GENERAL REQUIREMENTS

GENERAL

DEFINITION OF INSTALLATION

1.1.1 Installation will be defined as the property and facilities located within the jurisdiction of the particular base, post, air station, or compound where work is being accomplished. Work performed under this contract shall be bound by rules, laws, and regulations of each particular installation as well as local, state, federal, and Air Force regulations. This contract covers Air Force construction efforts at Vandenberg AFB, Orcutt Hill, Santa Ynez Peak, Point Mugu Naval Station, Pillar Point Air Force Station (PPAFS) and Anderson Peak Tracking Station.

Vandenberg AFB and Santa Ynez Peak are located in Santa Barbara county; Point Mugu Naval Station is located in Ventura county; PPAFS in San Mateo county; and Anderson Peak in Monterey County, California.

PROJECT DESCRIPTION

1.2.1 The Contractor shall furnish all management, supervision, labor, materials, equipment, and incidentals required for a broad range of maintenance, repair, and minor construction work on various real property facilities at installations covered under this contract, including design and engineering services incidental to construction. The Contracting Officer (CO) will conduct negotiations with the Contractor and issue individual Task Orders (TO) for maintenance, repair and minor construction projects identified by the Base Civil Engineer (BCE) as part of this Simplified Acquisition of Base Engineering Requirements (SABER) program. Individual TO projects will vary in size, with the majority expected to be less than $750,000. The work to be performed will require the use of multiple trades including, but not limited to trades such as carpentry, plumbing, electrical, mechanical, painting, pipe fitting, sheet metal, welding, roofing, site work, site utilities, excavation, concrete, masonry, pavement repair, asbestos abatement, lead paint removal, security hardware installation, and demolition.

CONTRACT DOCUMENTS, REFERENCE STANDARDS, AND PUBLICATIONS

1.3.1 The following documents are part of the solicitation and resultant contract. The Contractor shall utilize the referenced documents in the accomplishment of task prescribed in TOs. The standards and publications listed in each section of the specifications form part of these specifications to the extent referenced. The Contractor shall conform to the provisions of the most recent issue of the all standards or publications.

1.3.1.1 SABER Master Specifications

a. Facilities Guide Specifications (UFGS). UFGS standard specifications can be obtained from the Whole Building Design Guide website: (http://www.wbdg.org/ffc/dod/unified-facilities-guide-specifications-ufgs). The Unified Facilities Guide Specifications (UFGS) and the following documents are hereby incorporated into the solicitation and any resultant contract.

b. These SABER Master Specifications are numbered and organized in accordance with the

Construction Specification Institute’s (CSI) Master Format. All specifications are filed in Division 2 through 48 per CSI guidelines. The specifications are taken from the Unified Facilities Guide Specifications (UFGS).

1.3.1.2 Unit Price Book

a. The Unit Price Book (UPB) is described in Section 01 04 00. The UPB shall be furnished by each of the awarded Contractors.

1.3.1.3 Unified Facilities Criteria (UFC)

a. The UFC shall be used as the standard building code for all construction under this contract. The UFC website is http://www.wbdg.org/ffc/dod/unified-facilities-criteria-ufc.

Any and all changes to the UFC will immediately become requirements of this contract.

The UFC references the International Building Code (IBC) as the basic requirement.

However, the current adopted version of the IBC shall be used as the minimum standard.

The UFC modifies those basic requirements in UFC 01-200-01.

1.3.1.4 Building Codes

a. As a minimum, the following Building Codes shall be used for all construction under this contract. The most current editions and supplements of these standards shall apply. The contractor shall have a copy of each of these documents available for use during the term of this contract. If there is a conflict between these codes and regulations, the most stringent requirements apply at all times.

(3) California Plumbing Code

(4) National Electrical Code

(5) Life Safety Code

(6) National Fire Code

1.3.1.5 Installation Design Standards

a. The most current and latest Facilities Excellence Plan and Standards for Vandenberg AFB

SECTION 01 00 00 - Page 3 of 27 shall be adhered to on all construction projects. Any possible deviations from these standards shall be brought to the Contracting Officer before implementation.

EXECUTION

1.4.1 Pre-Performance Construction Meeting

1.4.1.1 Before work begins on this contract, the Contracting Officer will arrange for a meeting with the Contractor to discuss the contract in general, including administrative matters, performance requirements, submittal procedures, approval and payment schedule, quality control expectations, Request for Proposal (RFP)/Fair-Opportunity Proposal Request(FOPR) and task order procedures, traffic control, construction access requirements, as-built criteria, performance requirements, security procedures, accident prevention, safety, and fire prevention briefings. The Contracting Officer may issue a letter to the Contractor in-lieu of holding a face-to-face Pre-Performance Construction Meeting for individual task orders.

