, each item of hazardous material issued and used in the performance of this contract shall be accompanied by a copy of the Safety Data Sheet (SDS) and three (3) copies of the SDS shall be provided to the Contracting Officer.
The Contractor shall evaluate each item furnished to the government or used during performance of services and identify all hazardous items. For the purpose of this standard, a hazardous material is defined as a material having one or more of the characteristics described in the Federal Standard FED-STD-313C (Tables I and II).
The item is a health hazard or physical hazard as defined in 29 CFR 1910.1200(c). Health hazards include carcinogens, corrosive materials, highly toxic materials, irritant, sensitizers, toxic materials, and materials which damage the skin, eyes or internal organs. Physical hazards include combustible liquids, compressed gases, explosives, flammable materials, organic peroxides, oxidizers, pyrophoric materials, unstable (reactive) materials and water-reactive materials.
101.39 Construction Suspension Period
In the case of the winter season, the contractor will notify the Government of their intent to close their asphalt/concrete plants for the season due to weather. 90 CES will validate that the weather no longer allows work to be performed within the Specifications. The projects will be placed into suspension and document the remaining number of Period of Performance (PoP) days. When the suspension is lifted a new completion date will be established based on the remaining PoP days.
101.40 Transfer and Acceptance of Military Real Property
Provide information as required from the Construction Inspector for the completion of the DD Form 1354, “Transfer and Acceptance of Military Real Property.” Provide quantities, and installed cost. Submit information to the Base Contracting Office upon completion of the construction.
Section 102 Summary of Work
102.1 Summary
Maintenance of all types of pavements at FE Warren AFB are included in the contract. The work may include but is not limited to: full pavement removal, milling, removal of curb and gutter, excavation and backfill, placing base course, placing new pavement, placing new curb and gutter, placing sidewalk, chip seals, striping, and re-vegetation.
Other related or incidental work as required to finish the project and provide a complete and operational project. All minor items of work that are manifestly necessary or customary shall be performed as if fully set forth and described on the Drawings and in the Specifications.
102.2 Quality Assurance
Quality Assurance Program requirements shall exist to assure that work performed is in conformance with the requirements established by the drawings and this specification. QA Program criteria applicable to this scope of work are addressed in the Special Conditions and these specifications. A copy of the Contractors Quality Plan shall be submitted prior to work.
The materials and equipment furnished by the Contractor shall be standard products of manufacturers regularly engaged in the production of the type of materials and equipment required and shall be of the manufacturer’s latest standard designs. Where two or more units of the same type and class of material or equipment are required, the units shall be the product of the same manufacturer and shall be identical insofar as possible.
102.3 Execution
Materials and equipment shall be erected or installed only by qualified personnel who are regularly engaged in the trades required to complete the work. The contract drawings show the general arrangement and space allocation of the equipment specified. It shall be the
Contractor’s responsibility to verify changes in conditions or rearrangements necessary because of substitutions for specified materials or equipment. Where rearrangements are necessary the Contractor shall, before construction or installation, prepare and submit drawings of the proposed rearrangement for approval.
102.4 Coordination of Work
Where new work and existing facilities are shown on the drawings, but are not located precisely by dimensions, the Contractor shall be responsible for proper location and clearances and for correcting discrepancies and interferences in the work that are a result of his operations. Work done by one trade that must be integrated with work of other trades shall be laid out with due regard to the work done, or to be done, by other trades; particularly if the work done by one trade depends upon completion or proper installation of work done by other trades. The Contractor shall cooperate in coordinating his work with work being done by others if their work must be integrated with the Contractor’s work. The Contractor shall notify the Contracting Officer at least one week prior to starting of the date on which the Contractor proposes to proceed with the work.
102.5 Workmanship
Work shall be done in a skillful and workmanlike manner. The Contractor shall do structural cutting, fitting, patching, repairing and associated work necessary for installation of equipment, and electrical conduits, etc. No major cuts or holes, not shown on the drawings, shall be made without prior approval of the Contracting Officer. After the equipment is installed, exposed holes, cracks and other defects shall be neatly patched and the patched areas shall match the adjoining materials and finish.
102.6 Record Drawings
Maintain at the jobsite two sets of full-size contract drawings marked to show any deviations from the contract drawings including buried or concealed construction and utility features revealed during the course of construction.
Section 103
Environmental Protection
103.1 Environmental Compliance Requirements
The Contractor shall comply, and their subcontractors comply, with the Section 01 57 19.05 32 Environmental Protection (Attachment 1).
Section 104 Contract Considerations
104.1 Contract Price
Costs included in the Contract Price: Performance bond, insurance, construction management, product delivery to site and handling at the site, including unloading, uncrating, and storage;
protection of products from elements and from damage; and labor for installation, repair, and testing of all project components. Payment will be made for the amount completed for each item in the Bid Schedule.
