FA4610-08-R-0016, LOSC Questions after Pre-Proposal Conference Round 3

PLEASE NOTE: WE THANK ALL POTENTIAL OFFERORS WHO HAVE SUBMITTED QUESTIONS CONCERNING THIS RFP. AFTER RECEIVING OVER 122 QUESTIONS, SOME OF WHICH WERE MULTIPLE ANSWER TYPE QUESTIONS, WE HAVE PROVIDED ANSWERS TO ALL QUESTIONS RECEIVED. PLEASE BE INFORMED THAT THE CUTOFF DATE FOR QUESTIONS REQUIRING EXPEDITIOUS ANSWERS PRIOR TO THE PROPOSAL RECEIPT DATE IS COB 26 AUGUST 2010. QUESTIONS RECEIVED AFTER THIS DATE WILL NOT BE FORMALLY RESPONDED TO AND POSTED TO FedBizOps UNLESS WARRANTED.

Reference PWS: 2, 2.2, 2.2.2 - The Contractor shall apply the services to the Western Range launch, operation and test facilities, Pillar Point, Anderson Peak, Hawaiian sites, Vandenberg Air Force Base (VAFB), VAFB surrounding areas and their infrastructure, property, and equipment, as listed in Attachments 1A1 and 1A2A thru 1A2D.

Request for clarification of Governments intent with the Hawaii sites currently on Care taker status; is it the Governments intent to have these sites manned all the time.

For the Hawaii sites the required O&M efforts are

(1) Vegetation/Landscaping upkeep (every 2 weeks or as needed),

(2) HVAC Equip O&M at FAA facility at EWA beach (monthly),

(3) generator run at FAA facility at EWA beach (monthly),

(4) fence & gates inspection (monthly), and

(5) Building inspection (monthly).

2
Is RS Means acceptable for direct material costs associated with

maintenance and repairs or does the government intend for us to price out every single piece of material to show unit costs, quantities and vendor?

Offerors should use the plug numbers provided by the government for CLINs X002 & X003.

3
As a local Union Contractor performing Corrosion Control on other contracts at Vandenberg AFB, we are aware that the incumbent Launch Operation Support Contractor is signatory to a Collective Bargaining Agreement with District Council 36, Painters and Allied Trades Union, as have all previous other contractors on Launch Operation Support Contract's. Since that agreement just had a benefit increase effective August 1st, 2010, over the published Davis Bacon Rates, shouldn't that agreement be published along with the other collective bargaining agreements?

The CBA will be posted to FedBizOps for informational purposes only.

4
Can you please provide the system type and manufacturer for the Dual fuel

system at the South Vandenberg Power Plant?

Allison Dual Fuel System

5
Does the government intend for the contractor to lease vehicles or purchase

vehicles under the Cost Reimbursement CLIN?

The government intends contractors to lease vehicles as needed. Vehicles shall not be purchased under the Reimbursable CLIN.

6
In the attached CBA position descriptions it does state:

In the CBA the wage provided under Group A, position A considered Level 1?

Where do we allocate the referenced Training costs, i.e.: the 50% difference between the trainee pay and entry level rate- "Level 1?"

What is the Salary for a trainee under Job Group A?

Is a Group A, Level I Electronics Technician the same as Maintenance Electrician B?

If not, which positions under Group A does it match up with?

Labor rates and labor mix to be determined by the contractor for best value to the government.

7
Do we need to price for travel? If so for what positions and for how long?

If travel is necessary it may be charged against the Reimbursable CLIN.

8
Will you provide a list of additional tools that will be needed?

The contractor is to determine the tools necessary based on their experience on similar work

9
The GFP list does not provide the locations of where the property is

located. Will you provide such a list?

A product showing locations of GFP was posted to FedBizOps 24 Aug 2010.

10
Under the Property & Equipment responsibility list in the cranes list can

you provide the tonnage for each crane that does not have tons described in the notes column? If not can you indicate whether they are over or under 3 ton?