1.4.2 Business Telephone

1.4.2.1 At the beginning of this contract, the Contractor shall provide the applicable Contracting Officers a contractor personnel telephone number, e-mail, and website for regular working hours. The Contractor shall also provide after hours (emergency) telephone numbers for Contractor’s Program Manager and Project Manager(s) as a minimum. The Contractor shall provide the Contracting Officer with an updated phone list whenever changes in personnel or phone numbers occur. The Contractor is required to provide a means of mobile communications (i.e., cellular phone and/or pager) for Contractor’s Program Manager, Project Manager(s), Superintendent, Quality Control Officer, and their respective Alternates for the life of the contract. Communications equipment, to include but not limited to landline telephones and land mobile radios, will require special coordination and clearance with installation communications authorities.

1.4.3 Work Hours

1.4.3.1 The Contractor shall complete the work of this project between the hours of 7:00 a.m. and 4:30 p.m. Pacific Standard Time (PST), excluding Saturdays, Sundays, and Federal Holidays. Access to work sites may be restricted to these hours and days. All other times shall be considered non-standard hours. Unless required by the Contracting Officer in writing or Statement of Objectives (SOO), the Government will not pay additional costs for non-standard hours. The Contractor may not work during non-standard hours unless the request and justification is approved by the Contracting Officer. The Contractor must submit a request and justification for working non-standard hours to the Contracting Officer at least three (3) working days prior to working non-standard hours. Work that requires inspection during accomplishment or that prevents inspection of other work after accomplishment must be coordinated with and approved in advance by the Contracting Officer. Inclement weather, operational delays, and security related delays might affect the contractor’s work periods. The Contractor must make allowances for these events, as resulting lost time will not be reimbursable.

1.4.4 Federal Holidays

1.4.4.1 The Government only recognizes the following legal holidays established by federal statue:

a. New Year's Day, 1 January

b. Martin Luther King Day, third Monday in January

c. President’s Day, third Monday in February

d. Memorial Day, last Monday in May

e. Independence Day, 4 July

f. Labor Day, first Monday in September

g. Columbus Day, second Monday in October

h. Veteran's Day, 11 November

i. Thanksgiving Day, fourth Thursday in November

j. Christmas Day, 25 December

1.4.4.2 Any of the legal holidays falling on Saturday will be observed on the preceding Friday; legal holidays falling on Sunday will be observed on the following Monday. In addition, the Government may dictate the work day before or the work day after an observed holiday as a “Family Day.”

1.4.4.3 The Contractor should not perform work on observed legal holidays or Family Days unless authorized by the Contracting Officer. In the event work is authorized on observed legal holidays, the Contractor shall pay all applicable overtime and/or holiday pay rates required by law.

1.4.5 Work Interruptions and Delays

1.4.5.2 The Contractor may be required to temporarily stop work for operational requirements, special events, installation exercises, or while Distinguished Visitor (DV) familiarization visits/tours are conducted. The Contractor must make allowances for these events and resulting lost time will not be reimbursable. Notification to the Contractor shall be provided by the applicable Contracting Officer.

1.4.6 Construction Wage Rate Requirements Statute

1.4.6.1 The most current Construction Wage Rate Requirements Statute wage determination will be incorporated into the contract at the time of award. This wage determination will be effective for all task orders issued during the base contract period. Concurrent with the exercise of each option, the current wage determination will be incorporated and shall be effective for all task orders issued during the option. If a Fair Opportunity Proposal Request (FOPR) is issued prior to the exercise of an option, but not awarded until after the option is exercised, the Contractor will be given the opportunity to update its proposal to incorporate any changes caused by the update to the wage determination.

1.4.7 PERFORMANCE AND PAYMENT BONDS – APPLICABLE TO INDIVIUAL TOs

1.4.7.1 Contractors shall furnish Performance and Payment Bonds (Standard Form 25/25A) with good and sufficient surety or sureties, acceptable to the Government on all TOs regardless

SECTION 01 00 00 - Page 5 of 27 of dollar value. The penal sums of the bonds, as shown below, shall be provided to the Contracting Officer for their acceptance.

a. Performance Bond: Unless the Contracting Officer determines that a lesser amount is adequate for the protection of the Government, the penal sum of the performance bonds (Standard Form 25) shall equal one hundred percent (100%) of the contract price for each TO.

b. Payment Bond:

