MAINTAIN BASE PAVEMENTS CONTRACT

GENERAL:
This Statement of Work supplements the General Requirements within the Maintain Base Pavements Specifications in the Maintain Base Pavements Contract and more specifically defines the subject project. The contractor shall provide all engineering contract documents needed for the Government to issue a Maintain Base Pavements Delivery Order as specified in this Statement of Work. The contractor shall verify all actual measurements and conduct field surveys, site investigations, and testing. The contractor shall also provide all labor, materials, and equipment necessary to complete this delivery order.
1. Description of Work: The project requires a pothole repair that includes: a full depth repair, 2-Inch Mill and Overlay and soft spot repair on one lane of Airplane Road. The contractor shall follow the repair work based on the location that has been provided along with this SOW. Horizontal controls and vertical control elevations shall be established and maintained throughout the construction phases by the contractor. The contractor shall coordinate with Construction Management while working on this project. The project shall be completed in accordance with the General Specifications of Maintain Base Pavements dated 06 December 2018.
a. In general, work shall include but is not limited to:
i. Repair all potholes located in the asphalt pavement sections and curb and gutter sections as listed on the Location Sheet according to Maintain Base Pavements Specs 2018.
ii. Comply with National Pollutant Discharge Elimination System (NPDES) Regulations as required in 101.30 of the General Specifications of Maintain Base Pavements dated 06 December 2018.
iii. Request and obtain 100% approval on a Dig Permit (AF Form 103) prior to any demolition/excavation work.
iv. The contractor does not need to provide density testing reports for asphalt areas less than 100 square feet. Otherwise, the contractor shall provide testing reports per General Specifications of Maintain Base Pavements dated 06 December 2018.
v. Contractor shall follow Specifications listed in the Maintain Base Pavements Contract for asphalt pavements, concrete, steel reinforcement, aggregate base course and HMA where required.
vi. Contractor shall provide traffic control to protect pedestrians and vehicles from entering work areas. Traffic control must be coordinated with Construction Management and the building user.
vii. Protect areas next to limits of construction that are not to be removed.
viii. Preparation and adherence to Storm Water Management Plan and Storm
Water Pollution and Prevention Plan. The plan shall be prepared by the contractor if applicable and submitted for approval prior to commencement of work.
b. Demolition work shall include but is not limited to:
i. Pavement patching areas may have pavement removed by milling or other suitable means at the Contractor’s discretion. Bituminous milling areas shall be milled through the existing pavement surface using appropriately sized milling machine. All areas shall have edges vertically cut to a clean line.
Transition tapers will not be utilized.
ii. Saw cut adjoining asphalt and concrete to clean lines where necessary for areas of work.
iii. Remove Curb and Gutter on the site as per the attached Location Sheet.
iv. Concrete shall be removed full depth to the nearest joint of removal.
v. All demolition material becomes property of the contractor and shall be removed from F.E. Warren and disposed of in accordance with all laws and regulations unless otherwise directed by the Contracting Officer.
c. New construction shall include but is not limited to:
i. Once milling has completed, overlay with 2-Inch Asphalt Wearing Course as described in the specifications.
ii. Replace the demolition curb & gutters.
iii. Contractor shall insure that appropriate traffic control methods are in place in accordance with the Maintain Base Pavement Specifications.
iv. Contractor shall insure that compaction for base material and asphalt concrete is in accordance with the Maintain Base Pavement Specifications.
v. All vertical edges shall have tack coat applied prior to asphalt paving. Vertical edge tack coat shall be subsidiary to other items in the contract.
vi. Concrete joints surrounding new patch areas shall be sealed in accordance with the Maintain Base Pavement Specifications.
vii. All striping and signage shall be in accordance with the latest edition of the
MUTCD and F.E. Warren AFB Planning Standard Guide. Striping removed shall be replaced in-kind to match existing or as shown in the drawings.
viii. Provide tie-ins to match existing features such as, but not limited to: curbs, sidewalks, pavement areas, tops of grades and lids.
ix. Adjust all utility tops, grates and lids as required to maintain smooth riding surface and to accommodate drainage.
x. Provide positive drainage throughout the project area. All areas must drain to vegetated areas or storm water facilities. No exceptions. The contractor will be responsible to achieve drainage. Should the contractor determine an area is not drainable he shall immediately contact the Contracting Officer for guidance; this must be accomplished prior to placement of curb and gutter and concrete pavement.
xi. Replace any trees or shrubs that have been damaged during construction and have not been identified for demolition. This shall be at no cost to the Government.
xii. Protect all utilities, signs bollards and amenities that are not scheduled for demolition. Any utilities, signs, bollards and or amenities that are damaged during construction shall be replaced or repaired by the contractor at no charge to the government.
d. Additional work shall include but is not limited to:
i. Backfill disturbed area in preparation for installation of vegetation.
ii. Replace any removed or damaged landscaped or vegetated areas.
2. Period of Performance (PoP): 90 Calendar Days
3. Winter Suspension: In the case of the winter season, the contractor will notify the Government their intent to close their asphalt and concrete plants for the season due to weather.
90CES will validate that the weather no longer allows work to be performed within the Specifications. The projects will be placed into suspension and document the remaining number of PoP days. When the suspension is lifted a new completion date will be established based on the remaining PoP days.
4. Government Furnished Property/Equipment: None
5. Security Information: The contractor, or their authorized representatives, shall comply with pertinent Air Force security regulations while working on this project. Special security clearances such as Confidential, Secret, etc., are not required for performance of this project.
6. Vacating the Work Area: During exercises, natural disasters, and national emergencies or for security reasons, the contractor may be required to vacate a work area.
7. Safety: All regulations pertaining to safety as noted in OSHA Standards, applicable AFOSH Standards, and Base Regulations shall be strictly adhered to by the contractor. Particular care shall be exercised in connection with the operation of vehicles and other equipment on the site.
8. Quality of Work: All work shall be performed in a professional manner, suitable to the Project Engineer, and in strict compliance with the Maintain Base Pavements Specifications.
