Saber 2019 Reacquisition Questions and Answers
1. Section L – Instructions, Conditions and Notices to Bidders, paragraph 2.1.5 Contractor’s License: states that the “Offeror shall provide a copy of its active and current, as of the proposal due date, California General Contractor’s license…” Currently the California State Licensing Board (CSLB) does not require a contractor’s license for federal projects. Previous solicitations by the USAF in California have not required a state contractor’s license (example VELA MACC). We have a Small Business Administration approved bona-fide place of business in the state of California. Given the potential for an award to take 180 days, can the requirement to provide a state contractor’s license be adjusted to the award date?
Answer: No, the requirement for a valid California General Contractor’s license as of the proposal due date will not be adjusted.
2. Considering this requirement is set aside for 8 (a) contractors, will the government consider changing the bonding requirements for this opportunity?
Answer: No, the bonding requirements will not be revised.
3. During the site visit there was a textured wall, can you provide the source/identity of the wall?
Answer: The existing textured wall is made up of acoustic wall panels. For this project demonstration; the contractor will not be required to replace the panels and will only be required to prep and paint the walls.
4. Has any abatement been done to the aforementioned wall?
Answer: No. There’s no known asbestos and lead-based paint abatement reports available.
5. Who is the current contractor?
Answer: There is no current Contractor for the demonstration project effort. The current Contractors for the active SABER are Exbon Development Inc. and T. Simons Co., Inc.
6. What is the value of the current contract?
Answer: The value of the current SABER is not to exceed $90M.
7. Will there be any extensions given for proposal deadline.
Answer: No, there will be no extensions for proposal deadline.
8. Would it be possible to get the CAD dwg(s) for the demonstration project? If no CAD files are available, can we get the as built pdf’s of the affected areas? Lastly, would it be possible to get one of your title blocks to submit the design with?
Answer: No, all available as-built drawings are not updated and do not reflect the current floor plan. Title blocks will not be provided for this demonstration project.
After contract award title blocks would be available to the awarded contractors.
9. Since the proposal will be based on the Total Evaluated Price (TEP)/weighted average;
will any restrictions be added to the coefficient worksheet to ensure a higher coefficient isn’t used on a larger dollar-value project?
For Example:
1. Projects $100k & below – this must be the highest coefficient
2. Projects $100-$500k – coefficient must be lower than item 1
3. Projects $500k & above – coefficient must be lower than item 2
This methodology will ensure the weighted average (TEP) is fair, balanced and reasonable.
Answer: Coefficients would be expected to decrease as project values increase as there is a larger pool for the overhead and profits to be calculated against, however, the Government will not dictate a specific methodology a contractor should use to establish its coefficients. The Government will look at the costs and narrative provided with an offeror’s proposal and utilize one or more of the techniques defined in FAR 15.404(b) to determine if the coefficients are reasonable in accordance with Section M subsection M- 2 paragraph B.
10. Please clarify that Vol I, Chapter 3, is missing. Reference: Page 60 of 73, after para. 3 in the Solicitation document.
Answer: Chapter 3 was mistakenly misnumbered as Chapter 4. Therefore, Chapter 3 should be considered reserved.
11. In the Basis of design - it states that the “Contractor shall perform asbestos and lead-based paint to partial carpet tiles flooring and walls”. Please define exactly what is being asked. This statement is not coherent. Are you looking for testing, remediation or something different?
Answer: For this project demonstration; the bidding Contractor(s) shall include the cost of “asbestos and lead based-paint” in their Statement of Work (SOW) and Cost Proposal. The word “partial” means; carpet tiles flooring affected inside the “wall” being constructed.
12. Is there an Asbestos or lead-based paint survey for the area that has been performed in the last 6 months? There is only a statement that it is “assumed”.
Answer: No, please refer to questions #4 and #11 above.
13. If Asbestos is found will the remediation need to be throughout the area or only the area to be disturbed. As this is a large room the normal procedure is to remove the AB from the entire area, not just the strip to be replaced.
Answer: For this project demonstration; the Government stated that “asbestos” is present and will requires abatement. Disturbed areas shall be abated.
14. Under the heading 1st phase. Please define the term Pre-up under the 1st bullet.
Answer: Correction, it should read “Prep-up” or “Prepare”, etc.
15. Perform wall lead-based paint abatement by partial removal of existing wall: It says to assume 8’ X 8’. The assumption is that this will be a double door. Is that correct? If so, what is the anticipated door height?
Answer: For this project demonstration; the Government stated that “lead-based paint” is present and will requires abatement. The Government has stated 8’ x 8’ to give room for form up the door frame for a “single door” only. Door height is the common or standard door height.
16. The SOW includes the sentence to safely disconnect all electrical power and cap off live electrical power wirings from each of the existing florescent fixtures. All the counts in this sentence are at 00, the next sentence is a repeat and gives the count as 15 Florescent and 6 can lights. Is there a correct count of lights to be removed and replaced?
Answer: The correct count are “15 fluorescent light fixtures” and “6 can light fixtures”.
17. Will the Air Force provide someone to field verify along with the Contractor that the conference room projector and screen are in 100% working order before the removal of the projector?
Answer: For the purpose of this project demonstration; the Government takes full responsibility that the existing projector is in working condition. As long as the projector is safely disconnected/removed (handled properly) and reconnected/installed;
the Government will take full responsibility.
18. Will the Air Force require the Contractor to store the projector or will the Air Force be storing the projector and screen?
Answer: No, the Contractor or Contract Awardee shall securely store the removed projector unit from removal through re-installing the projector unit.