(1) Shall equal 100% of the contract price for each TO

(2) One of the following is required:

• A payment bond

• An irrevocable letter of credit (ILC)

• A tripartite escrow agreement. The prime contractor establishes an escrow account in a federally insured financial institution and enters into a tripartite escrow agreement with the financial institution, an escrow agent, and all of the suppliers of labor and material. The escrow agreement shall establish the terms of payment under the contractor’s escrow account, and the escrow agent distributes the payments in accordance with the agreement, or triggers the disputes resolution procedures if required

• Certificates of deposit. The contractor deposits certificates of deposit from a federally insured financial institution with the Contracting Officer, in an acceptable form, executable by the Contracting Officer

• A deposit of the types of security listed in FAR 28.204-1 and 28.204-2

c. Bonds are due within 10 days of the receipt of the TO.

1.4.8 Safety Requirements

1.4.8.1 See Section 01 35 29

1.4.9 Fire Protection

1.4.9.1 The Contractor shall be responsible for furnishing adequate and proper fire protection for all phases of the contract work in accordance with the latest and most current UFCs and National Fire Protection Agency (NFPA) standards. See Section 01 35 29, Safety and Occupational Health Requirements.

1.4.10 Fair Opportunity Proposal Request (FOPR)

1.4.10.1 For each project or solicitation, the Contractor will be furnished with one (1) copy of the Government’s Statement of Objectives (SOO) from the Contracting Officer or his/her designated Contracting Specialist. The Contractor may be provided with one (1) set of drawings and specifications as required or applicable. The level of the design provided to the Contractor may be anywhere from a 35% design (basic concept) to a 95% design (a complete design package which requires the Contractor to verify actual conditions and make any necessary corrections). Although the Contractor is given a design package, it is still the Contractor’s responsibility to verify/validate existing site conditions prior to submitting their proposal package to the Government. The Contractor may reproduce the

SECTION 01 00 00 - Page 6 of 27 drawings and specifications at the Contractor’s own expense if additional copies are needed. The Contractor shall check all drawings and specifications immediately upon receipt for discrepancies and notify the Contracting Officer or his/her designated representative immediately of any and all discrepancies found in the form of a Request for Information (RFI). The RFI shall be forwarded to the Contracting Officer for review and in-turn forwarded to the assigned SABER Project Manager(s) for review, clarification and response. Enlarged plans and details shall govern where the same work is shown at smaller scales. The Contractor shall compare all drawings and verify the installation before laying out the work and shall be responsible for any errors which might have been avoided thereby. Where drawings are not provided as part of the FOPR, the Contractor shall provide the field investigation, historical record research, design including construction drawings, engineering and constructability review necessary to ensure the drawings are complete.

1.4.10.2 The design and engineering required for this contract is at the level normally expected of a general construction contractor and considered incidental to the accomplishment of the scope of work provided by the Government. Examples of services required from the contractor include: sizing and selection of electrical and mechanical equipment and systems; sizing of electrical circuits (i.e., wiring and cable sizing; to include pole mount and pad mount transformers sizing), electrical devices, heating and ventilating air ducts, fluid piping systems and light structural framing members; lighting layout; fire detection systems; surveying; computer aided drafting, etc. If the design requires the services of a registered architect or professional engineer, it should be considered outside the parameters of the SABER program and the Contractor shall notify the Contracting Officer immediately.

1.4.11 Project Site Visit

1.4.11.1 After the release of an FOPR, the Government and the Contractor will schedule and conduct a pre-proposal site visit for project. Discussions held during the site visit may include, but are not limited to: scope of work, method of construction, sequence of operations, progress schedule, means of access to project site, delivery and storage of materials and equipment, work restrictions, coordination requirements, project goals, liquidated damages and potential difficulties/problems. The Contractor shall email detailed site visit minutes to the Contracting Officer within one (1) business day following the day of the site visit. The Contracting Officer or designated Contracting Specialist shall provide consolidated site visit minutes to all Contractors and the Civil Engineer Squadron (CES) SABER Project Manager(s) within two (2) business days following the site visit.

The Contractor shall comply with the requirements of the clause at FAR 52.236-3, Site Investigation and Conditions Affecting the Work.

