Additional Questions and Answers
Question 1: In the above mentioned Solicitation posting on SAM, there is no mention of a technical proposal in the required proposal submission. Just clarifying – are only 2 volumes required – 1. Price proposal and 2. Past Performance?
Answer 1: Yes, that is correct.
Question 2: Could you please also clarify below question-
Our PPQ includes 1 project reference with CPARS ratings and others without CPARS ratings.
Per response to clarification of amendment 002; response states that “We will have access to any CPARS in the system, so you do not need to submit them. The PPQ is just an additional option for you to provide past performance, but you are not required to submit any.”
We submitted our PPQs on 12th January 2022; will that considered as a missed the deadline or we are still eligible to submit the response and that will be considered valid?
Answer 2: In this amendment, we have extended the submission deadline for past performance surveys (PPQs) to match the offer due date/time (see addenda to FAR 52.212-1, paragraph 5.6).
Question 3: Appendix A of the PWS (dtd 2 Dec 2021), Level 4 Fitness Center (PWS Page 28) shows restroom cleaning tasks that are mostly 2×daily. However, in Attachment 2, Appendix B (dtd 19 Jan 2022), the same tasks are shown as 1×daily" which reduces the frequency and Contractors Labor Costs.
* Today's 28 Jan Amendment and Appendix increases it back to 2x day. These calculations will take time to redo in terms of reworking the $ numbers and the redoing the CLINS
Answer 3: The changes were made to Appendix B to increase the restroom cleaning to 2x daily since AFCEC updated the AFCOLS as seen in Appendix A of the PWS.
Question 4: To clarify, currently, the GYMs at FEW are currently open 24/7. In all other AF installations we are aware of, that is also the case. However, your PWS and 28 Jan appendix show frequency of cleaning at ONLY 5X Week
* In light of COVID, and the need for MORE rather than less cleaning and disinfecting, are the GYMS going to be open SAT and SUN, but not cleaned at all between FRI night and MON mornings? OR should this in fact be 7X week, which is what is currently being performed?
Answer 4: Currently, they are cleaned 7 days a week. However, as seen in the PWS, AFCEC updated the AFCOLS which now specifies a frequency of 5 times a week for the gyms.
Question 5: For the Fitness Center, floor buffing and scrubbing is once a month as is cleaning the running track. It is understood from all other Air Force custodial contracts, that any tasks that are not done daily, should be included in the Periodic Work (i.e., CLIN 0012), not in the daily work (i.e., CLIN 0010).
Therefore, please clarify that you still want cleaning of the running track to be included in the Facility Cleaning (i.e., CLIN 0010) done daily and the floor scrubbing and buffing is to be included in the Periodic Work (CLIN 0012) even though both tasks are done monthly.
Answer 5: The track is vacuumed and cleaned 5 times per week, but is not scrubbed/buffed. That is accomplished once per month. Thus, you are correct; the periodic work is included in CLIN X012.

Question 6: Regarding Amendment 7 Q/A's: The running track includes different tasks, frequencies and square footages. The answer to question #3 (Deep Cleaning) indicated that the Running Track square footage should be 10,000 sf and not 1,000 sf. For clarification purposes, is the task Clean Indoor Track (Daily) 10,000 sf or 1,000 sf?
Answer 6: It should be 10,000 not 1,000.
Question 7: The CLIN numbering is not sequential. There is no CLIN 0003, 0006, 0007, 0008 or 0009 for the base period and those same CLIN numbers are missing for all option years. Is this intentional or will the Government issue new CLIN sheets with sequential numbers?
Answer 7: Please see the following verbiage that was provided on top of page 3 in the Solicitation – FA461322R0001 document: “Per AFCOLS, a standardized CLIN structure has been implemented for AF Activity Management Plans. However, please note, CLINs X003, X006, X007, X008, and X009 are not required for this effort.”