Contractor Responsibilities:
1. Arrange for and process shop drawings, product data, and samples. Arrange for delivery.
2. Promptly inspect products upon delivery for completeness, damage and defects. Submit claims for transportation damage to carrier.
104.1.1 Measurement and Payment
The engineer will measure:
1. The RS Means % per job for a performance bond.
2. The RS Means % per job for public liability insurance.
3. The RS Means % per job for construction management.
The Government will pay:

104.2 Applications for Payment
This is a performance-based contract and the Contracting Officer shall assess the percentage of completion for progress payments. All invoices must be submitted electronically through Wide Area Work Flow (WAWF).
104.3 Change Procedures
The Contractor may propose changes by submitting a request for change to the Contracting Officer, describing the proposed change and its full effect on the Work. Include a statement describing the reason for the change, and the effect on the Contract Price and Contract Time with full documentation. Submit documentation in accordance with Section 106. Changes are not in effect until approved by the Contracting Officer in writing.
The Contracting Officer may issue a directive, instructing the Contractor to proceed with a change in the Work, for subsequent inclusion in a Change Order. Document will describe changes in the Work, and designate method of determining any change in Contract Price or Contract Time. Promptly execute the change.
104.4 Defect Assessment
Replace the Work, or portion of the Work, not conforming to specified requirements. If, in the opinion of the Contracting Officer, it is not practical to remove and replace the Work, the Contracting Officer will direct an appropriate remedy or adjust payment. The CO is the only one who can obligate the government and approve changes. If there are any issues between the inspector and contractor, the CA will be involved for resolution.
Section 105
Coordination and Meetings
105.1 Coordination and Project Considerations
Contractor will coordinate scheduling, submittals and work to ensure efficient and orderly sequence of installation of interdependent construction elements.
105.2 Field Engineering
Contractor shall locate and protect survey control and reference points and notify the Contracting Officer’s Representative of any discrepancies. Control datum for survey is shown on Drawings. Verify set-backs and rights-of-way; confirm drawing dimensions and elevations.
Provide field engineering services. Establish elevations, lines and levels, utilizing recognized engineering survey practices.
105.3 Preconstruction Meeting
Contracting Officer will schedule a preconstruction meeting after Notice of Award. Contracting Officer, or authorized representative, and Contractor are required to attend.
Agenda:
1. Execution of construction contract.
2. Submission of executed bonds and insurance certificates.
3. Distribution of Contract Documents.
4. Submission of list of Subcontractors, list of Products, and progress schedule.
5. Designation of personnel representing the parties in Contract.
6. Procedures and processing of field decisions, submittals, substitutions, applications for payments, proposal request, Change Orders and Contract closeout procedures.
7. Scheduling.
105.4 Progress Meetings
Progress meetings throughout the progress of the Work will be scheduled by the Contracting Officer’s Representative, on a weekly basis. Job superintendent, major Subcontractors and suppliers, Contracting Officer, or authorized representative, as appropriate to agenda topics for each meeting are required to attend.
Section 106 Submittals
106.1 General
This section specifies the administrative, technical and quality requirements for vendor data submittals. Submittal requirements are identified in individual specification sections. Any and all items in these specifications are subject to these submittal requirements. In the event of conflicting requirements, the submittal requirements prescribed in the individual specification section shall prevail.
The Contractor shall submit data, drawings, and all other submittals as specified herein.
Work includes, but is not limited to: The preparation, transmittal and delivery of documents by the Contractor to the Contracting Officer as required in the “Submittals” subdivision of the specification section and as provided by the Contractor on the Submittal List.
Transmit each submittal on a form accepted by the Contracting Officer. Submittal form AF Form 3000 is required to accompany each submittal.
Submittals shall include shop drawings, product data, samples, and administrative submittals presented for review and approval. Other requirements pertaining to submittals are included in General Conditions, Special Conditions, Drawings, Submittal Schedules, and other sections of the Technical Specifications.
Types of Submittals: The following groupings of submittals into which all submittal documents are classified, as designated and defined in the paragraph herein entitled “Schedule of Submittal Descriptions.”
1. Shop drawings
2. Product data
3. Administrative submittals including but not limited to:
a. Training manuals
b. Operational and maintenance manuals
c. Test reports
106.2 Procedures for Submittals
General Procedures:
1. Vendor data, whether prepared by the Contractor or Contractor’s sub tier or supplier, shall be submitted as instruments of the Contractor. Therefore, prior to submittal, the Contractor shall ascertain that material and equipment covered by the submittal and the contents of the submittal itself, meet all the requirements of the Contract specifications, drawings, or other contract documents.
2. Each submittal shall contain identification for each separable and separate piece of material or equipment, and literature with respect to the information provided in the specification and on the Submittal Schedule as provided by the Contractor (reference AF Form 66).
Prepare and maintain an Air Force submittal register (AF Form 66) prior to commencement of construction, ordering or manufacturing of any major components. Additional details concerning the use of the submittal register will be explained at the preconstruction conference on request.