1.4.11.2 As part of meeting the requirements of this clause, the Contractor shall research all historical drawings related to the project site or facility. Historical records and drawings (if they are available) are located in the 30th Civil Engineer Squadron, Bldg. 11433; Drawing Vault. Contractors will be required to bring a copy of the FOPR signed by the Contracting Officer to the Drawing Vault in order to be authorized access. Contractors shall not use the Drawing Vault to research any building/project for which they do not have a signed FOPR or contract/task order. Contractors found violating this policy may

SECTION 01 00 00 - Page 7 of 27 have their access to the Drawing Vault restricted and/or have further actions taken including but not limited to receiving a lower CPARS rating or the Government not exercising their contract option(s). NOTE: Available historical records or drawings may or may not be accurate, therefore; it is the Contractor’s responsibility to perform diligent site investigation prior to the preparation of their project proposal to the Government.

1.4.11.3 Any questions asked during the site visit or identified after the site visit should be submitted as a Request for Information (RFI) to the Contracting Officer and designated Contract Specialist within seven (7) calendar days after the site visit.

1.4.12 On-Site Conditions

1.4.12.1 Drawings may not be available or provided. Drawings showing the location of equipment, piping, ducts and conduit, are diagrammatic and may not show every detail required. In addition, site conditions will not always permit installation in the locations shown on the concept drawings. Drawings showing equipment, piping, ducts, conduit, etc. to be removed, altered, or installed may require deviation from the configuration of the demolition or installation drawings due to existence of conflicting ducts, conduits, hangers, light fixtures, structural items, and temporary walls, etc. All such minor details of work which are not shown on the drawings, as well as such items not specifically mentioned in the specifications, but which are essential and necessary for the completion of the work, and to make all systems or equipment operational, shall be considered as incidental and shall be included as part of the work. When this situation occurs, the final placement of permanently installed items shall be subject to approval by the Contracting Officer. The Contractor shall be responsible for inspecting to his satisfaction all areas/items of possible conflict. Failure to verify the dimensions and locations will be at the contractor's risk and shall not relieve the Contractor from accomplishing the work required by the task order.

1.4.13 Project Proposal

1.4.13.1 For every Fair Opportunity Proposal Request (FOPR) associated with a new task order, the Contractor shall provide a written proposal describing the Contractor’s approach to the proposed project work described in the Government’s Statement of Objectives (SOO) and project drawings, if any. The proposal shall include at a minimum: a Cover Letter, a Statement of Work narrative describing their approach to the proposed project work as described in the Government’s Statement of Objectives (SOO) to include all major components of the project; a detailed cost estimate for all work to be performed and all major components of the project; an AF Form 66, Schedule of Material Submittals; a detailed project schedule in Microsoft Project, or equivalent, that includes all major components of the project, their associated costs and percentage of effort; an AF Form 3065 detailing the major components and the associated percentage of the construction effort; and any other information as needed to demonstrate a complete and thorough understanding of construction effort. The Contractor shall submit the proposal within 14 calendar days of the site visit. If the requirement is determined to be a quick response requirement by the Contracting Officer, the Contractor shall submit a Task Order Proposal to fulfill the requirement within a maximum of five (5) calendar days from written notification.

a. Cover Page. The cover page or pages shall include project title, total project cost, list of assumptions, and list of requirements, performance period, material lead times, and any special considerations such as phasing of construction. The contractor’s proposals shall be complete and concise.

b. Statement of Work (SOW). The Contractor shall provide, as part of the proposal, a SOW.

The SOW shall provide a written narrative describing the Contractor’s approach and shall document the Contractor’s basic design solution to the subject project. The Contractor shall not simply re-state the goals of the Government Statement of Objectives (SOO), but provide sufficient information to demonstrate to the Government a complete and thorough understanding of the requirement and all applicable codes and regulations.

c. Design Documentation. Design incidental to accomplishing the required tasks outlined in each task order project may be required. The extent of these designs will depend upon the complexity of each task order project. Under the scope of this contract, the complexity will not require the services of a registered architect or engineer. However, the Contractor shall provide sufficient design documentation to substantiate the proposed approach for the task. Design documentation shall provide enough detail to verify line item quantities in the cost proposal are accurate and enough detail to clearly convey to the Government what the Government will be receiving. All designs shall clearly illustrate compliance with local, state, and federal building and construction codes. After the site validation visit, the Contractor shall begin preparation of design documentation that clearly illustrates the proposed design solution, quantities, dimensions, materials etc. This documentation may include any or all of the following, but is not limited to the following:

(1) Drawings. When required, design drawings submitted by the Contractor shall show the basic layout and planning of work. Shop drawings shall show in detail the proposed fabrication and assembly of structural elements and/or the installation (i.e., form fit, and attachment details) of materials or equipment. Drawings must have sufficient detail to enable both the Contractor and the Government to understand the work to be accomplished.