Information that is available has been incorporated into the Attachment 1A2B which will be revised and posted with Amendment #02.

11
Will cell phones be allowed on site?

Cell phones are allowed on base, but may be restricted for certain facilities

12
Can you provide a list of Air Force certified or approved Software systems?

No, There is a list of approved software, but it’s FOUO. The list has the following note:

Distribution authorized to U.S. Government Agencies only; test and evaluation. Refer other requests for this document to: afnic.evsn.cots@us.af.mil

13
From the responses provided at the Pre-Bid conference on

08/02, contractors are required to provide estimates for CLIN 002, even though the government is providing a plug number there. To provide a response, can you please clarify if facilities and/or equipment listed in Attachments 1A1 and 1A2 as "deactive" will require any activity? For example, Attachment 1A2C lists several pressure vessels as "Deactive". If these vessels are due for certification during the life of the contract, will that certification be performed as scheduled, or only if the vessels are re-activated? If certification will only be performed if and when the vessels are re-activated, then how do we provide an estimate, not knowing if, or when, that will occur during the life of the contract.

These vessels will not undergo recertification, they are INACTIVE, but must be inspected yearly in an in-service inspection program as part of the requirement of the formal decommissioning process.

14
Just a clarification on question 34 and it answer from the LOSC

Question/Answer for Pre-Proposal Conference on August 2, 2010.

Is the text that supports and explains charts, graphs, diagrams and tables on a 11X17 fold out sheet 10 pitch?

Amendment #01 corrected this verbiage to “font.” Refer to Section L-9.5 4, (iv).

15
Attachment I, Performance Work Statement, Item 6, Reimbursables, Page 46 of 47, sub-items 1&2 AND Attachment 1.b.1 Government furnished Property:

Sub-item 1 states”….materials, supplies equipment, vehicles, training and travel when required items are necessary for the Range Support CLINs…..”

Sub-item 2 states “……expense to repair and or replace damage to Government Furnished Property…….

a. Contractor assumes that all materials, spare parts etc. required for the maintenance and repair of items on Attachment 1B1, Government Furnished Property is reimbursed via CLIN X003. Is that correct?

b. Contractor assumes that all Vendor/Service Subcontract maintenance and repair of items on Attachment 1B1, Government Furnished Property is reimbursed via CLIN X003. Is that correct?

c. Contractor assumes that the replacement of items on Attachment 1B1, Government Furnished Property is reimbursed via CLIN X003. Is that correct?

a, b, & c. Yes, upon approval of the contracting officer

16
Question 21: Attachment I, Performance Work Statement, Item 6, Reimbursables, Page 46 of 47, sub-items 1&2 AND Attachment 1B2 “AS IS” Government Furnished Property:

Sub-item 1 states”….materials, supplies equipment, vehicles, training and travel when required items are necessary for the Range Support CLINs…..”

Sub-item 2 states “……expense to repair and or replace damage to Government Furnished Property…….

a. a. Contractor assumes that all materials, spare parts etc. required for the maintenance and repair of items on Attachment 1B2, “AS-IS” Government Furnished Property is reimbursed via CLIN X003. Is that correct?

b. b. Contractor assumes that all Vendor/Service Subcontract maintenance and repair of items on Attachment 1B2, “AS-IS” Government Furnished Property is reimbursed via CLIN X003. Is that correct?

c. c. Contractor assumes that the replacement of items on Attachment 1B2, “AS-IS” Government Furnished Property is reimbursed via CLIN X003. Is that correct?

a, b, & c.

No, IAW 52.245-2 (b) The Government bears no responsibility for repair or replacement of any lost, stolen, damaged or destroyed Government property. If any or all of the Government property is lost, stolen, damaged or destroyed or becomes no longer usable, the Contractor shall be responsible for replacement of the property at Contractor expense. The Contractor shall have title to all replacement property and shall continue to be responsible for contract performance.