19. Will the removal of the electrical raceway require the Contractor to take the existing wire back to the panel or just to a junction box?
Answer: No, through a “junction box” re-routed inside the wall. The Government new Facilities Excellence Standards requires all removed and new electrical wiring or circuitry to be routed inside walls.
20. Will the “reworking of the HVAC air ducts” require the need for a Test and balance and if so will there be a balance test provided before the work begins?
Answer: Yes, HVAC Test and Balance are required. Yes, it is a good step for the Contractor to test and balance the HVAC System “before” then after reworking the HVAC Air Ducts. This way, the Contractor has a means of comparing the test and balance reports.
21. “Securely remove existing fire suppression line heads” and Rework the system. Is there a recent testing showing the existing flow test?
Answer: Remove and relocating the existing fire suppression line heads shall require purging the system. No, there’s no recent testing of existing flow; therefore, the Contractor shall perform testing prior to removing and relocating the heads. The Contractor shall perform testing again upon completion of reinstalling the FS line heads.
22. The way the SOW reads there should be a complete and total removal and replacement of this Fire-Suppression system is that correct?
Answer: The Government does not provide a SOW as part of SABER task orders. The Government has provided a “Statement of Objectives (SOO) for which the contractor is to provide a SOW as part of its demonstration project proposal. The Government does not want or seek the Contractor to perform complete or total removal and replacement of the Fire Suppression System. The contractor should only “Re-work and relocated existing fire suppression lines as necessary to accommodate for the new constructed breakroom and storage room as well as the newly divided conference room.”
23. The estimated wall dimensions are 30’ x 12’ x 16’ will this be a fire wall? Will it extend to the deck?
Answer: No, for this project demonstration; the wall shall only extend to about up-to 12” above the ceiling grid unless otherwise required by code.
24. Will there be a requirement for communications to be added to the new wall?
Answer: No, only re-routing what is “existing”, i.e. Projector Unit cabling, etc.
25. Are there sufficient circuits in the panel to support the new electrical?
Answer: Yes, for this project demonstration; there are multiple “spare circuit breakers” available for both receptacle and lighting power.
26. Please clarify what is “Design minimum” in the coefficient. Is this to include costs for Architect, Interior Designer, Civil, Mechanical, Electrical, Fire Protection, Communication Engineering, etc.? Or do you want a standard coefficient which is main office overhead (G&A), profit, CCI, and bonding? All other costs will be included in the RSMeans cost line item estimate.
Answer: All cost not included in RS Means or prohibited by specification section 01 04 00 can be included in the coefficient.
27. As stated in the RFP page 79, section 2.2.2.3.4. it states, a detailed line item Project Cost Estimate in RSMeans CostWorks, or equivalent format. And, in Section 01 04 00.1.1.1 it states The Contractor shall purchase, maintain and use the latest version of RSMeans CostWorks vs Cost Estimating Software with the Facilities Construction Cost Data database for Windows for their use. Does this mean this is a direct award to use RS Means CostWorks Estimating software or can we use E-4-Clicks software which is RS Means based?
Answer: No, RS Means CostWorks must be used in accordance with specifications after award.
28. Can E-4-Clicks software be used for the sample project estimate?
Answer: Yes, as long as it follows the RS Means format.
29. We do not see a request for past performance in the RFP. Is past performance required for submission and if so, what are the requirements?
Answer: Past performance is not required. Refer to Sections L & M.
30. Section 2.2.2.3.3 request info for design drawings. Will design build be a part of this contract? 2.2.2.3.3. Design documentation. Drawing(s) showing basic layout and planning of work IAW SABER Master Specifications Section 01 00 00 paragraph 1.4.12.1c.(1). Design calculations to substantiate appropriate equipment or material selection and sizing, component assembly, and proposed layout and sizing of utilities and structural elements IAW SABER Master Specifications Section 01 00 00 paragraph 1.4.12.1c.(2).
Answer: See SABER Master Specifications Section 01 00 00 paragraphs 1.4.10.1 “The level of the design provided to the Contractor may be anywhere from a 35% design (basic concept) to a 95% design (a complete design package which requires the Contractor to verify actual conditions and make any necessary corrections)” and 1.4.10.2 “The design and engineering required for this contract is at the level normally expected of a general construction contractor and considered incidental to the accomplishment of the scope of work provided by the Government. Examples of services required from the contractor include: sizing and selection of electrical and mechanical equipment and systems; sizing of electrical circuits (i.e., wiring and cable sizing; to include pole mount and pad mount transformers sizing), electrical devices, heating and ventilating air ducts, fluid piping systems and light structural framing members; lighting layout; fire detection systems; surveying; computer aided drafting, etc. If the design requires the services of a registered architect or professional engineer, it should be considered outside the parameters of the SABER program and the Contractor shall notify the Contracting Officer immediately.”
31. For the key positions, it is my understanding we DO NOT PROVIDE RESUMES OR NAMES. Do you just want experience listed in a narrative form?
Answer: As stated in Section L subsection L-2 paragraph 2.2.2.1.1 the Program Management Plan shall include “Position descriptions for key personnel, required minimum qualifications, required job experience (with examples, but without individual names or resumes)”
32. Do we list names in the Org Chart or only position titles?
Answer: As stated in Section L subsection L-2 paragraph 2.2.2.1.2 “A chart of offeror’s organizational structure detailing the roles, responsibilities, qualifications, and levels of authority for key personnel within offeror’s organization.” (emphasis added)
33. Is a bid bond required?
Answer: As identified in block 13 of the Standard Form 1442 an offer guarantee is not required.