i. For the purpose of this requirement, the term drawings includes actual construction drawings, shop drawings, fabrication drawings, erection drawings, diagrams, layouts, schematics, descriptive literature, illustrations, room finish schedules, lighting/panel schedules, lighting level analysis plans, load/distribution schedules/calculations, performance and test data, and similar materials furnished by the Contractor to explain in detail specific portions as may be required by an individual task order.

ii. The Government may indicate minimum drawings that are necessary for each individual task order project. Typical types of drawings required on task orders include the following: Title/Location/Legend/Index Sheets, Site Plans, Grading/Landscaping Plans, Underground Utility Plan and Profiles, Demolition Floor Plans, New Work Floor Plans, Wall Sections, Building Section, Finish Schedules, Window and Door Schedules, Mechanical Plans and Equipment Schedules, Plumbing Plans and HVAC Riser Diagrams, Electrical

Plans and Wiring Diagrams, Electrical Equipment and Panel Schedules, Lighting Plans and Schedules, Communications Plans, Fire Protection Plans, Structural Plans, Roofing Plans, Wall and Roof Sections, Reflected Ceiling Plans, Elevations (Interior and Exterior), and Associated details.

(2) Design Calculations. The Contractor shall provide, as part of the proposal, design calculations to substantiate appropriate equipment or material selection/sizing, component assembly, proposed layout and sizing of utilities and structural elements (i.e. HVAC Loads, Lighting, Platform Supports, etc.). The Contractor shall supply the following calculations per each task order project, as applicable:

i. Mechanical: HVAC load analysis and unit sizing, pipe sizing and duct sizing.

ii. Electrical: Electrical system capacity, conductor, conduit, protective devices and other equipment sizing.

iii. Structural: Structural system and foundation sizing.

iv. Pavement/Site Work: Area run-off quantities, drainage capacities and grading slopes.

v. Lighting: Lighting level analysis and lumen/foot-candle levels for each room or area.

vi. Energy: Provide energy savings and Return on Investment (ROI).

d. Cost Estimates

(1) All task orders shall be estimated, negotiated, and awarded based upon prices in the

Unit Price Book (UPB, see Section 01 04 00). The cost estimate portion of the Contractor’s proposals shall be prepared and produced using the cost estimating software described in Cost Estimating Software Requirements (Section 01 04 00 paragraph 1.1). This applies to all work done on SABER task orders, even if work is done by subcontractors.

(2) Items not in the UPB, known as Non Priced Items (NPI), may be proposed in accordance with the policy outlined below. The cost estimate portion of the Contractor’s proposals shall be in CSI format and shall be prepared and produced using the cost estimating software described in Unit Price Book and Software Requirements (UPB, see Section 01 04 00). Cost estimates must be logical, demonstrating a reasonable approach in construction methodology in both line items and quantities proposed. The elements of the cost estimate should correlate to the construction elements identified in the Statement of Work. Only authorized cost adjustment factors identified in Section 01 04 00 and included in the UPB shall be utilized to adjust line item costs. The Contractor shall not utilize any other cost adjustment factors.

(3) The use of an NPI should be kept to a minimum; use will be determined on a case-

SECTION 01 00 00 - Page 10 of 27 by-case basis by the Contracting Officer and SABER Management. For negotiating and determining the price reasonableness for the NPI, the Contractor will submit at least three (3) quotes from suppliers with their proposal for review. The Government (assigned SABER Project Managers or SABER Management) will then select one of the suppliers from which the Contractor will be authorized to purchase the NPI. The Contractor and the Government will negotiate the labor hours required to install the NPI and any other appropriate mark-ups and the fixed co-efficient. If three (3) suppliers cannot be found, the Contractor shall submit at least one invoice with their proposal. If the NPI has a commercially available price list, the Contractor shall submit that with the proposal. The Contracting Officer will conduct market research to determine price reasonableness. Once price reasonableness has been determined, the Contractor and the Government (to include SABER Project Managers) will negotiate the labor hours to install the NPI and any other appropriate mark-ups and the fixed co-efficient. If price reasonableness cannot be determined and the material cost is significant, the Contractor will have to break down each unit of cost the Contractor will pay for the NPI to facilitate the price reasonableness determination. If the NPI is a custom made item, the manufacturer will have to submit their itemized costs.

e. Schedule of Material Submittals

(1) The Contractor shall prepare and provide as part of the proposal package an AF Form 66, Schedule of Material Submittals, or equivalent. The AF Form 66 shall include all reports, construction materials, and documentation that have a material effect on the construction effort including, but not limited to: large purchase items;

long-lead items; required reports; and as-built drawings. Submittal requirements are identified in specification Section 01 33 00.

