Pre-Site Visit Question and Answers
Question 1: Is the scheduled pre-site visit for Solicitation FA461322R0001 mandatory? for F. E. Warren Air Force Base (Wednesday, December 15, 2021 @ 1000 hours)
Answer 1: No, the site visit is not mandatory. However, it is recommended so that the Contractor has a full understanding of the requirement.
Question 2: Do you have an approximation of how long the site visit will take?
Answer 2: We anticipate the overall visit will take between two – three hours.
Question 3: I notice that there is indication of a "pre-proposal briefing" being held PRIOR to the site visit.
Is this at 10AM, or would we need to come early for this?
Answer 3: Please see excerpt from the addenda to FAR 52.212-1 (found in the RFP): “2.6. Site Visit Information: A Pre-Proposal Site Visit to review selected buildings in Facility Level 1, 2, and all buildings in Level 4 will be held on Wednesday, 15 December 2021 at 1000 hours Mountain Time at F. E.
Warren Air Force Base. All interested parties must submit names of attendees to marissa.burlando@us.af.mil and troy.johnson.19@us.af.mil by 1400 Mountain Time on Monday, 13 December 2021. A Pre-Proposal Briefing will be held at 90 CONS Conference Room prior to the Site Visit. All attendees who do not have access to F. E. Warren Air Force Base, please meet at the Gate 1 off Interstate 25 at 0930 hours Mountain Time for base pass and escort.” As such, the Pre-Proposal Briefing will begin at 1000 hours. However, all attendees who do not have access to F. E. Warren AFB will meet at Gate 1 at 0930 hours, so they can be sponsored on.
Question 4: To assist us with travel plans, can you estimate how long the pre-proposal briefing and site visit will take to conclude please?
Answer 4: We anticipate the overall visit will take two – three hours.
Question 5: Is there a pre-proposal conference/site visit? Where can I find that information?
Answer 5: Yes, you can find information regarding the pre-proposal conference/site visit on page 110 of the solicitation document.
Question 6: Is there a page limit per each section that needs to be submitted? Ex. Under section 5.1 of the solicitation document there is a page limit of 2 per reference. Under section 2.3 of the solicitation states, “Any limitation on the number of proposal pages. Pages exceeding the page limitations set forth in this addendum will not be read or evaluated, and will be removed from the proposal.”
Answer 6: For the price proposal, Contractors are instructed to complete the SF 1449 blocks 12, 17a, 30 (a), (b), and (c) – submit one copy. Furthermore, Contractors are instructed to complete all CLINs in the SF 1449 Continuation Sheet Schedule, to include all option periods. To comply with an AF template for this service, price the CLINs.
For past performance, Contractors are to provide a list of no more than five (5) of the most relevant contracts performed for Federal agencies and commercial customers within the last three (3) years. Like previously referenced in section 5.1 of the solicitation document (found on page 111), Contractors are limited to no more than 2 pages per contract listed – submit one copy.

Question 7: How many visitors per firm?
Answer 7: It is requested that there be no more than two visitors per firm.
Question 8: How soon do we need to request the DoD SAFE site?
Answer 8: Contractor’s discretion. These documents can be requested whenever.
Question 9: So the PPQ also need to be added to the proposal or do we not need to include them as you will receive them from our clients via e-mail?
Answer 9: No, as seen in paragraph 5.6 of the Addenda to FAR 52.212-1, the past performance survey will be “returned directly from the references to the attention of 90 CONS/PKAB…”
Question 10: Is there a CBA in place for this contract?
Answer 10: No, this requirement falls under the SCA.
Question 11: What is the name of the current contractor and the current contract amount?
Answer 11: The current Contractor is ProMaintenance Services and the current contract amount is $4,529,914.35.
Question 12: Has the scope of work, under the new solicitation remained the same, decreased or increased, or changed levels of service compared to the current Solicitation contract?
Answer 12: The scope of work/levels of service in the new solicitation are the same as the scope of work/levels of service in the current contract.
