This pre-solicitation notice announces the Department of the Air Force's intent to issue a request for proposal for a Simplified Acquisition of Base Engineer Requirements (SABER) multiple-award indefinite delivery/indefinite quantity contract for construction projects at Vandenberg Air Force Base in California. The Air Force seeks three 8(a) contractors to complete a broad range of maintenance, repair, and construction work without requiring use of a registered architect or engineer. Eligible work includes carpentry, asbestos abatement, demolition, mechanical, electrical, plumbing, concrete masonry, and alteration of real property. The North American Industry Classification System code is 236220, with a size standard of $36.5 million. The acquisition will follow Federal Acquisition Regulation Parts 15 and 36. The solicitation is expected to release on or about February 2, 2018 via FedBizOpps. Funds are not presently available and no award will be made until funding becomes available.

Attachment 2 - VAFB Facilities Excellence Standards

Each day, thousands of men, women and children are affected by the character and quality of the facilities at Vandenberg AFB. These Facilities Excellence Standards establish specific requirements for all design, construction, maintenance and repair efforts throughout the installation. Its purpose is to ensure that facilities meet the requirements of the mission and the needs of the people who are performing the mission, both functionally and aesthetically.

The Facilities Excellence Standards will ensure aesthetic consistency throughout the installation, acting as an umbrella document covering issues from exterior architectural treatments and standards, site planning issues and interior design standards all the while taking into consideration anti-terrorism/force protection issues as well as sustainability and green building issues.

We need to provide and maintain the best possible facilities our resources will allow. These standards provide the vision to continually improve our facilities, providing fully functional facilities that are cost effective, maintainable, and enrich the quality of life for all Team Vandenberg members.

Taking care of our people is absolutely critical to mission success. Excellent facilities add to the quality of life of our people and as our most important resource, they deserve nothing less. Use these standards to provide the best for our people to work, live and play. Our Airmen have earned the best we can provide.