f. Construction Schedule

(1) The Contractor shall submit the construction schedule in two (2) formats. In accordance with FAR 36.515 and the clause at FAR 52.236-15, a progress schedule (construction schedule) is required for task order projects exceeding the simplified acquisition threshold and with a performance period greater than 60 days or more unless the Contracting Officer requests otherwise. The progress schedule shall be submitted on an AF Form 3064, Progress Schedule, and completed in accordance with the instructions on the reverse side of the form, or as directed by the Contracting Officer. In addition to the progress schedule, the Contractor shall submit a critical path Gantt chart schedule in Microsoft Project or an equivalent format, with milestones, for all projects with a performance period of 90 days or more unless the Contracting Officer requests otherwise. After task order award, the Contractor shall provide bi-weekly construction updates on an AF Form 3065, Progress Report.

(2) The construction schedule shall identify all major tasks of construction effort, their associated cost, and associated percentage of the work effort. The construction schedule should demonstrate a logical progression of the work effort from award to close-out.

1.5 TASK ORDER SELECTION PROCEDURES

1.5.1 The Government anticipates awarding three (3) SABER IDIQ contracts. Task orders issued under each contract award are subject to the requirements of Federal Acquisition Regulation (FAR) 16.505, Orders under Multiple Award Contracts. All contractors will be given a fair opportunity to be considered for each order. All contractors will be required to submit proposals for evaluation on every task order. The contracting officer will select one contractor to receive the task order award. No protest under FAR subpart 33.1 is authorized in connection with the issuance or proposed issuance of a delivery order, except as authorized by FAR 16.505(a)(1).

1.5.2 The selection for task order award will either be based on Lowest Price Technically Acceptable (LPTA) or Best Value (BV) at the discretion of the Contracting Officer with CONCURRENCE of the Civil Engineer Squadron, Engineering Flight (30 CES/CENMP).

Under LPTA, task order awards will be made to the lowest priced proposal determined technically acceptable. Proposals will be determined technical acceptable when they demonstrate a complete understanding of the task order requirement based upon a review of each of the submitted documents. Inconsistencies and/or a lack of sufficient detail may cause task order proposals to be determined technically unacceptable. Under BV, task order awards will be made to the task order proposal which is determined to be the best value to the Government considering price and other factor. The factors used in the best value determination will be identified on the FOPR. The following factors may be considered when making a decision in the selection and may include other factors the Contracting Officer determines relevant or in the best interest of the government in selecting an awardee. All factors are considered equal, except price, with no order of precedence. Price will be considered slightly less important than all other factors. The contracting officer shall exercise broad discretion in selecting the Contractor.

1.5.4 The Contracting Officer using a DD Form 1155 will then issue task orders. Each task order will include the following information:

1.6 TASK ORDER FUNDING

1.6.1 Proposals may be requested and processed up to the point of award, in advance of funding.

Proposals processed up to award may remain on hold, pending funding, for a period of one year, or until the exercise of the next option period. It is the government’s intent to award a task order for each proposal processed up to the point of award; however, due to changes in the construction program, congressional budget changes or world events, some projects may be canceled. No compensation for cancelled projects will be granted to the contractor.

1.7 WORK CLEARANCE REQUEST

1.7.1 Upon task order award and prior to start of the project the Contractor shall obtain and process an AF Form 103, Base Civil Engineer Work Clearance Request for each project. The Contractor shall go to the 30th Civil Engineer Squadron, Operations Flight, Customer Service Unit (work order service desk) located in Bldg. 11439 along Iceland Ave. (Civil Engineer Squadron Complex) in order to start the AF Form 103 process and then shall coordinate with appropriate Government agencies for review and coordination to properly complete the form. Once all coordination is completed, the Contractor shall return the AF Form 103 to the work order service desk to receive approval signature. Government agencies will annotate the form with special instructions or requirements. The AF Form 103 with sketches, all in triplicate, shall be submitted a minimum of 10 work days prior to construction start date. Work shall not begin until the AF Form 103 is fully approved and, if applicable, coordination is received from each of the coordination agencies which noted “Monitor required” on the AF Form 103.

1.7.1.1 Environmental monitors may be required from 30th Civil Engineer Squadron, Environmental Flight. A minimum of 72 hours advance notice for environmental monitors is required. Work shall not begin until the monitors are coordinated and present.