17
Is there a CBA in effect for painters as related to this contract?

a) If so, will a copy be provided to offerors

b) If not, do we use the provided DBA agreement for painters

a. Yes, there is a CBA in effect for painters; however, Davis-Bacon rates take precedence.

b. The CBA agreement will be posted to FedBizOps for informational purposes only

18
In light of the recent change to the past performance requirements will the relevant dates for the past performance questionnaires be extended?

No.

19
Can the Air Force please publish the Attendee List from the Pre-bid meeting on 08/02.
Attendee List posted to FedBizOpps on 08/09/10

The response to Question #39 says that the requirement for "material

prices" from subcontractors in RFP Section L-6.5 will be deleted. If that requirement is deleted, then it may reduce the number that the prime provides for CLINs X003 in response to Section L-6.10. Or does this mean that no specific material prices need to be included in CLIN X003? Our recollection from the conference was that the government was requiring numbers from the contractors for CLINs X002 and X003 even though plug numbers are provided. Is this correct or did we misunderstand the response at the conference?

Amendment #01 corrected this item. RFP Section L, Para. L-6.5, line 5, “material prices” will be deleted. In addition Table 2, Material and Material Overhead will be deleted from the table as the plug numbers make this data unnecessary. Offerors should use the government plug numbers for CLINs X002 & X003 as provided.

21
If contractor numbers are required for CLINs X002 and X003, then

what will be the basis for the government's evaluation of these CLINs? Will it be the plug number (all proposals will be evaluated the same for these CLINs) or will some weight be placed on the contractor's number relative to the government-provided plug number?

Offerors should use the plug numbers provided by the government for CLINs X002 & X003.

22
Reference PWS paragraph 2.2.2 which reads in part: “The Contractor’s effort for P&E identified as “others” is limited to services as required by the various agreements listed herein” and PWS paragraph 2.2.3 which reads in part: “the Contractor shall abide with all written maintenance agreements approved by the Government or agreed upon with other contractors residing or using these Government properties”.:

Can the government provide copies of these agreements or otherwise provide the Historical Workload Data associated with this effort?

The Government does not currently have written maintenance agreements with other contractors which would drive a significant workload burden. This PWS paragraph is intended to alert prospective bidders to the possibility that demarcation lines occasionally shift, requiring the LOSC contractor to honor Government agreements. As an example, the Government has a contract with another company to maintain some energy-saving equipment such as variable frequency drives, which are connected to HVAC equipment maintained by LOSC. In this case, the LOSC contractor must be cognizant of these situations and honor the Government’s demarcation of responsibility. In another example, one LOSC customer is considering shifting the demarcation lines at each of their facilities to lessen the scope on a contract that maintains a weapons system. Again, this example will require the LOSC contractor to participate in negotiation of new responsibilities; and recalculating pricing and manpower loading for this program. We believe the FY05 through FY10 work order history accurately captures the existing burden on the LOSC. At this time one ACA (with InDyne Inc. and CHI) exists and it will be posted to FedBizOps as soon as possible.

23
Reference Section L-7.1.1.1, Program management. “Present an organizational chart of each department and discipline……….showing breakdown of labor categories, labor hours, position description, education level and experience.”

Describing position descriptions, education levels and experience can become quite lengthy. Request this information be included as an attachment to the organizational chart and be EXCLUDED from the page count.

Paragraph L-7 will be amended (with Amendment #02) to say: “Limited to no more than 50 pages (excluding Table of Contents, Acronym List, Tabs and Title Page).”

24
Reference Schedule B, CLINs X002, Other Support Services:

Does the plug number include Task Assignments outside of CE? i.e. TA’s from Commercial Customers. If not, is this information available?

All Task Assignments are government program driven. We do not accomplish Task Assignments for Commercial customers.

25
Reference RFP L-8.4, Teaming Agreements and discussion during 2 Aug 2010 pre-proposal conference:

If we correctly understand that the Government requires copies of teaming agreements for every subcontractor can copies of teaming agreements be EXCLUDED from the page count?

