Attachment 7 – Post-Site Visit Questions and Answers

Post-Site Visit Question and Answers

Question 1: For pricing purposes on CLINS Referencing Periodic cleaning, please define periodic. Would those considered to be only quarterly, semi-annually or annually only? Or would they also include weekly and or monthly?

Answer 1: Please review Appendix A in the PWS for information regarding frequency.

Question 2: Are there any provisions in the solicitation for post award briefings?

Answer 2: Yes, please review FAR 52.212-1(l).

Question 3: Will you be posting as an amendment the sign in list from those that participated in the site visit please?

Answer 3: Yes, the sign-in sheet is included in Amendment 0002.

Question 4: Will the contractor be allowed space onsite the base (either for a ConEx or storage shed for either office space, storage space for supplies, equipment, etc.)?

Answer 4: No space available.

Question 5: During the site visit, it was mentioned that contract personnel gather outside the contracting building to park and start their work day. May we be allowed space for a time clock in the contracting building 322?

Answer 5: No space available.

Question 6: Would you be able to provide a current employee listing?

Answer 6: No list is available.

Question 7: In the walk through, restrooms and kitchen/lounge areas did not have any paper towels. How many restrooms and other kitchen/lounge areas require paper towels (please provide a total number)? We will need an accurate count to ensure adequate supplies.

Answer 7: The Government supplies paper towels. Contractor does not clean kitchen areas.

Question 8: Noted different soaps in the restrooms (some had dispensers and some had hand pump soaps).

Please provide an count of how many dispensers and hand pump soaps are required.

Answer 8: All items are Government-supplied by each facility so some have pumps and others utilize dispensers; that’s all up to the Facility Managers of that area.

Question 9: Will the contractor be allowed to keep a company vehicle on the base at all times?

Answer 9: We allow company vehicles to be parked in the outside parameter of Bldg. 322.

Question 10: Is the contractor allowed to maintain solution centers for green products throughout the janitorial closets?

Answer 10: This will be allowed if the facility agrees to that being installed in their area and all products are approved for use on base first.

Question 11: Will the contractor be allowed to utilize the existing washer and dryer on site or will space and a connection be provided to the contractor to install/maintain their own washer and dryer?

Answer 11: No, we have no authorized facilities for this use.

Question 12: Do cleaning products need to be purchased through AbilityOne?

Answer 12: All products need to be approved per section 4.8 of PWS no matter where purchased.

Question 13: Are green products required or preferred?

Answer 13: Yes, green products are preferred, but they are not required.

Question 14: Are the walk-off mats Government Furnished Equipment (GFE), and does the contractor have any responsibility for replacement if damaged or passed useful life?

Answer 14: All walk-off mats are GFE by each facility. No, the Contractor doesn’t take responsibility for replacements.

Question 15: Please confirm that the contractor is not responsible for cleaning exterior glass to include windows.

Answer 15: The only exterior glass that is cleaned is in the level 4 facilities per the scheduled cleaning times.

Question 16: Did the previous solicitation include the same number of buildings as the current requirement?

Answer 16: No, current contract has undergone various modifications (add square feet, etc.) since previous solicitation.

Question 17: How many total janitorial closets? Is there only one janitor closet in each facility?

Answer 17: Depends on the size of the facility – some facilities have one while others have more.

Question 18: Do all janitorial closets have deep sinks and water Connections?

Answer 18: No.

Question 19: What is the time schedule for cleaning?

Answer 19: The time schedule is according to section 4.1.1 of the PWS.

Question 20: Is the contractor responsible for providing cleaning and expendable supplies?

Answer 20: Yes, the Contractor is to provide cleaning chemicals to do the service for the Government.

Expendable products are Government-provided by each facility. It is not the responsibility of the custodial Contractor to provide expendable products to complete the service for the Government.

Question 21: Who manages if the expendables are running low?

Answer 21: Facility Managers.

Question 22: Is there an office space that will be provided for the Contractor, or will the contractor have to rent a space off base?

Answer 22: No space is available on base.

Question 23: Could a land space/ parking allotment be provided where by the contractor can bring in a trailer for on base office and storage use, this will better facilitate staff and reporting to 1 location and leaving base from 1 location for continuity and security.

Answer 23: No space is available on base.

Question 24: If not, where would the contractor keep copies of the Safety Data Sheets?

Answer 24: Currently, they keep copies in cleaning vehicles.

Question 25: How many vehicles does the incumbent have on-site?

Answer 25: This requirement is for performance-based services. As such, the Government can only state what services are to be performed, but not how the contractor chooses to accomplish it. Thus, this information is not tracked by the Government.

Question 26: Is the base custodial services expanded from the current contract?

Answer 26: As of 20 December 2021, the solicitation reflects the custodial services being performed on the current contract.

Question 27: Does the requirement include removing recycling?

Answer 27: No.

Question 28: Will the price evaluation include a government estimate?

Answer 28: No.

Question 29: How will the awardee be selected?

Answer 29: Please review Addendum to FAR 52.212-2.

Question 30: After contract award, are there any issues with conducting employment interviews on the incumbent employees?

Answer 30: The Government has no part in this process.

Question 31: Will you provide copies of the building maps?

Answer 31: Building maps are available and will be provided to vendors who follow the procedures provided in Attachment 3 – MFR CUI – Receipt and Control.

Question 32: In the Teen Center- is the computer area included in the cleanable square feet? The Basement?

