Statement of Objectives (SOO) - Demonstration Project (Revision #3) SABER Acquisition Contracts (FY19) Project # and Project Title: XUMU17-1097, Renovate Conference Room and Construct New Breakroom and Storage Room Fac #: 8500, Room 210, Existing Conference Room Date Prepared: 14 Nov 2017 ® //rqm//SBC
SUMMARY OF WORK
Project Scope (Objective):
• The project is located at Bldg. 8500, Room 210 on Vandenberg AFB, California. The Contractor shall supply/furnish all materials, equipment, labor and personnel necessary to plan, design, manage and perform construction as required in accomplishing the task order (TO) in accordance with (IAW) the contract requirements. All material supplied and installed shall be in accordance with the Buy American Act (BAA). All Federal, State, County and Municipal laws shall be adhered to prior and during the course of construction or service. A complete and usable product shall be furnished to the Government upon completion of the task order.
Basis of Design:
• Contractor shall perform asbestos and lead-based paint to partial carpet tiles flooring and walls. Contractor to perform wall and ceiling preparations to modify existing conference room ceiling grids and to construct new breakroom and storage room dividing part of the existing conference room. Operations to include removal of entire existing 2’ x 4’ ceiling grids, ceiling tiles and lightings. Removal of existing wall to access waterline and drain line, knocking wall for the new breakroom door entry and partial removal of existing carpet tiles flooring where the new wall to be located and framed. It is assumed that the carpet tiles flooring has asbestos and for the safety of the construction crew; the existing carpet tiles flooring shall be abated.
Although, the existing wall is fairly new, the Government assumed it contains lead-based paint, therefore it has to be abated as well.
Principal Features (Description of Work – See drawing for further information):
1st Phase:
• Pre-up partial walls demolition; ceiling grids/ceiling tiles and lighting demolition removal
• Perform wall lead-based paint (LBP) abatement by partial removal of existing wall.
o NOTE: This where the placement of the new entry door (say 8 feet wide x 8 feet high) into the breakroom and partial wall access (8’ feet wide x 4 feet high) where the new waterline and drainage line tap in from the other side wall women restroom for the new breakroom sink
• Perform asbestos abatement by partial removal of carpet square tiles (say 8-10 inches wide by 40 feet long) and bagging carpet square tiles flooring mastic glue then safety dispose it into an authorized disposal facility or landfill outside the base.
o NOTE: This is where the new divided metal stud walls to be constructed

• Safely disconnect all electrical power and cap off live electrical power wiring(s) from each of the existing 2’ x 4’ fluorescent light fixtures (00 each) and all of the recessed can light fixtures (00 each)
• Safely remove all of the existing 2’ x 4’ fluorescent light fixtures (15 each) and existing recessed incandescent (can) light fixtures (6 each) and separately remove all of the fluorescent bulbs.
o NOTE: Dispose all of the removed fluorescent light fixtures to Bldg. 11520, the Vandenberg AFB Recycling Center. Upon delivery of the removed fluorescent light fixtures waste; the VAFB Recycling Center Manager will issue you a weigh ticket receipt; you shall then return it back to the assigned Contracting Officer o NOTE: Box out the removed/used fluorescent bulbs and deliver it to Bldg. 3300, Consolidated Accumulation Point located along and at the end of Utah Ave. prior to reaching 35th Street.
• Safely demolish entire existing 2’ x 4’ ceiling grids and ceiling tiles; dispose of properly
• Safely disconnect and remove existing surface mount, 10-15 feet long (via a.k.a. “wire mold raceway”) with 120v wirings and duplex electrical power receptacle located from the west hallway wall
• Safely disconnect electrical power wiring(s) to the existing Conference Room projector and projector roll-up screen
• Safely and securely remove Conference Room projector and projector roll-up screen
• Safely, relocate and re-mount removed Conference Room projector and projector roll-up screen into the newly relocated point or place in-line where the original placement of the projector and the projector roll-up screen o NOTE: The projector and the projector roll-up screen shall be configured the same way as the original mounting and hook-up configuration
• Extend, run and re-connect electrical power wiring into the newly relocated/re-installed projector and projector roll-up screen o NOTE: Projector and projector roll-up screen are powered and controlled by a “remote control”. Immediately after the projector and the projector roll-up screen are re-installed and connected into the power supply; the “Installing Contractor” shall perform operational and function test to ensure the operability of the remote control unit or device is 100% functional.
• Re-work existing HVAC air ducts and registers
• Securely remove existing fire suppression line heads.
• Re-work and relocate existing fire suppression lines as necessary to accommodate for the new constructed breakroom and the storage room as well as the newly divided conference room
• Install new fire suppression heads to the entire existing Conference Room and to the newly constructed breakroom and storage room
2nd Phase:
• Construct new metal wall frame to the newly knocked out hallway wall to accommodate personnel entry door into the new breakroom
• Construct new wall metal studs frame in preparation for the new breakroom and storage room walls and ceiling separating the existing Conference Room.
o NOTE: Estimated wall dimension: 30 feet x 12 feet x 16 high
• Construct and frame personnel entry door into the new storage room

• Rough-in, ran and install new dedicated electrical hardware (i.e., switch boxes, general purpose receptacle power boxes and lighting boxes, etc.) for switching control and electrical power circuitry into the newly separated or constructed breakroom and storage room o NOTE: Existing electrical power panel is located in the hallway adjacent (15-20 feet away) to the newly proposed breakroom and storage room
• Rough-in and install instantaneous electric water heater under the sink
• Rough-in and tie-in new plumbing fixtures to accommodate the sink and garbage disposal which include waterline and proper size drainage system o NOTE: As per the supporting drawing(s); the existing waterline and drainage system is located at the same wall “women’s restroom”
• Drywall newly separated and constructed breakroom and storage room walls and ceiling after all electrical and plumbing hardware has been roughed-in o NOTE: The new breakroom and storage room shall have “hard ceilings”
• Patch and texture new walls and ceiling. Paint new wall; ensure paint matches existing surrounding walls
• Construct new breakroom counter and cabinetry. Frame in new sink support; install and secure the new sink
• Prep-up hardware to the newly installed personnel entry doors to include door closures and installing the newly fabricated personnel doors
3rd Phase:
• Construct 2’ x 2’ ceiling grids into the existing separated or divided Conference Room
• Re-work existing electrical circuity to separate the existing Conference Room electrical lighting circuitry from the newly constructed breakroom and storage room o NOTE: The Conference Room has two (2) existing lighting control; the first control is to control the middle section or portion right above the conference table and the second control is to control the other part of the Conference Room lighting
• Install new 2’ x 2’ flush mount LED fluorescent light fixtures (6 each) with dimming capability to be operated during conference meetings and slide show presentation
• Install new 2’ x 2’ flush mount LED fluorescent light fixtures (20 each) for the rest of the Conference Room without dimming capabilities but with motion sensor control switch
• Install new 2’ x 2’ flush mount LED fluorescent light fixtures without dimming capabilities into the new breakroom and storage room
• Install new individual light switches into the new breakroom and storage room with motion control switch capability
• Install new 2’ x 2’ ceiling tiles (new ceiling tiles shall match existing tiles within the facility) into the newly configured Conference Room ceiling grids
Additional Requirements/General Information:
• Other that what was provided (to include drawing(s), sketches and/or photos with the project requirement package by the Government prior to or at the project site visit; Contractor is presumed to have visited the project site and fully verified existing conditions prior to submission of their formal 100% complete cost bid proposal to the Government.
• A complete concept design drawing(s) shall be submitted along with the Contractor’s proposal cost bid