See question #2 of original posted questions and answers from 2 Aug 2010 Pre-Proposal Conference. Page counts for Volume I, II and III are limited to numbers specified in Section L.

26
Reference Section H, OCI Clause which currently reads, “Nature of potential conflict as seen by CO” as “TBD”

Will the Government clarify prior to receipt of proposals?

The government currently does not anticipate any Organizational Conflicts of Interest; however, this does not preclude offerors from identifying OCIs

27
Reference 5352.217-9500, Associate Contractor Agreements (AFSPCFARS) (NOV 2002), paragraph (h) which lists the following contractors as associate contractors with whom agreements are required:

Western Range Operations Communication and Information (WROCI) Contract Aerospace Support Services Contract (ASSC)

Can the Government provide copies of these Associate Contractor Agreements for offerors to review or otherwise delineate “the categories of information to be exchanged or support to be provided” especially as that support relates to the fixed price piece of this acquisition?

See answer to question #22. Many of the facilities maintained by LOSC are owned/operated under the WROCI program which provides Western Range operations at radar, telemetry, optics, weather and command facilities across the inventory. Similarly, ASSC owns/operates several sites which have pressure vessels maintained by LOSC. At this time one ACA (with InDyne Inc. and CHI) exists and it was posted to FedBizOps 24 Aug 2010.

28
Solicitation Section L-7 states Volume II Technical/Management is limited to no more than 50 pages with no mention of tables of contents, acronym list, tabs, and title page.

Is the page count inclusive of all material such as the table of contents, acronym list, tabs, and title page? If not, can the Government please clarify what is included in the page limit?

Paragraph L-7 will be amended (with Amendment #02) to say: “Limited to no more than 50 pages (excluding Table of Contents, Acronym List, Tabs and Title Page).”

29
Pre-Proposal Conference Questions Numbers 55 and 56, Pages 11 & 12 of 16 – Contractor provided Office Equipment, Shop tools hand tools, safety attire, etc. versus Schedule B CLINs 1001, 2001, 3001, 4001, 5001, & 6001.

Schedule B CLIN Numbers cited above state “…..The contractor shall furnish all labor and supervision as required to provide the services as described in the Performance Work Statement (PWS)…”

Since Contractor will NOT be reimbursed from CLIN X003 for the items cited in questions 55 and 56, should the costs for these items be included in CLINs 1001, 2001, 3001, 4001, 5001, and 6001, even though the CLIN descriptions only call for labor costs?

Contractor will not be reimbursed for office equipment, furniture and fixtures, copier machines with maintenance and parts-supplies via CLIN X003. Contractor provided property will be factored in your proposal IAW standard company accounting practices.

30
Section L, Instructions, Page 59 of 75, Item L-6.9, Cost Plus Fixed-Fee CLINS 1002, 2002, 3002, 4002, 5002, & 6002 AND Q&A Number 74, Page 16 of 16.:

Item states “…..For each option period, provide a table listing labor categories, labor rates, labor burden rates ………..”

A. As stated above, is the contractor to provide a fully loaded standard Labor rate for each labor category proposed?

B. As stated above, is the contractor to provide a fully loaded overtime Labor rate for each labor category proposed?

C. As stated above, is the contractor to provide a fully loaded double-time Labor rate for each labor category proposed?

D. Should non-exempt (SCA & DB) fully loaded labor rates be escalated, or will they be subject to wage determination adjustments before each contract period?

E. Should non-exempt (CBA) fully loaded labor rates be escalated per the current collective Bargaining agreement, or will they be subject to wage determination adjustments before each contract period?

F. Should exempt fully loaded labor rates be escalated, or will they be subject to wage determination adjustments before each contract period?

G. Should CLIN II Non-Exempt fully loaded Rates include CBA & SCA labor categories or are ALL priced labor categories to be Davis-Bacon ONLY?