Answer 32: The bi-level area is custodial square footage.

Question 33: In the Teen Center where is the janitors closet?

Answer 33: Basement area.

Question 34: In the CDC building how many classrooms are there?

Answer 34: 17

Question 35: In the CDC building are the hallways different age groups?

Answer 35: Yes, the small hallway is for the infant rooms; the large hallway is for the older children.

Question 36: In the CDC building how many restrooms in the pre-school and toddler rooms?

Answer 36: 11

Question 37: In the CDC building does the contractor need to clean the staff lounge?

Answer 37: No.

Question 38: In building 475 Freedom Hall (large gym) is the health and Wellness Center, conference room, or the basketball court floor included in the cleanable square feet?

Answer 38: No.

Question 39: In buildings 475 Freedom Hall (large gym), and 314 Independence Hall (small gym) is the contractor required to clean the gym equipment and machines?

Answer 39: No.

Question 40: How many buildings are included total for this contract?

Answer 40: Please see list of buildings in Appendix B.

Question 41: In our walkthrough our observation was that we only looked at level 2, and level 4. Are level 1 buildings still in effect?

Answer 41: During the site visit, a review was conducted of three facilities: Building 322 (Level 2 Facility), Building 314 (Level 4 Facility), and Building 916 (Level 1 Facility). Yes, please review Attachment 2 – Appendix B (12 Oct 2021) for the list of facilities as well as what level of cleaning they fall under.

Question 42: How many day porters, full-time employees, and part time employees does the incumbent have to support this contract?

Answer 42: This requirement is for performance-based services. As such, the Government can only state what services are to be performed, but not how the contractor chooses to accomplish it. Thus, this information is not tracked by the Government.

Question 43: Can you provide the monthly and annual value of incumbent contract?

Answer 43: This information can be found in contract FA461317D0001.

Question 44: When are proposals due?

Answer 44: Proposals are due 1 February 2022 at 1400 hours (Mountain Time).

Question 45: Regarding the subject solicitation, may we use CPARS in lieu of the Past Performance Surveys?

Answer 45: We will have access to any CPARS in the system, so you do not need to submit them. The PPQ is just an additional option for you to provide past performance, but you are not required to submit any.

Question 46: Per attachment 3 of the RFP, we are to sign, however it states we have received the drawings. Should this be signed and returned to you prior to receiving the drawings or afterward?

Answer 46: Please see the Attachment Description for Attachment 3 (under the List of Attachments) found on page 80 of the solicitation document (Solicitation – FA461322R0001): “Vendors must complete steps in paragraph 5 and sign/date before receiving drawings.”

Question 47: The Past Performance Questionnaires to be filled out by our clients indicate in the first paragraph that the completed questionnaires were due back to you by January 11. Was this date changed to coincide with the proposal due date of 2/1 or did you actually intend to require them 3 weeks prior to the proposal submission? Does this mean that if they are submitted late, they will not be considered and therefore we will have no past performance evaluation?

Answer 47: Yes, the surveys were due to us by 11 January 2022. You are correct, at this point we would not accept any further Past Performance Surveys as the deadline for submission of those per the RFP was 11 January 2022.

Question 48: For Attachment 5 - Past Performance Survey, needs to be turned is no later than Tuesday, 11 January 2022 at 1000 hours (Mountain Time), can this date be extended?

Answer 48: The date will not be extended.

Question 49: In the Instructions, Conditions and notices section 4.2 ,The proposal must be submitted for a base period plus 4 option periods.So should the final price be with all five periods added together or just one period and then it is assumed the same for the 4 additional periods?

Answer 49: Please review paragraph 4.2 of FAR 52.212-1 Addenda for the following pricing instructions (found on page 106), “Complete all CLINs in the SF 1449 Continuation Sheet Schedule, to include all option periods. To comply with an AF template for this service, price the CLINs. The extended amount must equal the whole dollar unit price multiplied by the number of units. The proposal must be submitted for a base period plus four (4) option periods. Unit prices shall prevail in the event of a mathematical error when calculating the extended price.”

Question 50: Refer to Attachment 2, Appendix B. Please separate square footage breakouts individually for Hard Floors and Carpets for the following buildings: 475, 314, 217, 234, 1755 and 465.

Answer 50: Vendors can see this breakout in the drawings. In order to receive the drawings, vendors must complete Attachment 3 of the solicitation package prior to submitting their request to the contracting office.

Question 51: Please confirm that there is no available space at Warren AFB for a contractor office and supplies and equipment storage? Is there a laydown area onsite for contractor-provided trailer and supplies and equipment storage units?

Answer 51: There is no space available on base.

Question 52: PWS 3.2, please confirm that the Air Force will provide plastic trash can liners/bags for deskside waste containers, restroom waste containers, and other trash containers.

Answer 52: Facility Managers are responsible for ordering supply’s for all waste containers.

Question 53: Is there a requirement to collect and dispose of recyclable materials?

Answer 53: No.

Question 54: Attachment 2/Appendix B of the PWS, would you please provide a breakdown by floor type (carpet and hard floor) for each Level 4 facility?

Answer 54: Floor types are broken down in each facility floor plans which can be requested as stated in Answer 50.

Question 55: Please confirm that fitness centers are open 5 days/week.

Answer 55: Fitness centers are open for the most part daily but that can change due to weather or base operations.

Question 56: Please identify the manufacturer and model for the running track surface.

Answer 56: There is no record of the make or model for the running surface.