1.7.1.2 When any digging is performed in the vicinity of utilities or communication cables, Civil Engineer Squadron and/or Communications Squadron monitors will be present, as required. No mechanical digging shall be performed within 15 feet of utilities or communication cables until they are physically exposed by hand digging. If a utility or communication cable is damaged, notify the Contracting Officer immediately. A minimum of 72 hours advance notice for CES monitors and SCS monitors as indicated on AF Form 103 is required. Work shall not begin until the monitors are notified and present.

1.7.1.3 Due to the nature of the mission at VAFB, a “No Digging” period may occur during special operations. The period imposed can range from one day to two weeks. The contractor should anticipate delays in obtaining clearance to excavate. No digging periods occur several times during the year or at any time unnoticed “No digging” are in force.

1.7.1.4 Any welding or torching on VAFB requires a welding permit. The Contractor shall obtain a welding permit from the 30th Civil Engineer Squadron, Fire Protection Flight. A permit will be issued within 5 work days with instructions for welding fire prevention. Refer to Section 01 35 29 Safety and Occupational Health Requirements for additional information.

1.7.1.5 In all cases the Contractor shall have contingency plans for continuing work during utility outages caused by the Contractor or outside forces. The plan must also include procedures for promptly repairing utility breaks/interruptions made or caused by the Contractor.

1.7.1.6 Contractor shall be responsible for contacting utility owners to coordinate work, identify, locate, and mark all utility lines in the vicinity of the project work site (commercial and military utility lines). The Contractor will be required to mark the limits of site work/excavation to indicate location, direction, length, and depth of site work/excavation in order to facilitate the utility owner’s field marking of existing utilities.

1.7.1.7 The Contractor shall provide, as attachment to the AF Form 103, drawings showing exact location and description of the work to be accomplished. Should any of the coordination points indicate additional utility lines or structures to those already shown on the drawings, by sketch on the Contractor's drawing or by field location marking, the Contractor shall be responsible for the protection of each of the indicated items. It is the responsibility of the Contractor to verify the exact location of all indicated utility lines and structures, and for the protection of the same, in the project work area. Should damage occur to any utility line or structure, the Contractor shall be responsible for the prompt repair of the damage to return the item to its original working condition.

1.7.1.8 Special care and coordination shall be taken in any high-visibility area so as not to unnecessarily damage surfaces. The Contractor shall consult with the Civil Engineer Representative before any markings are placed in these areas. In all high-visibility locations, the paint used to locate utilities will be fully removed from sidewalks, pavements, and plazas at the end of the project. The Contractor shall be responsible for any damages.

1.7.1.9 The Contractor shall have a copy of the fully coordinated, approved and signed AF 103, Base Civil Engineer Work Clearance Request (aka “digging permit) at the project site at all times.

1.8 ELECTRICAL SERVICE AND COMMUNICATIONS FACILITIES

1.8.1 The Contractor shall not disturb electrical and/or communications facilities and wiring not discussed in the statement of work (SOW) or drawings. Where such facilities require removal for accomplishment of the project work, the Contractor shall notify the Contracting Officer in writing at least seven calendar days in advance of the requirement, for the accomplishment of such removal work by the Government. The Contractor shall allow the utility owner to remove the systems required. If the lines are damaged by the contractor’s construction activities, the Contractor shall restore service within 24-hours with no cost to the Government.

1.9 CONDITIONS OF WORK

1.9.1 Disruptions

1.9.1.1 The Contractor shall perform his work in a manner that will minimize disruption to normal VAFB operations.

1.9.1.2 Disruptions to sprinkler or alarm systems in excess of 4 hours will be require either the evacuation of the building or fire watch.

1.9.2 Area of work

1.9.2.1 The Contractor will be allowed a reasonable working area when possible.

1.9.3 Regulations and Policies

1.9.3.1 The Contractor shall comply with all applicable Vandenberg AFB regulations pertaining to safety, health, security, traffic control, fire prevention, and environmental protection.

1.10 RECORD DRAWINGS

1.10.1 During the progress of the contract, the Contractor shall keep a set of red-line drawings on the job site at all times. Red-line drawings shall be based on the design drawings provided by the Contractor as part of its proposal package IAW SABER Specifications Section 01 00 00, paragraph 1.4.12.1c.(1). These drawings shall be used to create As-Builts meeting the requirements of paragraph 1.3.3 of SABER Specifications Section 01 78 00, Task Order Closeout Requirements. If the Contractor fails to maintain the record drawings as required, the Contracting Officer will consider that satisfactory progress has not been achieved for the period in question. Final payment will be withheld until As-Built Drawings, in PDF and AutoCAD format, are submitted and approved by the Contracting Officer.