A. Yes.

B. Yes.

C. Include double time if you feel it is a required part of our proposal.

D. through F.: As briefed at the Pre-Proposal conference: “Do not escalate your labor (Non-exempt).” Exempt labor rates may be escalated

G. CLIN X002 Non-exempt rates entail CBA, SCA & DBA—use appropriate rates as applicable.

31
Section L, Instructions, Page 59 of 75, Item L-6.8, Labor Summary CLINs 1001, 2001, 3001, 4001, 5001, & 6001:

Item states “…..Provide Labor Detail by Type, identify the hours, rate, and the total labor amount ………..”

A. Should non-exempt (SCA & DB) fully loaded labor rates be escalated, or will they be subject to wage determination adjustments before each contract period?

B. Should non-exempt (CBA) fully loaded labor rates be escalated per the current collective Bargaining agreement, or will they be subject to wage determination adjustments before each contract period?

C. Should exempt fully loaded labor rates be escalated, or will they be subject to wage determination adjustments before each contract period?

See Q # 30 above. As briefed at the Pre-Proposal conference: “Do not escalate your labor (Non-exempt).” Exempt labor rates may be escalated.

32
Reference pre-proposal conference question 36 and PWS I.2.4.2, Page 14 of 47.

The answer to question 36 indicates Ewa Beach and Molokai, HI sites are currently in caretaker status and use minimal amounts of services.

Attachment 1A2A identifies 27 items of Ewa Beach equipment and 26 items of Molokai Station equipment. None of the items are identified as active or caretaker status. Some of the items are identified as critical equipment.

Please clarify and quantify what minimal services are required such as equipment or grounds maintenance and corrosion control.

The Ewa Beach and Molokai, HI sites are under caretaker status.

Current caretaker status requires:

1. Vegetation/Landscaping upkeep, every 2 weeks or as needed

2. Maintaining HVAC Equipment operational in the Ewa Beach facility (minimum monthly)

3. Generator run (Monthly)

4. Fence & Gates inspection (Monthly)

5. Building Inspection (Monthly)

33
Does the contract require preventive and corrective maintenance of the Attachment 1A2A Ewa Beach and Molokai Station equipment or will that work be ordered under PWS I.2.4.2 by Task Assignment if the Government returns Ewa Beach and Molokai Station back to an active status?

Reference pre-proposal conference question 44 and PWS I.2.2.4.5, Page 6 of 47.

The answer to question 44 indicates the PWS I.2.2.4.5 vegetation control and earth moving services are with respect to remote facilities, where CE may not be able to provide support as listed in Section I.2.2.4.2.

Please clarify where the remote facilities are and the quantity of vegetation control and earth moving services required so that all offerors can estimate and propose adequate resources for these tasks.

See extent of Caretaker status maintenance for Hawaii sites in Q. #32 above. Any reactivation would occur under a Task Assignment.

Areas for vegetation removal are identified in the Work Data sheet. Square footage for Ewa Beach has approx. 200 acres of mowing. Molokai has 75 acres of mowing. Pillar Point has 40 acres of mowing.

34
Reference pre-proposal conference question 44 and PWS I.2.3.1.1 SSVP Operations Support, Page 13 of 47

The answer to question 47 indicates the SVPP operations vary and the Government estimate is 2,000 hours total support time for operations.

Please clarify if the Government’s estimate of 2,000 hours total support time for operations is an estimate for the “operator hours” requires for SVPP plant operations rather than the “plants operation hours”, requiring 2 operators resulting in a requirement for 4,000 “operator hours” and some additional time to prepare the plant for operation and prepare the plant for inactivity.

The estimate of 2,000 given in the pre-proposal conference was superseded by the 4,250 hours given in the Workload Data document. These hours reflect 4,000 crew hours per year and 250 hours for non-launch support.

35
Reference pre-proposal conference question 60, Attachment 1A1 Facility Responsibility List, and 1A2A Equipment List.

The answer to question 60 indicates the square footage of buildings under contract is identified in Attachment 1A1, Facility Responsibility List. Attachment 1A1 identifies less than 500,000 SF of buildings under contract.