Scheduling:
1. Coordinate scheduling, sequencing, preparing and processing of submittals with performance of the work so that work will not be delayed by submittal processing. Allow time for the potential requirement to resubmit. Contractor shall note that a prompt review is dependent on timely and complete submittals in strict accordance with these instructions. The contract completion date will not be extended due to non-compliance with submittal requirements.
2. Except as specified otherwise, allow a review period, beginning with receipt by the approving authority that includes at least 10 working days for submittals for Contracting Officer approval. The period of review for submittals with Contracting Officer approval begins when the Government receives the submittal from the Contractor. The period of review for each resubmittal is the same as for the initial submittal.
Variations from contract requirements require Government approval pursuant to Contact Clause entitles “Specifications and Drawings for Construction” and will be considered where advantageous to the Government. When proposing a variation, submit a written request to the Contracting Officer, with documentation of the nature and features of the variation and why the variation is desirable and beneficial to the Government. If lower cost is a benefit, also include an estimate of the cost saving. Identify the proposed variation separately and include the documentation for the proposed variation along with the required submittal for the item. When submitting a variation for approval, the Contractor warrants the following:
1. Variation is Compatible: The contract has been reviewed to establish that the variation, if incorporated, will be compatible with other elements of the work.
2. Contractor is Responsible: The Contractor shall take actions necessary due to the proposed variation.
3. Review Schedule Is Modified: In addition to the normal submittal review period, a period of at least 10 working days will be allowed for consideration by the Government of submittals with variations.
Submittals requiring Government approval will be reviewed at no cost to the Contractor. The contract completion date will not be extended due to non-compliance with submittal requirements.
Contractor’s Responsibilities:
1. Determine and verify field measurements, materials, field construction criteria; review each submittal; and check and coordinate each submittal with requirements of the work and contract documents.
2. Transmit submittals to the Contracting Officer in orderly sequence to prevent delays in the work, delays to the Government, or delays to separate contractors.
3. Advise the Contracting Officer of variations, as required by the paragraph entitled “Variations.”
4. Correct and resubmit submittal as directed by the approving authority. Direct specific attention, in writing or on resubmitted submittal, to revisions not requested by the approving authority on previous submissions.
5. Furnish number of copies indicated on AF Form 66.
6. Complete work which must be accomplished as a basis of a submittal in time to allow the submittal to occur as scheduled.
7. Ensure no work has begun until submittals for that work have been returned as
“approved,” or “approved as noted” or “approved except as noted; resubmission not required,” except to the extent that a portion of the work must be accomplished as a basis of the submittal.
Constraints:
1. Submittals listed or specified in this contract shall conform to the provisions of this section, unless explicitly stated otherwise.
2. Submittals shall be complete for each definable feature of work; components of the definable feature interrelated as a system shall be submitted at the same time.
3. When acceptability of a submittal is dependent on conditions, items, or materials included in separate subsequent submittals, the submittal will be returned without review.
4. Approval of a separate material, product, or component does not imply approval of assembly in which the item functions.
Government’s Responsibilities. When the approving authority is the Contracting Officer, the Government will:
1. Note the date on which the submittal was received from the Contractor, on each submittal for which the Contracting Officer is the approving.
2. Review submittals for approval within the scheduling period specified and only for conformance with project design concepts and compliance with the contract documents.
3. Identify returned submittals with one of the actions defined on the Air Force Form 3000 with comments.
4. Retain three copies of each submittal, except for “Samples,” wherein one copy will be retained.
a. Actions Possible. Submittals will be returned with one of the following notations:
5. Submittals marked “not reviewed” will indicate the submittal has been previously reviewed and approved, is not required as a submittal, does not have evidence of being reviewed and approved by the Contractor, or is not complete. A submittal marked “not reviewed” will be returned with an explanation of the reason it is not reviewed. Returned submittals deemed to lack review by the Contractor or to be incomplete shall be resubmitted with appropriate action, coordination, or change.
6. Submittals marked “approved” authorize the Contractor to proceed with the work covered.
7. Submittals marked “approved with comments” authorize the Contractor to precede with the work as noted provided the Contractor takes no exception to the comments.
8. Submittals marked “disapproved” indicate the submittal is incomplete or does not comply with the design concept or the requirements of the contract documents and shall be resubmitted with appropriate changes.
106.3 Submittal Format
Transmittal and Disposition Form
1. Transmittal Form. Transmit each submittal, except sample installations and sample panels, to the office of the approving authority. Transmit submittals with a transmittal form (Only Form #3000) prescribed by the Contracting Officer and standard for the project. The transmittal form shall identify the Contractor, indicate the date of the submittal, and include information prescribed by the transmittal form and required in the paragraph entitled “Identifying Submittals.” Process transmittal forms to record actions regarding sample panels and sample installations.
2. Identifying Submittals. Identify submittals, except sample panel and sample installation, with the following information permanently adhered to or noted on each separate component of each submittal and noted on the transmittal form.
