**NOTE: This Task Order Request is for evaluation purposes for the VELA MACC IDIQ contract. An award of the work identified in this task order is not anticipated, however, the Government reserves the right to award this project to the lowest price technically acceptable offeror which has been awarded an IDIQ contract on the VELA MACC if sufficient funding is available at time of award.**

MEMORANDUM FOR: VELA MACC CONTRACTORS

SUBJECT: VELA MACC Task Order Request (TOR), Project XUMU 09-1253B, Repair Bomarc
Dorm, Facility No. 13123, Vandenberg AFB, CA.
1. A site visit will be held on Monday, 12 December 2017, at 09:00 A.M., Pacific Standard
Time (PST).
2. Contractor shall provide a proposal in accordance with the procedures specified in the VELA MACC Statement of Work paragraph 2.d to this office No Later Than (NLT) Friday, 12 January 2018, at 3:00 P.M. PST.
3. The proposal shall include a technical proposal that includes a narrative of the design and construction approach, a construction schedule and redacted construction estimate (i.e. no specific pricing information). The narrative should describe the design and construction processes, without restating the SOW, and include a description of the phases of design and construction, list of design drawings to be included, applicable codes and regulations, and should demonstrate an understanding of the requirements of the sample project. The construction schedule should identify all applicable tasks and reasonable times to complete the project. The construction estimate should identify an appropriate mix of labor and materials in reasonable quantities and use units of measure other than lump sum.
4. Contractor shall acknowledge receipt of each amendment to the titled RFP by stating each amendment on the proposal cover letter. If no Contractor acknowledgment is received, the Government may determine the Contractor’s proposal non-responsive and ineligible for award.
5. This TOR is being issued under CLIN 0001 and the Basis for Award is Lowest Price Technically Acceptable (LPTA). The following criteria will be evaluated for Technical Acceptability:
• The offeror provides a task order proposal:
o Demonstrating a thorough understanding of the project TO SOW to include the construction and design efforts required.
o Demonstrating a thorough understanding of all applicable UFCs, codes, regulations, AFIs, ETLs, etc. that will be applicable to the TO.
o Identifying and providing reasonable time estimates for all applicable tasks on its construction schedule.
o Identifying an appropriate mix of labor and materials in reasonable quantities on its construction cost estimate breakdown.
6. The magnitude of construction for this project is between $1,000,000 and $5,000,000
7. Questions or Request For Information (RFI) must be submitted by Friday, 15 December 2017 at 3:00 P.M. PST
8. This requirement is not subject to the minor construction threshold of $1,000,000.00.
9. LIQUIDATED DAMAGES: IAW the clause at FAR 52.211-12, of the MACC IDIQ, Liquidated Damages will be identified at the task order level on a case by case basis. Liquidated damages will be assessed for this project in the amount of $1,336.47 / Day.
10. Construction Wage General Decision applies: CA170023 13 October 2017, Modification 15.
11. For this project, Performance and Payment bonds are required in accordance with FAR 28.102- 2 and the clause at FAR 52.228-15.