Attachment 1A1, Facility Responsibility List indicates that the square footage of building 7000 contractor is responsible for is 32 SF. 1A2A Equipment List indicates contractor is responsible for over 520 items of equipment.

Please clarify if Attachment 1A1 correctly identifies the square footage of buildings under contract with the exception of the apparent error for bldg 7000 and clarify the square footage of building 7000 under contract.

The Attachment 1A1 is being updated to capture the inconsistencies. This will be reflected in Amendment #02 to the RFP.

36
Reference pre-proposal conference question 61

The answer to question 61 indicates the technical library will not identify the historical labor hours by skill required during the last 3 years for O&M, Repair, PMI, and Corrosion Control ≤ $5,000 so that all offerors can understand the historical magnitude of the work required.

Please provide the historical number of emergency, urgent, and routine repairs less than $5,000 and the average hours per repair so that all offerors can estimate and propose adequate resources for repairs.

Bidders Library will not include historical labor hours by skill mix. The following Bidders Library Workbooks are provided for the understanding of the historical magnitude of the work required:

Equipment PM History LOSC WO History Technical Procedures

For CC work load see Workload Data document I.2.2.4.4 Corrosion Control (CC).

For Emergency/Urgent/Routine callouts, see Workload Data document under I.3.2.1 Work Priority Classifications / Trouble Calls and I.2.2.4.2.

37
Reference pre-proposal conference question 73 and L-6.2 Range Support Page 58 of 75.

The answer to question 73 indicates L-6.2 defines the method for calculating PTA.

L-6.2 states “For this acquisition, PTA is defined as offeror ceiling price minus their target price and dividing it by the Government's Share (overrun) and then adding in the offeror's Target Cost.”

Are we correct in using the following formula to calculate PTA, where CP is Ceiling Price, TP is Target Price and GS is Government's Share (overrun) and TC is Target cost.

[(CP-TP)/GS] + TC = PTA

Using this formula, our outcome results in odd results. For example we use a CP of 1430, a TP of 1,100, a government share of 50 %, and a TC of 1,000, we get a PTA of 1,660 and when we use a CP of 1430, a TP of 1,100, a government share of 90 %, and a TC of 1,000, we get a PTA of 1367. This results in a PTA that decreases as the Government share of the overrun increases.

Please clarify how the PTA should be calculated.

Recommend interested parties use the “Google Website” for examples on how to calculate Point of Total Assumption (PTA). Other sites that may be helpful are:

http://www.wifcon.com/ http://www.wikipedia.org/

38
L-6 Factor I – Volume I - Section L-6.5 states, “The prime proposal, however, shall uniquely identify major subcontractor/teaming partner labor hours, material prices, and total burdened costs.”

The Government provided a plug number in CLINs 1003, 2003, 3003, 4003 and 5003. Please explain why the Prime is required to include the subcontractor’s material prices. Is this necessary?

Previously answered. See question #39 on “2 Aug 2010, LOSC Questions/Answers for Pre Proposal Conference,” previously posted to FedBizOps.

39
L-6 Factor I – Volume I - Section L-6.12 Material and Other Direct Costs (ODC) states, “Provide summaries for proposed material and ODC items identifying the quantities, unit price and the sources of the price (catalog, historical quotes, etc). “

The Government provided a plug number in CLINs 1003, 2003, 3003, 4003 and 5003. Why is the Offeror required to provide material and ODC items for these CLINs if the Government included a plug number? Does the Government want the Offeror to use the Government’s plug number in the submission?

Use the government plug numbers where provided. You may also reference question #39 & #40 on “2 Aug 2010, LOSC Questions/Answers for Pre Proposal Conference,” previously posted to FedBizOps.

40
L-6.5, Pg. 58 of 75 – Volume I - The fourth sentence states, “The prime proposal, however, shall uniquely identify major subcontractor/teaming partners labor hours, material prices, and total burdened costs.”

Please define Subcontracting/Teaming partner for the submission of cost proposals and whether we should include the referenced information for all companies that we subcontract work to.