1.10.2 Final As-Builts

1.10.2.1 Prior to final inspection, submit one (1) CD/DVD-ROM copy of the As-Built Drawings in

AutoCAD file format (*.dwg) and in Adobe PDF file format (*.pdf) as detailed in subsequent paragraph “As-Built Deliverables” to both the SABER Project Manager and Contracting Officer. As-Built drawings will only contain data applicable to the project. All Government Furnished materials (GFM) data that doesn’t contain project work will be removed from the drawing files. All work will conform to the parameters described in this specification. Unless otherwise noted, the latest published version and/or revision shall be used.

1.11 AS-BUILT DELIVERABLES

1.11.2 Delivery Specifications

1.11.2.1 All as-built drawings shall be delivered on a CD/DVD-ROM in *.dwg and *.pdf formats.

The *.pdf file shall be condensed into a single file with the multiple pages. The Contractor shall submit two (2) CD/DVD-ROM discs, one (1) to the Project Manager and one (1) to the Contracting Officer. The *.dwg file delivered shall be created in the most current version of AutoCAD, or as is acceptable by the drawings vault. The *.pdf file delivered shall be created in Adobe Acrobat 8.0 or newer version. A PCO.TXT file shall contain a valid POC for questions about the file and shall be included on a CD/DVD-ROM.

Topographic survey data shall also be delivered on a CD/DVD-ROM in a *.csv format.

(Preferably PNEZD – comma delimited format). Accuracy level of data provided shall be +/- .02 foot. All projects shall clearly indicate survey site control Basis of Bearings statement with the control monuments used to establish that control. All plans shall reflect mean combination ground to grid factor, be printed upon any calculation sheets anytime ground (modified) State Plane Coordinates are used, and be noted in the bearing source statement. Digital media must have an external label listing the name of the project, contract and task order number, the words “As-Built Record Set,” and be labeled For Official Use Only (FOUO). The folder shall contain drawings, indexes and X-REF files related to all As-Builts. A drawing called BINDED.DWG shall be created. This drawing shall be bound and have no external references.

1.11.3 Final As-Built Preparation for *.DWG files.

1.11.3.1 The following procedures must be performed before a file is placed on the delivery media:

a. When opened, the drawing shall be seen exactly as it should be plotted. Include all files, both graphic and non-graphic, required for the project.

b. Make sure all files are in the same directory, and that references to those files do not include device or directory specifications.

c. Ensure all reference (external reference) files are attached and without device or directory specifications.

d. Remove all extraneous graphics/text outside the project border area, and set the active parameters to a standard setting (or the setting contained in the seed or prototype file).

e. Include any standards sheets (abbreviations, symbols libraries, font libraries, color tables, pen tables, plot configuration files, user command files, etc.) necessary for a complete project.

f. Compress and/or reduce all files using the appropriate utilities. A digital media copy of the decompression utility should be provided with the delivered data.

g. All files shall be purged and all X refs shall be included.

h. All *.CTB and *.PC3 files shall be supplied if used on the project.

1.11.4 As-Built Specifications

1.11.4.1 As-Builts shall be designed and delivered in NAD 1983, STATE PLANE California Zone

V COORDINATE SYSTEM. As-Built drawings shall conform to the most current Vandenberg AFB CAD Standards. The Vandenberg AFB CAD Standards are available through the 30 CES Design Vault. The Industry Standard model file and sheet naming conventions, consisting of a Discipline/Code Designator, Drawing Type Code, Sheet Type Code/Designator, and Sheet Sequence Identifier shall be used for all submissions – diagrams of this naming convention can be found in the Vandenberg AFB CAD Standards. Where layers aren’t specified, the National CAD Standard will be used. All submittals shall include any 6 standards sheets (abbreviations, symbols, fonts, etc.)

necessary for a complete project, and document any nonstandard fonts, tables, symbols, etc. that are used. Decimal units will be used for all exterior drawings (site plans, utilities, etc.) Architectural units will be used for all interior drawings (within five (5) foot of the structure). Acceptable drawing scales depend on the type of drawing and the size of area the drawing encompasses – A detailed description of which drawing scale to select can be found in the Vandenberg AFB CAD Standards.

a. Title Blocks

(1) The contract number and the specification number (if available) shall be shown on all sheets. “RECORD DRAWING” shall be added below the title block on all sheets. All modifications to the contract shall be posted in ascending order. The top line of the revision box shall state “REVISED TO SHOW AS-BUILT CONDITIONS” and dated. All modifications to all plans, sections, or details, shall have a modification number placed in the revision box under column entitled “Symbol”. The statement “GENERAL PROVISIONS” may be used when applicable.