This paragraph was changed via Amendment 01, posted to FedBizOps. The rest of this question was previously answered—see question #40 on “2 Aug 2010, LOSC Questions/Answers for Pre Proposal Conference,” previously posted to FedBizOps.

41
PWS 3.3.1.6 - Shop and Personal Tools –

Is the Contractor able to use any and all tools in the government furnished lists or do we have to provide a complete tool inventory for our employees?

IAW FAR 52.245-1;-1(DEV);-2; and -9 the contractor will be able to use all items provided in Atch 1B1 and 1B2 in the performance of the contract work.

42
Schedule B - CLIN Structure

Does the government intend to have all items whether it is office supplies, postage, tools, training etc. to be included in the reimbursable CLIN with materials?

Allowable reimbursable costs are described in the PWS, para. 6, Reimbursables.

43
Section B – Table 1, column Opt 6 FY16 (Ext of Svs): Added plug numbers for CLNs X002 & X003.

Amendment #1 revised Table 1 with new plug numbers. Will a revised Section B also be issued?

If not, should we include the plug numbers in Section B as provided in Table 1?

Amendment 01 also updated Section B to coincide with Table 1.

44
Workload Data, SOW Para #I.2.3.1, South Vandenberg Power Plant, which reads: Estimate 4000 crew hours each and 250 crew hours per year for non-launch supports.

Please clarify. “4000 crew hours each”. Each FY? Each generator?

4,000 crew hours per FY.

45
Workload Data, SOW Para #I.2.2.4.2 thru I.2.2.4.4 which reads in part: “CC was descoped from LOSC contract in FY07 due to AF budget cuts”.

Please verify that the intent is to again include Corrosion Control within the FFP CLIN – i.e., to reverse this prior to descope The intent is to include a maintenance level corrosion control effort in the FPI CLIN (CLIN 01).

46
II. Service Summary –

1.2 Contract line item numbers (CLIN) are to be established as follows:

0001- Phase In: Fixed Price (FP) X001 – Range Support: Labor –only CLIN for O&M, Repair, PMI, and Corrosion Control < $5K as FPI X002 – Other Support Services: Labor-only CLIN for Repairs > $5 as Cost Plus- Fixed Fee (CPFF) X003 – Reimbursable Materials: Materials and Equipment for CLINs X001 and X002, Possessory Tax, Vehicle lease, Travel and Specialized Training, as Cost Reimbursable (CR) X004 – Data Reports Not Separately Priced (NSP) X005 – Work Request (Various Contract Types) Note: X represents the year of the contract whether Basic or Option Year.

1.1 Other Services:

1.1.1 The Contractor shall perform corrective maintenance requiring both craftsman time and material cost exceeding $5K per P&E.

a. Please clarify the government’s intentions for Range support (labor and materials) totaling less the $5,000.00. Does the $5,000 threshold (labor and materials) apply to all individual work requirements in CLIN X001?

b. If yes, can the Government please provide the Government’s estimate of the “total labor hours anticipated for Range Support” given the $5,000 threshold (Labor and materials) that will be associated with CLIN X001?

c. If the Government cannot provide an estimate of total labor hours required, please provide the anticipated number of individual O&M, Repair, PMI, and corrosion control events (CLIN X001) that are anticipated within specific ranges of cost, (e.g. $25 to $250, $251 to $1,000, $1,0001 to $2,500 and $2,501 to $5,000). This information would also provide bidders with a method to calculate the required labor hours for CLIN X001.

a. Range Support includes labor only and should not be confused with Other Services. Para 2.4.3 in the PWS should read “The Contractor shall perform corrective maintenance requiring labor cost exceeding $5K per P&E”. All material is purchased through the Material CLIN X003. PWS, para. 2.4.3 will be revised. This will be corrected with the next Amendment (#02) to the RFP.

b. Please see LOSC Work Order History spread sheet.

c. It is the bidder’s responsibility based on similar work experience to provide estimates based on the Workload History provided (LOSC Work Order History spread sheet).
